Overview

WhentheColdWarended,theCubanrevolution,theWesternHemisphere’sonlylastingMarxistdictatorship,seemeddestinedforthedustbinofhistory.TheSovietUnion,providerofvitalpetroleum,foodandpoliticalsupport,hadcollapsed.TheCuban-supportedSandinistagovernmentinNicaraguawasforcedtorelinquishpower,andElSalvador’srevolutionarymovementnegotiatedanendtothatinsurgency.Withnoalliesandflaggingeconomicpower,theCastrodictatorshipseemeddestinedforthedustbinofhistory.Yet,againstalloddsandprognostications,26yearsafterimposinga“SpecialPeriod”ofextremerationingandenduringdeepfoodandfuelshortages,theCastroregimetodayexercisesmoreinfluenceinLatinAmericathanitdidduringtheheightoftheColdWar.Thispaperoffersanoverviewofthisstunningturnofevents,whicharetheproductofthesymbioticrelationshipbetweenHugoChavez’sBolivarianRevolution,theCastrobrothers’enduringrevolutionaryideology,andthefusionofbothrevolutionsintoapolitical/criminalenterprisethathasreshapedLatinAmerica.TheCuban-BolivarianrisecomesasU.S.influenceinLatinAmerica,particularlyinrelationtomilitaryandsecuritydoctrineiswaningquicklyanddangerously.AparticularlynoxiousnewauthoritariandoctrineofasymmetricalwarfareandpermanentconfrontationwiththeUnitedStatesisfillingthisvacuum,andhasseriousbutlittleunderstoodconsequencesforU.S.nationalsecurity.GiventhepressofglobalconflictsinwhichtheUnitedStatesisinvolved,itisnotsurprisingthatsimmeringandill-definedthreats,eventhoseclosetotheHomeland,arenotconsideredapriority.However,thegrowingnumberofconvergencepointsinLatinAmericaforTOCandterroristgroupstoengageinmutuallybeneficialeffortstocounterU.S.interestsandpossiblyharmtheUnitedStatesshouldbeasignificantconcern.TheCuban/Bolivarianallianceisthenucleusofthisthreat.Cuba’sleadroleinthishemisphere-widemovementisoftenoverlooked.VenezuelaunderthelateHugoChávez,initiallyflushwithbillionsofpetrodollars,iswidelyandcorrectlyviewedasthedrivingforceoftheBolivarianRevolutionanditsself-proclaimedgoalofestablishinganinternationalalliancetobring21stCenturySocialismtothehemisphere.TheBolivarianblocisnowmadeupofVenezuela,Cuba,Bolivia,Nicaragua,ElSalvador,Suriname,Ecuador(toalesserdegree)andsomesmallCaribbeanislands.TheformerRevolutionaryArmedForcesofColombia(FARC)guerrillamovementinColombia,nowalegalpoliticalparty,isalsoafundamentalcomponentofthe

Bolivarianstructure.OtherpoliticalpartiesliketheWorker’sParty(PT)ofBrazilandthesmallCommunistpartiesoftheregionalsoarepartofthebloc.Venezuela’sroleinbankrollingthemovementisvisible,butthelessvisibleCubansupportdirectlyfacilitatestheBolivarianmovement’sabilitytoexecuteitsradicalauthoritarianpoliticalmodel,state-centriceconomicvision,andexplicitlyanti-U.S.foreignpoliciesacrossmultiplecountries.UnderthetutelageanddirectparticipationoftheCubanregime’ssophisticatedGeneralIntelligenceDirectorate(DGI),1CubaprovidedvitalsupporttothecountriesoftheBolivarianAlliance,including:intelligencecollection,supportandtraining;accesstointernationalsolidarynetworksandalliances,particularlyRussia,andradicalrevolutionarygroupssuchasETABasqueseparatistsandsplintergroupsoftheIRA;skillsinsuppressinginternaldissent;andideologicaldirection.IneffecttheCubangovernmenthasviewedtheBolivarianmovementandfinancialassetsasawaytoexpandtheCubanmodelacrossthehemisphere,somethingthatwasnotpossibleevenwithSoviethelpintheColdWar.WhileChavez’sBolivarianprojectwouldnothavesurvivedwithoutCubanassistance,economicandenergypartnershipswithVenezuelawereequallyvitaltoCubansurvival.Withoutthissymbioticrelationship,outlinedbelow,neithermovementwouldhavereachedtheheightstheydidintheearly21stcentury.Asignificantthirdfactoralsohasplayedanimportantroleinthesuccessofthispartnership,anditposesthemostdirectthreattoU.S.interestsandsecurity.SeniorleadersofalloftheBolivariannationshavebeencrediblyaccused,chargedorconvictedofnotonlyengagingincocainetraffickingbutofusingtransnationalorganizedcrimeasaninstrumentofstatepolicy.2TheprimaryallyoftheBolivarianblochasbeentheFARC,identifiedasoneofthelargestcocainecartelsintheworldduringitsexistenceasaguerrillaarmy.Throughtheseactivities,theBolivarianstructurehasaccesstoenormousamountsofresourcesthatdonotpassthroughthestatetreasuryandforwhichthereisnoaccountabilityortransparency.Furthermore,theVenezuelanstateoilcompany,PetróleosdeVenezuela(PDVSA)anditsmajority-ownedsubsidiariesinElSalvador

