DAILY EXCELSIOR, JAMMU SUNDAY, JULY 12, 2015 (PAGE 5) Excelsior Correspondent UDHAMPUR, July 11: The already bed ridden health care services in Udhampur district have virtually gone on life sup- port systems as not a single MBBS doctor is available in 15 PHCs which cover more than half area of the entire district whereas more than three lakh souls are dependent on these PHCs. What is more astonishing is the fact that sweepers are managing sub-centres at many places and what to talk of sav- ing precious lives, even thou- sands of rupees are required to be spent for postmortem of the dead body in the area without any MBBS doctor. In PHCs of Sudhmahadev, Latti, Bandhole, Dudu, Basantgarh, Joffar, Mongri (Tikri) Mongri ( Panchari), Rang, Barnara, Thial, Khoon, Landher, Panchari and Gharian which cater to nearly half of the district area with above three lakh residents not even a single doctor is physically present against the sanctioned strength of 60 as each PHC has four sanctioned posts of doctors. Residents are facing prob- lems owing to the acute shortage of MBBS doctors and other paramedical staff in the hospi- tals of Chenani, Panchari, Mongri, Ghordi and Ramnagar, and they have been regularly protesting but all have fallen to deaf and dumb ears of the con- cerned authorities. “Our entire area of two sub- divisions of Dudu and Basantgarh and tehsil Latti start- ing from Sudhmahadev, which is spread all along 160 Kms long Sudhmahadev-Latti- Dudu –Basantgarh –Kulwanta- Ramnagar stretch of circular road, does not have even a single MBBS doctor physically present to treat the patients in six PHCs. Sweepers are con- strained to give medicines in many sub-centres in our areas as there is acute shortage of paramedical staff also”, said Krishan Lal Gupta resident of Latti. “In absence of MBBS doc- tors in this entire area, usually when cardiac arrest or any other emergency happens, we have seen several deaths on route. We are being treated as sheep and goats as a sweeper gives us medicine in the sub-centres here. Letters to the Chief Minister, Health Minister and all top bureaucrats have yielded no results. The CMO expresses his helplessness every time when we meet him. Is this the indica- tion of good times coming ahead”, said Bayant Devi , Sarpanch of Chapper- Bandhole Panchayat in Latti area. “Ram Nath, a resident of Parla Chapper is presently forced to give medicines at health sub- centre Parla Chapper and is pop- ularly called as Doctor Sahib by the illiterate resident of this far flung area but he is a sweeper in records of the State Health Department,” she added and informed that there are several other sub-centres, which are either closed or class- 4 employ- ees are running the show there. In absence of a MBBS doc- tor, who is only authorized to carry out a postmortem, in case an unnatural death occurs, res- idents have to take the dead body at least to Chenani for which rupees 1700 are to be officially spent even for hiring Government ambulance service and it takes more than a day in this entire process. “We have several times here in Latti col- lected donations from the mar- ket as poor attendants don’t have money in their pocket. We also personally met the Health Minister recently and apprised him of all these problems but all in vain,” said Dina Nath, social worker of the area. Besides, only two beds are there in the PHC Latti which caters to nearly a hundred OPDs every day and the under con- struction building has not been completed for the last one decade, he added. “We have neither a MBBS doctor in PHC Dudu nor an ECG machine or a X-ray in this entire area due to which these PHCs have turned out to be nothing but just referral cen- tres and we have to travel more than 100 Kms before getting treatment,” said Beg Raj Gupta, a whole sale merchant of Dudu. MoS Finance and MLA Udhampur Pawan Kumar Gupta said that he was fully aware of all these problems in health care sector and had taken up these issues with the Health Minister. “We hope some respite very soon as saving precious lives has to be the utmost priority of the Government”, he added. “Health care services are vir- tually on life support system as almost seven out of every 10 posts of MBBS doctors in my constituency are lying vacant. We have an Operation Theatre in Ramnagar hospital but of no use as the posts of surgeon as well as anesthesia doctors are lying vacant”, said R S Pathania, MLA Ramnagar. When contacted, Chief Medical Officer Arun Sharma confirmed the shortage of MBBS doctors and para medical staff in a number of hospitals. “Only 36 MBBS doctors are