safety and emission requirements (such as PGS 29, VLAREM I and II, TA Luft or the BREF – Best References – Atmospheric Storage tanks as issued under the EU responsibility by IPPC in 2005).

Compliance with all these codes, rules and regulations is of paramount importance, and we at the CTS end do realise that as no other in our industry. This is also why we typically guarantee full compliance with all relevant and applicable codes and documents, to ensure our customers of the best possible support.

In the past decades CTS has built a track record that is unparalleled for safety and tank integrity. This as the industry we serve is operating in a complex field of social responsibilities and ever tighter rules governing these responsibilities.

Especially Western Europe (and in particular the Rotterdam area) has developed into one of the most demanding locations to operate atmospheric storage tanks, typically designed as per the atmospheric storage tank design codes API 650 or EN 14015. Apart from that there are many other design and safety codes reviewed such as EN 1991, ATEX, NFPA 11 and EEMUA documents which often have been based upon API 653, the international standard for tank inspection and maintenance.

In 2012 Horizon Terminals Ltd, an Emirates National Oil Company (ENOC) subsidiary, has contracted the engineering, procurement and construction of a bulk oil terminal inside the Jebel Ali Free Zone (UAE), along with realizing a 60 kilometer Jet Fuel pipeline to the Dubai International Airport.

Previously referred to as ‘Project Falcon’, it will have state of the art oil terminal facilities with an initial storage capacity of 141,000 cubic meters, including a Tanker Truck Loading system connected to the oil tanker berths and associated facilities.

CTS was selected as the vendor for the supply of 4 domes and 4 non-contact skin and pontoon IFR’s for this landmark terminal project, which is scheduled to be operated by the end of 2013. CTS will not only supply the materials but will also support the project through mobilizing experienced supervision and all specialized tools required for the proper

Vopak operates this new terminal that has an initial storage capacity of 660,000 cubic meters, comprising of 11 tanks with a storage capacity of 60,000 cubic meters each, and a jetty for seagoing vessels. This capacity has already been rented-out for a long-term period and was commissioned in the third quarter of 2012.

In 2011 Vopak and its partner NIBC European Infrastructure Fund (NEIF) did reach an agreement to build and operate a new storage terminal for oil products in the port of Eemshaven, The Netherlands. For this new Dutch storage facility a joint venture has been established in which both companies are equal shareholders. The terminal as now commissioned provides services to European governments for the storage of their strategic reserves of liquid oil products, such as crude oil, gasoil and gasoline.

have a condensate tight flashing area, to allow storage of less volatile hydrocarbons that can condensate on the internal surface of the dome.

The domes were initially foreseen to be built inside the tank, and to see a straight lift up, positioning the dome on top of the tank. However to meet the project

deadlines and to deal with some shifting project circumstances 2 domes were built in the same tank (10-04), for the upper dome to be crane lifted to an adjacent tank (10-05). For a 61m diameter dome being on top of a 24m high tank and having a weight of almost 38 tonnes this represents a serious challenge, addressed by mobilising a 650 tonne mobile crane.

CTS completed this project realising in excess of 25,000 men hours without any LTI (Lost Time Injury), a safety performance to be proud of!

CTS is supplying rim vents that are either flanged or equipped with BSP female thread. All these rim vents are soft seated as to generate minimum emissions.

Rim vents can be installed on steel floating roof tanks to release pressure from under the primary seal. Through the decades of tank construction contrasting views have existed on rim vents being required. Some important rim vent requirements from relevant storage tank design codes are as follows:

API 650: No specific requirement for rim ventsAPI 653: Does list inspection requirements for rim ventsEN 14015: Does allow rim vents, subject to review (D.3.11)EEMUA 159: Rim vents required for seals having a vapour stage under the primary seal, interval for rim vents to be 40 – 50m and set pressure to be 2.5mbar (25 mm water column)

At the end of CTS we are fine for all our seals to perform

adequately without rim vents. Only in cases that large vapour slugs are released into the tank damage can occur to tank seals, but this is usually also the case for tank seals that have rim vents in service, as than the vapour release rate is inadequate to prevent this typically local pigging damage for a seal installed.

We do support the installation of rim vents, where one has to be aware of the fact that these vents if not properly designed or maintained could generate quite some emissions.

