Observation 1

B-threats are a shared « Civ - Mil concern»

Shift from « Mil-WMD» to « Civ-Mil»- R&D prompted by

- Globalization (missions, intercontinental trips…)

- Rapidly emerging diseases

- Risks arise from remote, poorly accessible areas with weak

health care support

Civ-Mil cooperation: the rationale !

Monkeypox, Chickenpox… or Smallpox ?

Some are very contagious and lethal

Need for rapid differential (Mpx) diagnostic tests !

CBRN threats require « rapid on-site testing»:

The concept «Light Fieldable Laboratory or LiFi »

Size ? Specificity ? Sensitivity ? Type of Samples?

Tools (analytical, communication, GIS/EO, Sat

Navigation [GPS/GNSS], robots) ?

Example of Civ-Mil interface

CIVILIAN specifications MILITARY specifications

Common Civ-Mil specifications

– Analytical equipement

– Communication, site selection,

georeferencing

– Expertise (human resources)

– Full CBRN shelter protection

– Heavy shelter, slowly deployable

– Sampling team

– Ops military C2

– B-specific

– Light Fieldable

– First responders (nurses, MD)

– GOARN / WHO / EC DEVCO

Scarce « Ops-certified » structure – funding? Several « Ops-certified » structure – joint

Observation 4 « Increased deployability »and « on-site testing :

New constraints = New R&D field for

« Civ-Mil » CBRN activities»

e.g.,Emerging technologies for rapid identification (Protein, DNA,

RNA, multiplexing, isothermal amplification…);

Biosafety (inactivation of pathogens), reagents lyophilization

CBRN Mil R&D:

Take home message ?

•Mil CBRN Defence capacities are needed … but it

will be difficult to progress as «stand alone» !

•Need for enhanced Civ-Mil joint cooperation –EFC is the “first” craddle….. Not the end !

–ESA and NATO should be part of it !

Due to financial pressure and societal evolution,

survival of “CBRN Mil R&D” implies to meet “wider

societal needs and better EU integration” 38
