SHORTTERM INDIVIDUAL CONSULTANCY SELECTION (CALL FOR CVs): TO DEVELOP
EAST AFRICAN BIO-ECONOMY CONFERENCE WEBPAGE AND REGIONAL DATABASE
FOR AVAILABLE TECHNOLOGIES, FACILITIES, INNOVATIONS, PROJECTS AND
PROGRAMMES IN THE EAC REGION: Reference Number: EAC/ESTECO/RFPs/002(b)/2020.
1. EASTECO is inviting Individual Consultants from any of the EAC Partner States to submit
their CV and Financial Proposal for services above. The Terms of Reference defining the
minimum technical requirements for these services are attached as Annex 1 to this Request
for Expression of Interest.
2. Only Individual Consultants are eligible for this assignment provided that they fulfil
the following eligibility criteria:
a) They are not being bankrupt or wound up, are having their affairs administered by the courts,
have entered into arrangements with creditors, have suspended business activities, are being
subject of proceedings concerning those matters, or are being in any similar situations arising from a similar procedures provided for in the national legislation or regulations of Partner States;
b) They have not been convicted of offences concerning their professional conduct by a judgment
which haves the force of res judicata; (i.e. against which no appeal is possible); c) They have not been declared guilty of grave professional misconduct proven by any means
which EAC Secretariat can justify;
d) They have not fulfilled obligations related to the payments of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are
established or with those countries where the contract is to be performed;
e) They have not been the subject of a judgment which has the force of res judicata for fraud,
corruption, involvement in a criminal organisation or any other illegal activity detrimental to the EAC’s financial interests; or
f) They are not being currently subject to a penalty resulting from an Administrative Review.
3. Your Expression of Interest must be presented as per Standard Expression of Interest Forms attached as Annex 2 to this REOI in English language and be accompanied by copies of all the
indicated supporting documents. If the supporting documents are not in English, these shall be
accompanied by a certified translation into English.
4. The application MUST contain: Filled & signed application/cover letter; the Curriculum
Vitae (CV); copies of academic and professional certificates & testimonials; copies of
Contracts/Orders and the Official Referee letters and/or Completion certificates.

INSTRUCTIONS: Your proposal should be submitted as per the following instructions, and in accordance with the
Terms and Conditions of the Standard Contract for Individual Consultant attached separately in the website as Annex 3.
5. SELECTION CRITERIA 5.1 Preliminary/mandatory/Administrative evaluation criteria:
5.1.1. Signed and dated application with the consultancy’s subject and reference Number provided
above, addressed to the Executive Secretary, EASTECO. 5.1.2. Submission of a C.V., containing only the RELEVANT and DETAILED information to fulfil
requirements of Clauses 5.1 & 5.2 in the ToRs below.
5.1.3. Copies of RELEVANT academic and professional certificates and testimonials to fulfil requirements of Clauses 5.1 & 5.2 in the ToRs below.
5.1.4. At least two (2) Copies of Contracts or Orders for similar assignments and magnitude done
by the Consultant during the last 5 years, to fulfil requirements of Clauses 5.1 & 5.2 in the ToRs
below. 5.1.5. At least two (2) Official Referee letters OR two (2) Completion certificates from the Clients
under Clause 5.1.4. above. The Referee letters MUST be addressed to the Executive Secretary,
EASTECO. The Referee Letters or Completion Certificates should contain functional Contact person(s), addresses, emails and contacts of the said Clients.
5.1.6. Applications lacking any of the above items shall not be considered further.
5.2. Technical evaluation criteria:
5.2.1. At least a Bachelor’s degree in ICT or Computer sciences as required under Clause 5.1. of the
ToRs – 7 marks. A Master’s degree in the same areas will be an added advantage – 3 marks.
5.2.2. Solid understanding of the concepts of user experience, user interface design principles and
conceptual design – 10 marks.
5.2.3. Expert knowledge in HTML, CSS and JavaScript and Knowledge of Bootstrap, jQuery and AngularJS – 10 marks.
5.2.4. Knowledge of industry-standard design tools such as Adobe Photoshop, Illustrator and
Dreamweaver – 5 marks.
5.2.5. Knowledge of the Content Management System, particularly with respect to page template design, will be considered an asset – 5 marks.
5.2.6. Current Membership certificate (2019-2020) with a relevant Professional body/Association is
desirable – 5 marks.
5.2.7. At least 5 years RELEVANT general experience in graphic design and technical
implementation of user interfaces in a web-based environment and also the experiences/knowledge
to fulfil requirements of Clauses 5.1 & 5.2 in the ToRs below and which should be CLEARLY demonstrated in the C.V. to be submitted under Clause 5.1.2. above and also in copies of Contracts
or Orders under Clause 5.1.4. above – 10 marks.
5.2.8. Evidence of having carried out at least two (2) assignments of similar nature and magnitude
within the EAC region. This information MUST be contained in the Official Referee letters OR the

