6pm, Friday 28th November (Oliver Thompson Lecture Theatre).

Proposed Policy

Enclosed are the proposals for your Students’ Union which have been submitted by City University

students. They are reproduced for this document in alphabetical order, and will be debated at the

AGM in a random order to be determined at the meeting.

As only full Members of the Students’ Union may vote on these motions, all students must bring

their University ID card to the meeting as proof of their student status in order to vote.

20 Days External Speaker Policy

Proposer: Buthaina Saleh

Seconder: George Goodsecc

This Union Notes:

1. The 50 plus societies start up as of 3rd November 2014, will increase the amount of both

speaker requests and the workload within the union.

2. There been more event cancelled and delayed due to not managing to get an approval for

the external speaker in time.

3. Due to the external speakers’ busy time, 20 working days notice is not always possible.

This Union Believes:

1. Activities are a crucial part of the student’s experience and the speaker policy is limiting the

societies potential, amounts and qualities of the events they as student leaders can put on

with external speaker.

2. We believe the university and the student union reputations will be enhanced. Therefore

should this process refined.

3. Having external speaker can broader the learning of the students, both inside and outside of

their current academic knowledge.

The Union Resolves:

1. The union should identify this is an issue as part of service review.

2. The union should/obey the university to gain increased resources in the areas of activities.

3. The union should prioritise external speaker event processing.

Better Running of the Official SU Media Teams

Proposer: Jack Fenwick

Seconder: Scott Campbell

This Union Notes:

1. 1.2. Membership of the Media Team shall be volunteers selected by an open recruitment

process consisting of a scored written application and interview. This will include:

1.2.1. Interview Panel members shall include the Vice President Activities and

Development and a member of Students’ Union staff. Media Team Positions will be

made known through the Students’ Union website along with an application

1.2.2. Recruitment shall be held in the second semester and the newly recruited

Media team shall take up post on June 1st of the same year

2. 1.3.2. Ensure each outlet operates responsibly and to the highest independent journalistic

standard

1.3.4 Facilitate collaboration between Media Outlets

1.3.6. Provide an independent platform for students to voice their opinion

3. Membership of the Media Team shall include:

1.4.2. The Media Operations Officer who shall be responsible for the organisation of

meetings, the co-ordination between each Media Outlet and the Editor in Chief

4. 1.5. Students’ Union Student Media Outlet says:

1.5.1. Expect freedom of expression without due interference

5. 1.11. Staff and/or Officers at the Students’ Union should not seek to influence or interfere

with the normal edition process

6. 1.13. The Editor in Chief has the right to alter or remove content or prevent or interrupt

broadcast, where deemed necessary. This will be done in accordance with the National

Union of Justice Code of Conduct, Press Complaint Commission Guidelines, Ofcom

Broadcasting Code, UK Law, Students’ Union Constitution and Byelaws and all Students’

Union policies and procedures

1.14. In the case of an intervention, in line with 1.13 or any other similar intervention, by

the Editor in Chief or any member of the Students’ Union Staff, a report should be

submitted to the Student Media Team members and Trustee Board within two working

days. The report shall outline the reason for the intervention and remedial action taken

1.15. The media team may appeal intervention to the President on the grounds that the

decision did not represent a breach of the National Union of Justice Code of Conduct,

Press Complaints Commission Guidelines, Ofcom Broadcasting Code, UK Law, Students’

Union Constitution and Byelaws and all Students’ Union policies and procedures.

1.16. The President may uphold the intervention or overturn the intervention. In doing so

s/he should seek advice appropriate to the matter under discussion. In the case of an

allegation of libel or copy right infringement this should be legal advice.

