The Bureau of Immigration is proud to present this 2014 yearend report to the Honorable Secretary of Justice.

2014 is special to the Bureau as it marks our countdown to our diamond an-niversary. Anchored on our “Good Guys In, Bad Guys Out” campaign, we have made it easier for the good guys to enter and stay in our country at the same time making the bad guys know that they are unwelcome in our land.

OurprogramsforthegoodguysincludetheopeningofBIofficesatmoreac-cessible areas, such as the malls, to make it easier for the foreign mationals to transact with us. Cashless transactions and security visa stickers were also made available for added security and convenience of our clientele.

We have also re-launched our “BI CARES (Courtesy, Accountability, Responsi-bility,Efficiency,Service)”programtoequipourofficerswith“softskills”thatwillallowthemtocommunicatebetterwithourclientele.ThedevelopmentofBICARESOfficersis an initiative of the Bureau to make our visitors feel more welcome in our country. It isafactthattheBIisthefirstandlastagencythatgetstouchwithtouristsintheirstayhere,anditisbelievedthattheimpressiongivenbytheBureauwillbereflectedontheentire Philippines as well.

Thebadguys,ontheotherhand,wereidentified,arrestedandimmediatelysent out of the country. In 2014, a total of 530 illegal aliens were deported compared to 416 deportees in 2013. A number of major operations were also executed which led to the arrest of top fugitives of other countries and large groups of illegal workers.

These accomplishments could not have been possible without the vital sup-portofourHonorableSecretaryofJusticewhoseendorsementresultedtotheacqui-sitionofnewpassportreadersandhiringofmorethan200immigrationofficersand100 other vital personnel to our strength.

Whiletherearestillsomeunfinishedprojectswhichpresentacontinuingchal-lengefortheBureauthisyear,webelievethatweareofftooagoodstartin2015.

Pursuant to the Philippine Immigration Act of 1940 (Commonwealth Act No. 613),theBureauofImmigration(BI)isestablishedunderthesupervisionandcontrolof theDepartmentof Justice (DOJ)orofanyotherexecutivedepartmentwhichthePresidentmaysubsequentlydetermine.

Under Sec. 31 of ExecutiveOrder (E.O.) No. 292, [BOOK IV/Title III/Chapter10-Bureau of Immigration], the Bureau of Immigration is principally responsible for the administration and enforcement of immigration, citizenship and alien admission and registration laws in accordance with the provisions of the Philippine Immigration Actof1940,asamended(C.A.No.613,asamended).

Subject to the provisions of existing laws and in keeping with Republic Act (R.A.)No.562:AlienRegistrationActof1950,theCommissionerofImmigration,withthe approval of the Department Head, is authorized to prescribe rules and regulations as may be necessary for carrying out the provisions of this Act, including the registra-tionofalienseamen,aliensconfined in institutions in thePhilippines,aliensunderorders of deportation, and aliens of any other class not lawfully admitted into the Philippines for permanent residence, and from time to time, always with the approval of the Department Head, to amend such rules and regulations.

PursuanttoRepublicAct(R.A.)No.9208),otherwiseknownas“Anti-Traffick-ing inPersonsActof2003”andRepublicAct (R.A.)No.10364, otherwiseknownastheExpandedAnti-Trafficking inPersonsActof2012, theBureauof Immigration ismandated to give highest priority to the enactment of measures and development of programs that will promote human dignity, protect the people from any threat of violenceandexploitation,eliminatetraffickinginpersons,andmitigatepressuresforinvoluntarymigrationandservitudeofpersons,notonlytosupporttraffickedpersonsbut more importantly, to ensure their recovery, rehabilitation and reintegration into the mainstream of society.

Finally,conformingtoRepublicAct(R.A.)No.9139,knownas“TheAdministra-tive Naturalization Law of 2000”, the Bureau of Immigration shall control and regulate the admission and integration of aliens into its territory and body politic including the grant of citizenship to aliens.

