5 Points/Dates Times:

Sea Duty Qualified: Y=Yes, N=No

An entry of Yes or NO indicates if the member has met the sea duty

eligibility requirement for the CWO Appointment Board. Candidate must

have completed at least one year sea duty as an E-6 or above by the 1 January

deadline. This requirement will not be waived except for members who are

presently serving at sea or who are under orders to sea duty and will meet the

sea duty requirement by 30 June following the Board’s convening date.

Active Duty Base Date is the date you entered active duty, or your adjusted

ADBD from a Statement of Creditable Service (SOCS) following a break in

service.

Time in Service (TIS) is the time in all branches of service up to the TED.

Marks Factor is the final marks multiple.

E6 Pt(s) is time in grade calculated in months up until 1 July of the year of

the CWO Appointment Board. One point is credited for each full month of

active service as an E-6. The maximum credit for E-6 is 100 points.

E7 – E9 Pt(s) is time in grade calculated in months up until 1 July of the year

of the CWO Appointment Board. Two points is credited for each full month

of active service as an E-7 or above. The total maximum credit for time as E-

6 through E-9 is 175 points.

Terminal Eligibility Date (TED) is the Terminal Eligibility Date used to

compute Time in Grade and Time in Service through 1 July of the year of the

CWO Appointment Board.

Recommended for Advancement by CO: Y=Yes, N=No

6 Evaluations contains the Competency Type used to calculate points for the

SWE cycle. If a current evaluation is not listed, a member is ineligible for the

SWE. The rating column will display S if Satisfactory or U if Unsatisfactory.

SWE Personal Data Extract (PDE) Rank Month Year:

Name and Employee ID of member.

Rank and current Department ID of unit.

Exam Board Department ID is where the Servicewide Exam (SWE) will be

sent. The unit SWE Officer must be an officer, master chief OIC, or GS9 or

above to be authorized to receive, store and administer SWEs. An incorrect

Exam Board ID must be reported to PPC ADV Branch via a customer care

ticket. An Exam Board ID may be changed up to, but no later than, the

established PDE correction deadline date. After this date the unit SWE

Officer must coordinate the transfer of SWEs per the “SWE Officer

Handbook” provided with the shipment of SWEs.

Candidate Status shows whether a member is Eligible or Not Eligible. If

“Not Eligible”, the reason will be listed in the Eligibility Results section.

4 Points/Dates/Time:

Points Start Date (PSD) see Points Start Date (PSD) Policy Explained

SWE Eligibility Date (SED) is 1 February preceding the May SWE, 1

August preceding the November SWE, and 1 July preceding the Reserve

SWE.

Terminal Eligibility Date (TED) is the date that members will begin to be

advanced from the SWE advancement lists following a SWE cycle. Time in

Rating (TIR) and Time in Service (TIS) are computed up to this future date

for SWE eligibility and also for TIR and TIS points on the SWE. The TED is

1 January of the year following the October and May SWEs, and 1 July of

the year following the November SWE.

Date of Rank in Rating is the date current rank was obtained.

Sea Time for Points up to SED is credited at 2 points per year, or 0.166

points per month, retroactive to 1FEB1994. NOTE: Members assigned PCS

on National Security Cutters (WMLS) on or after 1 January 2016 will receive

credit for each full month of sea duty, not to exceed 2.333 points per year.

Surf Time for Points up to SED is credited 1 point per year, or 0.083 points

per month, retroactive to 1JAN2000. The combination of sea and surf points

may not exceed a maximum of 30 points in a career.

Award Points up to SED is the point value of all awards earned between the

members Points Start Date up to the SED.

5 Evaluations contains the Competency Type used to calculate points for the

6 The Creditable Awards section lists only the awards earned on/after the

members Point Start Date up to the SED which have SWE point value. Awards

must be effective dated NLT 1February preceding the May SWE, 1 August for

the November SWE, and 1 July for the Reserve SWE.

7 The Eligibility Results section will list the reason(s) not qualified to

participate in the exam cycle or if qualified, the exam board location where the

SWE will be sent. The member must verify all of the data on the PDE. If errors

are found, note them on the printed copy of this form, sign it, and provide it to

your admin personnel. It is the member’s responsibility to ensure that incorrect

or missing data is updated in DA prior to the PDE verification deadline date for

each SWE.

5 Servicewide Exam: Point credit based on the Total Test percentage when

compared to the average score of all SWEs for that rate/rank. Maximum

credit is 80 points.

Performance Factor (Marks): Point credit based on your performance

factor average. Maximum credit is 50 points.

Time in Service: Point credit based on 1point/year figured to the Terminal

Eligibility Date (TED). Maximum credit is 20 points.

TIR Present Paygrade: Point credit based on 2 points/year figured to the

TED. Maximum credit is 10 points.

Medals/Awards: Point credit based on type of award. See the Enlisted

Accessions, Evaluations, and Advancements, Chapter 3.A.3.f for a list of

point totals for creditable awards. Maximum credit is 10 Points.

Creditable Sea Points: Point credit is based on cumulative sea time

computed through 1 February for the May Servicewide Exam and 1 August

for the November Servicewide Exam. If a member is receiving sea pay, they

are earning sea time points. Accrual starts 1 February 1994 with a maximum

credit of 30 points (See Surf Duty Points below).

Surf Duty Points: Members assigned to a designated surf station may earn

point credits based on 1 point/year with a maximum of 15 points in a career.

The combination of sea duty and surf duty points may not exceed a

maximum of 30 points in a career.

Total Final Multiple: The final multiple is composed of all the points listed

above for a maximum of 200 points. The maximum final multiple for

Reservist exams is 170. Sea duty and Surf duty do not apply.