7. All of the above rules have been broken at some point this semester

8. Both the President and Vice President of Activities have been contacted about these

infringements and both refused to make any comment

9. As of 17/11/2014, City OnAir has been ‘off air’ since the first week of semester

10. As of 17/11/2014, City OnTopic has still not produced an issue

11. The journalism department has made a complaint about the Students’ Union’s treatment of

media team

This Union Believes:

1. The breaches committed by the Students’ Union have led to lacklustre media coverage of

university issues

2. The censorship of media by the Students’ Union has discouraged students from participating

The Union Resolves:

1. The Students’ Union will agree to give the media teams full editorial independence and will

help to promote them more

2. If the Students’ Union breaks the rules again, they will relinquish responsibility of the official

media teams

Campaign for Free Education

Proposer: Issy Cooke

Seconder: Amal Osman

This Union Notes:

1. The crisis of poverty, debt and lack of future, which faces students who graduate today.

2. That NUS conference 2014 voted to campaign for free education, the creation of jobs with

a living wage and security, an end to cuts and rebuilding public services – funded by taxing

the rich, business and the banks.

3. That a coalition of student unions and student campaigns, supported by NUS sections, are

organising a national demonstration on 19 November under the slogan “Free education: no

fees, no cuts, no debt”.

This Union Believes:

1. With a year until the general election, there are clear opportunities to make substantial

gains for students, if we put out a clear message and mobilise a movement

2. That we should campaign for the same demands as NUS: free education and living grants to

end student debt, and decent jobs on a living wage and with job security for all.

The Union Resolves:

1. To suggest that City University Students Union support Free Education as a manifesto

pledge to put on the long list for the students union general election hub.

2. To also emphasise how cuts, unemployment and debt hit the most oppressed hardest, and

the liberation aspect of these policies.

Change the Name of CityBar Back to Saddlers

Proposer: Scott Campbell

Seconder: Jack Fenwick

This Union Notes:

4. The Students’ Union bar is a critical social space within the university

5. In October, with just weeks to go until the launch of the new bar, the Students’ Union

asked for some name suggestions

6. After gathering suggestions, the Students’ Union opened a public vote on the 20th October.

Voting closed just four days later, at 2pm on the 24th October, giving students a very short

period of time to vote

7. There were 10 options in the poll, but Saddlers- the name of the Students’ Union bar before

renovation- was not one of them. No details of the selection process for the shortlist of

names were revealed

8. On the 30th October, it was announced that the new name was CityBar. The Students’

Union did not reveal how many people voted in the poll

9. The opening night of the CityBar, on the 10th of November, was widely considered a

disaster because of capacity issues meaning that many students were left queuing outside for

up to an hour

10.The Square, City University’s independent student newspaper, has launched a petition to

rename CityBar to Saddlers which has so far received support from all schools

This Union Believes:

3. Students were not properly consulted on the new name- the suggestion process and the

poll were poorly advertised

4. The option to maintain the status quo by electing the names Saddlers was not offered,

forcing voters to select a new name

5. After the chaotic launch of CityBar, urgent action is needed to reunite the students with

their social space

The Union Resolves:

3. To rename CityBar to Saddlers

4. To release specific details of a) how many names were suggested for the new bar b) the

selection process for the shortlist of names in the poll c) a breakdown of how many votes

were case in the poll by name

Formation of TEDx Society at City

University

Proposer: Aakriti Jha

Seconder: Luisa Edves

This Union Notes:

1. TEDx is a program of local, self-organized events that bring people together to share a

TED-like experience

2. TEDxCITY will be a society at City University London that organises such TEDx

conferences/events

3. TEDxCITY’s application form to start a new society was rejected by the Student Union.

4. Many universities around London have hosted TEDx conferences at their universities. For

example TEDxLSE, TEDxUCL, TEDxKingsCollegeLondon.

This Union Believes:

1. TEDxCITY will bring people together to seek a deeper understanding of their contribution

to towards the society around them and to inspire ideas and action for a better future for

all.

2. TEDxCITY will enhance the experience of students at City University, as it will be an

extracurricular activity for students.

The Union Resolves:

1. ‘The Students’ Union should support the students facilitate organizing a TEDx conference at

City University London.

