MESSAGE

I am glad that CSR section of MDL is bringing out a publication on Corporate Social Responsibility and Sustainability activities carried out by our dedicated & resourceful CSR team up to FY 2015-16. A snapshot of MDL’s CSR activities with the mission of sustainable community development has been nicely presented in this CSR Publication.

MDL builds state-of-the-art warships and submarines for the Indian Navy and holds a unique position of being the Premier Warship-Building Yard of the Country. Corporate Social Responsibility and Sustainable Development is the Company’s commitment to its stakeholders to conduct business in an economically, socially and environmentally sustainable manner. MDL is committed to undertake various programs for integrating social and business goals so as to create social impact through inclusive growth activities to bring about visible impact on people in particular and society at large. In February 2015, MDL has adopted Corporate Social Responsibility and Sustainability Policy as part of compliance of Section 135 of Companies (Amendment) Act, 2013 and the Rules framed there under.

The journey of CSR at MDL started with a modest beginning in the FY 2010-2011 with an annual outgo of Rs 43.50 lakh. Most of the projects were initially confined to Mumbai and its adjoining areas. Tata Institute of Social Science (TISS), the National Hub for CSR declared by Government of India was roped in to conduct baseline survey and recommend various projects to be undertaken. The baseline survey indicated a gap in Health, Education & Sanitation sectors. Therefore, the focus in the first few years was on Health, Education & Sanitation sectors.

With the increase in CSR allocation, MDL CSR Activity started spreading its wings in other areas like Swachh Bharat Abhiyan, Vocational Skills Development, Education, Environment, Women Empowerment. MDL also undertook Rural Development Projects in most backward regions of the country viz. North-Eastern States, Rajasthan and Uttar Pradesh. Recently, MDL has started village development projects in the tribal area by adopting Kharade Grampanchayat in Shahapur taluka of Thane District, Maharashtra. MDL has also undertaken development of environmental and livelihood generation projects in Parner village of Beed District in drought ridden & backward Marathwada region of Maharashtra.

I take this opportunity to appreciate our CSR Team for the efforts put in by them in spreading CSR activities at pan-India level in various sectors as envisaged in schedule VII of the Companies Act, 2013. We are proud to say that our CSR Team has spent Rs. 1169 Lakh towards CSR and Sustainability projects during FY 2015-16. I feel our motto is to grow sustainably and continue to offer our services to build a better society in and around us .

Corporate Social Responsibility (CSR) is the continuing commitment by business to behave ethically and to contribute to the nation’s economic development while improving quality of life of the workforce and their families as well as of the local communities and society at large.

MDL has a Corporate Social Responsibility & Sustainability Policy with the Vision & Mission as follows:

VisionTo undertake programmes for integrating social and business goals in a sustainable manner to create social impact through inclusive growth and planning.

MissionMDL is committed to continue with its socio-economic, developmental activities to bring about visible impact in people in particular and society at large.

Policy on CSRMDL started its CSR initiatives in 2010-11 as per the guidelines given by Department of Public Enterprises, Ministry of Heavy Industry & Public Enterprises, Government of India as have been revised from time to time. The Corporate Social Responsibility and Sustainability Policy of MDL has come into force with effect from 22 Jan ’15 as a part of compliance of Section 135 of the Companies (Amendment) Act 2013 and the Rules framed thereafter.

All CSR activities are carried out as per Schedule VII of the Rules.

Implementation of CSRThere exists the following three - tier Committee Structure in MDL consisting of the Board level Committee, CSR & Sustainability Management Committee and CSR & Sustainability Working level Committee.

Ø CSR and Sustainability Board level Committee comprises three or more Directors and is headed by an Independent Director, as per DPE Guidelines, to oversee the CSR activities in MDL

Ø CSR and Sustainability Management Committee (CSR & SMC) is headed by D(CP&P) and comprises of HOD (HR ), HOD (F), HOD (IP) & HOD (HR & Admin). Head CSR & Sustainability Cell functions as its Member Secretary.

