1. Executive Summary This document outlines the RED-Alert (Real-Time Early Detection and Alert System for Online Terrorist Content) project dissemination plan. RED-Alert system is based on natural language processing (NLP), social network analysis (SNA), artificial intelligence (AI) and complex event processing (CEP).

The aim of Deliverable 8.3-Dissemination plan is to provide a strategic, coordinated and consistent approach to the dissemination and communication measures to be carried out, in order to enhance the impact of the project results. It highlights the strategy to be implemented for the project’s dissemination and communication throughout its duration.

The dissemination plan will be followed closely by all the partners under ICT coordination. All partners will contribute to this effort by creating an individual dissemination plan, as well as leveraging their existing platforms.

The document also includes, information regarding the dissemination platforms and the content used for project promotion:

Social Media platforms;

Newsletters;

Digital Brochures;

Publications (peer-reviewed and non peer-reviewed);

A detailed dissemination plan was elaborated by each partner in this planning phase for the entire project duration. This plan will be reviewed periodically and the new updates will be included in the next deliverables dedicated to reporting on the dissemination activities (D8.4, D8.5 and D8.6).

2. Introduction

2.1. Document Scope

RED-Alert project is aimed at developing a real-time system to facilitate real-time identification of terrorism-related content, by summarizing large amounts of data from social media and other online sources.

The RED-Alert project consortium was designed in a way that balances the contribution of:

Academic research (BCU, CITY, ELTE, IDC);

Industry driven innovation (INT, MAV, INSKT, SIV, ICE, MITLA);

End-user driven innovation (SO15, SPP, MOPS, GUCI, SPPS).

WP8 deals with the dissemination of the project results and the development of an ecosystem of partners along the value chain, in order to guarantee a sustainable impact of the project, once it is completed.

The objectives of this WP are:

To develop the project communication infrastructure (task 8.1);

To elaborate a successful dissemination plan (task 8.2);

To conduct market dissemination and ecosystem’s development (task 8.3);

To collaborate with other EU projects (task 8.4).

The present document is related to task 8.2 aiming to develop a dissemination plan through a variety of channels. At the beginning of this task, the project consortium will elaborate a detailed dissemination plan, to be periodically re-assessed and refined, including individual and joint dissemination or communication activities. The detailed dissemination plan per each partner follows the DoA provisions.

2.2. Structure of the Document

Section 3: Describes RED-Alert’s methodological approach for this deliverable, the consortium coordination strategy for WP8 dissemination activities and rules to be followed in terms of content and events in the RED-Alert project.

Section 4: Identifies the target audiences (internal and external) for the RED-Alert project and classifies them according to their relevance.

Section 5: Identifies RED-Alert dissemination platforms dedicated to this project and other related platforms that could be used to disseminate the results of the project.

Section 6: Describes the type of content to be disseminated. Section 7: Describes RED-Alert partners’ specific dissemination activities, taking DoA provision as a starting point. Also, this section integrates the detailed dissemination activities received from the partners and groups them according to the years of the project.

Section 8: Presents the DoA indicators that will be applied in order to quantify the results of the dissemination activities and, at the same time, defines new key indicators necessary to be followed.

Section 9: Presents the conclusion for this deliverable.

3. Methodology

3.1. Methodology Approach: Dissemination & Communication

The methodology approach for RED-Alert dissemination plan is based on the concepts of communication and dissemination. Deliverable 8.3 will present a collaborative dissemination and communication plan.

The European Commission has defined the two concepts to be followed in RED-Alert project dissemination activities1:

Communication:

"Means taking strategic and targeted measures for promoting the action itself and its results

to a multitude of audiences, including the media and the public, and possibly engaging in a

two-way exchange. The aim is to reach out to society as a whole and in particular to some

specific audiences while demonstrating how EU funding contributes to tackling societal

challenges".

Dissemination:

"Dissemination is the public disclosure of the results of the project in any medium. Disclosure

may sound passive, like a shop opening up, but it is an activity, like a shopkeeper attracting

customers. It is a process of promotion and awareness-raising right from the beginning of a

project. It makes research results known to various stakeholder groups (like research peers,

industry and other commercial actors, professional organisations, policymakers) in a targeted

way, to enable them to use the results in their own work. This process must be planned and

organised at the beginning of each project, usually in a dissemination plan".