Major Accomplishments in CY 2014

The Bureau of Immigration’s major accomplishments were based on theKeyFocusAreas(PATRIOT)thatservedasaguidelineforeachclustertoactivelyundertake:

1. PERSONNEL MANAGEMENT AND ENHANCEMENT

Threesignificantmovementsfor2014wereachievedbyBIinraisingprofessionalismby conducting recruitment, selection, promotion and hiring of employees based on meritandfitness,towit:

A. Second quarter: 175 positionsfilledupunderRationalizationPlanand Human Resources Plan for 2014-15.

B. Third quarter: Hired 187ImmigrationOfficersoutof3,116applicants basedonmeritsandfitness.

C. Fourth quarter: 45 items for hiring and 76 for promotion indorsed to DOJ forconfirmation.

There was a decrease of 0.9% in the total workforce of BI due to non-renewal of some confidentialagentsby18.49%,inspiteof10.58%increaseofregularemployees.

PERSONNEL CAPABILITY ENHANCEMENT AND TECHNICAL SKILLS DEVELOPMENT.

On capacity building programs, BI continued to give a wide array of opportunities for personnel capability enhancement and technical skills development.

For 2014 alone, a total of 74 trainings, seminars and workshops were conducted. The Commissionerrequiresallpersonneltoattend/joinatleastoneseminarorworkshopper year.

Health, Wellness and Welfare programs were delivered totheemployees.85employeeshadtheirannualphys-ical examinationand579weredosedwithanti-fluvac-cines.NewlyhiredIOs(fourbatches)wereexaminedbyour medical team before their rigorous BIOC training, to ensure physical preparedness in said endeavor. In ad-dition, ImmigrationOfficersat theairportattended lec-tures about EbolaVirus awareness, conductedbyBI incooperation with the Bureau of Quarantine. All activities undertaken were in pursuit of health and vitality of all BI personnel.

3. TRANSPARENCY AND GOOD GOVERNANCE

A. BI implemented the Strategic PerformanceManagement System (SPMS)andsubmittedtotheCivilServiceCommission(CSC)theaccomplishedIndividualPer-formance Commitment and Review (IPCR) and Division Performance CommitmentandReview(DPCR).

B. BI complied with the Ranking System of eligible employees intended for the Performance Based Bonus.

C. For the year 2014, a total of 9,514,171 arriving passengers were processed at the airport. There was 4.4% increased of processed passengers compared to reg-istered9,091,998lastyear.Around4.6%increasedonforeignarrivalswererecordedin 2014 compared to 2013. Increased of passengers also includes those from cruise liners with recorded arrivals by 47.06% and with increased of passengers and crew by 44.46% compared to 2013.

BI - CARES PROGRAM

(CourtesyAccountability,Responsibility,EfficiencyandSer-vices) aspires to reinvent immigration as hospitable andcustomerserviceorientedbordercontrolofficers.Themo-ment the foreign visitors set their foot at the airports, they should feel at home by getting friendly assistance from our BI-CARES personnel.

As part of this customer intimacy project of the Bureau consistent with its rebranding initiatives, certain Bureau of Immigration(BI)personnelsurprisedarrivingpassengersatNAIA Terminal 2 through a FLASH MOB on 12 June 2014, concomitant with the celebration of Philippine Indepen-

dence Day. The same is also an artistic interpretation of the BI’s vision to deliver inno-vative immigration service. This is to communicate the message that BI has something newtooffer;toverbalizetheBureau’s“GoodGuysIn,BadGuysOut”planofaction;and to show that indeed, “It is More Fun in the Philippines!”

CLIENT FEEDBACK MECHANISM

Furthermore, in order to get the customers satisfaction rate, suggestion boxes as part of BI’s Feedback Mechanism program were installed in conspicuous places at arrival anddepartureareasinallimmigrationairportsandBIMainOffice.Lastly,BIdesignat-edspecificimmigrationcounterandlanesforDiplomats,APEC,BusinessClass,SeniorCitizens, Person with Disability, OFW and the recently installed “ASEAN Immigration Lane”. These were some contributory factors on tourism growth and increased col-lection for 2014.

