Call for Public Hearing on 2014 Service Modifications Associated with DFWAirport LRT Extension

RECOMMENDATION

Approval of a resolution authorizing the President/Executive Director or his designee to call a publichearing on or about March 4, 2014 to receive public comments on proposed 2014 service

modifications associated with the extension of LRT service to DFW Airport.

COMMITTEE CONSIDERATIONS

. On December 10, 2013 the Planning Committee unanimously moved to forward this item to theJanuary 14, 2014 Committee-of-the-Whole for Initial Consideration.

FINANCIAL CONSIDERATIONS

. Funding for the proposed 2014 service modifications is included in service allocations within the

FY 2014 Operating Budget and the Expense line item of the FY 2014 Financial Plan.

BUSINESS PURPOSE

. This resolution will help DART achieve the Board Strategic Priority I: Strive to Exceed Customer Expectations, and; Priority II: Manage System Development and Maintain Infrastructure.

. This item covers the formal call for a Public Hearing for proposed 2014 service changesassociated with the extension of LRT service to DFW Airport. It does not include action on thechanges themselves, which would happen around April 2014 following public review and input.

. The precise implementation date for these changes has not yet been finalized. The opening of DFW LRT service was originally scheduled for December 2014. We are initiating the servicechange process early to allow for flexibility in setting a final opening date.

. This group of changes will focus on extended LRT service to DFW Airport and associatedmodifications to Routes 500 and 509, including route and schedule adjustments. Details on the

proposed changes are included in a separate Attachment 1.

. The 2014 modifications add to the hours, miles, and annual cost of rail service, but reduce busservice levels and cost.

LEGAL CONSIDERATIONS

Section 452.115 of the Texas Transportation Code requires DART to hold a public hearing on servicechanges involving 25 percent or more of the number of transit route miles of a transit route; or 25

percent or more of the transit revenue miles of a transit route, computed daily, for the day of the week for which the change is made; or the establishment of a new route.

ATTACHMENT: 2014 ROUTE DETAILS

2014 SERVICE CHANGES ASSOCIATED WITH DFW AIRPORT LRT EXTENSIONProposed Route and Schedule Modifications

Overview

2014 will bring the next step in the expansion of the DART light rail network. Trains will nowreach DFW Airport directly through a new Orange Line station at DFW adjacent to Terminal A.Beyond the additional station, Orange Line operations would remain relatively unchanged.

The extension of the Orange Line triggers two proposed bus route changes in the generalvicinity. Route 500 buses would no longer serve DFW or CentrePort Stations, but service on theinner part of the route near Belt Line Station would continue to operate, and the route would beextended into the Freeport area of Irving and the Cypress Waters development. Cypress Watersis a new and relatively large mixed-use development that is located within an isolated section ofthe City of Dallas surrounding North Lake.

Due to passenger requests and growing employment in the Freeport area, we are proposing toadd Saturday service for Route 509.

We are not proposing other significant changes at this time. The next round of service changes istentatively scheduled for March 2015.

Detailed descriptions and maps of the proposed changes follow:

Light Rail Service

Orange Line LRT Orange Line LRT service would be extended to DFW Airport Station fromthe current terminal at Belt Line Station. No change anticipated in current service frequencies orspan (hours of operation).

Bus Service Changes

500 Modify route to serve the Freeport area and the Cypress Waters Development; discontinueservice to DFW Terminal A and the CentrePort Rail Station on the TRE. Add service alongFreeport Pkwy. between SH-114 west service road and Esters Blvd., along Esters Blvd. betweenFreeport Pkwy. and Royal Ln., along Royal Ln. between Esters Blvd. and Royal Crossing, alongRoyal Crossing between Royal Ln. and Regent Blvd., along Regent Blvd. between RoyalCrossing and Belt Line Rd., along Belt Line Rd. between Regent Blvd. and Saintsbury St., alongSaintsbury St. between Belt Line Rd. and Cypress Waters Blvd., along Cypress Waters Blvd.

periods. Weekday buses would operate every 30 minutes during peak periods, every 40 minutesat other times, with service available between 5:00am and Midnight. Saturday and Sunday

service would operate every 30-40 minutes based upon the frequency of connecting train service,and would also operate between 5:00am and Midnight.

509 Add full Saturday service to the current Weekday-only schedule. Buses would operatehourly on Saturday between the hours of 6am and Midnight.