All partners will plan in detail their dissemination activities taking into account key results and dissemination activities undertaken in the DoA Part A and B. However, we need to mention that the dissemination activities will depend on the rest of the WPs results. In this respect, the detailed plan undertaken by the partners will be periodically updated and those updates will be included in the dissemination activities reports (D8.4, D8.5 and D8.6).

3.2. RED-Alert Dissemination Coordination

RED-Alert dissemination coordination will be managed by ICT. This will include developing a dissemination plan and coordinating its implementation. In the planning phase of the dissemination activities, partners will contribute by creating an individual detailed dissemination plan.

The website administration and promotion will fall under SIV’s responsibility, while ICT will coordinate the website content creation and publication.

Dissemination activities reports will be submitted according to RED-Alert's project timetable: on M12 (May 2018), M24 (May 2019) and M36 (May 2020).

Internal Communication between partners will ensure that:

All consortium partners have a joint common idea and understanding of what should be done in this WP;

All partners will provide consistent and relevant information and messages to the external stakeholders;

Collaboration and information exchange between the project partners is covered;

All partners have/hold the same information (what is done, why and when, responsibilities, deadlines, etc.).

3.2.1. Consortium Engagement Strategy

All partners planed their dissemination activities in detail for the project, while ICT combine it into an integrated dissemination plan (Section 7.5). Every two months throughout the project, the partners will report their achievements, as compared to their planned activities.

The status report concerning the planned activities’ execution will be done by each partner according to the provided template (please refer to Appendix I). The first part of the report will include new planned events, meetings, contacts and online platforms as against the ones provided in the initial planning, attached to this deliverable. The second part of the report will include a summary of the partners ‘dissemination efforts during the reported period. The report will be sent to ICT and will be included in the dissemination report delivery.

An elaborated periodical report will be sent by partners to ICT at the end of M11 (April 2018), M23(April 2019) and M35(April 2020), in order for ICT to have time to compile all the information received and prepare the consolidated deliverable requested in M12, M24 and M36 of the project, respectively.

Also, bimonthly online meetings of the consortium will be held, as a strategy to keep the partners informed about the dissemination activities, empower and involve the partners according to their role and effort. Online meetings are cost effective, allowing partners to share documents, websites, and other media over the Internet. These online meetings could be replaced by face to face meetings, when partners shall gather for consortium meetings. The meetings will have as a result Minutes of Meetings highlighting the main discussions and actions to be followed.

3.2.2. RED-Alert Content Flow

Any material related to RED-Alert project should be validated as follows:

When a partner is preparing any related RED-Alert publication for online or offline dissemination (social media, website, newsletter, events, presentations etc.), they will send it via email to ICT for approval;

ICT will send back its remarks/opinion to the relevant partner for the publication/participation in the conference;

Based on the content, ICT will decide whether it is necessary to involve the RED-Alert Security Board members in the validation process. List of security board members can be found in Appendix II;

If relevant, ICT will republish the content on RED-Alert platforms after categorizing the type of publication (technical or academic) and addressing it to a target audience;

All content will be saved and uploaded to the Alfresco RED-Alert section dedicated to WP8 deliverables;

All content will be reported in the dissemination reports.

Please note that the official language for this project is English and all content from this project shall be in English. Translation into other languages is optional and will be evaluated as important/ relevant by each partner involved in the corresponding activity.

3.3. RED-Alert Events Participation Flow

Participation to an event related to RED-Alert project will follow the next steps:

Before participating in an event, the Coordinator (SIV) and ICT will be informed by partners and will receive details regarding: the scope of the event, details, links, as well as the partner’s involvement in the targeted event;

ICT will send back to the relevant partner its remarks/opinion regarding the participation in the conference;

The participation to an event will be completed with an article/news to be posted on RED-Alert social media and project website.

3.4. RED-Alert Dissemination Rules

RED-Alert content will follow the general dissemination rules regarding visual identity of the RED-Alert project and of H2020 projects. In this respect, the minimum visual elements necessary to be highlighted in the materials are:

RED-Alert logo;

EU logo as well as the following sentence:

“This project has received funding from the European Union’s Horizon 2020 Research and Innovation Programme under Grant Agreement No. 740688 “.

Those elements will be applied for any formal or non-formal material. This will include any online or offline publications, as well as presentations, events, meetings and letters.

All the necessary elements and templates for dissemination purpose are saved in Alfresco by ICT, in the folder dedicated to WP8 dissemination activities and deliverables and are available for all the partners to download.

