(d) Action Plan for Clean Air – Patiala
At the outset, the Environmental Engineer, Regional Office, Patiala
brought out that the Hon'ble National Green Tribunal, New Delhi has passed orders on
15/3/2019 in O.A. No. 681 of 2018, wherein the National Green Tribunal has directed
06 states including Punjab to submit Action Plan for 09 non-attainment cities of Punjab
namely Amritsar, Jalandhar, Ludhiana, Patiala, Dera Baba Nanak, Khanna, Mandi
Gobindgarh, Naya Nangal and Derra Bassi by 30/04/2019 for bringing the Ambient Air
Quality standards within the prescribed norms, failing which states would be liable to
pay Environment Compensation of Rs. 1.00 Crore each. Action Plan of the State, if
found to be deficient will be liable to pay Rs. 25.00 Lacs each.
Action Plan for Clean Air, Patiala has been notified by the Directorate of
Environment and Climate Change, Department of Science, Technology and
Environment, Govt. of Punjab, Chandigarh on 30/4/2019, wherein timelines have been
given to the stake holders / departments to complete the activity related to them.
Monitoring of the progress of activities under the Action Plan will be monitored by the
following monitoring committees constituted at dif`ferent levels in the above said action
plan:
1. AQMC at District Level under Deputy Commissioner
2. AQMC at State level under Principal Secretary, Environment
3. Steering Committee under Chief Secretary District Level Committee has been constituted under the chairmanship of
Deputy Commissioner to discuss/ monitor the progress of the activities to be
performed under the Action Plan. Three meetings already held and the information as
received from the different departments/ stakeholders have been compiled and duly
signed by the Deputy Commissioner, Patiala sent to Principal Secretary, Science,
Technology and Environment, Punjab. A copy of compiled information upto
30/09/2019 sent was handed over to all the stakeholders/ departments during the
meeting.
PPCB has given the apportionment study for Patiala and other cities
covered under non-attainment to IIT, Delhi. Representatives of IIT, Delhi will do the
study. Representatives of IIT, Delhi gave brief presentation about the study to be
carried and data required. Data required has been e-mailed to the stakeholders. Data
still awaited.
Concerned stakeholders to give data required by IIT, Delhi for source
apportionment study. Report regarding progress achieved as per the activities of the
Action Plan:

Presently, awareness is being done in the Educational Institutes under Sadak Surakhya Abhiyan
The public has to be motivated to play their role in curbing the air pollution
One year Transport Deptt. is carrying out the awareness campaign at the site, where passing of vehicles are being done.
The representatives of the Traffic Police department informed that about 480 public awareness campaigns have been carried out by their Education Cell from from 1/1/2019 to 30/11/2019.
Transport Department to continue the public awareness campaigns regularly.
2 CVE 2 - Remote sensor based PUC system

All PUC Centres will made online
One year Representative told that that 8 Centres have been made online and linked with the software. The rest pollution checking centres shall be linked with VAHAN 4.0 software of the Transport Deptt in next one month.
The process of linking will be done within time frame.
3 CVE 3 - Extensive drive against polluting vehicles

Presently manually system exists, CCTV Camera installed at Traffic Lights of Leela Bhawan Chowk, Thapar University Chowk and Sheran Wala Gate.
Online system will be adopted for challenging the violators
One year 1408 challans (66 challans in Jan and Feb, 2020) of polluting vehicle have been issued from 1/1/2019 to 29/2/2020
The regular checking of vehciles with regards to PUC may be carried out and weekly report regarding the challaning of vehicles be sent to PPCB.
4 CVE 4 - Prevent parking of vehicles in non-designated areas

6 CVE 6 - Widening of road and infrastructure for decongestion of road

8 CVE 8 - Install weigh in motion bridges at the borders of cities
NHAI, Municipal Corporation and PWD (B&R)
No such system exists Provide weigh bridges at each entry and exit of the city.
One year Weigh in motion bridges installed on the Toll Plazas on Samana Road, Rajpura Road, Nabha Road.
It is hereby directed to PWD (B&R) to inspect these weight bridges w.r.t. load carrying capacities of vehicles entering Patiala City. Inspections be carried out. Regularly and violators be challaned under the relevant Act/ Rules.
9 CVE 9 - Construction of expressways/ bypasses to avoid congestion

2 CRD 2 – Water sprinkling

Regular sprinkling of treated wastewater to supress dust emissions.
Immediately 20 Km/day water sprinkling of road done. Currently, Two no. tractor tankers with sprinklers in operation.
Water sprinkling shall be carried out with the treated wastewater of STP regularly so as to minimize dust emissions.
3 CRD 3 – Mechanical sweeping

Regular activity Xen, MC, Patiala informed that regularly road sweeping is being done by 852 sweepers. DPR is being prepared of Road sweeping machine.

4 CRD 4 - Creation of green buffers along the traffic corridors
