2.10.1. General

iii) Coal Bunker(s)(a) Circular bunkers one for each mill shall be provided.(b) Total storage capacity of all bunkers for each unit shallcorresponding to 12 hours requirement under BMCR condition with worst coal firing. All bunkers shall be of equal capacity.

Bidder requests customer to accept Type Test Reports of GIS older than five (5) years also. Conduction of Type test in event of failure to meet five (5) years criteria shall attract huge cost and time and may impact project timelines. Also, there is no much variation in GIS Technology/Design over the past 10-15 years. Hence a Type Test Report older than 5-years shall also serve the purpose. Please accept. Further in view of the above Bidder also does not envisage to fill-up the Type test Charges against Schedule 8A & 8B.

Type Tests We understand that submission of valid reports of type tests conducted by parent company of GIS OEM having established GIS factory in India shall suffice. Please confirm.

----- ----- Bidder agrees to comply with Tender Specification requirements of Short Circuit Withstand Test mentioned at Vol-IV, Chapter-3, Sr No. 3.03.04 (Pg No. 6 of 42) which is as follows: "The thermal ability to withstand short circuit shall be demonstrated by Bidder by calculations. The dynamic ability to withstand short circuit shall be demonstrated (a) by tests or (b) by furnishing the test report of transformers supplied by the Bidder & detailed test calculation to prove dynamic short circuit withstand capability for the offered transformers."

In view of the above, Bidder does not envisage to fill-up the Short Circuit Test Charges against Schedule 8A & 8B.

The requirement of this clause and subsequent clarifications are limiting the number of qualified vendors. Short Circuit Withstand Test Customer has asked for Short Circuit test on Generator transformer. We request that Customer may please be asked to review their requirement and exclude this test because of following reasons:I) SC test is a special test and very costly also. Moreover, Transformer will be sent for short circuit testing to a laboratory which will require total period of 3 to 4 months, therefore total delivery time should be extended by 3 to 4 months for performing short circuit test.II) BHEL has excellent record of short circuit testing for various rating of Power transformers. Recently, 260 MVA, 22/420/Ö3 kV, 1-phase Generator transformer was successfully short circuit tested at NHPTL, Bina for NTPC Tanda project. Our design and facilities has well proven for Short circuit testing. Moreover, we shall furnish calculation for thermal withstand capability for short circuit for transformer during detail engineering.

One (1) linear actuator operated flap gate shall be provided todirect the material flow through the tripper’s two (2) way discharge chute to deliver coal either into Coal Bunker Slot opening or the tripper conveyor itself.

Discrapancy observed in referred clauses for traveling tripper dischargechute.Owner is requested to clarify the same.

Three way chute on tripper is not feasible/applicable for front mill arrangement where two streams of tripper conveyors are installed. This is inline with Jawaharpur project where M/s. Desein is the consultant and also in line with NTPC projects.

Also, in recent NTPC tenders also, it is mentioned that "In case of Front mill arrangement, the tripper shall have provision for dropping coal from conveyor onto one side of tripper to the bunker or back to the conveyor for the purpose of skipping intermediate bunkers."

While guaranteeing the auxiliary power consumption the bidder shallnecessarily include all continuously operating unit auxiliaries. The auxiliaries to be considered shall include but not be limited to the following:

(xxxv) Electrostatic Precipitator with all TR sets , all hopper heaters including wrap around heaters of adapters, if applicable & all insulator heaters/pent house fans (if applicable) of all ESP passes working and rapping system in normal operation. During the test all hopper heatersincluding wrap around heaters of adapters, if applicable & all insulatorheaters/pent house fans (if applicable)of all ESP passes will be in ONcondition and set point temperature shall be kept 5 degree Celsiusabove the flue gas temperature. (Refer Note 4 below).

Note-4:4. Method of Computation of Auxiliary Power consumption for ESP:-For guarantee purpose, total maximum continuous Auxiliary powerconsumption will be the power consumption of corona power (Excludingpower consumption by hopper heaters, insulator heaters, rappingsystem, ventilation fans etc.) of all fields of all passes of ESPs for oneunit. Corona power of TR sets will be computed at the input terminals ofthe TR sets when all ESP fields of all ESP passes are working and rapping system is in normal operation at the guarantee point condition as specified. The measurement for guaranteed auxiliary power consumption shall be carried out during ESP collection efficiency test. The method for computing the corona power shall be as described below:-.................

The referred clauses are amiguous and hence require clarification from Owner to bring all bidders at par.

The Performance test shall be carried out as per the agreed procedure. The PG test procedure including demonstration tests shall be submitted within 90 days of the date of Notification of Award and finalization of thePG test procedure shall be done within 180 days from the date of Notification of Award. After the conductance of Performance test, the contractor shall submit the test evaluation report of Performance test results to Employer promptly but not later than one month from the dateof conductance of Performance test. However, preliminary test reports shall be submitted to the Employer after completing each test run.

