This is a special part of the journey as it is a trade route that is less

Fire crews board Taiwan tanker to locate missing sailors

Malaysian firefighters on Friday boarded a stricken Taiwanese oil tanker carrying 58,000 tonnes of naphtha fuel in the Malacca Strait to locate nine missing Chinese crew members, police said. The MT Formosa Product Brick tanker caught fire and was seriously damaged on Tuesday night after a collision with a Greek-managed bulk carrier on the vital Asian shipping route. The firefighters are on board the tanker. A police forensic team will join them to locate the bodies," Rizal Ramli, marine police chief in Port Dickson, told AFP. The accident happened off Port Dickson in Negeri Sembilan state, south of Kuala Lumpur. Rizal said rescued crew members reported one sailor may be trapped in the engine room while eight may be in their cabins. Naphtha is a flammable liquid mixture of hydrocarbons distilled from petroleum, coal tar and natural gas. It is used as fuel, as solvents and in making some chemicals. Police on Wednesday said 16 crew members -- 14 Chinese and two Taiwanese -- had been rescued and admitted to hospital in Port Dickson. The Greek-managed bulk carrier was not seriously damaged in the collision and had been ordered to berth near Port Dickson for investigation. At least 94,000 ships sail the narrow Malacca Strait each year, making it one of the busiest waterways in the world.

MALACCA CRASH PROBE THE Liberian Register has launched an investigation into the collision between the Liberian-flag tanker Formosaproduct Brick and 73,207 dwt Isle of Man-flag bulk carrier Ostende Max, a LISCR spokesman has said. The collision in good visibility has left nine seafarers missing. It is feared that they were trapped in on the vessel which was carrying a cargo naphtha. The Malaysian Maritime Department says the fires onboard are now out. An official quoted by Malaysian press agency Bernama said that the ship was listing but not expected to sink. The accident occurred close to Port Dickson. It was originally reported that the 70,426 dwt tanker was being towed towards the Malaysian port. It now appears that is not happening because of the danger to other vessels. So far there are no reports of pollution. The 2005-built Formosaproduct Brick is owned by Taiwan-based Formosa Plastics Marine Corporation and was carrying its the naphtha from the United Arab Emirates to Daesan and Yosu in South Korea. Russia prepares new Arctic research station

Russia continues its arctic research program with drifting ice stations in the high latitudes. The icebreaker “Yamal” sails out to pick up scientists who have spent nearly a year on an ice floe and to find a suitable place for a new station. The nuclear powered icebreaker “Yamal” leaves Murmansk today to pick up the Russian scientists who have spent nearly a year on the drifting ice station “North Pole-36” (NP-36). The station was established on an ice floe between the Wrangel Island and the North Pole in September 2008. Since then, the station has drifted some 2500 kilometers and is now approaching Greenland, RIA Novosti reports. The icebreaker will pick up the 16 scientist, their dogs and 150 tons of equipment. The vessel will then continue its journey to find a suitable ice floe for the next station, which will get the name “North Pole-37”.

The station will probably be placed near Severnaya Zemlya off the Taymyr Peninsula.

The first scientific drifting ice station in the world, “North Pole-1” was established in May 1937. Since 1954 Soviet "NP" stations worked continuously, with one to three such stations operating simultaneously each year, according to Wikipedia. In the post-Soviet era, Russian exploration of the Arctic by drifting ice stations was suspended for twelve years, and was resumed in 2003. Long And Slow Roundabout routes and slower speeds are among the measures recession-stricken shipping companies are taking to stay afloat. Shipowners are steering clear of the Suez and Panama canals to avoid high user charges. Instead, they are sending ships around the Cape of Good Hope at the southern tip of Africa. This route adds to the time taken to ship goods but helps pare costs. “When compared with the high canal transit charges, the additional costs arising from extra days of journey actually turns out to be lower,” said Nikhil Jain, a research analyst at the Indian unit of London-based maritime consultancy firm Drewry Shipping Consultants Ltd. Shipowners are also resorting to slow steaming, or cutting down speeds. “Reducing the average speed of vessels helps reduce bunker (ship fuel) consumption, which accounts for a significant part of voyage costs,” Jain said. Staff costs, too, are being sliced by reducing the number of crew members on board, he added. “We are actively looking at operational costs at sea by optimizing ship design and embarking on slow steaming initiatives and bunker saving initiatives. The aim is to increase fuel efficiencies, thereby contribute positively to the environment,” Rizwan Soomar, managing director, Maersk Line (India Cluster) told the press. In 2007, Maersk Line initiated a comprehensive study on 110 vessels, which showed that despite the traditional policy of having 40-60% as the minimum engine load, it is safe to go as low as 10%. This makes it possible for container ships to sail at half speed, reducing not only fuel costs significantly, but also CO2 emissions, the Copenhagen-headquartered Maersk said in a media statement on 16 July. Large dry bulk carriers can save up to $1 million a year by cutting speeds down to the minimum. Soomar said energy costs (fuel and electricity costs) are among the major components of Maersk’s cost structure. “To quote a few initiatives to cut down energy costs, (they) include, slow steaming, wherever possible, optimizing ship design, network design to optimize net fuel requirements for maximum throughput at all ports per round voyage and energy efficient modes of transport, wherever possible (road or rail),” he

said. Sudhir Rangnekar, chief executive officer of Indian National Shipowners’ Association, an industry lobbying group, said shipping companies are entering into land logistics since freights have fallen.

