ADDENDUM NUMBER ONE

Scope of this Addendum

Addendum Number One includes modifications to the following RFP Documents issued (insert first advertisement date). These modifications are deemed necessary by the City and County of Denver.

EXHIBIT A, SCOPE OF WORK Section A. DESCRIPTION OF TYPICAL FACILITY DEVELOPMENT PHASES AND SERVICES, sub-section 3. CONSTURCTION, GENERAL INSPECTION, SPECIAL INSPECTION AND MATERIAL TESTING PHASE: At the end of the second paragraph add the sentence. “See Appendix I for tests typically performed by DIA’s onsite laboratory” and the addition of Appendix I to the end of Exhibit A.

Attachment 1 of Exhibit A, as referenced on Page 8 of the Scope of Work, was not included within the RFP document. This referenced Attachment 1 of Exhibit A, outlining the qualifications for certain specific job duties, is attached to this Addendum Number One.

ATTACHMENT 2, PART 6: PROPOSAL SCORESHEET

Attachment 2, Part 6 refers to a 50 page limit for the proposals. The correct page limit is 40 pages. The Attachment 2, Part 6: Proposal Scoresheet is attached to this Addendum Number One. More detail regarding the exclusions and other details surrounding the 40 page limit can be found under Section 1-7, B. FORMAT. The total number of pages (including cover sheet) contained in this Addendum Number One is two (2) and four (4) attachments.

(d) Construction Management Plan – Assist Project Manager with preparing a written,

project-specific quality control/quality assurance plan detailing all the specific measurable goals to be achieved during construction when required for projects funded by the FAA.

(e) Value Engineering/Constructability Reviews – Assist Project Manager with

constructability and value engineering reviews. (f) Permit Compliance – Assist Project Manager with reviewing permit requirements for

projects and coordinate with other PDD personnel to be sure all specific requirements are being met and are in place to allow projects to meet their designated schedule dates.

3. CONSTRUCTION, GENERAL INSPECTION, SPECIAL INSPECTION AND MATERIAL TESTING PHASE: During the construction phase, PDD has overall responsibility for achieving the successful construction of projects. PDD manages the necessary construction and material procurement contracts to accomplish the safest project with the best quality, schedule and budget framework possible. PDD extends all reasonable efforts to assure that high standards of quality and workmanship are obtained in all construction, and proper coordination of the construction process is achieved in order to mitigate the impact of this phase on the day-to-day operation of DIA. In addition to providing day to day quality assurance inspections as part of several construction management teams and further described below, the Consultant is to be “an approved agency” and be able to provide “qualified persons” to perform Special Inspections as referenced in Chapter 17, Section 1704 of the International Building Code (IBC), and as amended by the latest City and County of Denver Building Permit Policy. As “an approved agency” or Special Inspection Agency the Consultant will also provide material testing services not provided by the DIA material testing laboratory. QA inspection and special inspection services during construction include but are not limited to:

(a) Project Oversite - Monitor and assure compliance of the contractor’s work. Plus assist

with the coordination of construction work in conjunction with the day to day operations of DIA, airport tenants, affected agencies, utilities, construction contractors on other DIA projects, and other parties as necessary.

(b) Maintain Adequate Staff – It is PDD’s responsibility to assure adequate project staffing.

It is the Consultant’s responsibility to provide and maintain competent full-time staff to perform all the QA inspection and special inspection services listed herein for any project as directed by the Deputy Manager. All personnel assigned to a project and any changes in personnel must be approved by the Deputy Manager.

(c) On-Site Organization – Consultant’s personnel will be part of integrated teams

consisting of Consultant, CCD employees and other consultants. They will follow established lines of authority and standard and consistent communication procedures in order to successfully assure that all measurable requirements for a project have been met and projects are successfully completed.

Construction Inspector

GENERAL STATEMENT OF CLASS DUTIES

Inspects construction/building sites including roofing construction to ensure compliance with the Denver Building Code and Amendments related to the International Building Code and International Residential Building Code.

DISTINGUISHING CHARACTERISTICS

This class is distinguished from other trades inspector classes (Public Safety Inspector, Plumbing Inspector, Electrical Inspector, and Mechanical Inspector) that inspect other specific, licensed and/or certification trades areas. The Construction Inspector is distinguished from the Chief Trades Inspector class that performs supervisory work over trades inspectors engaged in the enforcement and compliance of related codes within Denver Building Code, Amendments, and other codes related to the specific trades area. Guidelines, Difficulty and Decision Making Level:

Guidelines are generally but not always clearly applicable, requiring the employee to exercise judgment in selecting the most pertinent guideline, interpret precedents, adapt standard practices to differing situations and recommend alternative actions in situations without precedent. Duties assigned are generally complex and may be of substantial intricacy. Work assignment is performed within an established framework under general instructions but requires simultaneous coordination of assigned functions or projects in various stages of completion. Employee is responsible for determining time, place and sequence of actions to be taken. Unusual problems or proposed deviations from guidelines, practices or precedents may be discussed with the supervisor before being initiated.

