The objective of this assignment is a scoping and exploratory study to help identify the current service delivery practices and capacity within the water sector in both Somaliland and Puntland as well as the current response to various policy documents and frameworks adopted by the Ministry of Public Works (MoPW) and Puntland State Authority for Water, Energy and Natural Resources (PSAWEN). Based on this, the study will advise whether any functions within the remit of the Ministry can be decentralized to the districts and recommend pilots for the same.More specifically, using the Sector Guidelines developed by the JPLG as the main tool for analysis and closely coordinated with the Integrated Capacity Development for Somali relevant

Holding successful meeting. Preparing financial records. Developing good relationship with irrigation and drainage department, district
engineers and other government officials. Planning and implementation for manual weed control activities. Taking part with irrigation department to monitor off takes (irrigation gates)
including water measurements.
Raise awareness on sanitation and hygiene Coordination of sanitation & hygiene promotion activities to increase participation and
