CTEP

WHO WE ARE

CTEP is a Section within the Consultant Design Bureau – Engineering Division (since late 2003)

CTEP was “born” in the MDT Planning Division - ISTEA – 1991 (Was a Bureau)

Local Governments are our partners(City, County, and Tribal)

Some History 1991 - ISTEA enacted, requiring 10% of Surface

Transportation Program (STP) category be used for enhancements.

1993 - Community Transportation Enhancement Program (CTEP) established by: MACO, League of Cities and Towns, and MDT.

1998 – TEA-21 - Tribal Governments added as sub-recipients.

2005 - SAFETEA-LU – CTEP extended thru 2009.

• 10% of Surface Transportation Program (STP) can ONLY be spent on enhancement projects.

• An Enhancement must be linked to the surface transportation system.

• All Federal-Aid Program requirements must be met.

• Requires matching funds:

86.58% Federal; 13.42% Local

Federal Program Requirements

FUNDING FACTS

PRESENTLY, ABOUT $4.5 MILLION IS SUB-ALLOCATED YEARLY TO LOCAL AND TRIBAL GOVERNMENTS, OR, ABOUT $4.50 PER RESIDENT.

THROUGH THE LIFE OF CTEP (CLOSE TO 15 YEARS), ABOUT $85M HAS BEEN SUB-ALLOCATED TO LOCAL AND TRIBAL GOVERNMENTS.

INCLUDING LOCAL MATCH – ABOUT $100M.

A project in this category must meet historic criteria which is defined as a property, building, or facility that is either on, or eligible for, the National Register of Historic Places (NRHP) or is determined by the State Historic Preservation Officer to be a strong candidate for nomination and acceptance to the Register.