physically present in the entire district against sanctioned posts of 112 and even the highest authorities in the health sector are fully aware of this problem. All the MLAs had raised this issue in the DDB Meeting which was chaired by the Chief Minister himself and our Health Minister who is the Chairman of the DDB,” he said. Our pri- ority is to run district hospital and the sub-hospitals of Ramnagar and Chenani where we have the largest number of OPDs and sufficient infrastruc- ture available. I personally feel helpless many a times but it is beyond my authority”, he added. Sweepers acting as doctors in sub-centres No MBBS doctor in 15 PHCs of Udhampur, 112 posts lying vacant GUWAHATI, July 11: Union Home Minister Rajnath Singh today painted a grim securi- ty situation in the country's border with Myanmar and Bhutan where there were reports of insurgents, weapons and drugs crossing over and said that his ministry was tak- ing measures to effectively man- age the international borders. 240 villages with over two lakh population within 10 km of the Indo-Myanmar border were living without any worthwhile security cover, Singh told a securi- ty meeting attended by the chief ministers of all Northeastern States here. "They are at the mercy of the insurgents. A similar situation pre- vails along the India-Bhutan bor- der," he said calling upon the Chief Minsters of the region to pay attention to this crucial area of security. "We must take care of the development along with the secu- rity of people living along the international borders. You would be glad to know that under the Border Area Development Programme (BADP), we have enhanced the share of the region from 30 per cent to 40 per cent," Singh, accompanied by his deputy Kiren Rijiju said. He said that a committee headed by Chairman of the Joint Intelligence Committee (JIC) R N Ravi had been constituted to sug- gest measures to effectively man- age the Indo-Myanmar border. The committee is likely to submit its report within the next few days and the Government would take action as per its recom- mendations, he said. He suggested opening and strengthening of police stations in the border areas to instil a sense of security among the people, which is crucial for successful imple- mentation of the Centre's 'Act- East Policy'. The Union Home Minister also urged the Chief Ministers to provide land for border fencing by acquisition on urgent basis wher- ever it was pending. Singh said the region had a huge stockpile of illegal firearms which were smuggled in from across the border and sold here and beyond. "Existence of illegal weapons will encourage crimes and vitiate the security eco-system of the region. I would urge the Chief Ministers to launch sustained drives against illegal weapons and make their respective States free of such arms," he said. Noting that Mizoram, Tripura, large parts of Assam and Arunachal Pradesh and Meghalaya are "almost free of insurgency", Singh said it was time deployment of Central forces was reduced in the Northeast. "In the wake of improvement in security scenario, there is a need to review deployment of security forces in the region. At present the deployment is more than it was when the insurgency was at its peak," Singh told a con- ference of North East Chief Ministers here. The Home Minister asked the Chief Ministers of the region to conduct a "realistic audit" of the Central Armed Police Forces in their states, assuring them of the Centre's help in the deployment of them "when actually needed". Singh, who was accompanied by his deputy Kiren Rijiju, also said that there had been substan- tial strengthening of state police forces in the past few years. "Without compromising with the security, we must plan to reduce deployment to make the environment easy and also to encourage positive thinking of outsiders about this region," he said congratulating the chief min- isters on their efforts to improve the security scenario by bringing down the level of insurgency to an "all time low". Union DoNER Minister, Dr Jitendra Singh while giving resume of development activities undertaken in the North East region, said that ever since he took over the charge of this Ministry a number of new and innovative measures have been taken to increase pace of develop- ment in the region. "At the same time to bridge gap between North East Region and rest of India unique initiative, for the first time in the country, was in the form of introducing a process of rotational camp secre- tariat. Under this process, by rota- tion camp is held every month in each of the eight States in