Certificates of Completion be submitted under Clause 5.1.5. above; attesting to Consultant’s
Successful completion of similar assignments – 45 marks.
5.2.9. Total possible marks = 100 marks.
5.2.10. The Minimum qualifying score shall be 70 marks out of the 100 marks.
5.2.11. An interview-cum-negotiation shall be held with the Highest Technical scoring Consultant.
During that session, the Consultant shall have to demonstrate possession of the skills stated under
Clause 5.3 above. Upon successful interview-cum-negotiation and in consideration of the available budget for this assignment, the Consultant shall be recommended for awarded the contract.
6. (i) PRICE: Besides the remuneration to be quoted for the Twelve two (22) in the ToRs
below, there shall be NO reimbursements for day-to-day operations like relocation allowances, meals, accommodation, air tickets, transportation, airtime, etc. Most of these costs may not be
incurred considering that most of the Consultant’s work will be VIRTUAL: because of the prevailing
global Covid-19 situation. But if any is necessary, the consultant should therefore include/embed such costs as part of the Unit cost for the man-days. The cost must include ALL the applicable taxes
in your jurisdiction and must be quoted in USD. The Commission shall facilitate linkages and
communication with stakeholders and any relevant information and records for effective and
efficient performance of this assignment.
(ii) Evaluation and Award of the Contract: Expressions of Interest determined to be formal and
technical compliant to the requirements will be evaluated by comparison of their prices. An Expression of Interest is considered compliant to the requirements if it fulfils the formal
requirements under the evaluation criteria Paragraph 5 above and has received minimum
70 points at the technical evaluation. The award will be made to the applicant who obtained
the highest technical score and submitted administrative and technical compliant Expression of Interest.
(iii) VALIDITY OF THE EXPRESSION OF INTEREST: Your Expression of Interest should
be valid for a period of calendar 120 days from the date for deadline for submission indicated in Paragraph 4 above.
7. The assignment is expected to commence immediately after the signing and issuance of the contract.
8. Additional request for information and clarifications can be request, no later than 2 working
days prior to deadline indicated, from the office and contacts indicated in paragraph 4 above. Any addendum or clarification from EASTECO concerning this bid shall be posted into the
Commission’s website, i.e….www.easteco.org…under procurement portal. Applicants
are therefore advised to be on constant look-out for any such additional information.

