It is with great pleasure that I and my colleagues on the Board of Chosen Freeholders, provide you with
the 2020 edition of the Official Cumberland County Directory. Cumberland County indeed has “More To Of-
fer”. You are invited to discover more about our special County in Southern New Jersey by visiting our web

This easily referenced guide, available both as this booklet and electronically at our web page address,
contains the most recent listing of elected officials, volunteers and employees serving Cumberland County gov-
ernment and its 14 municipalities. The people listed work diligently to provide Cumberland County with quali-
ty government services. When it becomes necessary for you to use this directory to reach them, we are confi-
dent they will be cooperative in meeting your needs.
By keeping this publication handy, you will have the most current reference tool to County and Local
government available for 2020. By providing the who, what, where and when of County government, this
guide will assist you in contacting the various government departments, agencies and authorities.
While it is possible some names may change before the printing of the next edition, the agencies, tele-
phone numbers and addresses should remain current during the year. Should you require more data than con-

BIOGRAPHY: First elected Freeholder in November 2012, Joseph Derella is serving in his fourth consecutive year as Free-
holder Director. Derella also currently serves as Secretary/Treasurer of the New Jersey Association of Counties
and recently served as the President of the South Jersey Freeholders Association. Prior to being elected to the
Freeholder Board, Derella served for 15 years as a City Commissioner and Vice Mayor for the City of Millville.
Derella also previously served on the Millville Board of Education as President, the Millville Planning Board,
the Millville/Vineland UEZ Board and the Cumberland County Improvement Authority Board. He is a 1978
graduate of West Chester University with a degree in Health and Physical Education. Derella is employed by
the Inspira Health Network and serves as Executive Director of Inspira Urgent Care and Occupational Medi-
cine. Derella’s civic engagement passion is mentoring Cumberland County’s youth, particularly at risk youth
through programs such the Cumberland County Positive Youth Development Coalition. Derella is a member of
the Elks Lodge #580, Shekinah #58, the Millville Kiwanis and the Thunderbolt Hall of Fame Committee. In
addition to his civic and service organization engagement, Derella volunteers his time mentoring youth as a
Babe Ruth Baseball and Softball Coach. Derella has served as an American Red Cross Unit Volunteer
CPR/AED Instructor since 1993. He is a 2017 Walter Rand Institute South Jersey Public Sector Award winner,
a 2018 recipient of the NAACP Community Service Award and a 2018 Youth Alliance Community Service
Award. Derella is a life long resident of Millville where he resides with his wife Susan, son Jake, daughter Ca-
sey and family dogs, Daisy and Lola.

BIOGRAPHY:
First elected to the Freeholder Board in November of 2013, Darlene Barber was named Deputy Director in 2016
and is beginning her third term on the Board. Barber serves as Chairperson of the Cumberland Empowerment
Zone. Barber came to the Freeholder Board after serving as Superintendent of the Cumberland County Tech-
nical Education Center and a thirty year career in education. After beginning her career in education as the
Board Secretary and Business Administrator for the Deerfield Board of Education and serving as Assistant Su-
perintendent for the Upper Deerfield Township Board of Education, Barber assumed the position of Business
Administrator for the Cumberland County Board of Technical Education, ultimately rising to the position of
Superintendent. At CCTEC, Barber developed a passion and commitment to technical education. Barber was
an early and enthusiastic supporter of a full time technical high school for Cumberland County. Barber holds a
Masters Degree in Educational Administration and a B.S. in Human Resource Management from Rowan Uni-
versity. She is also a proud graduate of Cumberland County College and was inducted into the College’s Dis-
tinguished Alumni Gallery in 1997. Her commitment to her community includes service to many and varied
professional, business, charitable and civic organizations including, Gateway Community Action Partnership,
Cumberland County Empowerment Zone, Vineland Salvation Army, Steered Straight among others. She has
served on many permanent and ad hoc committees including the South Jersey Healthcare Advisory Committee,
New Jersey Education Council, Cumberland County College Business and Industry and Strategic Planning
Committees. Barber has sponsored the creation of the STRIVE Scholarship, awarded annually to one female
and one male special needs student attending CCTEC. She resides in Upper Deerfield Township with her hus-
band George. Together they have two children and five grandchildren.

BIOGRAPHY:
Douglas A. Albrecht was elected to the Cumberland County Freeholder Board, taking office in January 2020.
Growing up in Vineland, he graduated from Vineland High School in 1982. Mr. Albrecht holds a B.A. in Polit-
ical Science and Economics from the University of Maryland and an M.B.A. from Rowan University. He is the
president and manager of Bob Albrecht Tire & Service, a family-owned business. From 2008 to 2012 Mr. Al-
brecht served on the Vineland City Council, where he was the liaison to the municipal utility, Planning Board,
and Urban Enterprise Zone. He has served as the Director of the Vineland Downtown Improvement District, as
well as serving in a variety of volunteer capacities throughout Cumberland County. He is a member of Saint
Anthony’s Greek Orthodox Church. Mr. Albrecht, his wife Sophia and their son Samuel reside in Vineland.

