As Special Secretary to Govt. of India had been dealing with matters related to Land Records
Modernization; Administration of Right to Fair Compensation and Transparency in Land
Acquisition, Rehabilitation and Resettlement (RFCTLARR) Act, 2013 and the Registration Act,
1908; State issues relating to land administration, land reforms, land economics and the
implementation of Watershed Development Component under Pradhan Mantri Krishi
Sinchayee Yojana.
Worked on developing an Integrated Land Information Management System (ILIMS) across the
country to establish an online single window system to allow real time access to all available
information on a plot of land.
A robust software was developed for National Generic Document Registration System (NGDRS) to include the requirement of all the States in the arena of registration of documents.
Handled various Court cases pertaining to Land Acquisition under RFCTLARR Act, 2013.
Handled State Amendments Bills pertaining to land issues and establishment matters of the department.

Dealt with large scale Transformation in the organization touching upon strengthening
Organization, Improving Process and operational efficiency, improving financial efficiency and
Technology enablement.
NHAI network expanded significantly from the last one decade from 33,000 km length of roads
in 2007 to 61,000 km length of roads in 2017 including Bharatmala projects. Therefore, the
need to align the organization structure to handle the expanded network was addressed by

redesigning the organization structure of NHAI, redefining the norms for field level regional and Project Implementation Structures to drive on ground execution.
Creation of “Centres of Excellence” for Procurement, Land Acquisition, Finance, planning of new projects, Technology Induction and Research cells were planned.
Requirement of additional staff at each level was worked out.
Recruitment Rules were redefined. Online process of Recruitment was started in house.
Various court cases pertaining to establishment were monitored and appropriate action was taken.
Training policy, Policy for recruiting Young Professionals and policy for Internship was framed and got approved by NHAI Board.
Online Performance Management tool “LAKSHYA” was designed to monitor achievements of individual officers and its linkage to their Annual Performance Reports.
Standard operating procedures (SOP) were developed for handling Arbitration matters.
Streamlined the procedures to handle court cases, empanelment and appointment of Law
Officers for Arbitration of court cases in NHAI.

As Joint Secretary handled International Cooperation, coordinated the work relating to
bilateral and multilateral cooperation in education sector and the formation, implementation
and monitoring of education exchange programmes with various countries.

Implementation and Enforcement issues relating to the Copyright Act, 1957 and amendments to the Copyright Act were brought during this period.
The Copyright Rules 2013 were notified.
Drafted Recruitment Rules for creation of posts for the permanent copyright board.

Represented Government of India in WIPO for finalising the text of the proposed WIPO treaties, copyright limitations and exceptions for education.
Various initiatives under e-governance of copyright office were put in place.
India-US Education Dialogue, India-UK Education Forum, India-UK Joint Task Force Meeting,
India-New Zealand Education Council Meeting, Indian National Commission of UNESCO
meeting, visit of DG, UNESCO to India were some of the important events organised
successfully.
Represented India during Joint Working Groups to promote Education Exchange Programme.
Review of functioning of MHRD IPR Chairs was conducted for the first time and they were allocated the specific tasks.
Handled administration matters of the National Book Trust.
Organised National and International Book Fairs successfully.

Constantly pursued with the various Ministries for sanction and releases under Central /
Centrally Sponsored Schemes. Co-ordinated with Administrative Secretaries for sending
proposals under the existing and new schemes of Govt. of India. Attended meetings and
discussions on behalf of Govt. of Andhra Pradesh in various Ministries in Delhi.
Headed the External Engagement Division in Andhra Pradesh Bhavan in New Delhi to
coordinate the local and foreign investments and Business opportunities in newly formed
State of Andhra Pradesh after bifurcation of the State.
Initiated and organized the visit of Andhra Pradesh official Business delegation headed by
Hon’ble Chief Minister of Andhra Pradesh to China, Japan, Korea, US and other European
countries which resulted into many opportunities for Business collaborations between various
countries and Andhra Pradesh.

Special Address of Hon’ble Chief Ministers to all Heads of Mission was organized in
coordination with MEA. It gave lot of opportunity to the Indian Missions abroad to explore
investments opportunities in Andhra Pradesh by International investors of their respective
countries.
Co-ordinated with DIPP, Ministry of Commerce for participation of Andhra Pradesh in
Hannover Fair in Germany which was inaugurated by Hon’ble Minister of India. Special
seminar for attracting investors to Andhra Pradesh was inaugurated by Hon’ble Union Minister
for Commerce. It evoked immense response among the investors.
Coordinated with the Ministry of Overseas Indian Affairs and the concerned Embassies to take
up issues like transportation of dead bodies, death compensation, salary and pension benefits
etc., deportation of workers who overstayed illegally and initiating action against the agents
involved in cheating.
Streamlined the functioning of the Legal Cell and office of the Advocates on Record. A.P.
Bhavan. The details of all the cases filed in the Supreme Court pertaining to Government of
Andhra Pradesh were posted in the Department wise Master Registers. The details of the
Cases along with the latest stage were sent to the administrative departments for
reconciliation.
All the important issues were updated on continues basis pertaining to various Ministries to
update the compendium prepared for the information of Members of Parliament MLAs/MLCs
etc. to facilitate the handling of issues by them at the appropriate forums.
Assisted in organizing many cultural festivals in Andhra Pradesh which provided immense opportunities to Telugu speaking people in Delhi to gather and enjoy the community bonding.

As Principal Commissioner, Commonwealth Games in Delhi Development Authority handled
one of the most challenging tasks co-ordinating with various departments and Ministries of
State Govt. of Delhi and Govt. of India. The projects were completed and games were held
successfully due to contribution of dedicated, sincere honest and hardworking team efforts
inspite of strict timelines and challenging environment.

Worked as Secretary – Municipal Administration and Urban Development in Charge of All
State Policies and implementation of programmes relating to Municipal Administration and
Urban Development covering 122 Urban Local Bodies in Andhra Pradesh. In charge for all the Urban Poverty alleviation programmes funded by central Government,
AP Urban Basic Service Programme funded by DFID and AP Urban Reforms and Municipal
Services Project, World Bank.
Supervision and Monitoring of Employment generation programmes for Urban Poor, Self
Help Groups, youth and disabled with special concentration in Urban Slums. Monitoring of
Institutional micro credit linkages.
Preparation of infrastructure development and Municipal Services plans for each city. Supervision of Town Planning wing and Master Plans preparations.
Monitoring and Supervision of Urban Water Supply schemes.
Urban Good Governance, Citizen Charters, Modern Municipal Laws and restructuring of Municipal taxation Systems.
Solid Waste Management policy Manual was developed containing Operational guidelines of Municipal Solid Waste Management.
Monitored Capacity Building Exercises at state and local level for all the stake holders to
improve both formal and non-formal education systems in the Municipal Schools, Beggar
homes and hostels for disabled.
Policy to protect the rights of street vendors at par with national policy was initiated.
A novel project of ‘Urban Programme for Advancement of House hold Income” (UPADHI) was started with a view to improve the employment opportunity for Urban youth.
Conducted General elections to Urban Local bodies in a very peaceful and fair manner.
A “comprehensive Open Defecation Free Town” policy paper was prepared.
Advanced preparation of City Development Plan, and Detailed Project Reports enabled the
State to get sanctions of the schemes under Jawaharlal Nehru Urban Renewal Mission and
under Urban Infrastructure Development scheme for small and medium Towns. More than
40% of the total central assistance given by Government of India was sanctioned to Andhra
Pradesh.