1.0 Background
1.1 East African Bio-Economy Conference Webpage
The East African Science and Technology Commission (EASTECO) has been established as a
semi-autonomous institution of the EAC by the 5th Extra-ordinary Summit of the EAC Heads of State held on 18th June 2007, in accordance with Chapter 16, Article 103 (a) of the Treaty on the
Establishment of the East African Community, where the Partner States undertook to promote
cooperation in the development of Science & Technology within the Community.
EASTECO, as part of a consortium of 5-institutions including: The African Technology Policy
Studies Network (ATPS), The Scinnovent Centre, Bio-Innovations (U) Ltd and Stockholm Environment Institute (SEI) Africa Centre have received funds from The BioInnovate Africa
Programme to develop Regional Bio-economy Strategy for Eastern Africa.
The overall development objective of the BiSEA project is to develop a regional innovation driven Bio-economy strategy and a policy agenda shared by the countries in the Eastern Africa Region
(EAC countries and Ethiopia). The Project that was launched in January 2019 involves a wide range
of stakeholders including government departments, industry, the academia, private sector entrepreneurs, practitioners in the various Bio-based sectors, and the broader public.
One of the planned outputs of the BiSEA project is to organize a regional and multidisciplinary Bio-economy forum and platform for generating knowledge and insights that could assist countries
to formulate and implement strategies and policies in support of Bio-economy development. In this
regard, BioInnovate Africa (BA) in collaboration with the East African Science and Technology
Commission (EASTECO), Ethiopian Ministry of Science and Innovation, and the consortium of partners on the Project “Developing an Innovation- Led Bio-economy Strategy for Eastern Africa
(BiSEA) are organizing the 1st Eastern Africa Bio-economy Conference and Bio-innovation
Exhibition in Addis Ababa, Ethiopia from 23rd to 25th Sept 2020 under the theme: Enhancing the
Economic Value of the Bio-economy in Eastern African. The goal is to contribute to achieving
an inclusive and sustainable Bio-economy for Eastern Africa.
The Eastern Africa Bio-economy conference will provide opportunity for scientists, technologists and innovators from the academia, public and private sector to share their research, innovations and
experiences for the advancement of knowledge of Bio-economy in Africa as well as facilitate
dialogue on the appropriate enabling environment to foster the development of a sustainable Bio-economy. The Bio-economy conference will also showcase Bio-innovations that will allow us to
harness a new range of opportunities that are available to Eastern Africa in a fast changing global
economy.
The conference is expected to contribute to aiding the implementation of important African policies
and initiatives, especially the Innovation-led Bio-economy Strategy for Eastern Africa through
facilitation of dialogue on the appropriate enabling environment to foster the development of a sustainable Bio-economy.

1.2 Regional Database on Regional Available Technologies, Facilities, Innovations,
Projects and Programmes in the EAC Region
The Sectoral Council on Trade, Industry, Finance and Investment (SCTIFI), during its meeting held on 22nd May 2015, directed the Secretariat to develop a regional programme and establish a
regional Centre for Adaptation & Transfer of Manufacturing & Industrial Technologies (CATMIT).
In that regard EASTECO mobilized the Industrial Research and Technology Organizations (RTOs) to sign the Memorandum of Understanding (MOU) for cooperation. Pursuant to the SCTIFI
directives, the Secretariat in partnership with EASTECO entered into MoU with Research and
Technological Organisations (RTOs) and National Councils/Commissions of Science, Technology and Innovation to enhance, adapt and transfer of manufacturing & industrial technologies in EAC
region In this respect, the UNIDO team and EAC delegation agreed to build a road map for the
establishment of the EAC Centre for Adaptation and Transfer of Manufacturing and Industrial
Technologies (CATMIT) with lessons learned from the UNIDO-ICAMT experiences. A regional baseline study was conducted and the findings were reported to the Sectoral Council on Trade,
Industry, Finance and Investment (SCTIFI) during meeting of 19th November 2013, which then
directed the Secretariat to undertake an assessment of the feasibility of the establishment of a regional Centre for Adaptation & Transfer of Manufacturing & Industrial Technologies (CATMIT)
in 2014. The assessment identified the need for such a Centres and proposed setting up of a centre
to address the challenges of commercialization of research and innovation ideas among other
reasons aimed at promoting technology acquisition and adaption.
EASTECO thereafter organized and supported a technical working group of Industrial Research
and Technology Organizations and national councils of science, technology and innovation to sign an MOU on establishment of an EAC Network of Industrial Technologies and Research
Organization (EANITRO). The MoU activities include among others, the development of the
database on the available technologies, facilities, Innovations, Projects and Programmes and developing a regional programmes of Research and Technology Organizations (RTOs).
2.0 Objectives
2.1 Goal
The general objectives of this assignment is to develop an East African Bio-economy Conference
Webpage and regional database for available technologies, facilities, innovations, projects and programmes in the EAC region.
2.2 Specific objectives i. To develop and launch the East African Bio-economy Conference Webpage;
ii. To develop and commission a regional database for available technologies, facilities,
innovations, projects and programmes in the EAC region.
3.0 Tasks
3.1 East African Bio-Economy Conference Webpage
i. Submit an inception report with detailed work plan and schedule of tasks and corresponding deliverables;
ii. Develop the user-friendly (both the front and back end) design, layout, structure, all
including strong visual language and a responsive design for the webpage by following an
iterative development process with the involvement and support of the EASTECO and BiSEA Partners.
iii. Present a proposed plan for implementation of webpage.
iv. Consult with conference organizers on webpage requirements and detailed features in the TOR for organizing the 1st Eastern Africa Conference on Bio-economy.

