1 BREIF DESCRIPTION

In order to achieve compliance with the Common Unique Identifier (CUID) component of the new Workforce Innovation and Opportunity Act (WIOA) Performance Reporting system, the incoming records from the following agencies are matched using an automated process to compare WIOA Core Program partner data and create and maintain a Common Unique Identifier.

Department of Workforce Solutions (VOSS) Higher Education Department (HED) Department of Vocational Rehabilitation (DVR) Commission for the Blind (CFB) Unemployment Insurance (DWS)

The ODI/EDQ Review Queue process is used to review and match records that did not have a match during the automated matching process but may be a true match.

2 ACTORS

This use case interacts with the following actor:

The following conditions must be met in order to trigger this use case:

Incoming Agency files have been received.

4 POST-CONDITIONS

This use case results in the user determining and assigning a match or no match result for the records in the EDQ Review Queue.

5 MAIN FLOW

The main flow of this use case describes the scenario the user takes when accessing the records in the EDQ Review Queue.

1. The input files are loaded into the ODI/EDQ system.

2. The ODI/EDQ system processes the incoming agency records with the data in the CUID database.

3. The ODI/EDQ system first compares the following primary fields to determine if there is a match with another incoming records or CUID data:

5. If the records did not fall into the above ‘Match Rules’, the system will automatically assign a CUID to the record and will not be part of the EDQ Review.

6. If the records are part of a ‘Match Rule’ with a match percentage greater than 79%, the system automatically matched the records and will be assigned a CUID in the next process step.

6.1. The records in the ‘Match Rule’, with a match percentage greater than 79%, can be viewed in the EDQ Review but will not be part of the EDQ Review process.

7. The user would review the records with a ‘Match Rule’ match percentage less than 80%, in the EDQ Review Queue and determine if the records are a match or not a match.

8. Below are the fields the user will use to match a record during the review process. They are in the order of importance.

9. The review process is a judgement call based on the information provided. The user should use the following steps to determine if there is a possible match.

9.1. SSN – If the SSNs match, place an ‘X’ in the ‘SSN’ column on the ‘Matching Matrix’. If the SSNs do not match, review the SSNs for the following:

Missing digit (e.g. 123456789 vs 12345678) Transposed digits (e.g. 123456789 vs 123546789) One or two different digits (e.g. 123456789 vs 123446788)

Conclusion: If the SSNs fits one of the above variations, place an ‘X’ in the ‘SSN’ column on the ‘Matching Matrix’.

9.2. First Name – If the first names match, place an ‘X’ in the ‘First Name’ column on the ‘Matching Matrix’. If the first names do not match, review the First Names for the following:

Misspelled or different version of the same name (e.g. Katie vs Katy) Variation of the name (e.g. Kat vs Katherine or William vs Bill). Keep in mind

all of the possible nicknames for a particular first name. Only an initial for the first name but the first initial matches the first name in

the other records (e.g. V vs Victor). This should be used in conjunction with the Last Name to be considered a possible match.

First and last name have been reversed (e.g. First Name as Last Name and Last Name as First Name).

Conclusion: If the First Names fits one of the above variations, place an ‘X’ in the ‘First Name’ column on the ‘Matching Matrix’.

9.3. Last Name - If the last names match, place an ‘X’ in the ‘Last Name’ column on the ‘Matching Matrix’. If the last names do not match, review the Last Names for the following:

Misspelled or different version of the same name (e.g. Byrd vs Bird) Last name is hyphenated and part of the last name is similar to the other last

name (e.g. Smith-Jones vs Smith or Jones). Hyphen missing for a version of the name (Smith-Jones vs Smith Jones or

Smithjones) Quote missing for a version of the name (e.g. O’Neil vs Oniel or ONiel) Tilde missing from the name (e.g. Juañ vs Juan) First and last name have been reversed (e.g. First Name as Last Name and Last

Name as First Name).

Conclusion: If the Last Names fits at least one of the above variations, place an ‘X’ in the ‘Last Name’ column on the ‘Matching Matrix’.