Examples are provided below.

3.5. RED-Alert Open Access strategy

RED-Alert project will follow the open access policy for Horizon 2020 projects by providing the end-user with online access, free of charge, to scientific information which is re-usable. BCU, ELTE, CITY and ICT have experience in using Open Access (e.g. deposit of peer-reviewed articles in the OpenAIRE repository, https://www.openaire.eu/) for a wide dissemination of the project results.

The consortium will not participate in the Open Data Pilot due to the confidential nature of the technologies and methods used in the counter-terrorism field.

Partners will follow the open access strategy summarized below:

Partners will publish in open access journals;

If one needs to publish in non-access journals, they will republish it on RED-Alert website with the journals approval;

If there is no option to republish the full article on RED-Alert website, then a short version of the article will be published with reference to the journal publication.

4. Target Audiences The target audience is a key element in the dissemination plan. The target audience is divided into four different categories:

Internal audience - Partners of the RED-Alert project who will be informed on any relevant content according to the partner's engagement strategy;

Other projects - Presented in detail in section 5.6 of this deliverable;

The Community - Presented in Table 1 from section 4.1;

External stakeholders - Presented in Table 2 from section 4.2.

In order to reach the external target audience (community, other projects and external stakeholders), the RED-Alert consortium has created platforms (detailed in section 5) and will use partners' existing contacts in their own industry, based on the dissemination activities planned (detailed in section 7).

Until technical results are available (NLP, SNA, CEP tools and Integrated solution) the main efforts will focus on communicating RED-Alert project, i.e. raising awareness on the ongoing project. Once results are available, the efforts will then include the dissemination of these results by informing and promoting the project results to the external target audience and receiving feedback according to the dissemination activities planned for each partner (detailed on section 7).

4.1. Community

Table 1 below presents the Community target audience which includes the main audience relevant to the RED-Alert project. The community audience reflects the relevant entities that might have interest in the RED-Alert project. This table is based on the DoA and it is divided into four different categories: industry, research institutes, public authorities and general public. For each category, there are specified the type of audience, its role, the main platforms to be reached and the main message. While, external stakeholders listed in table 2 include specific official bodies that will benefit from the project.

5.1. RED-Alert Website

The aim of the RED-Alert website is to provide information on the project, its objective, goals, progress and results. The RED-Alert website was created by SIV and will be used to promote the RED-Alert project. The website administration and promotion will be under SIV’s responsibility, while ICT will coordinate the website's content creation. All partners will take part to enrich the content and materials of the website.

5.2. RED-Alert Social Media

RED-Alert project has opened official pages on three main social media platforms: Facebook, Twitter and LinkedIn. RED-Alert social pages are maintained in English and all the posts will be mandatorily in English, but could be translated into other languages in order to be better

tailored to the target audience. Furthermore, ICT will use platforms such as YouTube, and Google+ for the upload of videos and photos, in order to support publication on the main platforms. RED-Alert official pages will be managed by ICT. All partners will take part in enriching the content materials of RED-Alert's social media platforms according to the dissemination plan detailed on for each partner and under ICT coordination.

RED-Alert's social media strategy is considered a mirror content strategy, whereby content will be published similarly on each of the main platforms. The published content will be supported by pictures and video or any graphic visuals with link to the main article/news. RED-Alert's social media accounts will be used on a weekly basis. During related RED-Alert events, content will be published more frequently and will include quotes, summaries, pictures, videos and interviews.

5.2.1. RED-Alert Twitter Page

Posts on Twitter are published as "tweets". Tweets can be text-only messages, text accompanied by photos or videos, or solely photos or videos. As of 2017, Twitter has approximately 330 million monthly active users. Twitter originally had a 140-character limit, but it was recently (November 7, 2017) doubled to a 280-character limit in order to allow for greater expression by its users. Twitter users can react to tweets by ‘liking’ or ‘re-tweeting’ a tweet. A ‘re-tweeted’ tweet will then appear on that user’s Twitter Feed.

Facebook users are able to post numerous types of information on their public ‘timeline’, including photos/videos, GIFs, polls, stickers, and location check-ins. 5.2.3. RED-Alert LinkedIn page

LinkedIn is primarily an employment-oriented social network. It is most often used for employers to post job opportunities and for job seekers to network and publicize their CVs. LinkedIn utilizes a public timeline similar to that of Facebook or Twitter, where users can ‘share’ links, provide status updates, or ‘like’ articles. 5.2.4. Other Communication Platforms

Other communication platforms, such as WhatsApp and Telegram, will be used to maximize reach of target audience. In these platforms, ICT will share links to RED-Alert's website and social media platforms in order to increase visits to those platforms.