v. Deliver a basic webpage that will provide information about Bio-economy conference,
updates on its activities, information on partners and key stakeholders.
vi. The webpage should allow access to information such as reports, press releases, events
updates and access to newsletter vii. The web site should be based on the following technologies and features:

3.2 Regional Database for Available Technologies, Facilities, Innovations, Projects and
Programmes in the EAC Region
i. Submit an inception report with detailed work plan and schedule of tasks and corresponding
deliverables. The report should also indicate the detailed RTO database detailed requirements definition and system Architectural design
ii. Review the regional and global database portals existing and provide an assessment report;
iii. Develop the RTOs database portal with the following Platform Quality Requirements;
Usability/Friendliness: The amount of effort required to learn how to use THE
PLATFORM should be short for even IT-illiterate people.
Integrity: THE PLATFORM should not significantly affect the operation of other
existing software.
Reliability: THE PLATFORM should not fail in execution.
Efficiency: THE PLATFORM should make effective use of available resources i.e.
bandwidth, storage space, processing power, Memory and should execute command
as per desired timing requirements.
Security: THE PLATFORM should not cause vulnerability to data / hardware.
Proper controls such as encryption and access control management must be
implemented to keep data secure from internal and external threats. Backdoors will
not be allowed!
Safety: THE PLATFORM should not in any way be hazardous to the environment
and/or life.
Maintainability: Maintenance of THE PLATFORM should be easy.
Flexibility: Changes in THE PLATFORM should be easy to make.
Extensibility: It should be easy to increase or reduce the functions performed by
THE PLATFORM.
Scalability: It should be easy to upgrade THE PLATFORM for more work (or for
more number of users).
Testability: Testing THE PLATFORM functional conformance should be easy.
Modularity: THE PLATFORM should be a construct of separate independent
modules that can be modified and tested separately.
Interoperability: THE PLATFORM should be able to exchange information with
other existing applications and the regulatory agencies and make use of information
transparently.
Reusability: THE PLATFORM code should be reusable.
Portability: THE PLATFORM should be able to perform exactly the same functions
across all environments and platforms i.e. Windows, Linux, Mac on desktop and mobile gadgets.

iv. Development of the home web page that will consist of general introductory information