9.4. Date of Birth - If the date of birth matches, place an ‘X’ in the ‘Date of Birth’ column on the ‘Matching Matrix’. If the date of births do not match, review the Date of Births for the following:

Month and Year match but the day is 01 The Day or Year has been transposed (e.g. 06/12/1980 vs 06/21/1980 or

06/12/1980 vs 06/12/1908) The Day and Month have been switched (e.g. 06/12/1980 vs 12/06/1980) The Day and Year have been switched (e.g. 06/12/2001 vs 06/01/2012) The Month and Year have been switched (e.g. 06/12/2001 vs 01/12/2006) Missing century (e.g. 7/1/1980 vs 7/1/80)

Conclusion: If the Date of Birth fits at least one of the above variations, place an ‘X’ in the ‘Date of Birth’ column on the ‘Matching Matrix’.

9.5. Address Line 1 - If the Address Line1s match, place an ‘X’ in the ‘Address Line 1’’ column on the ‘Matching Matrix’. If the Address Line 1s do not match, review the Address Line 1s for the following:

Street name abbreviations (e.g. Ct vs Court, Ln vs Lane, St vs Street, etc). Street numbers have been transposed (e.g. 121 vs 112). Street numbers are off by one number (e.g. 122 vs 123). Street number missing but the street name is the same (e.g. 123 Main vs

Main). Quadrant is different (e.g. NE vs SE). Street name is misspelled (e.g. Osuna vs Osuan) Street name numbers are not spelled out vs spelled out (e.g. 1st vs First)

Conclusion: If the ‘Address Line 1’ fits at least one of the above variations, place an ‘X’ in the Address Line 1 column on the ‘Matching Matrix’.

9.6. Address Line 2 - If the Address Line 2s match, place an ‘X’ in the ‘Address Line 2’ column on the ‘Matching Matrix’. If the Address Line 2s do not match, review the Address Line 2s for the following:

Abbreviations (e.g. Apt vs Number vs Suite). Transposed numbers (e.g. 12 vs 21). Contains City, State, or ZIP Code. Verify the information with the City, State,

and ZIP Code in other records to consider if there is a possible match.

Conclusion: If the Address Line 2s fits at least one of the above variations, place an ‘X’ in the ‘Address Line 2’ column on the ‘Matching Matrix’.

9.7. City - If the City names match, place an ‘X’ in the ‘City’ column on the ‘Matching Matrix’. If the City names do not match, review the City names for the following:

Transposed letters (e.g. Albuquerque vs Albuqeurque) Misspelled City names (e.g. Las Cruces vs Los Cruces) Abbreviated City name (e.g. Albuq vs Albuquerque) Misplaced in another address field.

Conclusion: If the City names fits at least one of the above variations, place an ‘X’ in the ‘City’ column on the ‘Matching Matrix’.

9.8. State - If the State names match, place an ‘X’ in the ‘State’ column on the ‘Matching Matrix’. If the State names do not match, review the State names for the following:

Transposed letters (e.g. NM vs MN) Misspelled State Names (e.g. New Mexico vs New Mexcio) Abbreviate State Names (e.g. NM vs New Mexico), Incorrect abbreviations (e.g. IA vs IO or AL vs AK or ME vs MA, etc.) Misplaced in another address field.

Conclusion: If the State names fits at least one of the above variations, place an ‘X’ in the ‘State’ column on the ‘Matching Matrix’.

9.9. ZIP Code - If the ZIP Codes match, place an ‘X’ in the ‘ZIP Code’ column on the ‘Matching Matrix’. If the ZIP Codes do not a match, review the ZIP Codes for the following:

Transposed number (e.g. 87110 vs 87101) One digit incorrect (e.g. 87110 vs 87111) Missing ZIP Code (e.g. 87109 vs no ZIP Code). Five-digit versus ten-digit (e.g. 87109 vs 871092323) Punctuation missing from ten-digit ZIP Code (e.g. 871092323 vs 87109-

2323) Misplaced in another address field.

Conclusion: If the ZIP Codes fits at least one of the above variations, place an ‘X’ in the ‘ZIP Code’ column on the ‘Matching Matrix’.