“Carriers are trying to focus on warehousing and container freight stations to derive profit as freight rates are going down. Many carriers are either cancelling or deferring their vessel acquisition plans. Carriers are also either combining services to particular destinations or withdrawing to cut the cost,” Rangnekar said. Innovations also play an important role in cutting down costs. For instance, Maersk paints its ships’ hull with special paints that offer lesser resistance and thus improve the fuel efficiency. It is also implementing e-solutions EDI, or electronic data interchange, wherever possible, thus cutting down the need for paper usage, printing and associated costs. S. Hajara, chairman and managing director of the country’s largest shipping company Shipping Corp. of India Ltd said his company is doing everything possible to counter the slowdown since it has affected shipping very badly. Frivolous expenditure has been cut down at Great Eastern Shipping Co. Ltd, India’s biggest private ocean carrier. Advertisement spends have been slashed and executives travel only when it is absolutely necessary. “Even when they do travel, executives have voluntarily decided to fly economy class,” said Anjali Kumar, spokesperson at Great Eastern Shipping. “Shipping has been the worst affected by the crisis because this is an industry that is closest to global economies.” Also, since January, 148 container ships have been sent to scrap yards for demolition, a number that is ten times the historical average, according to Paris-based container industry database AXS-Alphaliner. Among various segments, container ships and dry bulk carriers bore the brunt of the global downturn. Some of the container ships that were demolished were just 16-17 years of age. Mediterranean Shipping Co. SA (MSC), the world’s second biggest container carrier, sold 20 ships for demolition this year. The scrapping programme helped MSC avoid idling of ships, a phenomenon that many other shipowners could not avert as demand and rates plummeted to rock-bottom levels. Source : ShipTalk

Debt Ships The plight of two merchant ships detained by China over debts will be resolved in a couple of days, the Russian transportation minister said on Thursday (18 Aug). Chinese authorities detained the Vasily Yan cargo ship and the Professor Voskresensky vessel over debts by the owner of the ships, Russia's Arctic shipping company. Both vessels have been undergoing repair in the port of Shanghai since last September. "The Transportation Ministry is closely monitoring the situation," Igor Levitin said, adding that Russian officials "are in continuous contact with the ship owners." He said the necessary funding, as well as food and fuel supplies, would be provided to the crews.

Levitin said that after the issue was resolved, his ministry, together with the Prosecutor General's Office, would "look into the causes of this situation." The crews appealed on Wednesday to the Russian president and prosecutor general to secure their return home. President Dmitry Medvedev has told First Deputy Prime Minister Igor Shuvalov to look into the situation, "straighten out the debt claims" and see to it that the seamen have sufficient supplies. The 21 crew members on board the two ships have not been paid since April 2009, and currently have insufficient reserves of food, fuel and drinking water. The seamen demanded that the ship's owner pay the arrears and repatriate them. The ship owner has yet to make an official comment. Source : ShipTalk

Arctic Sea hijack suspects claim to be environmentalists

Eleven members of the crew of the Maltese-flag cargo ship Arctic Sea have arrived in Moscow along with eight suspected hijackers. Four members of the crew, including the captain, have remained with the ship. The Arctic sea is reportedly still some 260 miles from the Cape Verde islands, where it was intercepted by the Russian frigate Ladny following its apparent hijacking on July 24. While the English-language RT TV channel covered the arrival of the detainees and crew members, coverage by Russia's Vesti TV of the detainees transfer from Cape Verde showed some of the suspects to have the heavy prison tattoos associated with Russian professional criminals. Vesti reported the detainees told the Russian military that they were environmentalist and scientists who had been captured by mistake. According to reports filed with the Finnish and Swedish police, the Arctic Sea was seized at gunpoint at 3 AM on July 24 in Swedish waters. The crew were beaten and tied up. The Vesti report says the detainees claim they were merely taking shelter from a storm and had requested fuel from the Arctic Sea. They say they were "friends" of the crew. Vesti comments that the crew members were still bearing the marks of that friendship--bruising from plastic handcuffs and in one case a broken arm--when they boarded the plane for Russia.

Contact with the ship was lost off Portugal on July 28. Russia's Ambassador to NATO today told Echo Moskvy radio that NATO assistance significantly facilitated the search and rescue of the ship. Ambassador Rogozin said NATO started providing Russia with reliable and timely information on the Arctic Sea's whereabouts on August 12, which helped the Russian Navy to plan and coordinate the efforts in the rescue of the ship.