Friday Prayers on Campus

Proposer: Asma Oman/Marwa

Seconder: Najwa Arab/Marwa

This Union Notes:

1. City Univeristy London has a significant number of Muslim students studying at City

University London

2. City University London currently provided Friday prayer provision at Tompion Community

Centre

3. Tompion Community Centre is a five minute walk from City University London (source:

Google maps)

4. Religion is one of a range of protected characteristics in the Equalities Act and is an

important part of many students’ lives

5. City University London has a high proportion of international students of whom Friday

This Union Believes:

1. All students should be able to access Friday prayer on campus at City University

2. Tompion Community Centre fails to adequately accommodate the needs of Muslims at City

who would often have a single opportunity to perform the Friday prayer

3. Friday prayer facilities in Tompion are shared by local residents and Muslim workers, further

impacting the level of space available for City University students

4. Students find it difficult to organise leaving campus to attend Friday prayer at Tompion

Community Centre. This could potentially cause a negative impact upon students and their

studies

5. The university would be supporting students better by bringing the provision on campus

6. Understanding the needs of individual religious groups should be welcome by City

University London

7. Faith plays a key role in students’ lives and should be incorporated in discussions regarding

student experience

8. Holding Friday prayer at City will help international students feel more at home when at

City

The Union Resolves:

1. The Students’ Union will lobby at City University London to facilitate Friday prayer on

campus accommodating both males and females

2. The Students’ Union will lobby City University London to schedule lectures away from

1pm-2pm so Friday prayer is accessible without compromising studies

3. The Students’ Union will lobby City University London to grant amnesty towards those who

attend Friday prayer, applying no penalty where attendance is obligatory. As well as

providing opportunity to cover what has been missed

Lower Fees for Graduation

Proposer: Martina Andretta

This Union Notes:

1. Most of the undergraduate population of students finishing their degree next year are the

first to pay the maximum amount of £9,000 per academic year after the tuition fee increase

in 2010.

2. Graduation ceremony tickets for the Graduands’ guest are £25 each. They are also limited

to 4 tickets for their graduation ceremony.

3. A number of students come from larger families and would like to purchase more than 4

tickets for their graduation ceremony.

4. All Graduands attending a Ceremony are required to wear the academic dress. Our

university currently uses a company called ‘Ede and Revencroft’ to provide the academic

dress, and gowns must be hired from them.

5. The fees a Graduand is required to pay for academic dress are as follows:

Graduand log in)

Rent for gown- £45 (info from previous graduates as of last year)

Gown- £120/170

Hood- £65 (Undergraduate Diploma/Certificate don’t need hood)

Hat- £43/£105

This Union Believes:

1. As students who have already paid £9,000 for at least 3 years, it is debilitating for them to

be required to pay more just to attend their own graduation ceremony.

2. The £25 ticket price for extra guests is deemed expensive.

3. The limited amount of ticket purchase for each student is unfair for some who may have

more than 4 family members who want to see them graduate.

4. The amount to be paid for the graduation academic dress are too much for a student who

already paid around a total of £27,000 to complete and undergraduate degree. It should be

noted most students also acquired huge amounts of student debt to complete their degrees.

The Union Resolves:

1. The batch of Graduands who paid the increased amount of tuition fees should benefit from

the university covering the graduation expenses.

2. Each students should benefit from two free tickets for graduation, unless they stated that

they don’t need it. And/or the ticket price should be lowered to a more affordable amount.

3. The ticket purchase limit should be increased or removed entirely.

4. The university should subsidise the fee for the academic dress.

Provide More Notice of AGMs

Proposer: Scott Campbell

This Union Notes:

1. The Students’ Union AGM is a critical opportunity for students to hold their elected

representative to account

2. The AGM was first advertised by the Students’ Union on November 11th

3. The date of the AGM is November 28th

4. To file a motion to be discussed at the AGM, a proposer and seconder were required, as

well as the signatures of 10 students

5. The signatures of 10 students are not required in the constitution, nor have they been

required before

6. Motions had to be filled by 5om on November 17th to the Students’ Union. No specific

location for handing in motions was provided

7. The Students’ Union website- culsu.co.uk- was down as of 10:30am on November 17th

(confirmed by the downforeveryoneorjustforyou.com) at a time when those attempting to

file motions would have urgently been seeking information

This Union Believes:

1. Students were not given adequate time to file motions for the AGM, especially considering

the amount of signatures and research required

2. Information about where to file motions were not forthcoming

3. It is essential that students are given ample opportunities to hold their elected

representative to account

4. Requiring a proposer, seconder and 10 signatures in just six days (including a weekend) is an

obstacle to those who wish to file a motion

The Union Resolves:

1. To provide better information about how to file motions and greater notice of Students’

Union AGMs in the future

2. To clarify why 10 student signatures were required to file a motion this year when this has

not been necessary before and when such a requirement is not mentioned in the

constitution

Students’ Union Support for Students at Pure City

Proposer: Rebecca Collins

Seconder: Rima Amin

This Union Notes:

1. City University London currently hold a contract with Pure Student Living- Pure City.

2. There are a large number of City University London students residing in Pure City

3. Since the day students moved in, there have been a number of issues faced by students

including rooms not being ready, construction noise outside of hours allocated, maintenance

staff being inside properties without prior notice and other issues.

4. These have been addressed to Pure Student Living and City University London

5. The Students’ Union President has already started a campaign to support students by

establishing contact with those facing problems as well as liaising between City University

London Pure Student Living and external bodies

6. Students are paying between £232.50 and £535.00 per week for accommodation at Pure

City

This Union Believes:

1. A level of professionalism is expected by students at Pure City when issues arise

2. Students should be treated as valuable costumers

3. Living in London and students hall are a key part of the student experience

4. Breeches of standards should be challenged and students should be compensated when

necessary

1. The Students’ Union should continue to campaign on behalf of all students facing difficulties

at Pure City and all contracted university accommodation

2. The Students’ Union should provide guidance and encourage action to be taken by students

3. The Students’ Union lobbies City University London to support this campaign

4. The Students’ Union continues to liaise with the University and students living at Pure to

seek to ensure student views are voiced in any future University agreements with

accommodation providers.

5. The Students’ Union work to create a Hall Representation issue that is consistent in all

university contracted accommodation.

Support for Student Leaders

This Union Notes:

1. The co-curricular opportunities that the students’ Union offer for students provide

opportunities for students to develop their skills.

2. For many City University London students coming to university is the first time they have

lived or worked independently and is the first opportunity to develop their skills and take

part in activities that can improve their employment opportunities and challenge them.

3. There are 70 societies, which means approximately 200 society leaders, 6 media editors, 10

part time officers

4. Many of the activities and opportunities we provide at the Students’ Union require news

skills and can be challenging for those taking part.

5. When students take an active part in the Students’ Union additional responsibility and

commitment on top of their studies, which requires organisation.

This Union Believes:

1. Offering these opportunities is vital for the Students’ Union to develop students into leaders

and encourage enthusiasm and belief in the Students’ Union.

2. Currently students who engage with societies, student media, raising and giving or become

part time officers or programme reps do not feel they are provided sufficient training and

skill set for the roles they take on.

3. The students’ Union often go to lengths to encourage students to take on these

responsibilities without informing them of the challenges they will face and the lack of

support available from the Students’ Union.

4. Because of this students often feel like the students’ union is working against them rather

than championing and supporting them.

5. Current students often call the union too bureaucratic. Students often don’t understand

6. Current students feel there is a lack of structure within the union in terms of who to engage

with, often students get referred to someone else, as the roles and responsibilities of staff

are not clear or well defined.

7. Current students do not feel they have a space in the Students’ Union building to meet or

to organise.

8. To summarise students do not feel the Students’ Union and Students’ Union activities and

opportunities are accessible.

The Union Resolves:

1. To look at the students Union regulations and processes to ensure that they are not holding

back students from taking part in these activities.

2. To look at the Students’ Union regulations and processes to ensure that students feel

supported and informed throughout their time engaged in the students Union.

3. To offer training to Students’ Union staff so they have the tools to support students not

only in the processes but also in personal development and welfare.

4. To note this as an issue in the membership and governance services review, where

appropriate.