Furthermore, each partner will use its own online platforms to promote the RED-Alert project.

5.3. RED-Alert Newsletter

A newsletter will be published every 3 months starting from January, 2018 (M9) and based on project activities. The Newsletter will be posted on the RED-Alert website and social media platforms. ICT is the main responsible for the newsletter creation. This newsletter will be sent out to RED-Alert partners so that they can republish it on their own websites and disseminate the information via their mailing lists. Using a newsletter in conjunction with the existing platforms, including social media and the RED-Alert website, will ensure that the project maintains interest throughout the course of its development.

The newsletter will provide a broad overview of the project activities during the given time period. The newsletter will include photos, videos and other related content with links to more specific, detailed information.

The newsletter will be created by ICT and sent via the ActiveTrail program to RED-Alert partners for republishing, to ICT’s contact list (10,000 relevant stakeholders), as well as other relevant lists (pending approval). Additionally, the newsletter will be published on the RED-Alert website and its associated social media platforms.

5.4. RED-Alert Digital Brochure

ICT will create a digital brochure for RED-Alert project written in English. The brochure will include general information on the project, main objectives and contact information. The brochure will be uploaded to the website and will be available for download as a PDF file. All partners will receive a digital copy of the English version of the brochure to use it in

5.5. ICT's Annual World Summit on Counter-Terrorism

The International Institute for Counter-Terrorism's (ICT's) Annual World Summit on Counter-Terrorism is the largest of its kind and one of the most influential events in the field of counter-terrorism today. Over 1,000 top decision-makers, defense, intelligence and police officials, prominent academic scholars and security industry leaders from over 60 countries take part in the World Summit on Counter-Terrorism.

The World Summit on Counter-Terrorism is a key event that will be used to promote the RED- Alert Project. ICT will promote the project during the conference in various ways:

Platform for RED-Alert partners meetings;

Formally announces the project and its objectives;

Presenting results, press releases and case studies;

During the conference, ICT holds plenary sessions, workshops and war-game simulations on radicalization, preventing radicalization, de-radicalization policing and more. During the most recent conference, ICT's 2017 International Conference, some of the relevant workshops have included:

From Da'wa to Jihad: Breaking the Radicalization and Violence Cycle

Understanding the cycle of radicalization and violence has never been more important than today. Analyzing the trends in radicalization, and the threat of violence, this workshop aims to understand the cycle of violence and possibly offer ways to break it.

Terrorism 3.0: Adaptation, Innovation and Technology

This workshop is focused on the recent and upcoming developments in the field of terrorism and counter-terrorism; examining the need by both terrorist and counter-terrorist actors to change and evolve. The workshop reviews technological advances, the importance of cyberspace in terrorism and the fight against it, as well as changes in other aspects, in an attempt to analyze and predict what terrorism, and counter-terrorism, will look like within the next 5-10 years.

Law Enforcement and Counter-Terrorism Policing (Blue Team Exercise)

A hands-on, tactical analysis of the “on-the-ground” situation, this workshop focuses on the issues of policing in the world of terrorism. A blue team exercise will provide a controlled setting to examine the pros and cons of methods and to analyze the dilemmas that policing units are confronted with when responding to an attack. Questions of jurisdiction, of command and control, of mitigation and recovery are being discussed; aiming at creating the dialogue between policing and counter-terror actors, before such dialogue is operationally imperative.

5.6. Collaboration with Other Research Projects or Working Groups

RED-Alert will collaborate with other European research projects aiming to broaden its target audience, due to their existing contacts from the consortium. Table 3, below is based on section 1.3.3 of the DoA and includes a list of national and international projects where there are already concrete opportunities for cooperation. Apart from the projects mentioned in the

Project Project description and cross-fertilization opportunities

COURAGE [FP7, 2014-2016]

COURAGE is a coordination and support action (CSA) delivering a research agenda for Cyber Crime and Cyber Terrorism (CC/CT) using the expertise of the consortium partners, advisory board members and recruited expert stakeholders. The research agenda will identify the major challenges, reveal research gaps for Cyber Crime and Cyber Terrorism, and recommend practical research approaches to address these gaps through strategies that are aligned to real-world needs. These strategies will be supported by test and evaluation schemes. The purpose of COURAGE is to significantly improve the security of citizens and critical infrastructures and support crime investigators. Europol is an advisory board member of the COURAGE project (and the RED-Alert project) and will provide an interface between the two consortia.

