Conclusion: Energy Efficiency obligations has kick started the market for energy services
EEO is a market based system where you will get the cheapest savings
If savings in the building envelope is the target – then part of the target could
be limited to these savings.
The deemed saving values are crucial – remember to set the right baseline
… or direct investments to activities by giving a higher savings.
EEO can not stand alone – needs to be complemented by a strong R&D
policy and support, norms, standards and other initiatives.