Arctic Sea Crew, Hijackers Interrogated Investigators immediately whisked the crew of the Arctic Sea away for interrogation Thursday after they flew into Moscow, as officials tried to determine whether the 11 seamen were involved in their ship’s curious hijacking. The news deepened the mystery surrounding the cargo ship, which the Russian military said it had freed Monday off West Africa weeks after it went missing. Officials said later they were withholding details about the ship’s whereabouts in an effort to help the rescue effort. Russian federal investigators said they were questioning the sailors and the eight suspected hijackers. Interfax news agency said both groups had been brought to the notorious Lefortovo prison run by the FSB — the main KGB successor agency.

Interfax cited an unidentified law enforcement official as saying the crew would be set free if the investigators confirm they weren't involved in the hijacking. The Foreign Ministry, meanwhile, confirmed that 11 crew and eight suspected hijackers returned to Moscow from Cape Verde on Thursday and said the ship’s captain and three other crew members stayed on the ship. The Arctic Sea had been due to dock in Algeria on Aug. 4 and unload its cargo of timber, but the Kremlin said the ship was being brought to Russia’s Black Sea Port of Novorossiisk for further investigation. The Kremlin statement on Thursday made no mention of any plan to stopover in Algeria. State-run Vesti-24 TV showed footage of what it said were the air force planes arriving at the Chkalovsky air base field outside Moscow, and men believed to be the hijackers being escorted by special forces soldiers. Earlier, men identified as Arctic Sea crew members told Vesti that the ship and its cargo of 1.3 million euros ($1.8 million) worth of timber was seized in the Baltic Sea by armed gunmen. One unidentified man told Vesti that a crew member sent a text message saying the ship had been hijacked, but the hijackers then forced the captain at gunpoint to report that everything was normal on board. Vesti also showed men it identified as the suspected hijackers in handcuffs being led by Russian marines to buses on the Cape Verde island of Sal. Russia says four of the detained hijackers were Estonians, while the others were from Russia and Latvia. The group was reportedly brought to Moscow in three heavylift Il-76 transport planes, each capable of carrying 40 metric tons (44 tons) of cargo. It was unclear, however, why three planes were needed to fly a small group to Moscow, and why one of Russia’s largest planes — often used to transport heavy weapons and other bulky cargo — were used for the operation. Officials have said the hijackers demanded a ransom and threatened to blow up the freighter if their demands were not met. But Russian and European maritime experts have cast doubt on the ransom reports and speculation has grown that the freighter was carrying undeclared or even contraband cargo, possibly weapons or drugs. Those suspicions have been fueled by the thin trickle of information from the Russian government. Yevgeny Limarev, a former Russian security agent, said the Arctic Sea was likely at the center of a struggle between competing Russian business and Kremlin clans, and the Kremlin was forced to intervene to prevent an international scandal. The ship left a Finnish port on July 21 with a crew of 15 Russians. More than a week later, Swedish police said they received a report that masked men had raided the ship in the Baltic Sea and beaten the crew before speeding off 12 hours later in their inflatable craft. The Maltese-flagged freighter gave no indication of any difficulties or change in its route during radio contact while passing through the English Channel on July 28. Signals from the ship’s tracking device were picked up off the French coast late the next day. A Swedish police spokeswoman, Linda Widmark, said Swedish authorities last had contact with the ship on July 31, in a brief telephone call with someone who identified himself as the captain. “It was a very short phone call, it was cut off, but it seemed as if everything was normal,” she told The Associated Press. A Russian company, Renaissance Insurance, said it received a ransom demand for $1.5 million on Aug. 3. The Arctic Sea was operated by the Finnish company Solchart, which has Russian management and a sister company providing technical support in the Russian city of Arkhangelsk, the home of all 15 crew. Two Chief Engineers indicted in pollution case

A federal grand jury in Houston has returned an indictment charging two crewmembers of the oil tanker Georgios M with making false statements, violating federal law designed to prevent pollution from ships and obstruction of justice, the Justice Department announced. The Equasis data base shows that the 1992-built Maltese-flag, 69,993 dwt Georgios M is managed by Styga Compania Naviera SA of Piraeus According to the indictment, Ioannis Mylonakis and Argyrios Argyropoulos, served as Chief Engineers aboard the oil tanker Georgios M and each have been charged with violating the Act to Prevent Pollution from Ships (APPS), making material false statements to the U.S. Coast Guard and obstruction of justice. Both are accused of maintaining false oil record books aboard the oil tanker that concealed deliberate discharges of oil-contaminated waste directly into the ocean. The defendants are accused of being responsible for the oil record book when the oil tanker entered various ports in Texas from 2006 to 2008 including Corpus Christi, Texas City and Houston. Knowing violations of APPS are punishable by up to 6 years in prison and a $250,000 fine. Making false statements are punishable by up to 5 years in prison and a $250,000 fine, while obstruction of justice is punishable by up to 20 years in prison and a $250,000 fine. An indictment is a formal accusation and is not proof of guilt. Defendants are presumed innocent until and unless they are found guilty. The investigation is being conducted by the Coast Guard Investigative Service and the Environmental Protection Agency Criminal Investigation Division. The case is being prosecuted by the Justice Department's