5. When students’ start in the process that staff have meetings specifically for pastoral support,

including personal development and welfare, ensuring that they feel prepared to take on the

responsibility.

6. When students sign up for positions they are given further information about the

infrastructure of the Students’ Union, making sure they have a key staff contact.

7. Make it clear in information given the difference between elected officers and staff.

8. Offer a small space where student leaders can meet to organise and co-ordinate.

9. To be more transparent about the infrastructure and workings of the Students’ Union

Support Independent Student Media

Proposer: Scott Campbell

This Union Notes:

1. City University has one independent student media outlet- The Square

2. The Square has had problems in obtaining comment and information from the Students’

Union on timely issues

This Union Believes:

1. Independent student media is critical, in terms of providing a realistic experience for student

journalists and enabling uncensored criticism of paid officials

2. It is important for the Students’ Union to work with and support independent student

media, rather than obstruct it

The Union Resolves:

1. To officially declare its support for, and emphasise the importance of, independent student

media

2. To endeavour to co-operate with independent student media, and respond to requests for

information and comment in a timely manner

Supporting Students of Faith at City University

London

Proposer: Rima Amin

Seconder: Hawaa Budraa

This Union Notes:

1. City University London has a significant number of students of different beliefs studying at

City University London.

2. As part of it’s estate plan, City University London will have a multi-faith prayer facility in the

future.

3. The multi-faith provision will be located near the Students’ Union Office (once built).

4. Religion is one of a range of protected characteristics in the Equalities Act and is an

important part of many students’ lives.

5. City University London has a high proportion of International students for some of whom

faith is important

6. City University London has a chaplaincy team with the aim of supporting students of faith

This Union Believes:

1. Students should be able to celebrate faith at City University and such celebrations should be

accessible to all

2. City University London should recognize the needs of their members

3. The university would be supporting students better by bringing a more structured way of

supporting faith students of fait

4. Faith can play a key role to the student experience

5. Understanding the needs of individual religious groups should be welcomed by the City

University London

6. Interim prayer arrangements are currently confusing and running over capacity

The Union Resolves:

1. The Students’ Union will campaign City University London to create a programme of key

events throughout the year to celebrate faith. Students of different faiths should be

consulted on this

2. The Students’ Union will lobby the university to ensure different faith groups are consulted

on the construction and design of the new multi faith facilities

3. The Students’ Union will lobby the university to ensure different faith groups have

consultation and input on how the new multi-faith facility will operate

4. The Students’ Union will liaise regularly with the University chaplaincy team and raise any

issues bought forward by them

5. The Students’ Union will lobby City University London to review it’s current interim prayer

provision to see if there is more suitable and consistent space that can be used until the

establishment of the new multi-faith facility

6. The Students’ Union will continue to arrange with the university the Faith Discussion group

to discuss such issues

Support the No Page Three Campaign

Proposer: Issy Cooke

Seconder: Huma Haq

This Union Notes:

1. The Sun Newspaper has been printing topless women on page three of their newspaper for

44years.

2. The No More Page Three campaign started in 2012 because founder, Lucy Holmes, became

sad that the most prominent photograph of a woman in the widest circulation British newspaper is

of a young woman in just her pants.

This Union Believes:

1. It is very sexist as this topless women appears next to lots of pictures with news of men in

suits or sports clothes doing things. The page 3 picture isn’t about any news story and the

model doesn’t speak at all.

2. This picture is just inside the front cover of the biggest selling newspaper. The front pages is

where all the most important news gets put. By putting a picture here of a woman in just

her pants the newspaper is telling its readers that what is really most important about

women is the way they look and their sexual allure. It doesn’t care what they have to say,

what their achievements or talents are.

3. In a country where we want men and women to be treated equally. Having pictures like this

in our biggest selling papers makes it much more difficult for women to be taken seriously

and when young boys or girls see this what does it teach them about women’s place in

society? Perhaps that men make the news through their actions whilst women stand around

looking sexy.

4. City University London Students’ Union are committed to working towards equality and

this outdated , historic ‘The Sun’ tradition undermines the fight for equality.