(AlbaPetróleos)andNicaragua(Albanisa)havebeendocumentedasaccesspointswithintheBolivarianstatesthroughwhichtolaundermulti-billiondollarillicitrevenuestreams.3ArevealinginsightintothisnetworkcametolightinMarch2015,whentheU.S.TreasuryDepartment’sFinancialCrimesEnforcementNetwork(FinCEN)designatedtheBancaPrivadaD’Andorra(BPA)abankof“primarymoneylaunderingconcern.”Thestatementnotedmultiplebillionsofdollars’worthofmoneylaunderingactivityinthebank,benefittingahostofactors,includingRussianandChineseorganizedcrimeandPDVSA.TheTreasurynoticereportedthatBPAandPDVSAsetupshellcompaniesand“complexfinancialproductstosiphonfundsofffromPDVSA.BPAprocessedapproximately$2billioninthemoney-launderingscheme.”4Thefigureof$2billionsiphonedofffromPDVSA—whichFinCENdocumentedinonlyatwo-yearperiodandislikelymuchhigher—isstunning,particularlygiventhatthecountryisinaneconomicfreefall.Itisfurtherapparentthatthesemoney-launderingactivitiesprovideasteadycashflowforalargerforeignpolicystrategy.TheALBAblocembraces,asapolicyofthestate,allianceswithTOCgroupsandterroristgroupssuchastheFARC,5Hezbollah,6theSpanishETAseparatists,7anddrugcartelsthatmovecocaine.ThesamecountriesmakeupthecoreofseveralotherVenezuelan-fundedregionalbodiesdesignedtomarginalizetheUnitedStatesintheregion,includingtheCommunityofLatinAmericanandCaribbeanStates(CELAC)andtheUnionofSouthAmericanNations(UNASUR).

ThesepartnershipsarepresentedinternallyaspartofabroadstruggleagainsttheUnitedStates,imperialism,andneoliberalism,allofwhichrequireresources.8AllianceswithIranandHezbollahareportrayedasanextensionofthatstruggleonaglobalscale,theCubanconstructhonedduringtheColdWar.Indeed,structureslikeCELACwerespecificallydesignedtoexcludetheUnitedStatesandCanadafromparticipating.TheembraceofRussia(boththestateandstate-affiliatedTOCgroups)andChinaasextraregionalactorscorrespondstoasetofsharedvalues,bothintermsofgeopoliticalinterestandgovernancemodels.TheembraceisalsobasedonthesharedviewoftheBolivarian/CubanblocanditalliesthattheUnitedStatesistheirprimaryenemy.TheseblossomingrelationshipsareevidentfromthemultiplevisitsoftheheadsoftheBolivarianstatestoRussiaandChina,aswellastheconstantvisitsbyRussianandChineseleaderstotheBolivarianstatestostrengthenmilitary,politicalandeconomicties.9

OriginsoftheAlliance

WhiletheideologicalaffinitybetweentheCubanandBolivarianmovementsisimportantandclear,thatalliancereliesuponapowerfultransactionalrelationship,builtaroundtheexchangeoftwocommoditiesformutualbenefit:CheapVenezuelanoil,desperatelyneededbytheCubanregimetoreviveitsmoribundeconomyandstaveoffpoliticalandeconomicreforms;andvast,world-classCubanintelligencecapabilities–developedwiththeStasiofEastGermanyandtheSovietKGB–withdecadesofexpertiseincollectingintelligenceinthehemispherefromCanadatoArgentina,includingnumeroussuccessfuloperationswithintheUnitedStates.ThesecapacitiesandcapabilitiesweredesperatelyneededinVenezuelaandtheotherBolivarianstatestoimprovethestate’sabilitytosuppressinternaldissentandstayinpowerindefinitely.10TheproofofthesuccessofthemodelistheCastrobrothersgriponpowerthathaslasted59years.

Precisefiguresonthevolumesofthisexchangearenotpossiblebecausebothgovernmentsgotogreatlengthstobeasopaqueaspossible.However,atitspeakin2008,Cubawasestimatedtohavereceived115,000bpd,ormorethan60percentofitsoilsupply,fromVenezuelaatbelow-marketrates,withmostpaymentdeferredfor20years.Inaddition,untilitseconomiccollapse,Venezuelaprovidedanestimated$5billionayeartoCubainpetrodollarsfortheservicesoutlinedbelow.11Inreturn,CubagreatlyexpandeditsembassiesinBolivariancountriestocarryoutespionageandotheractivities,particularlyinBolivia,NicaraguaandElSalvador.12Inaddition,theCastroregimedeployedtensofthousandsofmedicalandotherpersonnelinmisionesaroundthehemisphere,bothtoprovidebasichealthservicesandtoembedCubanexpertsintheintelligence,policeandmilitarystructuresoffriendlynations.Thepurposeofthesemisioneswastwo-fold.First,thecountriesreceivingthemisionespaidforthemandreceivedthebenefitofimprovedhealthservicesandliteracytrainingwhilegeneratinghardcurrencyfortheCastrogovernment.Second,Cubagainedcompleteaccessandsignificantcontroloverthestrategicpowercentersacrossthehemisphere.InEcuador,Bolivia,ElSalvadorandVenezuela,thisincludeddirectcontrolofbothvoterregistrationlistsandnationalelectoralcommissions,inadditiontomilitaryandcivilianintelligencestructures,therebygreatlyenhancingtheabilitytocontroltheresultsofelections.

Inrecentyears,Venezuela,longthelinchpinofthepetroleum/misionesexchange,hasbecomeincreasinglyunabletoupholditsendofthebargaindueto:rampantcorruption;thecollapseofworldoilprices;plungingVenezuelanoilproduction;ongoingeconomicfreefall,shortagesandhyperinflation;andtheincreasinginternationalisolationoftheregimeofChávez’successor,NicolásMaduro,asheincreasesrepression.