Submarines stop search for Air France black boxes

French submarines have halted their search for the flight recorders of an Air France jet that crashed into the Atlantic on June 1, killing all 228 people aboard, investigators said on Thursday. "The search has not been able to locate the wreck of the plane," France's BEA air investigators said in a statement. However, the BEA indicated it had not lost all hope of finding the so-called black boxes and said a team of international experts would meet in the coming weeks to decide how best to continue the search process. Despite the fact the flight recorders have not been found, investigators have stitched together information gleaned from a final burst of automated messages sent by the plane just before disaster struck, and from debris recovered in the sea. The Air France plane was flying from Rio de Janeiro to Paris when it crashed into the Atlantic Ocean not far from the equator after hitting a powerful storm. The final messages showed sensors on the Airbus 330 were providing incoherent speed readings, sparking speculation that the pilots might have inadvertently stalled the jet. Airbus has since urged clients to switch speed sensors on about 200 similar airplanes, replacing equipment made by France's Thales with parts supplied by U.S. firm Goodrich. The plane plunged into a very remote part of the ocean and experts said the wreckage could have fallen to a depth of anywhere between 2,835 and 13,120 feet, making any search extremely difficult. Just as the hunt for the Air France wreck was wound down, French authorities announced that a boat with an underwater robot had arrived at the place where a Yemeni jet had plunged into the Indian Ocean on June 30, killing 152 people. The French foreign ministry said the robot would be used to try to recover the black boxes of the Airbus 310-300 which crashed in bad weather off the Comoros archipelago. A French submarine detected a signal from the plane's flight recorders in July and the underwater robot will now be used to try to locate the precise site and extract the recorders. Officials say the cause of the crash remains unknown. The plane was flying the final leg of a trip from France to Comoros, via Yemen. Only one person, a 14-year-old-girl, survived the crash. Pushboat captain charged with operating while intoxicated

A towing vessel captain was arrested after he allegedly passed out in the wheelhouse while intoxicated, causing his boat to strike a fishing boat and a dock along a Louisiana bayou. The pushboat Trey Paul ran into a mud bank and sideswiped a docked 28-foot skiff in Bayou Grand Caillou, the Terrebonne Parish Sheriff's Office said. Witnesses reported that the 42-foot towing vessel, which was pushing two barges, was off course and out of control in the area south of the Falgout Canal Bridge. "The Coast Guard received a report that the Trey Paul was being operated erratically and possibly allided with a shrimp boat and pier," said Petty Officer Jaclyn Young, a Coast Guard spokeswoman in New Orleans.

The incident on Aug. 21, 2008, happened 1.8 miles southwest of Dulac. At the time, the northbound Trey Paul was pushing two barges loaded with oilfield equipment belonging to a Houma customer. A parish Water Patrol boat was able to stop the towing vessel a few miles away, along the Grand Caillou Road shoreline, said Maj. Malcolm Wolfe of the sheriff's department. There, the sheriff's investigators and Coast Guard responders found the Trey Paul captain in a disoriented state. The captain was taken to Chabert Medical Center in Houma for a medical evaluation and drug screening. He was charged with second-offense driving while intoxicated, hit and run and reckless operation of a watercraft. He also was charged with possession of the sleeping medication Ambien, a controlled dangerous substance, said Carlos Lazarus, the parish's first assistant district attorney. The drug is also known by the scientific name zolpidem. It is used to treat insomnia and can be addictive. Side effects include hallucinations, altered thought patterns, impaired judgment and difficulty maintaining balance or motor skills. The sheriff's investigators determined that no doctor had prescribed the sleeping pills for the towboat captain. "If he had a prescription, he wouldn't have been charged" with possessing a controlled substance, Wolfe said. Lazarus said investigators also found a bottle that had contained 60 OxyContin pills prescribed for another Trey Paul crewman. Although the prescription had been filled just three days earlier, the bottle was empty. The captain was in possession of two kinds of pills, which were still undergoing chemical analysis in late December, Lazarus said. No other members of the crew were charged. The Trey Paul captain "was in no condition to make a statement, he was so impaired," Lazarus said. "He was found asleep at the wheel. No one could make any sense of what he was saying." The captain was sent to the Terrebonne Parish Jail. He was released on bond the next day. He pleaded not guilty and appeared again in court in December. A trial date was set for Feb. 25. Young said the Coast Guard investigator took the captain's license and placed him in an expedited hearing process. She said there was no serious damage to the dock. The owner of the shrimp boat reported only that his vessel was scratched on its stern. The owner and operator of Trey Paul was Louisiana Carriers Inc. John Plaisance, a manager with the company, said the 600-hp towing vessel was not damaged. He said there was a two-man crew — the captain and a deck hand — on that voyage. Mozambique's government says an overcrowded ferry went down off the coast in a northern province, and 17 people are feared drowned. Government spokesman Abudo Momade says the ferry with a capacity of 40 set off from Niassa province in the southeastern African nation with 50 people early Tuesday. After it sank, 26 passengers were rescued. So far, seven bodies have been recovered and the remaining 17 are feared drowned

