KLCH is commited to provide all necessary facilities from womb to tomb
The strategies of KLCH are as follow: 1. The provision of facilities for PWDs
is monitored from submission to completion of a project so as to ensure that the every issues at all levels are identified and solved accordingly.
2. To create an environment that are accessible to all.
3. Applying Universal Design in urban development towards creating accessible environment and thus creating a more efficient user-friendly for everyone to live, work and play

In Nov 2012, Malaysia has adopted the Ministerial Declaration on the Asian & Pacific Decade of Disabled Persons, 2013 – 2022 and the Incheon Strategy to Make the Rights Real for Persons with Disabilities in Asia and Pacific.

The government’s commitment in ensuring that the PWDs in the country are given their due
rights is reiterated through: Adoption of the Asian & Pacific Decade of Disabled Persons (1st decade: 1993 – 2002 & 2nd decade: 2003 – 2012); §signing of the Proclamation on the Full Participation and Equality of People with Disabilities in the Asia and Pacific Region on 16 May 1994. §Endorsement of the Biwako Millennium Framework for Action (BMF) Towards an Inclusive, Barrier-Free and Rights Based Society for People with Disabilities (2002) and Biwako Plus Five (2007); §Signing of the Convention on the Rights of the Child (CRC) in 1995 and is therefore fully committed to enforce Article 23 of the said Convention regarding the rights of children with disabilities. In December 2007, the PWDs Act 2008 was passed by the Parliament and came into force on 7 July 2008. •It is an Act that provides for the registration, protection, rehabilitation, development and well being of PWDs, the establishment of the National Council for PWDs, and for matters connected therewith. •The Act is aimed to ensure that the rights, interests and welfare of PWDs in the country are protected. •Drafted after taking into consideration all provisions provided under the United Nations Convention on the Rights of PWDs.
§Malaysia signed the Convention on 8 April 2008 and ratified it on 19 July 2010. In November 2012, Malaysia together with other member states of UN ESCAP has adopted the Ministerial Declaration on:
•the Asian & Pacific Decade of Disabled Persons, 2013 – 2022; and
•the Incheon Strategy to Make the Rights Real for Persons with Disabilities in Asia and Pacific.

An Act to provide for the registration, protection, rehabilitation, development and wellbeing of persons with disabilities, the establishment of the National Council for Persons with Disabilities.

as utility agencies in providing disabled-friendly environment

DEVELOPMENTAL APPLICATION PROCEDURES All new development in Kuala Lumpur are controlled under the issuance of Development Order (D.O.). Conditions applied in D.O. require that all development comply to MS 1184, MS 1331 and MS 1183. In addition to that, all the PSP (Submitting Principal Person) are required to sign an undertaking as follows: "... I certify that all the needs of persons with disabilities (PWDs) to be constructed / provided are in compliance with Malaysian Standard 1183, 1184 and Disability Act 2008. I accept full responsibility accordingly.
Kuala Lumpur City Hall organizing a seminar on Understanding Accessibility Statements of accessible Facilities for the Principal Submitting Person / Submitting Person which was officiated by HE.Datuk Seri Ahmad Phesal Haji Talib, Mayor of Kuala Lumpur on 8 May 2013 .The one day seminar was attended by over 200 participants from various government agencies and private sector agencies and associations, the purpose of the seminar was to create awareness among PSP / SP, developers, contractors and those involved in the construction industry to ensure that disabled access facilities are applied in all development projects. “in this seminar, participants will be given exposure to disabled friendly and easy access concept applications.
• Standardize the process of building control (including SOP), the role of local authorities and professional and related policy mechanisms to achieve compliance with the initial responsibility to strengthen the construction of the disabled Facilities

1. Impose Fine for abusing facilities for PWDs 2. To recruite 1% of employees of City Hall is PWDs; 123 out of 9223 are PWDs (29th March, 2012 )
3. PWDs friendly counter, train staff on sign language. 4. Accessible website and friendly to everyone. 5. Promoting accessible tourism 6. Barrier free for all KL pedestrian pathways network and Pedestrian bridges 7. Provision of 5% PWDs hawker in KLCH hawker centres while 3% is required on
private development with 50% discount for rental payments and license 8. Provision of 2% for PWDs units in Public Housing with a 50% discount for rental
payments. Upgrade the facilities for the disabled in all Public Housing KL 9. Impose requirement of disabled-friendly environment in the Development Order for new
development and all Building Approvals 10. The PSP (principal submiting person) to submit the Accessibility Statement, providing
disabled facilities as comply in MS1184, MS1331, MS1183 and all PSP should be responsible and 'accountable' to ensure the provision of facilities for the disabled is comply with all existing legislation
11. Universal Design material and its products as a part of standard price list (Schedules of rates)

MONITORING STAGE KLCH has established a special unit to focus on the requirements of disabled & Standards Building Innovation Unit (UIPB) in the Department of Town & Building Design (JRBB) in May 2010. •Ensuring the implementation of laws relating to disabled. All implementing departments in the KLCH shall always in compliance of Universal Design approach to implement all developments in Kuala Lumpur, Pilot projects are introduced as benchmark and references, Access audits for existing and new developments and Access Consultants (professionals/training) •This unit as the secretariat to advice and planning in KLCH; to liase, monitor and coordinates all infrastructure and utility providers in terms of planning, implementation and maintenance on facilities for PWD •To conduct workshop and training TOT -Training to provide a better skills at understanding the built-environment issues and manual for Access Audits the facilities for the PWDs •Public awareness programmes •To liason with PWDs to be involved in the planning and access audit •Monitoring and liason with others govt agencies and utilities authorities and NGO

At present KLCH has set a bench mark for all the other local authority. KLCH became the reference, resource persons for other local authorities in Malaysia, agencies various ministry namely Ministry Of Woman, Family And Community, Ministry Of Transport And Ministry Of Urban Wellbeing, Housing And Local Governtment and etc for their road shows in advocating the public. KLCH has being invited for various events and to diseminate the knowledge and sharing the experience. We had collaborating and jointly with various agencies to produce Manual access audit for all the local authorities in Malaysia and professionals and academicians.
Everytime KLCH conduct seminar, workshops and public engagement, we always learning new things, new approaches of problem solving. Every workshop will tailor, and customised to the needs of the different target group. The impact of workshop and seminar KLCH had created a lot of pilot projects toward of achieving accessibility in Kuala Lumpur for implementation. We get first hand input from PWDs on issues on accessibilities in Kuala Lumpur. It is also the platform for PWDs to voice out their problems, issues they accounter and faced in their daily live in KL. It is a platform for networking with various agencies from government and private sector.

Thus, efforts to create Accessible City for the urban population whilst to ensure a sustainable development require continuous and an endless commitment from the various level in the governments, NGO and the private sectors. KLCH desires to work closely with all various
organizations and individuals to materialize the success of the vision of KL structure plan 2020 towards a World Class City by year 2020.
These divine intentions to create Universal Design Environment can be achieved through vigorous and collaborative effort among all sectors to provide the PWDs the physical and infrastructure
facilities in the urban environment by integrating designs into the building interior, spaces between buildings, open spaces, parks and recreational areas, market places, school, public halls, the
roads/walkways and commercial spaces.