CTS got involved on this project through the CTS Middle East offices in Bahrain. The project was ordered to Daelim South Korea from Arabian Chlor Vinyl Company, a joint venture established by Sahara (50%) and Ma’aden (50%), started in August 2010. It is under construction on the chemical complex in Jubail Industrial City, Saudi Arabia, and will produce 250,000 MTY of Chloralkali and 300,000 MTY EDC (ethylene dichloride) upon completion.

ACVP order for CTS1-20lP low Profile tank seal combinations

CTS was selected to supply the tank seals on this Arabian Chlor Vinyl Project. Apart from minimizing emissions for the storage tanks, CTS was able to increase the available tank capacity by supplying CTS1 liquid mounted primary scissor type shoe plate seals combined with the rim mounted and independently acting CTS20LP (Low Profile) secondary seal for 4 Ethylene Dichloride storage tanks.

Unique feature of this CTS20LP seal construction is that it is only app. 150mm (6”) higher than the rim elevation of the floating roof, allowing for a higher net tank capacity compared to other available secondary seals. On tanks as large as 80 to 100m in diameter gaining 400mm in storage tank capacity will allow storing an extra 2,500 m³ of product to be stored per tank!

Since 2011 CTS has significantly grown its activities in the area of Industrial Supplies. Besides the already existing product lines new product lines have been added to the CTS delivery program:

Chemicals:CTS is able to supply a wide range of chemicals such as potassium, carbons, industrial cleaners, coatings, fire protection foam and oil & fuel additives.

Recently CTS concluded a contract to supply 6 internal floating roofs (IFR’s) to pertamina Indonesia, destined for the Cilacap refinery of Pertamina. Pertamina is the state owned oil and gas company operating in both upstream and downstream activities. It is operating multiple refineries and an extensive network of terminals to distribute fuels within the vast territory of Indonesia.

Pertamina IFr contract

CTS was selected on this contract as a result of several other landmark projects completed for Pertamina and other Indonesian terminals in the recent past. Contributing factor for these contracts to be awarded is the local Indonesian presence of CTS, allowing for excellent support on the products involved.

The order for Pertamina involved IFR’s for the following tanks and service:• 35m diameter Gasoline tank• 14m diameter Naphtha tank• 20m diameter Light Slops

tank• 20m diameter Slops tank• 38m diameter Gasoline tank• 49.7m diameter Gasoline tank

Pertamina has been the first company in Indonesia to adopt full contact IFR’s for some of these tanks.

Both the full contact IFR’s as well as the non-contact skin and pontoon IFR’s do meet all international design, safety and environmental codes, ensuring a reduction in emissions of well beyond 97% compared to a fixed roof tank, significantly reducing environmental impact and product loss, as well as improving the safety conditions for the storage tanks involved.

Lately we have had some requests to supply tank seals that are designed per API RP 545 (Recommended Practice)

API rP 545 tank seal orders

This document has been provided by API to address and reduce the risk for rim fires. It includes the following guidelines for seal design:• shunts to be in the liquid

(and no longer on top of the secondary seal)

• floating roof earth connection to be realised through a bypass conductor

• seal to be completely insulated from the tank shell

As mentioned these guidelines represent efforts to reduce the number of rim fires, as it is claimed that these often are started from lightning resulting in sparking at a shunt on top of the secondary seal. It should be noted that several design codes do

require shunts to be present on top of the secondary seal.

Apart from that it is well known that a tight seal is the best guarantee against a rim fire. For this reason CTS is regularly measuring tank seal emissions to ensure no combustible or flammable vapour amounts are found on top of secondary seals in service.

For those customers that are of the opinion that they want to implement a seal design as per API RP 545 it is good to know that CTS can supply all its seals for open top floating roof tanks in full compliance with this document.

Recently CTS received orders for API RP 545 compliant seals from customers in Asia and South America.

Saudi ARAMCO Shedgum plant was designed to process associated gas that is produced with crude oil at a rate of 1.5 billion standard cubic feet per day. It operates its own sewage plant, where several steps are taken to ensure that any waste water disposed meets the strict local requirements with respect to pollutants present in this waste stream.

For this wastewater facility CTS has been selected as a vendor to convert 2 effluent tanks to being covered by flat aluminium covers. These aluminum flat covers offers sensible advantages over the other types of covers, as it can be removed easily without any damages. The weight of the aluminum flat cover much less than stainless steel cover weighs, and aluminium is a non-corroding material as well. It also does

treated effluent storage tanks, to allow collecting and abating the odors present in this stage of the treatment process.