PHEME [FP7, 2014-2016]

PHEME is modeling, identifying, and verifying themes (internet memes with added truthfulness or deception), as they spread across media, languages, and social networks. The project is developing novel cross-disciplinary social semantic methods, combining document semantics, a priori large-scale world knowledge (e.g. Linked Open Data) and a posteriori knowledge and context from social networks, cross-media links and spatial-temporal metadata. PHEME will provide to the RED-Alert consortium key solutions for dealing with multiple truths, reasoning about rumor and the temporal validity of facts, and building longitudinal models of users, influence, and trust. This will be especially important to identify misinformation- or dis-information attempts.

CAPER [FP7, 2011-2014]

CAPER has built a common collaborative and information sharing platform for the detection and prevention of organized crime in which the Internet is used (e.g. sale of counterfeit or stolen goods, cybercrime). CAPER uses analysis modules for multilingual and multimedia content (multiple languages, voice, text, audio, image, video and biometrics). DANTE [H2020, 2016-2019]

DANTE develops effective, efficient and automated data mining, analytics solutions and an integrated system to detect, retrieve, and analyze huge amounts of heterogeneous and complex multimedia and multi-language (in five languages) terrorist-related contents from both the Surface and the Deep Web, including the Dark Nets, with a focus on financial transactions underpinning terrorist activities (supporting propaganda, training, recruitment, and operational support). GUCI is a partner in the DANTE project and will act as liaison between the two projects.

TENSOR [H2020, 2016-2019]

TENSOR is developing a powerful terrorism intelligence platform offering LEAs fast and reliable planning and prevention functionalities for the early detection of terrorist organized activities, radicalization and recruitment. The platform integrates a set of automated and semi-automated tools for efficient and effective searching, crawling, monitoring and gathering online terrorist-generated content, with a focus on the Dark Web, which presents additional challenges due to its inaccessibility and the fact that undetected

material can contribute to the advancement of terrorist violence and radicalization. The RED-Alert consortium is in contact with the Belgian Federal Police, a key partner in the TENSOR project.

Trivalent [H2020]

Trivalent is aimed to develop, on the basis of a theoretical multidisciplinary study, complex multidimensional models for better understanding the root-causes and related specific characteristics of violent radicalization, defining different categories of radicalized individuals, as well as providing a set of early detection indicators.

Speech X-Rays [H2020]

Speech X-Rays is a H2020 project that addresses topics relevant for RED-Alert project. IDEMIA is the project coordinator of this project. SIV is a partner in this project.

SMILE [H2020]

SMILE is a H2020 project addressing topics relevant for RED-Alert project. ITI is the project coordinator of this project. SIV is a partner in this project.

RAN Project– RAN Centre of Excellence

The Radicalization Awareness Network (RAN) is set up by the European Commission as an EU-wide umbrella network of practitioners engaged in preventing and countering radicalization to violent extremism. Its Centre of Excellence (RAN CoE) acts as a hub in connecting, developing and disseminating expertise.

6. Dissemination Content

6.1. RED-Alert Press Releases

RED-Alert will publish press releases throughout the duration of the project. The timing of the press release will be coordinated with all partners, but there will be considered a proportional distribution in time. The press releases elaboration process will be coordinated by ICT. After the press release has been published on the RED-Alert platforms, all partners will republish it on their own platforms and will distribute it to the other channels from their field with whom they are collaborating.

6.2. RED-Alert Meetings Results

All RED-Alert meetings will be documented in writing and is recommended to have pictures associated. ICT will elaborate the content for the meetings where ICT participated and for the rest of the meetings ICT will coordinate the elaboration of the content. The meetings results will be published on the RED-Alert website, in newsletters and on RED-Alert social media sites by ICT. Partners should republish the content on their own platforms.

6.3. Events Results

The events results will be documented in writing by the partners that have attended. Related presentations or articles will be published on the RED-Alert website and social media by ICT. Partners that attended to the event will republish the content on their own platforms. ICT will monitor that events have the proper content created.