NAVY NEWS France orders fast landing crafts

The French armament procurement agency (DGA) recently announced that it ordered fast landing crafts (EDA-R) based on the concept of the self funded prototype landing catamaran (L-Cat) build by Constructions Industrielles de la Méditerranée (CNIM). The contract, already placed mid June 2009 and worth some €125 million, includes purchase and maintenance of 8 ships, 4 of them are a firm order that is funded by the program for support of economy. The first one will be delivered during the first half of 2011. The EDA-Rs will land troops, vehicles and equipment from the landing ships of the French Navy (BPC and TCD – LHD and LPD) remaining over the horizon (30 nautical miles). Their length is 30 meters and their beam 12 meters. Their loading capacity is 80 tons at a speed of 18 knots fully loaded and more than 25 knots empty. Several foreign navies are interested in this kind of very innovative landing craft. The EDA-Rs will be built under project managership of CNIM and partially built by the shipyards Socarenam that will assemble the ships on their site in Saint-Malo (former shipyards Gamelin). The work load will exceed 300,000 hours for the first four. For CNIM this contract brings a work load of 130,000 hours in the Var. For Socarenam shipyards in Saint-Malo, building of EDA-Rs gives 170,000 hours of work and will allow to definitely consolidate the job of the current 25 employees and to create about 25 complementary jobs. Commodore Bindt will lead the multinational FHQ from the EU NAVFOR Netherlands warship HNLMS Evertsen for the next four months. Austal full year result hit by Superferry bankruptcy

Austal Limited has announced a "disappointing" full year result--impacted among other things by the Hawaii Superferry bankruptcy. In an Australian Stock Exchange announcement, the shipbuilder announced a full year profit after tax of Australian $9.2 million for the financial year ended June 30, 2009. Austal said its 2009 full year result "was adversely affected by two particular events. Firstly as announced earlier this year, an American customer went into bankruptcy, requiring Austal to write-off its receivable owing by this customer. Secondly, in accordance with International Financial Reporting Standards, the time value cost of a hedging instrument that was put in place to lock in a favorable movement in foreign exchange was recognized in the current financial year. This was associated with a multi-ship contract Austal was awarded and the benefit will be realized in future years."

Austal Managing Director Bob Browning commented: "Although this result is disappointing, if it were not for these two events, Austal's earnings this year would have exceeded $38 million. This, in combination with the robust growth in our order book, is a clear indication that Austal is well positioned to deliver stronger shareholder value in the future." Onsys Orders Four Chemical Tankers Marine fuel supply company Onsys Energy plans to buy four new vessels following on from a recent order for two vessels. The four vessels will be 9,000dwt chemical tankers worth $23m (RM81.7m) each, which Onsys Energy has ordered from the Titan Quanzhou Shipyard, China. The Malaysian company said it expects the vessels to be delivered by March 2010. China's shipbuilding enterprises realized a total output value of 300.6 billion yuan (44 billion U.S. dollars) in the first seven months of this year, Ministry of Industrial and Information Technology said on Thursday. The figure increased by 33.7 percent over the same period last year, but the growth rate was 24.3 percentage points lower, the ministry said in a report on its Web site. Large-scale shipbuilding enterprises, with an annual output value above 5 million yuan, posted a total export value of 140.3 billion yuan in the first seven months, up 21.3 percent year on year, but the growth rate declined 40.8 percentage points. The shipbuilding industry is one of the key sectors that the government aimed to boost through an industrial stimulus plan introduced in February, but the world financial crisis has impeded the efforts. CSAV renegotiates order books with Asian shipyards

Chilean container giant CSAV has been in negotiations with Korean and Taiwanese shipyards Samsung Heavy Industries and CSBC as well as its banks for a restructuring of the newbuilding programme put in place by former group president Roberto Claro in 2007. CSAV ceo Juan Antonio Alvarez has altered the company's order for four 12,600 teu box ships worth $161m at Samsung Heavy Industries, replacing them with orders for five 8,000teu vessels worth $125m each. The delivery dates have also been pushed back from their original 2010-11 slots to now deliver in 2011-12. A group of lenders led by BNP Paribas will finance these orders, in addition to two of three 6,300teu boxships already under construction at CSBC in Taiwan for $85m each. The lenders agreed to finance 70% of the five 8,000teu vessels at LIBOR plus 350bps over 12 years. The first two 6,300teu vessels already under construction at Taiwan's CSB will also receive 70% financing at the same rate but for 10 years. Those vessels will be delivered with a seven month-delay from April 2010 to April 2011. Finally, the financing for the third 6,300teu ship is still under negotiation, but CSAV notes that lenders were considering financing 65% of its value at the same rate for five years. Durban buffeted by winds as ships wait outside port

