Army Policy on Culture & Language in PME
• The Army… requires developing Soldiers who understand… foreign societies & cultures…. and... career development to achieve the C&FL capabilities necessary for FSO. (ALC)
• Entry-level leaders will “have sufficient knowledge of geo politics, culture, ‐language, & IO to recognize the need to consult experts.” Junior leaders “will gain an increasingly more sophisticated understanding of geo‐politics, culture, language, &IO.” (ALDS)
• The human dimension… necessitates that Soldiers at all levels possess some C&FL capability. It is no longer sufficient for limited numbers… in specialized skill sets & units to solely possess these. (ATLD)
End State: Army with right blend of C&FL capabilities to facilitate FSO,… to effectively conduct operations w/ & among other cultures.
Army Guidance on C&L in ARFORGEN
• ALL SOLDIERS WILL RECEIVE TRAINING ON BASIC LANGUAGE COMMANDS, SPECIFIC TO DEPLOYMENT AREA.
• UNITS WILL DESIGNATE A MINIMUM OF ONE LEADER PER PLATOON SIZED
ELEMENT TO RECEIVE MORE ADVANCED LANGUAGE TRAINING.
• ALL SOLDIERS WILL COMPLETE TRAINING IN THE BASICS OF THE CULTURE OF THE COUNTRY OF DEPLOYMENT. TO INCLUDE AWARENESS OF
FUNDAMENTAL VALUES, BELIEFS, BEHAVIORS, AND NORMS.
• THE TRAINING MAY BE PROVIDED BY TRAIN THE TRAINER SESSIONS, MOBILE TRAINING TEAMS, AND VIRTUAL TRAINING

• Mission: Train/educate Soldiers/DA Civilians on relevant, mission-focused, cross-cultural knowledge, skills, abilities, & attributes to produce a cross-culturally competent Army
• Resources include
– Mobile Training Teams (MTTs), Train-The-Trainer (3T), mission-specific teams
– lesson plans through POIs, Smart Books, Smart Cards,
– On-Line interactive courses, DVDs, mission-specific teams, and resource provision fulfillment.
• This should be a unit’s first & one-stop ARFORGEN shop.

• Mission: To prepare and sustain the linguist warfighter with essential knowledge, skills, and abilities through focused language learning programs

• ONE LEADER PER PLATOON…
• TRAINING MAY BE SATISFIED BY
o 16 WEEKS OF ATTENDANCE AT LTDso 100 HOURS OF HEADSTART PROGRAM

• UPON COMPLETION OF THE HEADSTART PROGRAM, SOLDIERS WILL SCHEDULE INTERVIEWS OR PROFICIENCY TESTS WITH THE DEFENSE MANPOWER DATA CENTER AND WILL RECEIVE CERTIFICATION OF THEIR SPEAKING/LISTENING CAPABILITY.
• COMMANDERS WILL TRACK SATISFACTION OF THIS REQUIREMENT.
Joint Language University(JLU)
• Mission: Provide open language training for public, private, academic and government sectors. Aids to acquire, maintain, enhance, or refresh language skills
• Resources include – Catalogues, advertises, assesses HUGE number of printed, electronic,
interactive language learning resources at all levels of skill for HUGE number of languages
– With account (free for all .mil/.gov) can track individual training, rate materials.
– Can help prepare for DLPT • Upside: amazing number of resources. • Downside: Too much, requires big initial time investment to find niche… but
effort repaid in spades

• ALL SOLDIERS AND DEPARTMENT OF THE ARMY CIVILIANS (DAC) WILL COMPLETE THE RAPPORT TRAINING FOR THEIR DEPLOYMENT AREA.
• COMPUTER BASED AND AVERAGES 4 - 6 HOURS TO COMPLETE.
• TO REGISTER FOR THE PROGRAM, SOLDIERS WILL ENTER AKO, SELECT MY TRAINING FROM THE SELF SERVICE DROP DOWN MENU. THEY WILL THEN SELECT FROM THE ATRRS STUDENT CENTER THE ITEM TAKE SELF-DEVELOPMENT COURSES.
• ON SUCCESSFUL COMPLETION OF THE PROGRAMMED LEARNING (REQUIRES 70 PERCENT GO), THE PROGRAM
WILL GENERATE A COURSE COMPLETION CERTIFICATE IN ATRRS, WHICH IS TRACKABLE BY THE CHAIN OF COMMAND.

• Afghanistan Research and Evaluation Unit (AREU): Independent research institute in Kabul. High-quality research, driven by priorities of Afghan people.
• Radio Free Europe / Radio Liberty (RFE/RL): Reports news in 21 countries, in 28 languages, where press not fully established. Over 400 full-time journalists, 750 freelancers, and 20 local bureaus.
• United States Institute of Peace (USIP): Nonpartisan institution funded by Congress to help resolve violent international conflicts; promote post-conflict stability and development; increase conflict management capacity and tools.
