that lead to this tragedy. If Jose Zepeda was alive today he would be facing charges for murder” said Totten.

Totten's office has released a 132-page report describing the confusion that led officers to mistake Limon, 21, for an armed suspect.

The report written by Se-nior Deputy District Attorney Christopher Harman concludes officers’ use of force that Satur-day night was justifiable since officers believed they were in danger.

Officers had rushed to the in-tersection of Garfield Avenue and Cooper Road after three men in a black Chevrolet Monte Carlo refused to comply with officers’ orders following a traffic stop.

Continued from page A1 One of the three, Jose Zepeda, fired on officers as he fled on foot.

Alberto Limon Jr. and his brother Gerardo unwittingly walked into the line of fire while on their way home. Gerardo Limón was able to run to safety across the street, but Alfonso Limón was shot in the leg and fell into a planter when Officer Ryan Lockner fired at Zepeda, who was killed in the shootout.

Officers Ernie Orozco, Jess Aragon, John Brisslinger and Matthew Ross mistakenly shot Limon, believing he was one of the armed suspects.

Nine officers fired weapons during a shootout that lasted one minute and 40 seconds, Harman said. A total of five officers fired at Limon, two intentionally and three accidentally.

Limon suffered 21 gunshot wounds from 16 bullets, with some bullets causing more than one wound.

“Based on circumstances that the officers had — running into gunfire at night, not knowing who was shooting at them, see-ing one suspect and fearing that person had a gun — those officers responded by shooting at Mr. Limon,” Harman said.

“It was a tragic mistake, but from our standpoint, we have to look at it from the perception of the officers,” Harman said. “For the purposes of criminal liability, we have to hold their perception reasonable. It was a justifiable shooting.”

All of the officers were placed on paid leave following the shooting but have returned to

duty except for Officer Ernie Orozco, who retired, said Oxnard Police Chief Jeri Williams.

Williams, Oxnard Mayor Tim Flynn and new City Manager Greg Nyhoff attended the news conference. Flynn spoke to the Limón family afterward outside the Sheriff's office.

The City of Oxnard recently settled a lawsuit filed against it by the Limon family, agreeing

to pay $6.7 million—reportedly the largest settlement in the city's history—as well as meet several conditions the family asked for.

Despite the settlement, the Li-mon family is unhappy with the DA's decision and will continue to protest her brother's death, said Alberto Limon's sister Rebecca. On last Wednesday evening about a dozen family members and supporters held a protest at the Oxnard police station.

No charges will be filed against the Oxnard police officers who accidentally killed Alberto Limón Jr., Ventura County District Attorney Gregory D. Totten said last Wednesday, at a news conference in the sheriff’s headquarters in Ventura.

A Mariachi extravaganza

By Eduardo Coyotzi

On July 23, 2014, Hueneme High School's very own Mariachi De Mi Tierra will be hosting its annual summer showcase. The group, along with other local mariachi bands, will be providing its community with a night full of beautiful and splendid mariachi music free of charge. The night will be fi lled by instruments like the violin, the guitar, the vihuela, the trumpet and guitarron.

While other young teenagers are spending their time at the beach or parks, the young musi-cians are spending their summer playing beautiful and intricate mariachi songs. For four weeks students from around Ventura

County have joined together at Hueneme High School to practice the music that they have grown to, not only enjoy, but love. The love for the music is the reason why these students have been spend-ing every single day, for the past month, practicing and perfecting songs that would usually take over two months to master. Now as the summer session at Huen-eme High School is coming to an end, the amateur musicians want to reveal their talent and effort to Oxnard's community; they want to show that they aren't wasting their time, but are actually work-ing hard every single day to bring the community well-known mari-achi songs like, "Maria Chuche-na," and "Es Demasiado Tarde."

Mariachi De Mi Tierra has prepared a night that will be fi lled with music that anyone of any age can enjoy. We want to bring the community together with music, and this extravaganza is giving us the opportunity to do so. Yes, Mariachi De Mi Tierra has hosted other showcases before, but never like the one to come on July 23. This Mariachi Extravaganza will be the best show that this youthful group has organized up to this date. Come along with family and friends to the free of charge showcase that will be held at the beautiful Ocean View Pavilion on 575 East Surfside Drive in Port Hueneme,CA 93041 from 6:00p.m. to 10:00p.m.

