• Welfare measures by the government: The Bill states that the relevant government will take measures to ensure the full inclusion and participation of transgender persons in society.

• National Council for Transgender persons (NCT): The NCT will consist of: (i) Union Minister for Social Justice (Chairperson); (ii) Minister of State for Social Justice (Vice- Chairperson); (iii) Secretary of the Ministry of Social Justice; (iv) one representative from ministries including Health, Home Affairs, and Human Resources Development.

• Issues in the Bill

• Self-Identity: Even though the bill says that a transgender person “shall have a right to self-perceived gender identity,” its language could be interpreted to mean transgender people are required to have certain surgeries before legally changing their gender.

• Privacy: A District Screening Committee would issue a certificate of identity to recognise transgender persons. This is also a violation of Fundamental Right to Privacy.

• Definition: The definition of ‘transgender persons’ in the Bill is at variance with the definitions recognised by international bodies and experts in India. The terms, ‘trans-men’, ‘trans-women’, persons with ‘intersex variations’ and ‘gender-queers’ have not been defined.

• Other Issues:If a transgender person is denied a Certificate of Identity, the Bill does not provide a mechanism for appeal or review of such decision of the District Screening Committee.

• The bill is also silent on whether a trans person who holds a male or female gender certificate will have access to government welfare schemes and programs meant for transgender people

• The Bill is silent on granting reservations to transgender persons.

• The Bill does not mention any punishments for rape or sexual assault of transgender persons as according to Sections 375 and 376 of the Indian Penal Code, rape is only when a man forcefully enters a woman.

• रवतिमान म, 400 कररि रपय तक क सालानाकाररबार रवाली घरल को पकनयाो 25 परकतशत कीिर सआयकर का भगतान करती ह।

• अनय घरल को पकनयरो क कलए, कर की िर 30परकतशत ह।

• करवधयक नई घरल करवकनमािण को पकनयरो कर 15 परकतशतकी िर सआयकर िन का करवकलपभीपरिान करता ह, बशत रव कछ क ौती का िारवान कर ।

• Finance Minister Nirmala Sitharamanintroduced the Taxation Laws (Amendment) Bill, 2019 in the Lok Sabha.

• The Bill provides domestic companies with a new option to pay tax at the rate of 22 per cent, provided they do not claim certain deductions under the IT Act.

• Currently, domestic companies with an annual turnover of up to 400 crore rupees pay income tax at the rate of 25 per cent.

• For other domestic companies, the tax rate is 30 per cent.

• The Bill also provides new domestic manufacturing companies with an option to pay income tax at the rate of 15 percent, provided they do not claim certain deductions.

Indian Railways sets up Institute of Financial Management in Hyderabad

Guru Ghasidas National Park to become Chhattisgarh’s 4th tiger reserve

• Chhattisgarh government announced that the state is set to have Guru Ghasidas National Park in Kotiya district as its fourth ‘tiger reserve’.

• This decision was taken in 11th meeting of Chhattisgarh State Wildlife Board chaired by Chief Minister BhupeshBaghel.

• The National Tiger Conservation Authority (NTCA) had approved to declare Guru Ghasidas National Park as a tiger reserve in 2014.

• At present there are three tiger reserves in state: Achanakmar Tiger Reserve in Bilaspur, Udanti-Sitanadi Tiger Reserve in Gariaband and Indravati Tiger Reserve in Bijapur district.

• The National Child Labour Project (NCLP) Scheme is a Central Sector Scheme. Under this Scheme the District Project Societies (DPS) are set up at the district level under the Chairmanship of the Collector/District Magistrate for overseeing the implementation of the project.

• Under this Scheme, funds are provided directly to the District Project Societies who in turn engage and allocate the funds to NGOs/Voluntary Agencies/Civil Societies Organization etc. for running of Special Training Centers.