Asaresult,oilshipmentsfromVenezuelatoCubahaveslippeddownwardsinceatleast2010,andinthefirsthalfof2017wereestimatedtobe72,360bpd,13andtheamountislikelytohavefallenevenfurtherintheyearsince,asVenezuela’sproductionhascontinuedtofall.Cubahasbeenforcedtosignificantlyrationitselectricaluseinpublicbuildings,curtailthesaleofgasolineanddieseltothepublic,andrecallthousandsofitsmisionesmembersduetoeconomicconstraints.14Thiscontractionleavesthefutureofthealliancelesscertain,andhasopenedthedoorforRussia,ChinaandIrantousetheireconomicresourcestoexpandtheirinfluenceintheBolivarianaxis,bothtogaininfluenceaswellasaccesstovitalnaturalresources,includingundevelopedoffshoreoilblocs,lithiumandrareearthminerals.

TheEarlyYearsandIdeologicalFrameworkWhiletheCastro-Chávezalliancebeganinthe1990s,theriseoftheCuba-Bolivarianmovementcameinthemid-2000sasthetraditional,weakdemocraticgovernmentsinLatinAmericafacedalossoflegitimacyduetowidespreadcorruption,economicstagnation,andclosedelectoralsystems.ThisdiscontentcoincidedwiththeheightofChávez’soilwealthandpersonalpopularityinthehemisphere,asoilpricessoaredover$100abarrelandseeminglyunlimitedPDVSAmoneycouldfundlike-mindedcandidatesandbuyelectionsinneighboringcountries.ItwasalsobeforeChávez’scredibilityasalegitimatedemocraticalternativetotraditionalpartieswasintatters.TheCastrobrothers,stillwieldingoneofthemostsophisticatedintelligenceapparatusesinthehemisphere(andindeedtheworld),sawtheopportunitypresentedatthishistoriccrossroadsand,withChávez,movedaggressivelytoseizethemoment.WhileChávezhadattemptedanunsuccessfulcoupd’étatin1992,hereliedontheCastrobrotherstoprovidetheideological,politicalconspiratorialarchitecturethatheandhisallieswouldneedtonotjusttakepowerbuttoholdit,astheCastroshaddonesince1959.ThisarchitecturewasadaptedbutremainedessentiallyunchangedasMorales,Correa,Ortega,andMauricioFunesandlaterSalvadorSánchezCereninElSalvadortookpowerininthemid-2000s.

From2005-2007,EvoMoralesinBolivia,RafaelCorreainEcuadorandMelZelayainHonduraswereelectedwithsignificantVenezuelanfundingandCubansupport.Againstlongodds,DanielOrtega,theonlyonebesidestheCastrobrotherstoleadanarmedrevolution,returnedtoofficeinNicaragua.InPeru,theBolivariancandidatelost,butinArgentina,theKirchnerdynasty,whilenotofficiallypartoftheBolivarianbloc,wasadefactopartner,aswastheLulagovernmentinBrazil.

In2009,theFarabundoMartíNationalLiberationFront(FMLN),theformerguerrillas,wontheelectionsinElSalvador,addinganotherally,whileZelayainHonduraswasforciblyremovedfromofficeafterayear.In2010,DesiBouterse,aconvicteddrugtraffickerandwarlordembracedandfinancedbyChávez,wonelectioninSuriname.However,by2016themarchofthe“pinktide”wasslowing;Brazil,ArgentinaandHonduraswerenolongerpartoftheallianceandEcuador,underPresidentLeninMoreno,wasslowlybackingawayfromtheBolivarianauthoritarianismandcorruptionthathaddefinedCorrea.15Itwasnowevidentthatthesurvivalandexpansionofthejointprojects–theCubanrevolutionandtheBolivarianaxis–couldonlybeinsuredifVenezuelauseditsoilwealthtoprovideCubawithbadlyneeded,discountedpetroleumproductsandbuyregionalallies,whileCubaprovidedtheroadmap,intelligence,andintellectualframeworktoshatterthetraditionalpoliticalandeconomicstructures.15 FT View, “The Ebbing of Latin America’s ‘Pink Tide.’” Financial Times, December 28, 2015. Inlightofrecentchallenges,BolivarianleadersmakeconstantpilgrimagestoHavanatoconsultwiththeCubanregime,andCubaplayedhosttotheFARCduringitsfouryearsofnegotiationswiththeColombiangovernmentthatledtoapeaceagreementsignedinOctober2016.Inadditiontopersonalvisitsbythepresidents,keyBolivarianleaderslikeJuanRamónQuintanaofBolivia,MedardoGonzálezandJoséLuisMerinoofElSalvador16allspendsignificanttimeinHavana.QuintanawasrecentlynamedBolivianambassadortoCuba.17 CubaisalsothehosttosummitsoftheBolivarianalliance,aswellasothermultilateralmeetings.WhenFidelCastrodiedin2016,theBolivarianleaderspubliclyembracedthelessonshehadtaughtthem.Ecuador’sCorreasaidCastrohadbeenhisspiritualandpoliticalfather,whileElSalvador’sSalvadorSánchezCerénsaidFidelhelpedhim“matureinourstrategicvisionoftherevolutionarystruggle.”OrtegasaidthatCastrowouldliveoninallhisfollowersandledafuneralcrowdinHavanainchantsof“IamFidel,IamFidel.”1816 “Cuban Vice President Receives the Secretary General of FMLN.” Prensa Latina, December 11, 2017. ThesuccessesoftheCuban-Bolivarianpartnership,therefore,aretheresultofacarefullycoordinatedpoliticalandeconomicstrategy,inordertoallowthe‘revolutions’totakeandholdpower.Thisstrategyrequiredacomplex,sequencedseriesofstepsthatCubaunderstoodandhadalreadysuccessfullynavigated,stepswhichleadersoftheBolivarianalliance,undertheirguidance,followed:

• Createabinarychoicebetweenbeingfortherevolution,personifiedinthepresidentandrepresentingthecollectivewillofthepeople,andbeingagainstit.Underthislogic,beingacounter-revolutionaryisbydefinitionathreattotherevolutionandthepeopleandthereforeacriminalactivity;

• Onceinpower,fundamentallyrestructuretheintelligenceservicestofocusoninternalenemies,includingoppositionpoliticians,theindependentmedia,theCatholicChurchandcivilsociety,whiledestroyingthetraditionalsocialnetworksthathistoricallyhadprotectedtheelites;

• RecasttheUnitesStatesastheprimaryenemyofthehemisphere,usingthe

“YankeeGoHome”rhetoricoftheColdWar,andmoveaggressivelytocreateconflictsthatcouldbeusedtoexpelambassadors,theDrugEnforcementAdministration(DEA),USAIDandUS-backedNGOs;

• Decapitatethemilitaryandpoliceleadership,largelytrainedintheUnited

States,andreplacethetoprankswithloyalistswhoarewillingtoviolateinstitutionalnormsandpoliticizetheinstitutionsinthenameoftherevolution;

• RealigntheBolivariangovernmentswithregimeshostiletotheUnitedStates

–includingRussia,Iran,China,Syria,and,toalesserdegreeNorthKorea–inthenameofrevolutionarysolidarityandtheneedforan“independent”foreignpolicy.

• Usethedeepandlong-standinghistoricalties,developedbytheCuban

regimeoverdecades,tocriminalizedstates19andtransnationalcriminalorganizationsinordertoopennewillicitpathwaysofincreasingsophisticationtotheBolivarianallianceanditsallies(suchastheFARC),andusetheacquiredfundstoensurethesurvivabilityofthemovement.

TheCriminalizationoftheBolivarian/CubanAllianceDrivenbytheideologicalimperativetodisruptanddefeattheUnitedStates,theBolivarian/Cubanalliancehasembracedtransnationalorganizedcrime(TOC)asavaluableinstrumentofstatepolicy,inasimilarfashionasRussia,itsmainextra-regionalally.Asmentionedpreviously,thisisparticularlytrueinVenezuela,Bolivia,ElSalvadorandNicaragua.AllofthesegovernmentsdirectlysupporttheFARC,Hezbollah,Iran,ETA,andmajordrugtraffickingorganizationsasamanneroflegitimate.FARCdocumentscapturedbytheColombianmilitaryin2008showthattheChávezgovernment,withthedirectparticipationofthepresident,headofintelligenceandotherseniorofficials,loanedtheFARC$300millionfornewweaponsandotherequipment,moneytheFARCagreedtorepayincocaineshipments.Inaddition,thedocumentsshow,thediscussionsoftheloanandothervitalstrategicsupport,includingweaponsshipmentsandthecreationoffrontgroups,tookplaceinFuerte

Tiuna,theheadquartersofboththemilitaryandintelligencestructuresinCaracas.20ItwouldbedifficulttohavemoredirectevidenceofVenezuela’sdirectsupportforadesignateddrugtraffickingandterrororganizationthanthis.Cuba,liketheotherBolivarianallies,hasnotbeenabystanderintheseactivities.InadditiontoaidingNorthKoreaintheillegalacquisitionofweaponsasdiscussedbelow,CubahasbeenaconsistentallyoftheAssadregimeinSyria.IthasfurtherservedasaprimaryfacilitatorintheFARC’seffortstomovebillionsofdollarstosafehaven,inpartnershipwithalliesinElSalvadorandNicaragua.Thesemoney-launderingactivities,whichallowtheFARCtoskirtthepromisesitmadetoforfeitassets,violateboththespiritandtheletteroftheColombianpeacepact.ItalsoworthnotingthattheFARCmoneywasderivedfromdrugtrafficking,kidnappings,extortion,humantraffickingandillegalgoldmining.21ThesameFARCdocumentsshowthattheFARCdonatedhundredsofthousandsofdollarstothesuccessful2007presidentialcampaignofRafaelCorreainEcuador,andinexchangereceivedsafeharborforitsforces,aswellasunfetteredaccesstoadollarizedeconomyandcocainetransportroutes.22DuringtheColdWarandsinceitsend,CubahadusedSovietmoneyandmoneylikelyderivedfromthedrugtradetosupportarmedrevolutionsacrossLatinAmericaandAfrica.TestimonyofassociatesofPabloEscobar,aswellasthedirecttestimonyofCarlosLehder(bothEscobarandLehderwerefoundersoftheMedellíncartel),pioneeringBoliviandrugkingpinRobertoSuárez,andformerPanamanianpresidentManuelNoriegaallpaintacredibleanddetailedpictureofthedirectinvolvementoftheCubanregimeinallowingdrugstoflowthroughCubaforthefinancialbenefitoftheregime.WhiletheU.S.-backedContrarebelsinNicaraguawereengagedinwidespreaddrugtrafficking,theSandinistagovernmentofDanielOrtegawasalsoreportedlyinvolvedinmovingcocainewithCubanhelp.Accordingtopublishedaccounts,ata1982meetingofFidelCastrowithSandinistaleadersEdénPastoraandTomásBorge,Castroencouragedthemtomoveintodrugtraffickingto“whitenAmericawithcocaineinordertodestroyit.”2320 For an extensive look at the support of the FARC by Chávez, and a full explanation of captured FARC documents following the death of FARC commander Raúl Reyes see: James L. Thishistoricalprecedent,andtheBolivarianbloc’srelianceonFARCcocaineforprofit,madeengagingintraffickingasastateenterpriseaneasystepfortheBolivarianleadership;itearnsmassiveamountsoffundsfortheirinternationalproject,andraisesnoalarmswiththeCubanregime.ThelistoftheleadershipoftheBolivarianaxisreportedlyinvolvedinillicitactivityisextensiveandincludesseniorgovernmentofficialsofalloftheBolivariancountries.Asmallsampleincludes:

• Suriname’sPresidentDesiBouterseandhissonandconfidantDino,bothconvicteddrugtraffickers,24andthepresidentpresidesoveranillicitgoldsmugglingoperationthataidstheFARCandothercriminalgroups.25

• Ecuador’sformerministerofnationalsecurityGustavoLarrea,who

reportedlyfunneledFARCmoneytothesuccessfulpresidentialcampaignofRafaelCorreain2006.31

GiventherevolutionaryimperativetoattacktheUnitedStates,theuseofdrugtraffickingasameanstothatendisjustifiable,withinthecontextoftheBolivarianstatedgoalof“refounding”allofLatinAmericainimageofCubaandVenezuela.

The“Re-founding”oftheRevolutionaryStatesThefoundationalstepinthisprocess,learnedfromCuba’searliestrevolutionaryexperience,wasthe“refounding”ofthenation’sbasicconceptualization,enshrinedinanewconstitutionthatwouldprovidethelegalarchitectureforcurbingtheindependentmedia,politicizingthejudiciary,concentratingpowerintheexecutive,andperpetuatingtherevolutioninpower.Chávezimplementedthestrategyin1999,ayearafterwinningelections,attheinstigationofFidelCastro,whounderstoodthedaysofarmedinsurrectioninLatinAmericahadlargelyrunitscourse.EvoMorales,thepresidentofBolivia,haspubliclyrecountedthatinanearly2003meetingwithFidelCastrotodiscusstakinguparmsagainstthegovernmentofBolivia,theCubanleaderurgedhimnottooptforanarmedinsurrectiontoachievepower."Don'tdowhatIdid,don'thaveanarmeduprising,"MoralessaidCastrotoldhim."Leadademocraticrevolution,likeChavez's,withaconstitutionalassembly."32AsmallgroupofSpanishlawyers,workingfirstwithChávez,thenwithMoralesinBoliviaandRafaelCorreainEcuador,wrotethenewconstitutionsforallthreenations,drawingfromtheCubanplaybookthatcreatedtheBolivariangovernmentsasthetruerepresentativesoftherevolutionandanyforcesopposingthemasthecounter-revolutionary“enemies”seekingtoharm“thepeople.”33Ina2009speech,MoraleslaidouttheBolivarianperspective,tellingsupporters:

Withthispremiseestablished,politicaloppositionbecomessubversion,silencingnon-governmentmediaisnecessarytoprotecttherevolutionandthepeople,judicialattemptstoreinintheexecutivearetreasonousattemptsbytheenemytothwarttherevolution,congressionaloppositioniscounter-revolutionary,andattemptsatimposingaccountabilityonstateinstitutionsorendingcorruptionaredyinggaspsofthetraditionaloligarchydefendingtheirprivilegedpositions.

RestructuringtheIntelligenceServicesEachofthecountrieswheretheBolivariancandidatesprevailedsharedaconditionthatlonghistoriesofpoliticalinstabilityandsocialchangehadbeenunabletosignificantlydisrupt:Thesocialcohesivenessofthesmall,traditionaleconomicand

politicalelites,inwhichsocialnetworksbuiltthroughfamilialties,sharededucationalexperiencesandaccesstopower,playanenormousrole.Thiscentralpowerhadtraditionallyensuredthatmembersoftheupper-middleandupperclassescouldprotecteachotherfromtheextremesofthepoliticalturbulencethatoftenledtoviolenceinothersocialclasses.Whiletheeliteswentintoexileandwereoccasionallyjailed,thepersistenceofsocialnetworksthroughmilitarydictatorshipsandunrestmeantthattherewasacontinualabilitytoappeal,onapersonalbasis,totheothersidetomitigatethedamagethatwouldbedone.Cubanintelligenceoperatives,havingfacedsimilarcircumstancesintheirrevolutionandinhelpingtoshapetheSandinistaRevolutioninNicaragua,whichinitiallygovernedfrom1989-1990,understoodtheimportanceofalteringthisstructure.TheCubansunderstoodthenecessityofdestroyingthoseelitesocialnetworksfortherevolutiontosucceed,anddidsobymakingexamplesofhigh-profilearrestsofprominentdissidentsintheearlydaysoftheBolivarianascent.Inpasteraspoliticalarrestsofoppositionfigureswerealsocarriedout,butthosearrestedoftheelitegroupswereusuallyfreedwithinamatterofweekstogointoexileorcomfortablehousearrest.InthecaseofCuba,dissidentsremainedinprison(orworse),akeyfactorinsubduingandstiflinginternaldissent.Withtheweakeninganddismantlementofsocialnetworks,implementingotherrepressivemeasures-thecriminalizationoftheopposition,harassing,bribingorblackmailingtheindependentmediaintosilence,andcarryingoutvoterfraud-couldallbeaccomplishedmuchmoreeasily.Asthesocialnetworkswerebeingdismantled,newCubanstructureswerebeingputintoplaceacrosstheBolivarianalliance.Thestructureswereusuallyestablishedwithinthepresidency,inaspecial“situationroom,”designedtomap,monitoranddestroyallpoliticalopposition.DuringtheColdWar,theStasiofEastGermanyexcelledatestablishinginternalnetworkstogetneighborstospyonneighbors,somethingtheCubaninternalintelligencestructureperfectedthroughthe“popularblock”committees,whereeachpersonreportedonhisorherneighborstoacommitteechairman.“WhatFideltoldthem(Bolivarianallies)isthat,obviouslytheycouldn’ttrustthesecurityandintelligencestructuresfrompriorregimesbecausetheywerecompromisedandwouldbedisloyal,”aformerCubanintelligenceofficerexplained.“Thatiswhyhe(Fidel)wouldgivethempeopletheycouldtrust,andtheseCubanswouldhavethelivesofthepresidentsintheirhands.“Fidelthenproposedbroadeningthescopeofworkbecausetoprovidesecurity,oneneededinformation,andthatwasconvertedintoCubancontrolofintelligencestructures.”Ultimately,inthecasesofVenezuelaandBoliviaatleast,theintelligence