the region", he said, adding "this will not only help the officers of DoNER Ministry to have on spot assessment of various develop- ment projects but will also send a message that the people of North East don't have to travel to Delhi for redressal of each of their grievances. While on the other hand Delhi can travel to their doorsteps". Among the new initiatives taken under the leadership of Prime Minister Narendra Modi, Dr Jitendra Singh referred to organic farming mission for which an amount of Rs 125 crore has been earmarked. "The con- cept paper is under inter-ministe- rial circulation and soon the same will be taken up for approval of Union Cabinet", he added. In order to overcome the delay occurring as a result of tech- nical approval from different departments, the DoNER Ministry has hired services of a PSU, which will outsource the task of technical vetting and pro- cessing, Dr Singh said. He disclosed that under the recently launched Rashtriya Abhishkar Abhiyan, launched in New Delhi on July 9, North East will get one model science school in each of the district of the region. Dr Singh also referred to his regular interac- tion with each of the Chief Ministers and the new initiative of engaging the Delhi based Resident Commissioners of North East States for follow up of projects relating to their respective States. He said that wherever Accounts officers or Chief Accounts officers are posted, the drawing and disbursing powers of that office or institution shall invariably be exercised by them. He further directed that in case the Administrative Department has delegated the drawing and disbursing powers to some other officers other than Accounts officer or Chief Accounts officer, the same will be deemed to have been with- drawn and delegated in favour of the said Accounts officer or Chief Accounts officer. The Commissioner further said that the treasury officers will not entertain any bills and other instruments of payment in case the same are not signed by the Accounts officer or Chief Accounts officer, wherever such Accounts Officer or Chief Accounts officer is posted. PHE daily wagers hold protest, demand regularization Excelsior Correspondent JAMMU, July 11: All J&K PHE, ITI Trained & CP Workers’ Association today held a protest demonstration here in front of Press Club, demanding regularization of services of about 16670 daily wagers/ITI/CP workers of PHE Department. A large number of daily wagers/ITI/CP workers of PHE Department under the leadership of president of the association, Tanveer Hussain, assembled in front of Press Club Jammu and raised slogans against Government and PHE authorities. Addressing the protesting workers, Hussain said that the successive Governments in the past showed indifferent attitude towards the workers of PHE by not regularizing services of about 16670 daily wagers/ITI/CP workers of PHE Department despite made prom- ises. He further said that the pres- ent Government is also adopting the same attitude. He warned the Government to launch ‘Kaam Chhoro Hartaal’ if their demand of regularization is not met before the dead line given to the Government by the Association. Hussain further said that due to the wrong policies of the Government they and their fam- ilies have reached on the verge of starvation, as they have not got their salaries for past 1-2 years. He further warned of launching a massive protest if the wages of the workers were not release before Eid. The Minister visited Jewel Chowk, back side park of exhibi- tion ground, Narwal, Sunjwan, back side nallah of KC Hundai, Pamposh Colony and many other rain affected areas. He interacted with the people and listened to their grievances. The Minister expressed seri- ous concern over the situation arising out of the recent incessant rains in various localities of Jammu city. He asked the con- cerned authorities to take meas- ures to prevent water logging and over flowing of drains. He said that the concerned authorities must take the plight of people seriously, in view of heavy losses suffered by them. He said that during rainy season people face problems regarding water supply and electricity, for which there is a need to take effective initiatives. The Minister said that the Government is very much con- cerned about the prevailing situ- ation and the safety of the peo- ple. He assured the people that Government will take every step to improve drainage system and streamline the water supply in the vulnerable areas. (UNI) Only two beds at PHC Latti despite huge rush of patients. -Excelsior/Vasu Gupta Contempt notice in promotion cases