Durban has been blanketed by strong gale force winds for the past three days impacting on port working. As a result the number of ships accumulating outside the harbour has increased and yesterday morning at one stage there were 49 vessels in sight. The wind also placed severe pressure on port terminal operations with crane working all but impossible at times, resulting in little or no terminal working. Transnet Port Terminals has issued a statement saying the yard and vessel operations were under pressure and as a result Pier 1 container terminal would be remaining fully operational over the coming weekend to help address the backlog. Geared vessels were to be accommodated at berths 103 and 104, the statement added. By mid afternoon yesterday (Wednesday) the number of ships in range of Durban’s outer anchorage had risen to 56, making one of the highest numbers in recent years. Inside the harbour were another 36 ships, not including the fishing, harbour and service vessels. According to the weather bureau the winds were due to abate during the latter part of the day with a 60% possibility of a rain expected later in the day. Qatar Shipping to buy companies, ships in 2009-10

Qatar Shipping Co (Qship), which is merging with Qatar Navigation, plans to take advantage of falling prices in the maritime sector to buy ships and companies over the next 18 months. Chief executive KK Kothari also told Reuters yesterday that the shipper - which owns and runs a fleet of vessels operating in sectors including crude oil, petrochemicals and liquefied petroleum gas - would post 'good profit' in the second half. 'I see an opportunity to buy,' Mr Kothari said in a telephone interview from Doha. 'We are planning to buy a number of ships . . . we are not looking at making any orders, but to buy ships and companies.' He declined to give details of what type of assets or the number of ships it would look to buy, but said acquisitions would happen in the next 12-18 months. International shipping has been knocked hard by the global economic downturn, largely due to overcapacity caused by a construction boom that took place before the slump began. But unlike container shipping, tanker markets have suffered less despite a slump in global oil consumption. Global shippers have placed orders equivalent to 40 per cent of current world product tanker tonnage, but with 16 per cent of tonnage being scrapped due to a ban on single-hull ships before 2012, overcapacity does not present the same problem to tanker shippers as bulk and container shipping. 'Since mid-2008, some segments (of the market) have fallen 50 per cent (in price) of what they were at their peak and prices are still falling,' Mr Kothari said. Acquisitions were likely to be financed through bank loans, he added. Qatar, the world's largest exporter of liquefied natural gas, has been on the hunt for overseas assets in the last few months as it looks to diversify its economy away from hydrocarbons and tap opportunities stemming from the economic downturn. Poland said on Tuesday that Qatar's sovereign wealth fund was considering buying the country's two troubled shipyards. Qatar Shipping posted a 53 per cent fall in second- quarter profit, according to Reuters calculations, in part due to impairment losses on investments, Mr Kothari said. 'I would say we will see good profit the next half,' he said. 'At a time when most shipping companies are losing and some closing down, we are doing well and remain profitable.' The government of Opec member Qatar ordered Qatar Shipping and Qatar Navigation to merge last November as a means of bolstering firms against the crisis. Mr Kothari said the merger was on track, but declined to give further details. Qship is also in the process of selling its subsidiary Qatar Engineering and Construction Co (QCon) for about 400 million riyals (S$159 million) to Qatar America Consortium (QAAC). GMB aims to take RO-RO ferry service upto Kerala

Gujarat Maritime Board (GMB), the state's port regulator, is aiming to link Ro-Ro ferry service network in Gulf of Khambhat and Gulf of Kutch to Mumbai and even extend up to southern coastal states up to Kerala GMB is currently in the process of developing Phase-I of the Ro-Ro ferry terminal at Ghogha and Dahej at the cost of approximately Rs 170 crore. "In phase-II the service will be extended to Mumbai and later on to Kochi," said a senior official close to the development. GMB aims to have RO-RO terminals across Ghogha, Dahej, Hazira, Pipavav, Porbandar, Okha, Mundra, Suvali and Mumbai, sources said. This is as part of the 'Golden Goals' GMB has set for the state's golden jubilee celebration year in 2010. RO-RO ships are vessels designed to carry wheeled cargo and passengers (car borne and direct). The concept of commercial Ro-Ro operation began from Europe in 1950. The first phase which will be completed in 2011 will reduce travel time from Ghogha to Dahej by 8.5 hours. The distance from Dahej to Ghogha by road is 380 kms and the travel time is 10 hours whereas the distance by ferry service that is 21 nautical miles and travel time is about 1.5 hours. In case of Mumbai which is 672 kms away from Ghogha by road and takes about 26 hours to travel, the ferry service would take only 16 hours. Passenger vehicles accounted for 2917 and cargo vehicles accounted for 2332 trips per day as per survey by GMB in 2008 while movement of passengers across the Gulf of Khambhat accounted for 19800 per day where the first phase is being planned. While the terminal will be set up by GMB, it will invite prospective private ferry operators for ferry operation by EoI (Expression of Interest) between the terminals. GMB will issue license for ferry vessel and subsequently collect charges for the usage of the facilities. The maritime regulator is aiming to rope in a operator having combination of cargo cum passenger Ro/Ro vessel with powerful engines. "A vessel of minimum capacity of 60-80 trucks, and minimum 500 passengers is desirable. However pure cargo or pure passenger ferries are free to operate," an official said.