74th ANNIVERSARY CELEBRATION

As an act of patriotism and in line with the BI’s 74th Anniversary Celebration, BI per-sonnel conducted a human flag formation on 05 September 2014. BI key officialsCommissioner Siegfred B. Mison, Associate Commissioner Abdullah S. Mangotara, former Associate Commissioner Ronaldo P. Ledesma and Executive Director Eric E. Dimaculanganledthesaidhumanflagconfiguration.

A human map formation was also done on 19 December 2014 as part of the Bureau’s promotion of tourism in the country.

D. HIGHEST REVENUE COLLECTION

TherevenueoftheBureauforCY2014increasedby0.85%ascomparedtothatof2013 collections.

As shown in the table below, total amount of collection for the year 2014 reached Php 3,022,271,070.35 surpassing its target collection which was projected to reach Php 3,015,497,000.00.

E. BAD GUYS OUT

Inourefforttocrackdownillegalaliens,atotalof737foreignnationalswerearrested,551 of which is by virtue of a mission order. There were 530 illegal aliens that were deported compared to 416 last 2013.

Some remarkable incidents reported by the Intelligence Division are the following:

1. Nabbed 11 Chinese nationals at Greenmiles former SLA Compound, Brgy. Sta. Rosa, Marilao Bulacan, caught supervising and assisting in the operation of metal molding and fabrication without necessary visa.

2.ArrestedAustrianfugitiveWolWolflhndreasatSubicZambales.HehasanoutstandingWarrantofArrestissuedbyRegionalCourtofViennaAustriaforinternetfraud and receiving stolen property.

3. Rounded up 49 illegally working foreign nationals in Makati City caught in flagrantedelictoworkinginbusinessprocessoutsourcingwithoutthenecessaryper-mits. The arrested includes 22 Indians, 15 Cameroons, 7 Congolese, 3 Mauritius, 2 Ghana nationals and 1 Beninese.

F. DETECTED FAKE DOCUMENTS

Therewere3,541questionabledocumentsthatwerereferredtoAnti-FraudSectioncompared to 1,745 in 2013, showing an increase of 50.7%.

From3,541questionabledocumentsthatwereexamined,1,541werecertifiedfraudu-lentandcounterfeittraveldocuments.AffidavitsofSupportauthenticatedbyDFAandOfficialReceiptsissuedbyDFAwereamongthetopfraudulentdocumentsexaminedbyBI. 473Philippinepassportswereturned-overtoDepartmentofForeignAffairs(DFA)fortheirdisposition.

G. INCREASED DEFERRED DEPARTURES

BI maintained its position in Tier 2 based on the United States Department of State TraffickinginPersonsReport.Thesteadfastandstringentimplementationonimmi-gration laws, particularly the Guideline on Departure Formalities for International Bound Passengers in all Airports and Seaports in the Country resulted to 30.63% in-crease in the number of passengers who were deferred departure from 36,544 in 2013to52,684in2014.Therewere67.1%passengerswhowererequestedtodefertheirdeparturebecauseoffailuretoshowadditionaldocumentssuchasaffidavitofsupportandcertificateofemploymenttosupporttheirclaimastourists.

2. Foreign nationals may now extend their stay for a total of not more than24monthsforvisarequirednationalsand36monthsfornon-visarequirednationals. Indian nationals with either a valid U.S., Japan, Australian, Canadian, Schengen,SingaporeorU.K.(AJACSSUK)visaorresidencepermitmayavailofthe visa-free entry privilege stay at Clark International Airport and Clark Free-portZone,Pampanga.UnderMemorandumCircularNo.SBM-2014-005for“In-clusionofClark International Airport (CRK) inPortsof EntrywithAJACSSUKPrivilege for Indian nationals”. Pursuant to DFA FSC No. 114-2014 dated 11 April 2014.