HC summons Secy Agri, stops his salary Excelsior Correspondent JAMMU, July 11: Justice Tashi Rabstan of J&K High Court has summoned the Commissioner/ Secretary Agriculture Production Department M A Bukhari to appear in person in a contempt of court case filed against him in the promotion case of over 900 odd Agriculture officers. The Court also directed the Government to stop the salary of the Commissioner/ Secretary Agriculture Production Department for the month of July 2015. The court granted the final opportunity to the respon- dents to implement the judgment and gave three weeks time for clearing cases to the Commissioner/ Secretary, failing which he shall have to appear in person before the Court. Justice Rabstan further observed that from the compli- ance report in pursuance to the directions of June 2, 2015, it has been noticed that the judgment of the court has not been imple- mented in the letter and spirit, which amounts to contempt of Court. Advocate S K Shukla appeared on behalf of the peti- tioners while Dy AG K S Charak for the respondents. The case pertains to the pro- motion of a large number of ineligible candidates, bypassing the seniority of many other deserving officers. Over 900 Agriculture officers and majori- ty of them from Jammu region have been affected with this pro- motion order challenged by the Court. This promotion scandal surfaced in 2008 after some ineligible officers were promot- ed on adhoc basis, ignoring recruitment and promotion rules. A Govt order No. 279- Agri of 2008, dated 7/10/2008 was issued during the Governor rule in the backdrop of a court judgment passed in clubbed cases titled Karanjeet Singh and others vs State, dated 19-2- 2008. The court had directed to fill all the promotional posts in Agriculture Gazetted Services on substantive basis within a period of six months strictly as per recruitment rules of 1988. As per Govt order nearly 900 promotions were effected with this. Almost 650 promoted offi- cers were from Jammu division while those who were enjoying lucrative posts, prior to this order were from Kashmir divi- sion. Later, after taking over by GH Mir as new Minister, some people hatched a conspiracy to undo the Govt order No. 279 of 2008. An inquiry was also ordered in this regard. The Gazetted officers mostly from Jammu were awaiting promo- tions for the last two decades but the initial of 2008 order was kept in abeyance and status quo was enforced vide Govt Order No. 14 of 2010 dated 29-10- 2010, in deference to interim court order. The High Court in its final order maintained that Govt Order No. 279-Agri of 2008 should remain in force but former Agriculture Minister continued to carry out pick and choose policy in violation of the High Court orders. A large num- ber of retired officers are also facing hardships as their claims/ gratuity/ arrears after retirement have not been settled. Basic purpose of railway station nullified: Hotel Association Excelsior Correspondent KATRA, July 11: In a meet- ing held under the chairmanship of Shyam Lal Kesar, president, Hotel and Restaurant Association, Katra who said that the basic purpose of Shri Mata Vaishnodevi Katra Railway Station for which it was made and for which there was curiosi- ty among the people, had been totally vanished and nullified by the Railways, here. The meeting said that rail- way station, even after its opera- tion of one year, merely one reg- ular long distance train and one or two weekly trains had so far been started. The president said the Prime Minister Narendra Modi when last year opened this railway sta- tion had announced there that six pairs of trains would chug on this route on day 1st but due to cheap policies even instead of spending of thousands of crores of peoples hard earned tax money on Katra Railway Station and on this line not even a single train was extended even from Udhampur wherefrom the dis- tance is merely of 20 minutes nor from Jammu and even this had come to the public notice that empty trains for cleaning and washing were being sent from Jammu to Katra after de- boarding pilgrims at Jammu due to heavy rush of trains in Jammu. The meeting said that pil- grims were being forced to take taxis, buses, etc from Jammu to Katra and back to take the same train which came empty upto Katra for washing and cleaning only, causing heavy loss to the Government exchequer viz-a- viz inconvenience to the Vaishnodevi pilgrims. Among others who attended the meeting were Harish Dubey, Varinder Kesar, R S Nag, Sudershan Sharma, Vivek Sharma, Suraj Sharma, Shyam Sharma, Karnail Singh and Karan Singh.