Evergreen hikes rates on Far East, India to Mediterranean direction

Evergreen Line is adding the Far East and Indian Sub-Continent to Mediterranean Westbound Trades to its list of trade lanes to get a general rate increase as the peak season approaches and other ocean carriers say they are raising rates as well. The price hike is based on “current overbooking” and increasing cargo volume, said Evergreen in its announcement last week, indicating the global capacity glut may be shrinking. Evergreen Line said it will increase rates for the Far East (including Japan) and Indian Sub-Continent to Mediterranean Westbound Trades by $200 per 20-foot equivalent unit, effective Sept. 1. Japan Ship Orders Sink 63.2 Percent in July Japanese export ship orders sank for the 10th consecutive month in July on a year-on-year basis, tumbling 63.2 percent to 950,820 gross tons, according to figures released by the Japan Ship Exporters' Association. But the pace of decline was the slowest since the nation's export ship orders suddenly started to plunge in October last year, when the global financial turmoil that had erupted the previous month began to take its toll on the real economy. Japan is one of the world's top shipbuilding nations along with South Korea and China. In July, Japanese shipbuilders received orders for 14 export ships -- 10 bulk carriers totaling 397,920 gross tons, three oil tankers totaling 480,900 gross tons and one general cargo vessel of 72,000 gross tons. The 14 ships total 344,394 compensated gross tons. During the January-July period of this year, Japanese shipbuilders received orders for 69 export ships totaling 3,294,570 gross tons, down a staggering 76.3 percent from the same seven-month period of last year. Of the 69 ships, 50 are bulk carriers totaling 1,860,820 gross tons, 15 are oil tankers totaling 1,275,750 gross tons, two are general cargo vessels totaling 144,000 gross tons and the remaining two are other ships totaling 14,000 gross tons. India Approves Kandla Expansion India’s Cabinet Committee on Infrastructure on Aug. 20 approved construction of four multipurpose cargo berths for handling larger vessels at the Port of Kandla, a major gateway on the west coast. The project, to be implemented through private participation on a build-operate-transfer basis, is estimated to cost around $157 million. The concessionaire would be required to invest $151 million, while the remainder would be contributed by the landlord port. At full build-out, the project will increase Kandla's capacity by 8 million tons a year. It will also enable the port to handle vessels with drafts up to 14 meters, and help it alleviate congestion problems as well as boost overall throughput. Among the 12 major ports in the country, Kandla emerged as the largest cargo-handling hub so far in the current fiscal year, having racked up throughput of 25.8 million tons during April-July compared with 24.8 million tons in the year-ago period. In fiscal 2008-09 ended March 31, total cargo volume increased 11 percent to a record 72.22 million tons from 64.89 million tons the previous year. Norwegian ferry operator Hurtigruten's reports H1 profit of $25.9m

Norwegian ferry operator Hurtigruten has managed to turn its fortunes around during the first half of the year. The Oslo-listed company reported a profit of NKr157m ($25.9m) for the second quarter of the year, NKr131m better than the same period of 2008. The improved figures led to a first half profit of NKr24m, compared to a reported loss in the first half of last year of NKr186m.

The operator said that the improvements were mainly due to NKr45m in reduced costs and the chartering out of one of its vessels which made a net contribution of NK57m. Bunker prices in the second quarter this year were also 31% lower than the same period a year ago. Over 2009 the group which operates a fleet of vessels along the length of the Norwegian coastline, has introduced a series of cost cutting measures. This led to a saving of NKr97m during the first six months of the year. Reduced income from passenger numbers for the year have so far been offset by higher prices and increased onboard spending. Despite the favourable outcome the company said it continues to expect 2009 to be demanding. ”The