Since 1995 CTS has been working in Romania through its local distributor Incas.

OMV Petrom IFr contract

In June 2012 a contract was signed with OMV Petrom SA to supply the following CTS’ products for multiple atmospheric storage tanks in the Petrobrazi Refinery, Ploiesti:• 6 units of aluminium internal

floating roofs (skin and pontoon type, from 15 to 23m in diameter)

• several floating suction lines• inlet diffusers• CTS30W-20IT seal

combination for a 39m diameter tank

These internal floating roofs including their primary stainless steel liquid mounted mechanical shoe plate seal and the secondary rim mounted wiper seal are complying with all relevant international codes, such as amongst others the following: Construction: API 650, API 653, API 2000, EN 14015, EEMUA 159 Safety: NFPA 11, ATEXEmissions: IPPC BREF Storage tanks 2005, EPA, API Chapter 19

Each IFR is designed specifically for each individual tank under

the supervision of a registered professional engineer and is completely designed to be in compliance with, or exceeding the most recent API 650 Appendix H and new source performance standards.

The first 4 units of aluminium internal floating roofs were delivered in autumn of 2012, for the remaining items to be delivered in the spring of 2013.

The tank seal combination to be supplied consists of a

CTS30W liquid mounted primary compression shoe plate seal (SS304) including PTFE (Teflon©) vapour barrier and a wax scraper (to ensure minimum product built up inside the tank shell). A CTS20IT rim mounted independently acting secondary compression plate seal in SS304 was selected to replace the existing seal system and to reduce the emission of volatile organic compounds.

MET stands for Maatschap Europoort Terminal, a joint venture between TFE (Total Fina Elf) from France and Ruhr Öl from Germany. It is receiving crude oil in the Rotterdam port and transfers this by pipeline to German and Belgian refineries. It is operating 21 large open top tanks ranging from 67 to 78 meter in diameter, where just recently 2 new tanks have been added to increase terminal capacity.

MeT Tank seal orders

CTS has been supplying seals since many years for these tanks, and in recent years has also equipped these tanks with CTS leg seals, to reduce emissions and water ingress in the leg sleeves. The seals supplied are all liquid mounted primary seals with independent rim mounted secondary seals, all meeting the most stringent requirements for storage tanks.

One of the main concerns for crude oil tanks is the

accumulation of waxy crude oil on the inside of the tank shell. This waxy crude oil is scraped off when a floating roof is floating up, and can then be deposited in the area in between the foam dam and the seal, often resulting in accelerated corrosion. As a supplier CTS has always been able to realize minimum was accumulation on the inside of the tank shell, by supplying tailor made seals minimizing scraping action from the secondary seal and maximizing scraping by the primary seal.

On the new generation CTS30W seals supplied a wax scraper is present that even further reduces the presence of wax deposits. Apart from that all seals in service at the MET terminal were third party surveyed on emissions using an IR (infrared) camera, showing excellent results for the vapour tightness as well.

All in all more than enough reasons for MET to award CTS with orders for the CTS30W-20L seal combinations on their new tanks, and the tanks that will see major maintenance in 2013!

The vibrant Malaysian energy landscape has a significant new storage asset. VTTI has worked with a local partner to create a world-class terminal at Tanjung Bin, Johore. Initial storage capacity is 890,000 m3. It will be able to handle all tanker sizes including VLCCs.

VTTI ATB Malaysia project completed

The excellent regional location, next to the largest Asian hub of Singapore, will open up exciting regional distribution opportunities. We are now embarking on Phase 2 of the project, developing 20ha of land to create an additional 220,000 m3 of storage.

CTS was selected to supply the dome roofs for the Phase 1 of this project. This involves tanks able to store a vast range of Hydrocarbons such as Gasoline,

Jet Fuel, Crude Oil, Kerosene, Naphtha, Diesel and Gasoil.

The project involved design and supply for 37 aluminium dome roofs as per API 650, for the following tank diameters:• 3 domes for tanks ø 56m• 4 domes for tanks ø 46m• 9 domes for tanks ø 42m• 5 domes for tanks ø 38m • 5 domes for tanks ø 37.5m • 3 domes for tanks ø 33.3m • 3 domes for tanks ø 24.5m • 3 domes for tanks ø 24m • 2 domes for tanks ø 22m

Working in refineries and the terminal industry requires a specific approach, putting safety and quality first.