9.10. Email Address - If the Email Addresses match, place an ‘X’ in the ‘Email Address’ column on the ‘Matching Matrix’. If the Email Addressed do not match, review the Email Address for the following:

Transposed letters in the local portion (e.g. ksmith vs ksmiht) Transposed letters in the domain prefixes (e.g. gmail vs gmali) Misspelled domain prefixes (e.g. gmail vs gmale) Different domain prefixes (e.g. gmail vs hotmail) Transposed letters in the domain suffixes (e.g. com vs cmo) Misspelled domain suffixes (e.g. com vs cam) Different domain suffixes (e.g. net vs com)

Conclusion: If the Email Addresses fits at least one of the above variations, place an ‘X’ in the ‘Email Address’ column on the ‘Matching Matrix’.

9.11. Cell Telephone Number – If the Cell Telephone numbers match, place an ‘X’ in the ‘Cell Telephone Number’ column on the ‘Matching Matrix’. If the Cell Telephone numbers do not match, review the Cell Telephone numbers for the following:

Missing digits (e.g. 5052229090 vs 505222909) Transposed digits (e.g. 5052229090 vs 5052229009) Difference area code (e.g. 5052229090 vs 5152229090) Missing area code (e.g. 5052229090 vs 2229090)

Conclusion: If the Cell Telephone numbers fits at least one of the above variations, place an ‘X’ in the ‘Cell Telephone Number’ column on the ‘Matching Matrix’.

10. After the similar records have been reviewed and the user has found matches, the user would use the ‘Matching Matrix’ to determine a ‘Match’ or ‘No Match’.

10.1. The ‘X’ in each column represents that based on the information above, the column had a match.

10.2. The ‘Result’ column will indicate if the records were a ‘Match’ or ‘Judgement Call’. If the combination is not found in the below table, consider it a ‘No Match’.

11. If the records are part of a ‘No Match’ rule with a match percentage greater than 0%, the system automatically assigns the records with a CUID in the next process step. The user cannot review these records.

12. In the EDQ Review process, the user would select the correct result from a drop down list and add a comment to justify the selection.

13. Main Flow ends.

6 BUSINESS LOGIC – MAIN FLOW

1. After the files have been processed and the EDQ Review Queue has been updated, the user accesses the ‘Match Review Tool’ application on their computer.

2. The user would log into the ‘Oracle Enterprise Data Quality’ system by entering their assigned Username and Password and selecting the ‘OK’ action button. Refer to Screen 1 in the Screen Layouts section of this use case.

3. Upon successful login, the system displays the ‘Match Review’ screen. Refer to Screen 2 in the Screen Layouts section of this use case.

4. The user selects the bottom ‘CUID_Process_Match’ icon under ‘Reviews’ on the left-hand side of the ‘Match Review’ screen.

4.1. The system displays the ‘Matching Status, Review Status, and Rules’ of the agencies matching input records. Refer to Screen 3 in the Screen Layouts section of this use case.

4.2. The user would select the ‘Awaiting Review’ link in the ‘Review Status’ selection to start the review process.

5. The system displays the ‘Review Queue’ screen with the first group of records. Refer to Screen 4 in the Screen Layouts section of this use case

6. The user views the records and determines if there is a ‘Match’ or ‘No Match’ by following the steps below:

6.1. The user selects the ‘Highlight Difference’ action button to highlight the differences in the records. This makes it visually easier to determine the matched and unmatched data.

6.2. The user selects the ‘Decision’ dropdown in the ‘Relationship’ section and selects ‘Match’ or ‘No Match’.

6.3. The user enters a comment explaining their decision.

6.4. The user selects the ‘Next’ arrow, on the top left side of the screen, to go to the next set of records.

7. The user can fix a previous record by selecting the ‘Previous’ arrow, on the top left side of the screen.

7.1. Return to Step 6 of this flow.

8. After all of the records are reviewed from the ‘Awaiting Review’, the user would close the ‘Review Queue’ screen. Refer to Screen 5 in the Screen Layouts section of this use case.

9. The Match Review screen will show no records in the ‘Awaiting Review’ and show the status as 100% compete. Refer to Screen 5 in the Screen Layouts section of this use case.

10. The records are processed and loaded to the CUID database.

11. The incoming records are matched with the CUID database and an Output file is created and sent to the Agency. Refer to the ‘CUID Agency Incoming and Outgoing Files SRI’ for more information

12. If there is an error in the input data, the record does not go through the ODI/EDQ process. An Output Error file is created and sent to the Agency. Refer to the ‘CUID Agency Incoming and Outgoing Files SRI’ for more information.