Bidder would like to inform CEA guidelines for "STANDARD TECHNICAL FEATURES OF BTG SYSTEM FOR SUPERCRITICAL 660/ 800 MW THERMAL UNITS" on Page no.25 of 61 under Clause 8.5.2 i) Sizing of Coal Pulveriser ( Attachment -1) mentions that "Number of Mills for each Steam Generator " Adequate to achieve 100% TMCR for all specified coal(s) and all operating conditions, but not less than six (6) mills for 660 MW unit and eight (8) mills for 800 MW unit. ". ,

However, it also mentions under Page no.26 of 61 under Clause 8.5.2 iii) "Sizing of Coal Pulveriser

"Maximum permissible mill loading for deciding mill capacity 90% or the mill loading achievable corresponding to the near worn out conditions of mill grinding rolls/balls/tyres etc. whichever is less. This condition shall be complied for the range of specified coals including the adequacy range of coals."

This requirement of Max 90% Mill Loading is also mentioned in NTPC Tender of Talcher (Attachment 2) wherein as stated by other Bidder, No.s of Mills have been reduced to minimum 7 in amendment.

Bidder would request SJVNL to allow the Bidder to follow the requirement of CEA Guideline for max permissibile Mill loading of 90% which is also inline with all NTPC Tenders including Talcher.

The number of mills shall beminimum 8 and the same may be arranged in the front or in sides or inrear.

Accepted that minimum Seven(7) no’s of coal pulverizers shallbe provided for each steamgenerator.

Bidder would like to draw Owner's kind attention to CEA’s guideline of Jul’13, which specifies minimum no. of mills as 6 for 660 MW plant. Only for 800 MW plants CEA recommends 8 nos. of mills.Further it may be noted that MHPS’ state of the art furnace design uses twin fire vortex configuration with tangential firing, wherein each mill caters to 8 burners per elevation. With this furnace design and with MHPS state of the art higher capacity mills, we meet the mill sizing criteria, without diluting the standby requirement, with 6 mills (min).

For a 6 mill configuration MHPS design provides 6x8=48 burners where as other bidders provide only 8x4=32 burners in a typical 8 mill configuration. Our design of twin vortex furnace permits the use of 6 mills configuration, even while maintaining lower heat loading per burner compared to our competitors. We are seriously handicapped & disadvantaged when minimum number of mills are specified as 8, requiring 8x8=64 burners in our case. The specification in the presentform is penalizing a bidder having superior technology by forcing him to provide 64 nos. of burners vis-a-vis 32 nos. of burners provided by competition.

NTPC has realised this anomaly & has accepted minimum 7 mills in Talcher project thereby setting right the disadvatage & bringing us at par with the competition andthereby providing a level playing field.

We are forced to bring up this issue once again for your kind intervention & dispensation, that the issue would be looked into in the right perspective and resolved. We would request amendment beissued at the earliest in this regard accepting atleast 7 mills inline with NTPC Tacher specifications (Please refer Appendix-3 To Enclosure-2 ), so that we can proceed with our proposal preparationfor a most competitive price bid.

It shall be demonstrate that the spray water flow of SH attemperation systemdoes not exceed 8% of main steam flow, at superheater outlet, while firing anycoal from within the range specified with HP heaters in service whilemaintaining the rated SH outlet steam temperature at all loads upto andincluding BMCR. It shall also be demonstrate that the RH temperature ismaintained at the rated value without any spray water requirement undernormal operating conditions.

Bidder would like to draw Owner's kind attention towards Clause 33.1.2/J, Ch-33, Volume-III (Page 3), where it is specified under layout requirement that Space provision shall be kept for installation of additional field of ESP. Further the ESP specification stipulates that the: • ESP is to be designed for BMCR, worst coal condition to limit PM(Particulate Matter) to <30 mg/Nm3 with one field in each pass of ESP out of service.• With all fields in service, Bidder must guarantee PM <17 mg/Nm3 atTMCR condition.

The technical specifications for ESP (Ch-1, Sec-3 of Vol-III) however does not specify any requirement of space provision for additional ESP field.

Additionally, the FGD installed at the downstream of ESP will also reduce PM and sufficient margin is already available in plant design to limit PM emission well below 30 mg/Nm3 at stack outlet specified in latest MOEF guideline.

Space provision for installation of additional field of ESP is not required. This also in line with the practice followed in all recent NTPC tenders like Talcher and Patratu.

Bidder therefore would request an amendment deleting this requirement, as the stated provision does not serve any purpose other than increasing the project cost.

Space provision shall be kept for installation of additional field of ESP.

Space provision is required in case the contractor is not meeting the tender requirement during the Performance testing, he shall add additional field. Also the coal quality changes in future, the additional field may be required.