CSAV, CCNI to stop joint GEX service CSAV and CCNI are reported to be scrapping their joint GEX service that links CSAV's hub in Kingston and CCNI's hub in Cartagena to the US Gulf and Central America. The GEX service currently uses three 1,700-TEU ships, to provide both an intra-regional sling and a feeder service. CSAV will continue to call at ports in Central America with a dedicated feeder service connecting its hub in Kingston to Puerto Cortes and Santo Tomas de Castilla (Maya), reports the Alphaliner Weekly Newsletter. It said the loop will deploy one of the three ships currently used on the GEX service, namely the 1,730-TEU Rickmer Rickmers. As for CCNI, the news letter said the carrier will extend its current Cartagena-North Coast of South America feeder service to Rio Haina and Manzanillo. This service, named VES, presently uses one 1,104-TEU ship, the Andrea. The VES will therefore in future call at: Cartagena, Puerto Cabello, La Guaira, Rio Haina, Manzanillo (Pan), returning to CCNI's hub in Cartagena. In addition, CCNI will also continue to link Cartagena with Mexico by purchasing slots on Hamburg Sud's US Gulf-North Coast South America-East Coast South America service, thus covering the following string of Cartagena, Veracruz, Altamira, and back to Cartagena, the report added. Prime minister urged to solve Belgian dispute Prime minister Jan Peter Balkenende has been urged to get involved in the dispute between Belgium and the Netherlands over the Westerschelde estuary which separates the two countries. Last week, the Flemish regional government took the unusual step of summoning the Dutch ambassador in Belgium to a meeting to formally express its irritation at continuing delays in deepening the Dutch section of the estuary.

The project was due to be finished this year and Flanders claims delays are costing Antwerp port €70m in lost income a year. The two countries signed a deal to deepen the estuary in 2005. The Flemish side of the work has been completed but delays on the Dutch side continue. The Dutch council of state recently dismissed a licence for dredging work because of environmental considerations, leading to a further delays. MPs from the left-wing green party GroenLinks told news agency ANP there is a 'deafening silence' from the Dutch cabinet. Balkenende should stress that the Netherlands will do its part, while taking EU rules on compensating for any disruption to nature into account, they said . Flemish political party VLD last week called for a boycott of Dutch mussels and oysters in Belgian restaurants. However, a survey by newspaper Het Laaste Nieuws shows a slim majority of the population oppose a boycott and most restaurants in Antwerp are ignoring it as well, news agency ANP said.

Kantelproef nieuwe reddingboot Stellendam in Hindeloopen

Vandaag (zaterdag 22 augustus) is de haven van Hindeloopen het decor voor een belangrijke zeewaardigheidstest van een nieuwe reddingboot van de Koninklijke Nederlandse Redding Maatschappij (KNRM). Vanaf 10.30 uur wordt de gloednieuwe Stellendamse reddingboot getest op haar ‘zelfrichtend’ vermogen d.m.v. een aantal kantelproeven. Wanneer de reddingboot zonder problemen terugkeert na de eerste kanteling, is het de beurt aan de toekomstige bemanning van het schip.

Het is voor de bemanningsleden van de KNRM niet ondenkbaar in een situatie terecht te komen waarbij een reddingboot door metershoge golven omver wordt geslagen. De schepen van de KNRM worden gebouwd om alle denkbare weersomstandigheden te kunnen doorstaan. De bemanning wordt getraind om bekend te raken met een dergelijke situatie door tijdens de kantelproef aan boord van de reddingboot plaats te nemen. De test moet de bemanning ook vertrouwen geven in de zeewaardigheid van ‘hun’ schip. De kantelproef is één van de tests alvorens de reddingboot medio november in Stellendam wordt gestationeerd. Enige maanden na de kantelproef volgt een serie proefvaarten en een duurproef. Naar verwachting zal de reddingboot eind van het jaar klaar zijn en op 7 november

New ferry service expected for eastern Caribbean

Those seeking a new way to explore the eastern Caribbean islands might soon have another option. A ferry slated to serve Barbados, St. Lucia, Trinidad, Grenada and St. Vincent is expected to start operating daily by late October, according to Grenada-based BEDY Ocean Line. Prices will range from $120 to $140, and some trips will last up to nearly four hours, CEO Benjamin Ross said Tuesday. The announcement comes as travellers face pricier airline tickets, increased baggage restrictions and canceled flights by regional carrier LIAT due to wage disputes.One ferry will be based in St. Vincent and serve Barbados and St. Lucia, while another will operate out of Grenada and serve Trinidad and Barbados, Ross said. Between 260 to 300 seats will be available per ferry. Passengers will be allowed to carry two 60-pound (27-kilogram) suitcases without charge, and alcohol is prohibited on board. In 2005, Barbadian company Remac Tours announced it would offer ferry service between Barbados and Guadeloupe, with stops in St. Lucia, Dominica and Martinique. But the service was never begun for internal reasons not related to costs or demand, CEO Reynold McClean said. Currently, only a couple of ferries operate between Florida and the Bahamas and among Puerto Rico, the U.S. Virgin Islands and the British Virgin Islands.