To better facilitate expeditious entry and admission of Chinese na-tionals handled by accredited Philippine Tour Operators, Memorandum Circular No. SBM-2014-006 was issued on 23 July 2014, providing for “Rules and Proce-dure for the IssuanceofVisaUponArrival (VUA) toForeignTourGroupsandIndividual Travelers from Peoples Republic of China (PROC)anditsSpecialAdministrativeRegions(SAR)handled by the Philippine Tour Group.”

5. On 13 October 2014, Memorandum Circular No. SBM-2014-016 was issued which providesforGrantingVisauponArrival(VUA)toVisaRequiredNationalswhoareTourists-PassengersonBoardCruiseShips/Vesselscalling on Philippine Ports and Prescribing the Rules and Procedures Appertaining Thereto.

Incontinuingeffortstosimplifyfrontlineservices and improve access from the trav-elling public, newly designed and printed arrival(blue)anddeparture(red)cardswerelaunched and utilized on March 01, 2014. Under the new set up, only foreigners and Filipinos with immigrant status abroad are requiredtofilloutarrivalcardsexemptingFilipino tourists and OFWS. On the other hand,onlyFilipinosarerequiredtofilloutdeparture cards, exempting foreigners this time.

1. OperationsOrderNo. SBM-2014-035dated18August2014,urgesforeign nationals and their dependents who are staying in the Philippines with permanentresidentstatusbyvirtueofRA7919andRA8247toreporttoBIofficesforre-stampingofpassport.BIneedstoverifytheirstampsandupdatedatabaseofRA7919and8247.BIencouragesthemtoreporttotheofficetomaintain their privilege under this Act. Should they have doubts in the authen-ticity of their visa stamps but believe in good faith that they are entitled to the grant, BI will assist them in regularizing their status.

2. Immigration Memorandum Circular SBM-2014-001 dated 24 March 24, 2014, “Revocation of Memorandum Order No. ADD-02-015 providing for Five (5) year Temporary Resident Visas (TRV) for FamilyMembers of Lawful AlienResidents in the Philippines”. The new circular prohibits holders of ADD-02-015 visastorenewtheirvisainsteadtheyshouldsecureadifferentvisawithin90days from expiry of said visas.

3. On 26 September 2014, Immigra-tion Operations Order No. SBM-2014-043 sets forth the “General Guidelines on the Implementation of the Alien Registration Program”. It was a DOJ-BI initiative to map all aliens within the country, identify them, determine legality of entry and status and establish a tax source. Biometric data capturing services and issuance of ACR I Card with Special Security Registration Number (SRRN)whichwillbegiventoallreg-istered aliens are the salient features of this Operations Order.

4. Anchored on the “Bad Guys Out Good Guys In” campaign, Sa Immi-grationMagsumbong(SIM)underMemorandum Circular No. SBM-14-017 dated 27 October 2014, another innovative program was launched on October, providing for an incentive and reward system to any informant who has personal knowledge of overstaying foreigner in the country by simply reporting to the Bureau via text/SMS.Theprogramencouragesforeigners to voluntarily update their authorized stay.

It further motivates public awareness and participation in cracking down illegal aliens. A total of 324 overstaying foreigners were already reported through this pro-gram. The Intelligence Division is validating the report before the conduct of arrest, deportation and release of incentive.

To provide our clients with faster processing of their Annual Report, BI came up with an “Online” application of annual report 2014.

Another remarkable innovation, with the aim of cutting red tape and bribery,wastheimplementionofcashless/E-paymenttransactions.Variousfeesandduesarenowpaidthroughtheuseofautomatedtellermachine(ATM)and/orprepaidcard.The“cashlesspayment”is made possible with the signing of Memorandum of Agreement (MOA)byBIOfficialandLandbankontheestablishmentofpointofsale(POS)terminalsandBIoffices.Cashless/E-Paymentisacurrent-lyimplementedinBImainofficeandsomemajorsub-portoffices.

1.ProcurementProcess-Theprocurementofequipmentisachallenge/constraint being brought about by the budget availability and the tedious pro-cedure of selection, bidding and awarding of the project.