Relevant news, articles and deliverables will be published on the RED-Alert website and on social media. ICT will monitor the related publications, as well as publish related content. Partners can contribute articles by sending them via email.

RED-Alert first technical meeting in Herzliya

First technical meeting took place in Herzliya on 13th-14th September 2017. The meeting was hosted by the International Institute for Counter-Terrorism (ICT) in Israel, a partner of the RED-Alert project.

The meeting gathered technical partners, law enforcement agencies (LEAs), academic organizations and law experts from the consortium, in order to discuss and to prepare the next steps of the project implementation.

The focus was on deliverables with deadline in the following 3 months and also the architectural aspects of the RED-Alert system were debated.

Special attention was given to the deliverables related to WP1- System Specifications & Architecture, on the particularities of the use cases from the end users perspective.

Partners Dissemination Activities All partners of the RED-Alert consortium are expected to take part in the communication dissemination, create individual dissemination activities, as well as leverage their own existing online platforms such as their website, social media accounts, newsletters and sharing some of their existing and ad hoc content. Additionally, the consortium is expected to utilize conferences, seminars, meetings, delegations and contacts with other organizations. Furthermore, each partner will create individual dissemination activities.

Promotes the project technologies to the Intelligence and Law Enforcement sectors in Republic of Moldova. Shares progress and developments within SPPS and internal departments and seeks opportunities with partners.

7.2. Partners' Online Platforms

Each partner will use its own online platforms to promote the RED-Alert project and provide a link to the RED-Alert website at http://redalertproject.eu/. This will include RED-Alert press releases, upcoming events and meetings, newsletters, deliverables and other relevant content. All partners will use their existing social media platforms to promote and establish RED-Alert social media presence. Partners added their existing online platform to Appendix III. Partners will also mention any RED-Alert relevant content when sending their Newsletters.

7.3. Partners' Planned Events

Each partner will present its involvement with RED-Alert at seminars and conferences that they are attending or hosting. For example, at AFCEA, DSEI and Eurosatory where consortium partners have already scheduled activities (or concrete plans to do so). The consortium will also submit papers to various scientific conferences, such as the International Conference on Counter-Terrorism and Human Security, European Intelligence and Security Informatics Conference.

Another example is ICT's Executive Certificate Program in Counter-Terrorism Studies. The program attended by over 30 participants every year, provides a concentrated, in-depth exposure to the phenomenon of modern terrorism and its characteristics, modus operandi, scope and dissemination throughout the world.

Another example is LEA Workshop and Europol. With the support of Europol, the consortium will organize law enforcement workshops.

Each partner has created a list of events they are planning to attend or host. This was included in the detailed dissemination plan in section 6.5, and will be updated in the dissemination report to ICT. The partner will make sure to send relevant content for social media and for the website to ICT, to republish on RED-Alert online dissemination platforms.

ICT has collected for D8.3 the detailed plan of each partner and the table below includes a summary per year of the dissemination activities which will be carried out by each partner.

However, the plan will be updated periodically and updates will be included in the next deliverables of WP8 regarding the dissemination activities.

During the project’s next stages, this plan might suffer updates considering the fact that dissemination activities are depending on the other project results (deliverables closure, demo validation, system releases, etc.).

8. Evaluation Indicators for RED-Alert dissemination activities

Every dissemination plan requires evaluating indicators to examine if the chosen strategy is the right way or whether changes need to be made. Furthermore, after each year and before each dissemination report, the dissemination plan will be tested against the results. Dissemination reports will include this evaluation. The evaluation of the results will be realized by ICT as the coordinator of the dissemination activities.

RED-Alert will use only a digital Brochure which is much more effective targeting RED-Alert audience. A digital Brochure will also be available for updates according to needs, project progress and results. Using number of printed brochures in this case is difficult to assess as It will be available on the website but to be printed for meetings and events.

9. Conclusions D8.3 is intended to be a guide on how to increase awareness, interest, and acceptance of the

RED-Alert solution in relation with external target audience identified.

Since the project is still in an early phase, the dissemination plan designed in this report will

be considered as a living plan that will go through a number of iterations through the project,

specifically with relation to the existence of events suitable for dissemination, many of which

are still not known at the time of writing.

ICT team will trigger a periodic review of the detailed dissemination plan (section 7.5), key

process indicators(section 8) and also for the external target audience. The updates will be

included in next deliverables within WP8 regarding the dissemination activities.