Ø CSR & Sustainability Working level Committee is headed by HOD (HR) / HOD (HR & A) and comprises representatives from Finance / YUC / IP / HR / Admin etc. Head CSR & Sustainability Cell functions as its Member Secretary.

The above mentioned Committees are involved in the process of screening, review, selection, recommendation and approval of projects / initiatives received by the company from various NGOs / Specialised Agencies against Expression of Interest (EOI).

Ø A CSR Cell has been constituted and operates under Human Resources Department to oversee and monitor Projects / Programmes that are being undertaken / will be undertaken in future.

The amount spent on CSR activities has increased significantly from ` 43.50 lakh in FY 2010-11 to ` 1169.00 lakh in FY 2015-16.

MDL has spread its wings from undertaking CSR activities in Mumbai area to rural areas in Maharashtra and to multiple States of India.

Adarsh Gram – Kharade Grampanchayat

Rural Development

MDL, under its CSR projects, has adopted Kharade Grampanchayat, Shahapur tehsil of Thane District for its overall development in the next three years. Adoption of the Village was envisaged based on the clarion call of the Hon’ble Prime Minister for creation of ‘Adarsh Gram’. The intervention required for development includes spreading Health Awareness & Swachh Bharat Mission, Provisioning of Solid Waste Management, Constitution of a Farmers Club, Provisioning of clean Drinking Water and providing Quality Education, Skill Development and facilitating Women Empowerment etc. CSR Team of MDL has been working over a year in this village and preparing a plan to make it a model village. The project was kickstarted on 29 Dec. ‘15 by CMD, MDL

in presence of Shri V. Giriraj, Principal Secretary, Rural Development, Maharashtra State and other dignitaries. Karve Institute of Social Service, Pune (KINSS), an eminent NGO, has been assisting MDL in this CSR endeavour.

Kharade Grampanchayat comprises two revenue villages viz. Chandgaon and Kharade and 10 Padas (hamlets) with a population of 3008 persons residing in 590 households. Inhabitants of these Padas primarily belong to Tribal community and lack basic amenities and livelihood means.

Installation of 50 Solar Powered Street lights

MDL has installed 50 Solar powered street lights in villages of Kharade Grampanchayat. They have been installed by Rajasthan Electronics and Instrumentations Ltd, a Central PSE.

On the advise of Hon’ble Raksha Mantri, Shri Manohar Parrikar, MDL initiated efforts to help drought affected farmers in Marathwada region of Maharshtra. CMD, D(CP&P) and CSR team visited Parner Village, Tal. Patoda for inauguration of project activities on 2 May ’16. Karve Institute of Social Service (KINSS), an eminent NGO from Pune is implementing agency of the project.

The following activities are undertaken at Parner village of Patoda Tehsil.

a) Provide fodder (mineral mixture) to livestock.

b) Augment water catchment sources by desiltation of wells / ponds / dams and farm pond (shet tale).

c) Plant trees to improve water retention capacity of soil and generate conducive micro environment for rain.

d) Identify self employment avenues for local farmer so as to generate livelihood.

different varieties, such as Papaya, Drumstick, Mango, Kagadi lime, Neem, Jamun and Custard Apple etc.

This CSR project of rural development undertaken in and around Parner village has benefitted approximately 1,000 farmers and their 1,500 cattles.

Desiltation & water conservation project has been implemented through International Association for Human Value (IAHV), which resulted in increase in water holding capacity. The work of laying plastic HDP liner in four out of eight farm ponds (Shet Tale) has been completed for conservation of water.

A residential school was started by ABM Samaj Prabodhan Sanstha, Kalyan in 1999 for the girls from Kathkari Community at Changyachapada in Kharade Grampanchayat of Shahapur Tehsil, Thane District. In April 2014, the school became non-operational due to lack of funds.

With a view to provide primary education to tribal girls, it was decided to adopt the school. At present, there are around 100 girls studying in this residential school. MDL supports school in all respects, i.e MDL’s intervention has given a new life to the school as well as tribal girls studying in the school.