Union DoNER Minister, DrJitendra Singh while givingresume of development activitiesundertaken in the North Eastregion, said that ever since hetook over the charge of thisMinistry a number of new andinnovative measures have beentaken to increase pace of develop-ment in the region.

"At the same time to bridgegap between North East Regionand rest of India unique initiative,for the first time in the country,was in the form of introducing aprocess of rotational camp secre-tariat. Under this process, by rota-tion camp is held every month ineach of the eight States in theregion", he said, adding "this willnot only help the officers ofDoNER Ministry to have on spotassessment of various develop-ment projects but will also send amessage that the people of NorthEast don't have to travel to Delhifor redressal of each of theirgrievances. While on the otherhand Delhi can travel to theirdoorsteps".

Among the new initiativestaken under the leadership ofPrime Minister Narendra Modi,Dr Jitendra Singh referred toorganic farming mission forwhich an amount of Rs 125 crorehas been earmarked. "The con-cept paper is under inter-ministe-rial circulation and soon the samewill be taken up for approval ofUnion Cabinet", he added.

In order to overcome thedelay occurring as a result of tech-nical approval from differentdepartments, the DoNERMinistry has hired services of aPSU, which will outsource thetask of technical vetting and pro-cessing, Dr Singh said.

He disclosed that under therecently launched RashtriyaAbhishkar Abhiyan, launched inNew Delhi on July 9, North Eastwill get one model scienceschool in each of the district ofthe region. Dr Singh alsoreferred to his regular interac-tion with each of the ChiefMinisters and the new initiativeof engaging the Delhi basedResident Commissioners ofNorth East States for follow upof projects relating to theirrespective States. He said that whereverAccounts officers or ChiefAccounts officers are posted, thedrawing and disbursing powersof that office or institution shallinvariably be exercised by them.

He further directed that incase the AdministrativeDepartment has delegated thedrawing and disbursing powersto some other officers otherthan Accounts officer or ChiefAccounts officer, the same willbe deemed to have been with-drawn and delegated in favourof the said Accounts officer orChief Accounts officer.

The Commissioner furthersaid that the treasury officerswill not entertain any bills andother instruments of payment incase the same are not signed bythe Accounts officer or ChiefAccounts officer, whereversuch Accounts Officer or ChiefAccounts officer is posted.

towards the workers of PHE by

not regularizing services of

about 16670 daily

wagers/ITI/CP workers of PHE

Department despite made prom-

ises.

He further said that the pres-

ent Government is also adopting

the same attitude. He warned the

Government to launch ‘Kaam

Chhoro Hartaal’ if their demand

of regularization is not met

before the dead line given to the

Government by the Association.

Hussain further said that due

to the wrong policies of the

Government they and their fam-

ilies have reached on the verge

of starvation, as they have not

got their salaries for past 1-2

years. He further warned of

launching a massive protest if

the wages of the workers were

not release before Eid.

JAMMU, July 11: Ministerfor PHE, Irrigation and FloodControl, Shuknandan KumarChoudhary today visited rainaffected areas of Jammu city andtook stock of the prevailing situ-ation.

The Minister visited JewelChowk, back side park of exhibi-tion ground, Narwal, Sunjwan,back side nallah of KC Hundai,Pamposh Colony and manyother rain affected areas. Heinteracted with the people andlistened to their grievances.

The Minister expressed seri-ous concern over the situationarising out of the recent incessantrains in various localities ofJammu city. He asked the con-cerned authorities to take meas-ures to prevent water logging andover flowing of drains. He saidthat the concerned authoritiesmust take the plight of people

seriously, in view of heavy lossessuffered by them. He said thatduring rainy season people faceproblems regarding water supplyand electricity, for which there isa need to take effective initiatives.

