Over 21 years of contributing to the development of the Research and Development Division
(Bodles) in various Technical, Administrative and Senior Management roles; by providing
quality diagnostic, research and advisory services to the local and regional agricultural sector
whilst managing a technical research staff and lending support to senior personnel in a dynamic

Provided oversight for the Technical, Administrative, Human Resource and Financial areas
for the Research and Development Division multiple times during the absence of the
Principal Research Director (two vacation leave periods and many times while on duty
travel) involving 191 staff across five Research Stations. During these periods duties specific
to the PRD & outside of the norm included,

2. TCDC- Consultant, Regional Citrus Greening Project November 3- 9, 2013 – in Barbados
1. Conducted a detailed field assessment of the current status of HLB on all citrus species:
o Observed visual symptoms of HLB on the leaves
o Detected the presence of the citrus psyllid (Diaphorina citri) and natural enemies
(parasitoids, entomopathogens)
o Determined the geographic distribution of the disease, psyllid and natural enemies
2. In the field, carried out hands-on training of the staff of the Ministry of Agriculture on:
o field surveillance methods as well as the identification of psyllid natural enemies
o HLB symptoms and their differentiation from nutrient-deficiency symptoms
3. Took high-resolution photographs of HLB (if present) and nutrient-deficiency symptoms
4. In collaboration with the national counterparts, initiated a re-planting strategy to replace
affected citrus trees
5. Prepared a presentation based on the initial findings with regard to the status of HLB as well
as the psyllid and its natural enemies and recommendations to be included in the National
Action Plan.
6. Carried out a half-day Sensitization Workshop to present the findings and recommendations
to, and elicit feedback from, a wide range of national stakeholders
7. Conducted a half-day training session with officials of the Ministry of Agriculture on general
pest surveillance methods

Focal Point for the Food and Agricultural Organization of the United Nations FAO/
TCP/JAM/3304 beet armyworm project (November 2012 to October 2015); leading a
group of technical personnel from extension and research to implement this two year
project
o Facilitated the Development of the Pest Forecasting System by International
Consultant
o Successfully sourced internationally, introduced and evaluated Mating Disruption
Technology (Isomate – BAW) from Japan for the Beet armyworm
o Co-Authored Management of Beet armyworm manual
Provided Management support for the development of the Clean Seed programme for
sweet potato at R&D
o Coordinated team re the establishment of trials for Beauregaard and yellow belly
trial in three locations across three parishes
o Managed team in producing sweet potato slips of new variety Beaureagard
introduced from North Carolina, supplying slips for 80 acres for production by
small farmers in the Agro-park and private producers including Jamaica

Pests including Beet armyworm 2015 to 2016
o Developed Proposal for the Area-Wide Management of Beet armyworm across all
onion production areas 2017
Formed and Chaired the Beet Army Worm Technical Working Group consisting of
technical Staff of the Research and Development Division (Bodles Research, R&DD,
MICAF), Rural Agricultural Development Authority (RADA) and Meteorological Office
of Jamaica. Coordinated and finalized report for the monthly risk assessment tool as an
early warning system for the Beet armyworm
Formed and Chaired the National Tissue Culture Technical Working Group with SRC,
NCU to improve production of clean planting material for the National Production
programmes including ginger, Irish potato and sweet potato
Coordinated team from Crop and Plant Protection implemented two Irish Potato variety
trials involving 14-16 varieties (for table and processing) introduced from the
Netherlands and Canada under the National Irish Potato production Programme.