BIOGRAPHY:
George M. Castellini was elected to the Cumberland County Freeholder Board, taking office Jan 2, 2018. He
graduated from Vineland High School and several years later attended Cumberland County College concentrat-
ing on business administration. A Graduate of the Camden County Police Academy, he served 13 years in law
enforcement between the Vineland Police Department and the Cumberland County Sheriff’s Department, along
with serving five years as a volunteer for the Vineland Rescue Squad. He was recruited by Wheaton Industries,
and during his 11 years served as risk manager, alarm company manager, director of security and director of fa-
cility services. Currently Castellini is President of Biondi Insurance Agency where he has been employed for
over 20 years. Castellini is a Licensed NJ Private Detective, Licensed Insurance Producer, Licensed NJ Burglar
& Fire Alarm Contractor, Certified Fire Inspector, former ASIS Certified Protection Professional (CPP). He is
a member of the North Italy Club, Vineland Recreation Club, Diamond Social Club, and the Electronic Security
Association. He served on the board of the SPCA and is a member of Christ the Good Shepherd Church. For
over 20 years he was a drummer in several local bands and then enjoyed spending time with his sons racing RC
Cars in multi-state competitions. Castellini has four children, Stephanie, Brian, Christopher and Andrew, losing
his oldest son Brian suddenly on Jan 1, 2013. Married for over 30 years, he and his wife Kim (Sprague) reside
in Vineland.

BIOGRAPHY:
Freeholder Musso was elected in November of 2011 and is the Board’s longest currently serving freeholder.
She previously served on the Deerfield Township Committee for 16 years including service as Mayor and Dep-
uty Mayor. Musso serves as the Vice President of the South Jersey Freeholders Association and previously rep-
resented Cumberland County as a member of the League of Municipalities. For decades, Musso has been en-
gaged in varied and extensive civic, charitable and business activities throughout Cumberland County. She has
tirelessly supported the County’s business community as Board Member and Chair of the Bridgeton Area
Chamber of Commerce as well as active membership in Vineland and Millville Chambers of Commerce. Mus-
so serves as Treasurer and Member of the Cumberland County Technical Educational Center Foundation Board,
President and member of the Board for the Salem County Habitat for Humanity, a member of the South Jersey
Healthcare Auxiliary Board and a member of the M25 (Code Blue) Homeless Initiative Board. Musso is for-
mer President of the International Management Council, former Board Member and Chairwoman of the Cum-
berland Development Corporation and former Board Member and 1st Vice Chair of Gateway Community Ac-
tion Partnership. Musso has earned a well deserved reputation for hard work and dedication to the organiza-
tions and causes she supports. Musso has worked in the banking industry for over 35 years and is currently the
Vice President of Business Development at Century Savings Bank, a Cumberland County based community
bank. She attended Cumberland County College and continued her banking related education at the American
Institute of Bankers. She is a long time resident of Deerfield Township and the proud mother of twin daughters.

Elected Freeholder in November 2015. President of Quinn Broadcasting Inc., former Mayor and Commission-
er, City of Millville. Former Chair of the Cumberland Empowerment Zone, Former Treasurer Cumberland
County Utilities Authority. Previously served as a member of the Urban Enterprise Zone, Millville Industrial
Commission, CompleteCare Health Network Governing Board, South Jersey Hospital Foundation, Millville
Chamber of Commerce and the Greater Vineland Chamber of Commerce. Freeholder Quinn is a Member of
Millville Elks, Millville Moose, and The Thunderbolt Club. He has served as the Broadcasting Voice of Mill-
ville Sports for over 40 years. Freeholder Quinn has Volunteered and fundraised for numerous organizations
including the Salvation Army, SPCA, Millville PAL, the Levoy Theatre and the Bridgeton Stadium Foundation.
Freeholder Quinn resides in Millville and has two sons and one daughter.

Jack Surrency was first elected Freeholder in November 2017. He attended Tuskegee Institute majoring in
Chemistry. Surrency is currently semi-retired. He served on the Bridgeton City Council from 2011 to 2017 and
Bridgeton School Board of Education from 2002- 2010. He currently serves as Chairman of CompleteCare
Health Network Inc. He has also volunteered his services by serving on the Tri-County Community Action
Agency Board, United Way Board of Greater Cumberland County and the Cumberland County RSVP Advisory
Board just to name a few. Freeholder Surrency resides in Bridgeton with his wife Sharon. He has two sons Eric
and Michael. Eric is married to Erika and they have two children, Xeneja and Carter. Michael is a newlywed of
three months to Justina.