The Minister said that theGovernment is very much con-cerned about the prevailing situ-ation and the safety of the peo-ple. He assured the people thatGovernment will take every stepto improve drainage system andstreamline the water supply inthe vulnerable areas. TheMinister directed the concernedauthorities to take necessary andimmediate remedial measures tosave people of rain affected areasfrom further inconvenience.

JAMMU, July 11: JusticeTashi Rabstan of J&K HighCourt has summoned theCommissioner/ SecretaryAgriculture ProductionDepartment M A Bukhari toappear in person in a contemptof court case filed against him inthe promotion case of over 900odd Agriculture officers.

The Court also directed theGovernment to stop the salary ofthe Commissioner/ SecretaryAgriculture ProductionDepartment for the month ofJuly 2015. The court granted thefinal opportunity to the respon-dents to implement the judgmentand gave three weeks time forclearing cases to theCommissioner/ Secretary, failingwhich he shall have to appear inperson before the Court.

Justice Rabstan furtherobserved that from the compli-ance report in pursuance to thedirections of June 2, 2015, it hasbeen noticed that the judgmentof the court has not been imple-mented in the letter and spirit,which amounts to contempt ofCourt. Advocate S K Shuklaappeared on behalf of the peti-tioners while Dy AG K S Charakfor the respondents.

The case pertains to the pro-motion of a large number ofineligible candidates, bypassingthe seniority of many otherdeserving officers. Over 900Agriculture officers and majori-ty of them from Jammu regionhave been affected with this pro-motion order challenged by theCourt. This promotion scandalsurfaced in 2008 after someineligible officers were promot-ed on adhoc basis, ignoring

recruitment and promotionrules. A Govt order No. 279-Agri of 2008, dated 7/10/2008was issued during the Governorrule in the backdrop of a courtjudgment passed in clubbedcases titled Karanjeet Singh andothers vs State, dated 19-2-2008. The court had directed tofill all the promotional posts inAgriculture Gazetted Serviceson substantive basis within aperiod of six months strictly asper recruitment rules of 1988.

As per Govt order nearly 900promotions were effected withthis. Almost 650 promoted offi-cers were from Jammu divisionwhile those who were enjoyinglucrative posts, prior to thisorder were from Kashmir divi-sion. Later, after taking over byGH Mir as new Minister, somepeople hatched a conspiracy toundo the Govt order No. 279 of2008. An inquiry was alsoordered in this regard. TheGazetted officers mostly fromJammu were awaiting promo-tions for the last two decades butthe initial of 2008 order waskept in abeyance and status quowas enforced vide Govt OrderNo. 14 of 2010 dated 29-10-2010, in deference to interimcourt order. The High Court inits final order maintained thatGovt Order No. 279-Agri of2008 should remain in force butformer Agriculture Ministercontinued to carry out pick andchoose policy in violation of theHigh Court orders. A large num-ber of retired officers are alsofacing hardships as their claims/gratuity/ arrears after retirementhave not been settled.

The meeting said that rail-way station, even after its opera-tion of one year, merely one reg-ular long distance train and oneor two weekly trains had so farbeen started.

The president said the PrimeMinister Narendra Modi whenlast year opened this railway sta-tion had announced there thatsix pairs of trains would chug onthis route on day 1st but due tocheap policies even instead ofspending of thousands of croresof peoples hard earned taxmoney on Katra Railway Station

and on this line not even a singletrain was extended even fromUdhampur wherefrom the dis-tance is merely of 20 minutesnor from Jammu and even thishad come to the public noticethat empty trains for cleaningand washing were being sentfrom Jammu to Katra after de-boarding pilgrims at Jammu dueto heavy rush of trains inJammu.

The meeting said that pil-grims were being forced to taketaxis, buses, etc from Jammu toKatra and back to take the sametrain which came empty uptoKatra for washing and cleaningonly, causing heavy loss to theGovernment exchequer viz-a-viz inconvenience to theVaishnodevi pilgrims.
