COMMUNITY LIAISON OFFICER (2004 – 2005)

Formulated and successfully enforced a Public Information Program meant to encourage meaningful participation of the Northern Luzon Expressway Project’s general and subcontractors and stakeholders alongside officials and representatives of provincial-regional and national government levels (such as Barangay Council members, Municipal Mayors and Congressional Representatives). Through this partnership, a beneficial exchange has been forged and currently kept in a proactive position. The execution of the information program maintained at a realistic, comprehensible and efficient level and scope has effectively deterred any probable development or existence of misconceptions or ill feelings generated by the progress and completion of the 84-kilometer project.

Being a venture highly dependent upon internationally-accepted standards of highway engineering and road construction, environmental health and safety practices and utilization of state-of-the-art electronics and communications implements, part of the duties and responsibilities associated with the above stated position include the following:

Assisted the Project Environmental Engineer in the collection and testing of soil, water and air samples in compliance to national government parameters and regulations.

The periodic testing of smoke emissions, solid and liquid effluents emitted by foreign and local assisting subcontractors in compliance to national anti-pollution regulations.

The scheduled conduct of visits to areas directly affected by the project to determine existence of possible problems or related concerns brought about by various phases of the project, directly or indirectly affecting the livelihood or normal living conditions of citizens situated near each project area sector.

Secure necessary government-issued operational permits indicating the project’s capability to successfully comply with mandated project regulations without compromising normal levels of operation.

Similarly responsible for the effective and efficient maintenance and enforcement of the project’s Morale, Welfare and Recreation Program for project employees. Such undertaking involves the quarterly preparation of the company newsletter, conceptualization of information leaflets and flyers given to project personnel and the general public stating the project’s level of progress, information kits for participants of educational tours and project site visits.

EMPLOYEE RELATIONS OFFICER (1999 – 2002)

As the Employee Relations Officer of a Japanese manufacturing corporation, the primary duties and responsibilities expected of the position were:

Prevent the formation of a company labor union Assure the corporation’s Filipino Department Managers and resident Japanese

advisers that all work-force members are equally satisfied with provided employee benefits and other related emoluments.

Being the direct mediator between top, middle management officials and rank and file workforce members, the position entailed the supervision of two groups, both functioning in a direct and indirect capacity respectively – the Employee Relations (ER) group comprised of five (5) analysts under direct supervision and a conglomeration of committee members comprised of one hundred twenty (120) personnel from various departments under indirect supervision.