2. Private Participation - Challenge lies in the capacity of the private pro-ponent to deliver the demand of enhancing security features of an ACR- I card.

3. External Factors – The current peace and order situation in the com-munity including the existing organized crime results to inability to sustain wide-spread campaign of immigration programs and reforms.

4. InternetConnectivity -Theunderlyingchallengeonthenewequip-ment is the internet connectivity issue which hampers viewing, monitoring and surveillance. 5. Deferred Departures – Enforcement of the strict departure formalities results to deferring passengers from leaving the country for reasons that they mightbevictimsof illegal recruitmentorhuman traffickingconstantly raisedcriticism and complaints from the public.

Thetravellingtouristscannotunderstandtheadditionaldocumentaryrequire-ments when all that is needed for them to present in their country of destina-tionare validpassport/traveldocument, return ticket,hotelaccommodationandvisa(ifrequired). 6.LackofEquipmentandModernFacilities– Improvementofsurveil-lance system is another factor that poses a big challenge to the Bureau. New CCTVcamerashavetobeinstalledinallinternationalairports,ports,officesandholding facilities.

7. Congested BI-Bicutan Holding Facility – There is a need to construct a bigger holding facility for safer and convenient facility of the increasing number of aliens detained in the BI holding facility.

8.RelocationofOffice -MainOfficeof theBureaushouldbe locatedneartheNAIATerminals.Anewandbiggerofficeshouldbeconstructedfortheconvenience of increasing clienteles and employees of the Bureau.

9. Approval of New Bill - The passage of new immigration bill will cover among others the new structural organization, reformation of policies, innova-tion and salaries and overtime pay of personnel.

10. Swift Cross Border Movement - In this global era with fast paced movementsofpassengersandincreaseinnumberofflightsdemandsstrictbor-der control management and security. Advanced Passenger Information Sys-tem, Auto-gate, Biometric scanner, Facial Recognition are among the paradigms foreffectiveandreliablebordercontrolsystem.

Strategy 1 - Good Governance in the System:

A. Prioritize the fillingupof157 vacant positions for hiring and pro-motionwhereselectionprocesswillbebasedonmeritandfitnessnotonme-diocrity. It shall continue to develop the Merit Selection Plan and Performance Information Programs in Strategic Human Resources of 2014-15. Seminars and trainings of personnel will be provided to imbibe professionalism and curb graft and corruption. BI also plans to activate the Grievance Machinery.

B. Review transaction procedures and come up with a policy identifying the concerned division for each transaction, streamline the process, provide timelines and prescribe penalties for non-compliance. The Citizens Charter will be regularly updated. Further outsourcing is recommended for maximum utili-zation of existing personnel. Finally, BI undertakes to revitalize the International Organization forStandardization (ISO)ComplianceandCertificationby desig-natingfocalpersonswhowillreviewandaccomplishtherequirementstoensurecompliance of the same.

C. Monitor performance of personnel, conduct coordinated meetings with DOJ and CSC regarding review and enhancement of the implemented Stra-tegic Planning Management System, Information System Strategy Planning and Integrated Communication Plan.

D. Lobbying for the approval of the BI building.ProjectOfficersshouldensureavailabilityoffundsandcompletionofdocumentaryrequirements.

E. Disposal of unserviceable vehicles which are beyond economical re-pair in coordination with Commission on Audit.

F. Facilitate the on- going procurement process for improvement and upgradeofICTfacilities,suchas:datacenterandnetworkimprovementforAlienRegistrationDivision(ARD),DatabaseConsolidationFacilityandon-linevisapro-cessing;developmentof software, cashless transaction inCebu, security visastickersfor6fieldoffices,developmentofonlinevisaprocessingandpaymentsystem, enhancement of Border Control Information System and establish Data SharingwithCFO,CEZA,ClarkandSupremeCourt.

Strategy 2 – Effective Immigration Enforcement and Border Management:

A.Biometriccapturingequipmentinordertoimprovevisaissuance,aliencertificateofregistrationandalienimmigrationdocumentsfocusingonvalida-tion and fraudulent detection.
