The Classification Toolset
They are a single resource for the tariff schedule, customs rulings, information necessary to classify parts and commodities, item specific lessons learned from classifying over 2 million products, and complete decsion trees for every product.
The Toolset and Databases are based on detailed knowledge of specific commodities and includes: (1) core regulatory summaries; (2) commodity specific classification flowchart; (3) summarized customs rulings; and, (4) sample pictures.
PwC continues the development and enhacement of the Toolset and Databases by adding new commodities, rulings, HS changes, lessons learned and customs interpretations on an ongoing basis.

PwC established its Customs Classification Center (CCC) in the Philippines in 2012 to provide our clients with high quality, low cost classification services for their global operations. It is our goal to provide our clients with the best possible solutions that are fit for purpose to any client’s specific trade challenges.
Classification Challenges Commonly Faced by Importers
Customs Inspections and Audits: Classification is one of the most technical and difficult areas of customs compliance throughout the world. Duty rates remain high in many parts of the world and companies with “weak” classification processes are routinely targeted.
Annual Product Turnover: Most MNCs launch many new products annually, each of these must be individually reviewed and classified, whether for import declaration or FTA support purposes.
Poor Descriptions: Most companies operate on part numbers or material codes, not descriptions. Word usage, translation issues, or a simple lack of regard for the description mean that most descriptions cannot be relied upon for classification. As such, each item must be individually reviewed to confirm its true form and function.
Raw Materials & Consumables: These types of peripheral items (e.g. textiles, chemicals,
lubricants, etc.) can be more complicated to classify than core products.
Special Use Items: Parts and products not core to a company often cause material difficulties to company classification teams. Some may be highly specialized items and others may be “company swag” -- when it’s not core to operations, it’s all challenging.
Information Access: Classification is information driven. Often, company staff or brokers
doing classification determination may not have the competence to do so the level of accuracy and supportability required.
Classification Process: Brokers or part time classification staff are no longer an option.
Customs penalties are increasing, green lane clearance, FTA qualification and non-tariff barriers such as import licenses, prohibitions, and product standards all rely on a solid defendable classification.

Quality. Our classification process is driven by experts, most of whom are technical experts such as engineers and chemists, using our Toolkit and Databases . We run a 100% QC review process on our work product, reducing financial and reputational risk for our clients.
Toolset and Databases. We use commodity-based knowledge tools as a collective source for tariff numbers, decision tree logic, rulings, chapter, section and Explanatory Notes, and relevant product information.
Consistency. The use of our proprietory Toolsets and Databases, with strong structure and process flows, combined with our regular reviews of deliverables ensures the necessary consistent approach.
Documentation. Every classification will be delivered with a supporting documentation trail that will meet a“reasonable care” standard when reviewed or examied by Customs authorities.
Cost Control. PwC's CCC provides the most competitive cost and quality service available, ensuring we will meet your cost control objectives within the boundaries of your compliance and timeline expectations.

Success Stories: CCC Case Studies
A Japanese OEM called PwC when they were notified by Customs, as a result of
exceptionally poor HS process and audit results, that 100% of their ocean containers would be inspected. PwC was hired, we corrected the client’s HS codes, demonstrated
our approach and output to Customs, and the client was rewarded with Customs
removing their "high risk 100% inspection" status and reverting inspections back to
"normal".
A major consumer products company brought a new “make up application” product out
of their tech center. When their internal team could not agree on a single best
classification, they retained PwC to review and opine on the three competing HS possibilities.
A client in the "rubber additives business" came to PwC when they could not convince Customs in Thailand, Indonesia, and China to agree on a single classification for their
product. Working with the client’s chief chemist, PwC's chemicals team was able to
draft a simple "chemical classification" explanation of the additive that Customs in each
of the three countries was able to understand and ultimately accept.
A Japanese parts supplier involved PwC as they prepared their quote to provide
components to a major OEM plant in Mexico. We pre-classified their products and
assisted them in determining which parts had to have a North American origin in order for the finished good to qualify for FTA benefits. The client won the contract.
A large consumer products company, faced with headcount reductions, came to PwC to outsource their M&E spares classification. Although the company previously required
three FTE's, PwC was able to step in and take this function over and effectively backfill
the "lost" staff at a net cost reduction to the client.