4.2 Responsibilities of the Consultant
Responsibilities of the Consultant will include: (i) preparation of the program of work; (ii)
ascertaining the work is carried out in a professional and ethical manner and to the required
standards; (iii) holding discussions and consultations with the Client (EASTECO), RTOs and
BiSEA Partners in EAC region.
4.3 Responsibilities of the Client
Responsibilities of the Client (EASTECO) will include:
(i) provision of relevant reports, data and documentation for the assignment as and where
available – however the Consultant has the ultimate responsibility for collecting the required data and documentation which cannot be made availed by the Client;
(ii) linkage with relevant RTOs and BiSEA partners and stakeholders
(iii) Making comments on work progress, collection of comments from other stakeholders and submission of all the comments to the Consultant.
(iv) Facilitate meetings with relevant partners and Stakeholders.
The EASTECO Secretariat is responsible for ensuring that the Consultant performs his/her duties in an efficient manner. The consultant shall be responsible to the Executive Secretary of the
EASTECO on a day to day basis. The day-to-day assignment and contact will be managed through
the Principal Officer, Innovation, technology acquisition and development (POITAD), to whom the consultant will report directly. The Secretariat will assist in making appointments with partners and
stakeholders for meetings, the workshop and all other undertakings relevant to this consultancy.
5.0 QUALIFICATIONS
5.1 Education and Work Experience Bachelor’s degree in ICT or Computer Sciences. A Master’s degree in the same areas will be an
added advantage. Candidates should demonstrate their qualifications and proven experience in
graphic design and technical implementation of user interfaces in a web-based environment. Candidates should provide a portfolio containing examples of their achievements.
5.2 Technical Skills and Expertise i. Solid understanding of the concepts of user experience, user interface design principles and
conceptual design.
ii. Expert knowledge in HTML, CSS and JavaScript.

5.3 Core Competencies

vi. Technological Awareness – Expert knowledge in the field of web design and user experience. vii. Commitment to Continuous Learning – Willingness to keep abreast of new developments in
the field of expertise.
6. CONTRACT DURATION & LOCATION: The assignment will be carried in Twelve two (22) spread over two months, expected to begin in
July 2020. The Consultant will be based at their own work station and shall work virtually in
consultation with EASTECO.
7. PAYMENT SCHEDULE:
7.1. – 50% of contract value: upon successful Pilot test the database online portal prototype
with data and Present the pilot RTO database online portal to RTOs and EASTECO staff.
7.2. - 50% of the contract value: upon successful handover of the functional Bio-economy
Observatory online portal.

a) They are being bankrupt or wound up, are having their affairs administered by the courts, have
entered into arrangements with creditors, have suspended business activities, are being subject of proceedings concerning those matters, or are being in any similar situations arising from a similar
procedures provided for in the national legislation or regulations of the EAC member states;
b) They have been convicted of offences concerning their professional conduct by a judgment which haves the force of res judicata; (i.e. against which no appeal is possible);
c) They have been declared guilty of grave professional misconduct proven by any means which
EASTECO can justify; d) They have not fulfilled obligations related to the payments of social security contributions or the
payment of taxes in accordance with the legal provisions of the country in which they are established
or with those countries where the contract is to be performed;
e) They have been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity detrimental to the EASTECO
financial interests; or
f) They are being currently subject to an administrative penalty.
I confirm that I am not in any of the situations described above, and I hereby declare that at any point
in time, at the EASTECO’s request, I will provide certified copies of documents to prove that I do not follow
in any of the situation described above. I am aware that the penalties set out in the EAC Procurement Policy
may be applied in the case of a false declaration, should the contract be awarded to me. My proposal is binding upon me for the period indicated in the Paragraph 9(iii) of the Request for Expression of Interest. I undertake,
if our Proposal is accepted, to initiate the consulting services related to the assignment not later than the date
indicated in Paragraph 10 of the Request for Expression of Interest, and to be available for the entire duration the contract as specified in the Terms of Reference.

NOTE: Besides the remuneration to be quoted for the Twelve two (22) man-days in the ToRs below, there shall be
NO reimbursements for day-to-day operations like relocation allowances, meals, accommodation, air tickets, transportation, airtime, etc. Most of these costs may not be incurred considering that most of the Consultant’s

linkages and communication with stakeholders and any relevant information and records for effective and
efficient performance of this assignment. But if any is necessary, the consultant should therefore include/embed such costs as part of the Unit cost for the man-days. The cost must include ALL the applicable
taxes in your jurisdiction and must be quoted in USD. The validity period of the applications should be 120
