Total ash produced in the plant at about 85% PLF will be disposed in the form of slurry by pumping into the ash disposal pond. The dyke around the storage shall be planned to be constructed in stages. The starter dykes around the storage pond shall have total storage capacity to store ash produces in 4(four) years of plant life. Keeping safety in regards to highest flood level in the plant area, the top level of the starter dyke should be kept at 64.00 m levelThereafter, the raising the dykes shall be in stages of 3 metre effective heightincrease (top of dyke in lower phase to top of dyke in higher phase). ….For developing storage capacity, one storage lagoon for Fly Ash disposal of 9 years (as per MOEF notification) by High Concentration Slurry Disposal (HCSD) system with sedimentation basin and one storage lagoon for disposal of 9 years (as per latest MOEF notification) bottom ash by wet slurry disposal system with one overflow lagoon for storing decanted water from above storage lagoons will be constructed. Outer Dyke will be constructed in two phases. In first phase, dyke will be constructed upto + 64.0 m level using earth as main construction material & after this dyke is filled upto freeboard level, in phase-II, raising will be done using pond ash). Since fly ash can act as impervious liner, therefore no liner is required for HCSD lagoon. Only bottom ash lagoon shall be linedwith impervious liner. Further, to start with only about 30 acres of land in one of the bottom ash lagoon will be provided with impervious liner and balance part of the bottom ash lagoon shall be lined by spreading high concentrated fly ash during initial stage of slurry disposal. This will act as liner. Provision for the extension of HCSD pipes from HCSD lagoon to Bottom ash lagoon shall be kept during the initial phase of the HCSD disposal........

There is discrepancy in WAPCOS report for the location of the intake well and pump house in the various drawings. In the drawing BUXAR /2015-16/Topo-01 (Page 154 of 157), the location of the pump house is shown within the river almost at the mid location. (To be calculated as per clause 3.4 of this section)

Bidder proposes the 100% TMCR HR guarantee at design CW inlet temperature. This approach is suitable for EPC projects, where bidder is responsible for entire system/s requirements and as such boundary conditions shall be minimised. Please accept.

Bidder shall follow Tender Specification Refer to pt # 8 below

Bidder shall guarantee condenser pressure and the CW inlet temperature shall be 33 degC

2following correction curves for variation in Turbine Cycle Heat rate & Turbine Generator output to be furnished(e) Variation in condenser pressure for main condenser.

Bidder proposes correction for design CW inlet temperature in place of condenser pressure for Heat Rate guarantee. This approach is suitable for EPC projects, where bidder is responsible for entire system/s requirements and as such boundary conditions shall be minimised. Please accept.

Bidder shall follow Tender Specification Refer to pt # 8 below

The provision as per bidding specification shall prevail.

3(ii) Corrections Applicable for Condenser pressure Guarantee(a) Variation in Ambient Wet Bulb Temperature (WBT).(b) Variation in Ambient Relative Humidity (RH).

Bidder proposes correction for design CW inlet temperature in place of variation in WBT and RH for correction in condenser pressure applicable for Heat Rate guarantee. As clarified above, separate condenser pressure guarantee is not envisaged by bidder. Please accept.

Bidder shall follow Tender Specification Refer to pt # 8 below

The provision as per bidding specification shall prevail.

N. PERFORMANCE GUARANTEES

Bidder would like to clarify that for EPC projects where bidder is responsible for entire technical integration and performance of entire plant and in order to offer best optimised parameters, the temperature rise and cooling water flow should be decided by bidder. Please accept bidder's request to exclude the specified CW temperature rise and cooling water flow.

As per Tender Specification. Different margins are provided for the packages and hence the performance of Individualequipment as per system requirement is necessary.

Bidder understands that condenser design pressure should not be more than 77 mmHg, however CW temperature rise can be optimized to comply with above requirement.

The temperature rise and cooling water flow shall be decided by bidder.

(i) The total Instrument Air requirements shall be assessed by thefollowing guideline:Z = {2(A+B)+C+D} x [1+ (mw+ml)/100] where,A = Instrument Air requirement for SG & auxiliaries of each unit(continuous).B = Instrument Air requirement (continuous) for TG & auxiliaries ofeach unitC = Instrument Air requirement (continuous) for Water treatmentplant and other facilitiesD = Station C&I requirement (continuous).mw = Wear & tear margin (10%)ml = Leakage margin (10%)Z = Total Instrument Air requirement

Bidder understands that the total Instrument Air (IA) requirement (Z))calculated from the referred clause is for both the units and in order to arrive at the compressor capacity, the same needs to be divided by nos of working IA compressors ( i.e each compressor capacity= Z/2).Please confirm bidder's understanding. Also, IA requirement for SG and TG auxiliaries is doubled plus margin for wear and tear as well as leakage margin is added. This shall result in bulky design of service air compressor and increase in capital as well as operating cost of compressed air system. Hence, Bidder requests Owner to remove the margin for wear/tear and leakage.

Each compressor capacity= Z/2.

Bidder shall follow margins as specified in specification