Level of Supervision Received and Quality Review:

Under general supervision, the employee receives assignments and is expected to carry them through to completion with substantial independence. Work is reviewed for adherence to instructions, accuracy, completeness and conformance to standard practice or precedent. Recurring work clearly covered by guidelines may or may not be reviewed.

Interpersonal Communications and Purpose:

Contacts with the public or employees where explanatory or interpretive information is exchanged, defended, and gathered and discretion and judgment are required within the parameters of the job function.

By position, performs lead work. ESSENTIAL DUTIES Performs complex on-site inspections on new construction, alterations, and roofing construction on all types of residential, commercial, and industrial buildings to ensure and enforce compliance with the Denver Building Code and Amendments related to the International Building Code and International Residential Building Code.

Determines compliance or non-compliance with code requirements and recommends appropriate corrections, enforcement, and/or compliance. Investigates complaints of code violations, recommends appropriate corrective and/or enforcement action which may include issuing “stop work” orders, summons, and/or canceling permits; and reinvestigates to verify code compliance. Interprets and explains rules, regulations, ordinance, and standards to property owners, contractors, and the public. Prepare written reports and maintains records of inspections performed. Complies with standard safety rules and procedures common to the trade. Performs other related duties as assigned or requested.

Any one position may not include all of the duties listed. However, the allocation of positions will be determined by the amount of time spent in performing the essential duties listed above.

Possession of one of the following certifications by the end of the probationary period. License(s) and/or certification(s) must be maintained as a condition of continued employment:

• International Code Council Certification as a Building Inspector. • International Code Council Certification as a Residential Combination Inspector. • International Code Council Certification as a Commercial Inspector. • International Code Council Certification as a General Contractor. • Supervisor Certificate – Construction A issued by the City and County of Denver.

By position, requires other designated certifications by the end of the probationary period. Possession of a valid driver’s license at the time of application.

Engineer/Architect Supervisor

GENERAL STATEMENT OF CLASS DUTIES

Performs professional and supervisory work over professional, licensed engineers and architects, develops, implements, and evaluates engineering plans, work processes, systems, and procedures to achieve annual goals and objectives, and makes budgetary and resource allocation decisions.

DISTINGUISHING CHARACTERISTICS

This class performs professional and supervisory work over professional, licensed engineers and architects. This class is distinguished from an Engineer/Architect Specialist that performs specialized, advanced professional engineering/architectural work in one or more of the following areas: 1) project management work on complex, multifaceted projects from inception to completion including the management and coordination of projects that have city-wide impact and requires a global, strategic understanding of city agencies and city policies, standards, and systems; 2) identifies the department’s engineering needs by initiating analytical studies to improve operating efficiency and meet city, federal, and state regulatory mandates; 3) responsible for engineering quality control involving all components of the department’s complex engineering programs; 4) monitors, evaluates, and modifies existing department engineering programs, systems, and processes for optimum efficiency and changing objectives and participates in strategic planning activities; 5) functions as the city-wide technical expert in one or more functional areas. The Engineer/Architect Supervisor is distinguished from a Senior Engineer that performs full performance professional engineering work on a variety of complex engineering assignments with emphasis placed upon the application of engineering mathematics, principles, and practices in all phases of major engineering projects/assignments. Additionally, an Engineer/Architect Supervisor is distinguished from a Manager I that manages an operational and/or functional area(s) and performs some elements of supervision by recommending and implementing plans, procedures, policies, programs, and projects.

Guidelines, Difficulty and Decision Making Level:

Guidelines are in the form of stated objectives for the section, unit, function or project. Work assignment is generally unstructured and employee is responsible for assigning and supervising a variety of functions to achieve the objectives of the section, unit or project. Duties performed involve weighing and evaluating factors requiring judgment, analytical ability and problem solving. Employee is responsible for simultaneous coordination and supervision of several functions, programs or projects in various stages of completion.

Level of Supervision Exercised:

Supervises two or more professional engineers and/or architects and may supervise technical/paraprofessional engineering staff.

ESSENTIAL DUTIES Directs and evaluates the work of professional engineers, architects, and associated personnel, provides technical expertise to staff, and establishes section and staff work programs and project objectives. Participates in preparing revisions and updating the department’s engineering standards, monitors and evaluates the efficiency and effectiveness of program delivery methods and procedures, and recommends policy/procedure revisions. Establishes design and construction schedules, monitors progress of various projects and their conformance to schedules, specifications, and regulatory requirements. Resolves sensitive, controversial, and complex technical problems involving staff, consultants, contractors, and the public. DISTINGUISHING CHARACTERISTICS

This class is the first level of management in a four part series. Employees in this class perform a