gatheredbytheCubanswassentdirectlytoHavana,andHavanawoulddecidewhatinformationtosharewiththehostnations.35ItisworthnotingthatwhileOrtegaofNicaraguamaintainsacordialrelationshipwithCastroandtheCubanregime,herunshisownformidableinternalsecurityapparatuswithfargreaterindependence;heandhisloyalistsreceivedyearsofCuban,SovietandStasitrainingduringhisfirstperiodinpower,andhavebeenperhapsthemostsuccessfulinreplicatingtheCubanmodel.The2008arrestofLeopóldoFernández,theinfluentialoppositiongovernorofthePandodepartment(state)inBolivia,isacasestudyofsimilaractionsincountriesacrossthealliance,whereCubadirectlyinfluencedabreakintheoldparadigm.Initially,Fernández,atraditionalpoliticianandbusinessmanalliedwithformermilitarydictatorHúgoBanzer,wasaccusedofperpetratinga“massacre”of11marcherssupportingMorales,althoughtheevidencewasdecidedlymixedonwhetherthemarchersorcounter-marchersopenedfire.Moralesorderedthegovernor’sarrestandthenbroadenedtheaccusationsagainsthim,includingconspiringtocarryoutacoupd’état,leadinganarmedseparatistmovement,andothercharges.ToreplaceFernández,Moralesnamedaloyalnavalofficerwhowouldcontinuetoaggressivelyattacktheanti-Moralesforces.36Fernándezwasnotonlyimprisonedwithoutatrialforyears;allthepleadingsforleniencyorreleasebyFernández’sfriendsandfamily,eventhosealliedwithMoralesandtheMAS,weresummarilyrebuffedbytheCubanintelligencestructurethatbythencontrolledaccesstoMoralesandprovidedhissecurity.Nineyearslater,Fernándezwassentencedto15yearsinprisonfororderingthe2008murders.Chargesofterrorismandconspiracyweredismissed,inlargepartbecausetheywerenolongerneededtomakethepointthatanyone,nomatterhowwellconnected,wouldbeimprisonedifviewedasanenemyoftherevolution.“TheCubansdidn’tcarewhoyouknew,whoyouwenttoschoolwith,whomarriedintoyourwife’sfamily,”saidoneBolivianintelligenceanalyst.“ThoseweretheleversalwaysusedinthesecasesandtotheCubanstheymeantnothing.TheycouldtelleveryonetogotohellwithouttheneedtoconsulttheirBoliviancounterparts.Itwasdesignedtoshowthattheconsequencesofdissentwererealandirreversible,withnoroomforemotionalappeals.”

TheDecapitationoftheSecurityForcesThroughdecadesoftraining,educationanddirectaction,theUnitedStateshadmoreinfluenceinthemilitariesandpoliceforcesinmuchofLatinAmericathanotherstateinstitutions.Thismadepurgingthesecurityforces,bothintermsofofficersanddoctrine,ahighpriorityfortheBolivarian-Cubanalliance.Assoonasitwaspoliticallyfeasible,theBolivarianstatesofBolivia,Ecuador,VenezuelaandSurinamebannedtheDrugEnforcementAdministration(DEA)fromoperatingintheirnationalterritories.InEcuador,theCorreagovernmentalsotookovertheDEAregionalinterdictionbaseinManta–amovethathasledtoMantabecomingamajortransshipmentpointforUS-boundcocaine,manufacturedbytheFARC.Inaddition,thevettedunitsformedbytheDEA,FBIandCIAweredisbandedandthemembers,iftheyremainedonactiveduty,werescatteredtodifferentunitstodilutetheircontactandeffectiveness.ThenotableexceptionssofarhavebeenNicaraguaand,toalesserdegreeElSalvador,wheretheDEAmaintainsapresence,althoughitspartnerrelationshipsandaccessarecurtailedandwilllikelysoonbeendedthereaswell.Thefirstprioritywasthewholesalereorganizationthecommandstructuresofboththemilitaryandthepolice,inordertopromoteloyalistsandmarginalizeU.S.allies.Thepurgeswerejustifiedonthebasisofallegedcoupplansand,giventhehistoryofthemilitariesinthesecountries,theallegationsprovedeffectivewhenbackedbythefullweightofthestateanditsever-growingofficialmedia.InElSalvador,theFMLNpromotedinalegallydubiousmanneraCommunistPartymembernamedDavidMunguíaPayes,whohadinfiltratedthearmedforcesduringthewar.MunguíaPayesfirstservedasElSalvador’sministerofpublicsecurityandthenministerofdefense,whereheremainstoday.OrtegainNicaraguamovedquicklytoreinstallSandinistaloyalistsfromtherevolution.Bolivia,VenezuelaandEcuador,whichhadnoactiverevolutionarymovementsorpoolofrevolutionarytalenttodrawupon,hadtodigdeepintotheranks,withtheaidofCubanintelligence,tofindacceptablereplacementsfortheexistingcommandstructure.AsaBrookingsInstitutionreportnotedregardingVenezuela,whichalsoholdstruefortheotherBolivarianstates:

VenezuelaandCubaalsoexperienceaclose,ifasymmetrical,securityrelationship.VarioussourcesreportthenumbersofCubanintelligenceoperativesandmilitaryadvisorsasrangingfromhundredstothousands.Around400militaryadvisorsprovidedirectsupporttothePresidentialGuard.Intelligenceandmilitaryadvisorsarereportedlydeployedinmilitaryunits,theMinistryofInteriorandJustice,theDirectorateofMilitaryIntelligence,andtheServicioBolivarianodeInteligenciaNacional.This

serviceiscoordinatedbyCuba’smilitaryattachéinCaracas.AcoordinationandliaisongroupoftheCubanarmedforcesinVenezuelawasalsoestablishedin2009.TheVenezuelanarmedforceshaverevisedtheirdoctrine,previouslybasedonaU.S.model,toadaptaCubanmilitarydoctrine.Thisisbasedonprolongedpopularwar,designedtoincorporatethecivilianpopulationintoresistanceforcesintheeventofaninvasion...CubanadvisorsserveintheVenezuelanInteriorMinistry,immigrationservice,andnationaltelecommunicationscompany.Bycontrast,theVenezuelanmilitaryandintelligencepresenceinCubaislimitedtoamilitaryattachégroup,establishedin2007,andofficersreceivingtrainingatCubanmilitaryschools.37

Cuba’sroleisevidentthroughouttheexecutionoftheseprocesses,firstasitpromotedthepurgesandthenwhenitofferedtrainingandmilitarydoctrinetoreplacetheU.S.model.TheCubaneffortstocreatenewdoctrinefortheBolivarianmilitariesareoftenaccompaniedbytheRussianmilitaryaidandpersonnel.

Thecurrenthuboftrainingisthe“JuanJoséTorresAnti-ImperialistSchool,”nearSantaCruz,Bolivia,inauguratedinAugust2016andlargelystaffedwithCuban,EcuadoranandVenezuelanmilitaryinstructors.38

BoliviandefenseministerReymiFerreirasaidthatgraduatingfromtheacademywouldbean“indispensiblerequirement”foranyofficerseekingpromotiontoaflagofficerrank,sayingthestudentswouldreceiveinstructionineconomics,socialpolicyandotherdisciplines“withdeephistoricalcontext.”39AswiththeCounter-narcoticstrainingcenterinNicaragua,theAnti-ImperialistSchoolhasbeenofficiallyinauguratedseveraltimesthroughtheyears,perhapsindicatingthelackoffinancialresourcestofinishtheprojects.TheschoolinBoliviawasinitiallyopenedin2011astheALBADefenseandSovereigntySchool,withthesurprisepresenceofthenIraniandefenseministerAhmedVahidi,whohasanoutstandingInterpolRedNoticerequestinghisarrestforthe1994bombinginBuenosAires,Argentinathatleft86peopledead.FollowingthescandalthatensuedoverVahidi’svisittheschool,whichhadreportedlyreceivedmorethan$1millioninIranianfinancing,remainedidleforalmostfiveyears,untilitssecondinaugurationin2016.

SpeakingbeforetheassembledheadsofstatefromtheALBAcountries,MoralesarticulatedtheALBAposition,saying:

TheEmpireseekstodivideus,makeusfightwithourbrothernations,inordertobenefitfromtheconflicts.Butwehavedecidedtoliveinpeace.Themostprofitablebusinessoftheempireisarmedconflictamongbrothernations.Warhasonewinner:Capitalism.Andwarhasoneloser:lessdevelopednations.41

IdeologicalRealignment

Morales’statementwasthearticulation,inlanguagelongusedbyCuba,ofatoppriorityoftheBolivariannations:toportraytheUnitedStatesastheprimaryenemyofhumanityandreorienttheirrelationstoRussia,Iran,China,NorthKorea,SyriaandotherswasareviewedasstrategicopponentstotheUnitedStates.ThetiesoftheBolivarianstatestoRussia,ChinaandIranhavebeenamplydocumented42andsowillnotbediscussedhereatanylength.However,theunderlyingideologicalframeworkoftherealignment,shapedandledbyCuba,islessknownbutequallyimportant;thisinfluenceisthefocushere.Thisideology,fosteredinCuba,isarticulatedbygroupofauthorsavidlypromotedbytheBolivarianstatesthroughawebofinterlockingwebsites.Together,theseadvocatespresstheideathattheUnitedStateshasahostofsecretbasesinLatinAmericaandisontheedgeofaninvasionthatcanonlybestavedoffwiththehelpofstrategicallies.43ThisisthetheoryputforthbyprominentauthorTelmaLuzzani,whowroteanentirebookonnon-existentU.S.basesinthehemisphereinwhichshestates