The Union Resolves:

That the Drama Society should be given access to

the Performance Space

This Union Notes:

1. The Drama Society has no designated space appropriate for performance or rehearsals

2. We cannot afford to hire lights for the Great Hall this year (we were given them for free

last year)

3. The Music Performance Space has both a stage and a lighting rig that is perfect to perform in

This Union Believes:

1. That the Performance Space does have spare time for others to access it

2. That concerts rent the space so we would like to as well

3. That the Drama Soc production appealed to a large audience last time which is good for Uni

4. That the university benefits from the Drama Soc productions, giving it a community feel it

needs and wants

The Union Resolves:

1. That the Drama Society is given access to the Music Performance space at a mutually

convenient time for their end of year production in April of Much Ado About Nothing

2. The performance would take place 3 times within a small time frame in the performance

space, with access also given for rehearsals, dress and technical rehearsals

To Allocate Additional Funds to CULSU

This Union Notes:

1. The City University Student Union (CULSU) receives a pre-set budget from City University,

allocated to the use of assistance of CULSU societies in the funding of events, and general

management.

2. The amount of societies represented by the CULSU between the years 2013-2014 has

increased drastically, from approximately 20 in 2013, to almost 75 in 2014.

3. Whilst the number of Societies represented by the Students’ Union near-tripled, the funding

for the Students’ Union has not been elevated sufficiently to compensate for the addition in

societies.

This Union Believes:

1. That the SU Societies are an integral part of the Student Experience at City University.

2. That the current resources made available to the Student Union does bit adequately

support the infrastructure of the Student Union now supports.

3. The increase of societies as seen this year (2014) is indicative of a healthy interest of the

student population towards the Extracurricular Activities provided by City

a. That the continuation of the current fiscal policy by the university will be damaging to the

growth and prosperity that the Student Union is currently experiencing.

To Revise the City University Timetabling Policy

This Union Notes:

1. The current timetabling policy in place allows for City University Student’s Union (CULSU)

societies to book rooms for events post 18:00 (6pm) on Mondays, Tuesdays, Thursdays and

Fridays.

2. During the hours before 18:00, there are many rooms that are not occupied/ reserved for

usage by the university.

3. Whilst there are exceptional cases wherein in a society may be able to make a booking

before 18:00, these cases are uncommon.

This Union Believes:

1. That the current policy implemented by the University is inefficient, and wasteful in terms of

utilized space and time.

a. This inefficiency, by extension, is a waste of Student resources.

2. That the University and the Student Body would be better served with earlier bookings for

rooms that are not in use.

3. That Student Union Societies are negatively impacted by the restrictive booking times made

available to them by the current policies in place.

The Union Resolves:

1. To call upon the University to revise the current timetabling policy regarding the booking of

rooms at 18:00, amending said policy to allow for bookings at an earlier time.

2. To consider the implementation of a “2-strike” policy wherein societies disruptive to

The Revolution

This Union Notes:

1. The Students’ Union is breaking many of its own regulations

2. There are rules spanning back several years that few people know about

This Union Believes:

1. This array of rules means the Students’ Union can’t do its job properly- students are

confused about how the system works, and societies and groups including media teams have

no idea where they stand

2. A simpler system would benefit all involved

The Union Resolves:

1. All of the current Students’ Union rules should be scrapped

2. A new, simplified constitution should be written, with vast student consultation

The Union Should Take an Early Stance Against

Boycotts and Strikes

This Union Notes:

1. As of 07/11/14, the Students’ Union has not yet taken a stance on the ongoing UCU

marking boycott

2. The Students’ Union confused students by making a statement declaring that the boycott

was over, something which wasn’t true

This Union Believes:

1. The Students’ Union is there to protect the rights of the students, not the staff

2. Even if they have now taken a stance, not doing so at an early stage put students affected at

a disadvantage

The Union Resolves:

1. If the Students’ Union has not already done so, they should take a stance against the current

boycott as soon as possible

2. In the event of all other future boycotts or strikes that could/will have a negative impact on

students, the Students’ Union will take an early stance against the teaching union/s involved.