Co-authored proposal for FAO TCP/JAM/3304 Project for the “Strengthening the
National Management Programme for Beet armyworm (Spodoptera exigua) in Jamaica
o Focal Point for the Food and Agricultural Organization of the United Nations FAO/
TCP/JAM/3304 beet armyworm project (November 2012 to 2014); leading a group of
technical personnel from extension and research to implement this two year project
o Coordinated research activities related to the development of a Pest Forecasting
system for beet armyworm in Jamaica
o Coordinated the implementation of Farmer Field School programme through an
LOA with RADA and additional funding from USAID through ACDI/VOCA
empowered RADA officers to facilitate onion and scallion farmer’s adoption of
components of an Area-wide management programme for beet armyworm in
South St. Elizabeth as well as St. Thomas, Clarendon and St. Catherine where
Agro-Parks are present.
o Coordinated research activities re the development of biological control
programme for beet armyworm
o Coordinated, participated through an Letter of Agreement with RADA the Survey

Assisted the National Coordinator for the National citrus greening management project in
successfully implementing the FAO/TCP/JAM/3302 two year project October 2011 to
January 2013. This involved assisting in leading an eight member Technical Working
Group involving persons from Research, Quarantine and Extension to
Spearhead a pilot study for an Area-wide Integrated Management (AIMS) programme
consisting of a nutrient, vector management and monitoring programme in two parishes
Clarendon and St. Catherine
Coordinate seven training sessions for various components of the project involving five
project consultants
o Four Training sessions with citrus farmers in Clarendon (146) & St. Catherine
(32) re recognizing citrus greening and its insect vector and implementing Citrus
Greening Area-Wide Integrated Management programme
o Diagnostic training for Citrus Greening for seven persons from MOA&F and
partner agencies were trained at UWI
o Coordinated the activities for the upgrade and equipping of PEQ’s molecular
laboratory to provide HLB diagnostic support for the industry.
o Coordinated the training of selected persons in micro-grafting techniques for the
production of pathogen free budwood material using shoot tip grafting
o Coordinated the training of 98 persons including RADA extension officers,
Cluster leaders and some key citrus farmers.
o Coordinated the training of twenty participants mainly citrus nursery operators
and Post Entry Quarantine Staff (R&D)
Coordinate the drafting of the contents of the exit strategy for the project with the input of
the Plant Health Coordinating Committee

Agricultural Competiveness Project/IDB project within the Plant Protection Unit which
includes upgrade of the infrastructure, sourcing lab equipment, implementation of the
Medfly survey and training component.
Oversight for the accreditation of the Plant Protection laboratories under the EPA/EDES
project
In collaboration with members of the Plant Health Coordinating Committee successfully
completed the development of the implementation plan produced from the Plant Health
Policy 2009 submitted to Cabinet for approval
Senior Plant Protection Officer
Participated in five training sessions (2006 – 2011) involving over 150 persons from
RADA, Plant Quarantine in Pest Recognition Course conducted by the Plant Protection
Unit.
Successfully established rearing facilities and adopted rearing protocols for bio-control
agents including Cryptolaemus montrouzieri and Anagyrus kamali
Effectively implemented the bio-control component of the Pink Hibiscus Mealybug
Management Programme which resulted in the containment of an invasive pest in the
Eastern parishes and parasitism levels ranging from 90-100 % in infested sites (2007-
2010).
Spearheaded the process for the importation of seven biological control agents through
NEPA, Plant Quarantine and PCA for the management of native and invasive pest
species on behalf of the Ministry of Agriculture and Fisheries including Hyperaspis
pantherina for ensign scale programme; Cryptolaemus montrouzieri and Anagyrus
kamali for Pink Mealybug programme; Anagyrus loecki, Apoanagyrus californicus,
Acerophagus papaya and Pseudleptomastix mexicana for papaya mealybug programme
Collaborated in the compilation of the National Insect Pest List for Jamaica (2007) which
is an important source of local data for the Pest Risk Analysis Unit (Plant Quarantine) in
fulfilling trade requirements stipulated by WTO and trade partners
Effectively implemented the research programme for the Lime Swallowtail, the results of
which were the basis for lifting the quarantine on citrus nurseries (2006).
Plant Protection officer
Completed a comprehensive study of the Yam Weevil, Palaeopus costicollis which
provided a management programme for this quarantine pest at the field level. The
information has been proposed by Plant Quarantine for use in preparing a PRA to justify
removing the methyl bromide fumigation requirement of yams from Jamaica to the USA
(1996 -2005).
Processed over 1300 mealybug samples collected island-wide by RADA, the results of
which were used to justify lifting the ban of agricultural products from Jamaica by
Cayman (1998).