Byunderstandingthisintellectualproject,thelogicoftherelationshipsoftheBolivarianstatesandCubatoawiderangeofrogueactorsbecomesevident.Thesealliancesinclude:Cuba’sattemptedillegalexportsofMiGfighterjetstoNorthKorea;theembracebyChávezofCarlostheJackalandotherinternationalterroristgroups,includingtheFARC;andthewarmembraceofRussiaasaviablealternativetotheUnitedStatesfordoctrine,militaryhardwareandfinancialassistance.FewcasesbetterdemonstrateCuba’scentralroleasafacilitatorofroguestatesthanthebizarrecaseoftheJuly2013seizureofaNorthKoreanshipinPanama,theChongChonGang,whichwassailingfromCubatoitshomecountry.Basedonintelligencetips,U.S.andPanamanianofficialsstoppedandboardedthevesselduringitsvoyageasitenteredthePanamaCanal.PanamanianauthoritiesfoundtherustedshipwascarryingweaponssystemsfromCuba,hiddenbeneathhundredsofthousandsofsacksofsugar,loadedinsuchawayastomakethesearchparticularlydifficult.TheCubanforeignministrythereafter

confirmedthattheyhadindeedsentweaponsontheship:twoanti-aircraftsystems,ninemissiles,andtwodismantledMiGjets,alongwith15MiGengines.Allofthematerialswereproducedinthemid-20thcentury.TheCubanssaidthattheweaponry,whichwasmilitarilyobsolete,wasbeingshippedtoNorthKoreaforrepairs.46GiventhefactthatNorthKoreahaslittlemaintenancecapacityforadvancedweaponry,theexplanationwasclearlyabsurd,particularlygiventhehistoryoftheship.Asonereportnoted,

TheChongChonGang,ithasemerged,isaknownrogueship,havingbeenstoppedandsearchedwithsuspiciousshipmentsonseveralotheroccasions.In2009,itwasseenintheRussiannavalbaseofTartus,inSyria.Ayearlater,itwasfoundtobecarryingdrugsintheUkraine.NorthKoreaisknowntooperateafleetofsuchships;itissuspectedofusingthemtoprocurehardcurrencyforPyongyangbyferryingblack-marketweaponshereandthereacrosstheseas.ThereisalsosomeevidencetosuggestthatNorthKoreaisontheprowlformissilecomponents,aspartofitsongoingefforttobuildamissilesystemcapableofcarryingoneofitsnuclearwarheads. 47

TheCubangovernmentexercisesironcladcontrolofportsandoutboundcargo,andthatthecargoinquestioncamedirectlyfromtheCubanmilitary.Therefore,itisclearthatCubangovernmentwasadirectparticipantintheattemptedillegalshipmentofweaponstoNorthKorea.WhatremainsunknowniswhytheCubanregimewouldtakesucharisk.Inlate2017,asinternationalpressuregrewonNorthKoreaandtheUnitedNationswasimposingmoresanctionsontheisolatednation,whichneverthelesscontinuedtotestitsmissiletechnology,CubainvitedNorthKoreanForeignMinisterRiYong-hoforavisit.ItistheonlyknowntripabroadofaseniorNorthKoreanofficialexcepttoitsmainsponsor,China.Whiletheexactnatureofthevisitisunknown,Yong-hometwithCastroandforeignministerBrunoRodríguezandcarriedoutother“unspecifiedactivities,”whilejointlydenouncingU.S.“unilateralandarbitrarylistsanddesignations”thatledto“coercivemeasurescontrarytointernationallaw.”AccordingtoCubanstatemedia,intheirreviewofthemeeting,“Inabrotherlyencounter,bothsidescommentedonthehistoricfriendshipbetweenthetwonationsandtalkedaboutinternationaltopicsofmutualinterest.”48

Conclusions

TheCubanregime’shemisphericinfluencehasbeensignificantlyenhancedbythemanyrolesithasplayedinsupportingtheBolivarianrevolutionacrossLatinAmerica.Cuba’sprimaryassetisitssophisticatedandcompetentintelligenceservices,nowoperatingacrossthecontinentandcontrollinghumanandsignalsintelligenceinhostcountriessuchasBoliviaandVenezuela.Cuba’sideologicalandlogisticalsupporttoamovementthatwasflushwithbillionsofpetrodollarsalsoaffordedtheCastrogovernmentaccesstocheapoiland,withthatoil,ashotasurvivalwithoutsignificantinternalreforms.TheexchangeofoilmoneyforintelligencesupportisnowthreatenedbyVenezuela’seconomiccollapse.TheresultofthecommonCuban/BolivarianrevolutionaryprojecthasbeentocreateanallianceofhighlycriminalizedstatesthatviewtheUnitedStatesastheprimaryenemyofhumanity.Inordertoinstituteanewinternationalorderinlinewiththeirinterests,thisalliancehasembracedcocainetraffickingandotherillicitactivitiesaslegitimateinstrumentsofstatepolicy.Theradicalpopulistmovementtocreate“Socialismforthe21stCentury”setouttosystematicallydestroydemocraticinstitutions,muzzletheindependentmedia,perpetuateitselfinpowerbywhatevermeansnecessary,andallyitselfwithothergovernmentsaroundtheglobethatareovertlyhostiletotheUnitedStatesanditsinterests.WhileVenezuelaunderHugoCháveziswidely(andcorrectly)recognizedasthedriverofthenewrevolutionarymovementsinLatinAmerica,Chavezandothers’successintakingpowerandretainingitwouldnothavebeenpossiblewithoutCuba’sactiveparticipation.TheBolivarian/Cubaneffortmustbeunderstoodasamultinational,ideological/criminalenterprisethatseeksanauthoritarianalliancetodirectlychallengeU.S.interestsinthehemisphere.Todoso,itisopeningthedoorforhostilestateandnon-stateactorstooperatewithimpunity.ThisexerciseinasymmetricalwarfarehassofarnotbeenmetwithacoherentstrategicresponsebytheUnitedStates.