MDL continued its healthcare activities carrying forward its commitment of providing quality healthcare services to the underprivileged and deprived people both in rural and urban areas.

Renovation of NICU at KEM Hospital, Mumbai

MDL has undertaken renovation and equipping of Neonatal Intensive Care Unit (NICU) of KEM hospital of Municipal Corporation of Greater Mumbai. The NICU is now well equipped with latest equipments. It has fourty two beds, fifteen ventilators and sixteen non-invasive respiratory support machines for the infants from the marginalised community, who come here for treatment. This has been a great healthcare initiative in providing tertiary care health facilities in Government run Hospital.

Support to twenty Hearing Handicapped children by cochlear implant surgery

MDL supported cochlear implant surgery to 20 children of below poverty line families through M/s. Artificial Limbs Manufacturing Company Limited (ALIMCO). The project started in Jan’16 and 18 surgeries have been completed till date.

Support for 5000 Cataract Eye Surgeries in Raigad & Thane Districts through Laxmi Charitable Trust

MDL is supporting 5,000 cataract surgeries for needy persons, which are being carried out during the year 2016 - 17 through Laxmi Charitable Trust’s Eye Hospital, Panvel. Further, MDL is also supporting renovation of OPD, Operation Theatre Complex and purchase of ophthalmic instruments as well.

Swachh Bharat Abhiyan, in adherence to Hon’ble Prime Minister’s clarion call for Swachh Bharat was initiated in MDL by identification and removal of unwanted records, furniture, e-waste, repairs of drainage lines, Shramdaan programmes and involment of employees through essay & painting competitions.

The Swachh Bharat activities were steered through constitution of a MDL Central Committee and division wise four sub-committees. The activities are being co-ordinated at three levels: A) within MDL B) outside MDL and C) in rural areas.

107 nos. of old Porta Cabins have been identified for replacement of which 37 have already been removed and disposal of remaining are in progress. (before left image and below present image)

cleanliness of respective building/work station including surrounding 15 mtrs. area. Shramadaan is being carried out by all employees of the Shipyard daily for half an hour near respective place of work. Identification and removal of obsolete records, e-waste, heavy debris is undertaken regularly. Bio-gas plant is in operation which consumes canteen waste at source. In-house cleaning of company’s premises is being done by road sweeping vehicle.

All toilet blocks within MDL have been renovated and four numbers portable urinals are installed at various location. Regular pest control is being carried out, both in MDL and residential area. Residential

colony cleanship is being monitored regularly. Rain Water Harvesting is implemented in residential buildings viz. Currie House (G+7), Angre House (18 floors) and Submarine Workshop. Dual pipelines i.e. fresh water for drinking purpose and treated waste water for utility services are laid at office building of Submarine Project.

All internal roads have been renovated / newly constructed as required, which has greatly contributed towards minimizing dust generation within the Shipyard.

Display of Swachh Bharat Posters & Boards 2000 nos. posters spreading awareness of Swachh Bharat Abhiyan and 70 nos. boards comprising of Swachhata Shapath and photographs of individual executives responsible for cleanliness & upkeep of the areas have been designed and displayed at prominent places within the Yard.

Road Sweeping Machine has been procured, which has contributed towards cleaning dust on the roads and from within a number of large Workshops.

Cleaning of surrounding areas of MDL has been demarcated for adoption division wise i.e Corporate, Shipbuilding, Submarine and Finance Divisions. The various cleaning activities are shown in photographs.

Activities outside MDL Premises

Swachh Bharat activities in Rural Areas

The following activities have been undertaken in rural areas:

n MDL has adopted Kharade village in Thane district for its overall development. Construction of 55 nos. Toilets at Kharade Village for below poverty line families for improvement of sanitation and hygiene.

n 54 nos. school toilets were constructed at various primary school in Valsad District, Gujarat, under Swachh Vidyalay Mission. These toilets have been handed over to respective primary schools on 12 Mar ’16.