CTS has been working under the VCA** (SHE) standard for quite some time now, as audited by Lloyds Register awarding CTS a VCA** certificate under number 661377. In November 2012 this certificate has been renewed till November 2015, illustrating the CTS commitment to safety.

Along with complying with strict SHE standards, CTS also

ISO 9001 and SHe certificates renewed

operates according an audited and certified Quality Assurance system. These audits were done by Lloyds Register (LR) and CTS has been holding an ISO 9001 certificate since July 2008 under Approval Certificate Nr. 663184. In 2011 this certificate was renewed till July 2014.

For the future it is our intention to continue operating under these important certificates, to ensure and document our commitment to working safe, and do things right the first time!

As part of their tank maintenance program Hellenic Petroleum did evaluate the different seal designs available in the market, and decided to tender the supply of CTS30 compression plate primary shoe plate seals with an independent CTS20 secondary seal. CTS won this tender, supported from ADP, the local Greek agent for CTS.

CTS30-20IT tank seal combinations for Hellenic Petroleum

The CTS30 primary seal consists of metal compression plates firmly pressing against the tank shell. Behind these compression plates an antistatic PTFE vapour barrier is installed which provides an excellent vapour tightness. This combination is installed into the rim space and penetrates the stored product with the lower part of the seal. This makes this seal a liquid mounted and vapour tight seal construction suitable for maximum rim gaps as per –X and +3X paragraph of EEMUA.

Combined with an independent rim mounted CTS20IT secondary seal this seal combination meets the most stringent emission requirements and has been exten-sively documented as vapour tight.

Fast track delivery and fast installation:CTS is able to supply materials for a complete tank in less than 2 weeks. This can reduce downtime for a tank considerably, especially when seal replacement was unexpected and not foreseen prior to opening the tank. Apart from that the seal construction enables fast installation, allowing tank owners to commission tanks within the shortest time frame possible.

Materials for the Hellenic Petroleum tanks under contract were shipped out within 3 weeks from date of order, and the job was completed with CTS supervision at site within a few working days, enabling the customer to put the tank back in service without having to worry on seal integrity over the next decades.

Q8 Refinery or KPE (Kuwait Petroleum Europoort) is part of Kuwait Oil Company, a major international oil company, also known under the brand name Q8 and for almost 50 years having a significant presence in the petrochemical industry in the Rotterdam Europoort port area.

KPe dome and full contact IFr project

It consists of several refining units for crude oil, gasoline and lubricating oil, manufactures a wide range of oil products for different markets, both within and outside Europe. For this reason KPE operates significant storage tank capacity for a variety of Hydrocarbons.

CTS has been supporting KPE in its efforts to ensure minimal emissions are realised for several years now, supplying tank seals for the open top tanks in service as part of the regular inspection and maintenance program.

Now when reviewing tank 103 KPE found the external floating

As a result of an extensive review KPE decided to convert tank 103, as in the past several other KPE tanks have been converted as well, showing good operational behaviour. CTS was selected to realise this project, also given the extensive record by CTS for similar projects. CTS submitted all approval documents, including all documents required to obtain approval under the most recent EN (Euronorm) design codes.

The project was realised per the end of 2012 and CTS lifted the dome from inside on top of the 50.6m diameter (16.7m height) tank using a 650 tonne mobile crane. Immediately after

Converting the tank to an aluminium dome roof tank has significant advantages though, as follows:• Lower emissions• No water ingress in the tank

required• Fast turnaround possible

CTS is proud to mention that no LTI (Lost time Injury) or any other incident was recorded during the dome and IFR construction by CTS, despite the challenging conditions in the winter period of execution. Tank 103 will be able to perform its duties for the next decades on the highest possible level.

On the environmental day held by Saudi Aramco in December 2012 CTS has been presented an environmental award by Saudi Aramco, Yanbu Refinery Department for outstanding environmental efforts, commitment and support. This by supplying tank seals for both internal and external floating roof tanks as well as gauge pole covers for the open top tanks.

Through these efforts Saudi Aramco has further cemented its approach to minimize environmental impact from the atmospheric storage tanks it is operating.

This award has been presented to CTS as CTS was selected from many different international vendors as representing the best practice for implementing vapour reduction measures for the above ground storage tanks. In recent years CTS has supplied and installed tank seals and gauge pole covers for more than 200 tanks for the different Saudi ARAMCO facilities.