Arrested for sex...Continued from page A1

Statement by the President on the fiftiethAnniversary of the Civil Rights Act of 1964

In 1964, President Johnson put pen to paper and signed the Civil Rights Act into law. Fifty years later, few pieces of legislation have defi ned our national identity as distinctly, or as powerfully. By outlawing discrimination based on race, color, religion, sex, or national origin, the Civil Rights Act effectively ended segregation in schools, workplaces, and public facilities. It opened the door for

the Voting Rights Act, and the Fair Housing Act. And it transformed the concepts of justice, equality, and democracy for generations to come.

The Civil Rights Act brought us closer to making real the declara-tion at the heart of our founding - that we are all created equal. But that journey continues. A half a century later, we're still working to tear down barriers and

put opportunity within reach for every American, no matter who they are, what they look like, or where they come from. So as we celebrate this anniversary and the undeniable progress we've made over the past 50 years, we also remember those who have fought tirelessly to perfect our union, and recommit ourselves to making America more just, more equal and more free.

Positive Thinking: Lemonade For Life On cold, dreary, overcast days, do you dream about trading the chilly weather for a gorgeous day under azure blue skies and perfect temperatures? That wishful thinking is a pos-itive way to look at the world. The good news is it’s more than wishing you had better weather—positive thoughts are good for your mental and physical health. Wishful thinking can help you get through many challenges of everyday life. How we handle these challenges can affect our overall health. Use a positive approach by taking the bitter moments of life and mix them into your “lemonade pitcher.” Make a virtual pitcher of lemonade out of bitter lemons and you’ll be doing yourself a favor in more ways than one. For one thing, you’ll be protecting yourself from the harmful effects of stress. No fancy shoes or special equipment needed Stress is nearly impossible to avoid. As we age, the effects of stress take a greater toll on our health and can disrupt our sleep. Positive thinking is not just window dressing for a problem; it is a management technique and potentially a lifesaver. Effective stress management is an important life skill for all of us to learn how to incorpo-rate into our daily routines. Why do positive thinkers of-ten experience health benefi ts? Several studies have suggested that people with positive out-

looks are able to cope better with stressful situations and that reduc-es the harmful effects of stress on your body. It’s also thought that people who put a positive spin on life tend to live healthier lifestyles. They tend to get more physical activity, follow a healthier diet and don’t smoke or drink alcohol in excess. These are other direct benefi ts from optimistic thinking:* Increased life span* Greater resistance to common colds* Lower rates of depression* Reduced risk of death from car-diovascular disease One of the great things about thinking happy thoughts is that you can do it without special equipment or training. Anybody can focus on positive thinking. It takes some practice but the more you make a conscious effort to think positively, the easier it be-comes. You can pull up a mental image of something whenever you need a quick antidote to the day’s stress —whether you are in the park, on the train, or in between meetings. What you may be missing In today’s world, many of us lead busy hectic lives. We’re running from one thing to another, and consequently, we may neglect our emotional well-being and that’s when we can start to feel rundown and negative. It is common knowledge that inactivity, lack of exercise or poor sleep can lead to feeling down. Everyone feels overtired and slug-gish at one time or another. You may even feel like your memory is slowing down. Exercise can help

clear the cobwebs from your mind and help you feel more positive, more “in the moment” day after day.“Call, email, text your mind” with mental boosts Optimistic thinking is about fi nding good in negative situ-ations, keeping an open mind when things go wrong, and approaching challenges with a focus on positive outcomes. We all have some narrative running in the back of our minds. If your internal dialogue is negatively based and often focused on failure, chart a new course. Here are some ways you can do that:* Listen for Negativity: Find one place in your daily routine where you often run into neg-ativity. Listen for the internal voice emerging with poten-tial news of failure. Ignore it. Change the channel and fi nd a new internal voice saying, “This could work.”* Live for Wellness: When you feel good you’re much more likely to want to avoid negativ-ity and not get bogged down in muddy thoughts. Exercise has a profound effect on ability to cope with stress. It elevates our moods and helps fuel positive thinking.* Learn to laugh: Laughter is one of the most enjoyable ways to let the day’s stressors melt away. Humor has been studied extensively for its major effect on our wellbeing. As social beings we thrive with positive contact with others. Positive people are contagious.

Documentos oficiales señalan a

Pese a ello, oficiales federales
