BACKGROUND: At the January 4, 2011 Business meeting, the Board reviewed nine alternative redistricting plans that had been created by staff. During the meeting, the Board went into a Committee of Whole discussion, during which there were Board comments and questions for staff regarding the redistricting process, the nine presented redistricting plans and the subject of dividing precincts. After coming out the Committee of the Whole, the Board voted 9-0 to instruct the Electoral Board to pursue the precinct divisions focused on the previously identified thirteen precincts (see Attachment 1) as part of the redistricting process and to provide an update to the Board of Supervisors at the next Committee of the Whole meeting on the process and timeline. Later during the Business Meeting it was announced that the next Committee of Whole discussion would occur on January 19th. In order to provide sufficient time for analysis, consideration, and discussion, the Board requested that the community and interested parties submit redistricting plans to the Board by close of business on January 28th, although it is recognized that proposed plans may be submitted at any time up until the final plan is approved by the Board. The Board also indicated that, at the February 1st Business Meeting, the Board would provide direction to staff as to which plans to pursue and that plans would be sent to Public Hearing on March 7th. Staff was asked to publicize information about the public submittal of plans.

Since that time, staff has informed the General Registrar and the Electoral Board about the Board’s direction and has extended the invitation to attend the January 19th meeting, as well as

all future Board discussions on redistricting. In terms of the public submittal of plans, staff has issued a press release, posted information on the County’s website and placed newspaper advertisements with the information. The community has been encouraged to submit plans on or before January 28th and has been informed that proposals and comments will be accepted at any time until the Board takes action on a redistricting plan.

In response to many questions from Board members regarding the division of precincts, the County Administrator and County Attorney have issued a memo to the Board on the subject (a copy of this memo is provided in Attachment 2). Due to the time constraint the Board is under to approve a reapportionment plan, staff continues to recommend that the Board consider any precinct changes after the reapportionment process is completed. Given the challenges of pursuing both reapportionment and precinct changes at the same time, the Board may want to discuss and decide upon the extent to which precinct divisions will be considered as a part of this redistricting process.

Alternative Redistricting Plans Attached are the nine staff plans (Attachment 3) that were submitted to the Board on January 4th, as well as the two plans (Attachment 4) distributed by Supervisor Burton at that meeting. The “Communities of Interest/Major Subdivisions” map (Attachment 5) is also provided as a point of reference. Staff has made some changes to the redistricting alternative plans which should assist the Board in their review:

• The color of district #2 in the eastern end of the county has been modified so that the proposed districts in that area are more easily distinguished.

• The orange lines that depicted the current districts have been removed from each map so that they do not distract from the colors of the proposed districts. A map of the current election districts is provided in Attachment 6 as a point of reference.

• For each alternative, staff has included the precincts related to each proposed district. A current precinct map is provided as Attachment 7.

During the January 4th discussion, some Board members expressed an interest in keeping the area north of Route 7 together as much as possible. Total population of the area north of Route 7 and east of Route 28 is estimated to be 43,847, which is 21% above the balanced estimated population of 36,284. During this discussion, interest was expressed in a plan that keeps the Cascades and Lowe’s Island communities together. Staff Plans # 2, 6, and 7, as well as Burton Plan #4 accomplish this. The following concepts were also discussed on January 4th and the corporate Board may want to provide direction to staff as to whether to produce a plan or plans that:

• Excludes Washington-Dulles Airport from a district, viewing only areas outside of the airport property in terms of contiguity. To achieve this, it may be necessary to divide at least one precinct.

• Follow the boundaries of the Town of Leesburg exactly. To achieve this, it will be necessary to divide and possibly merge precincts.

The Board may want to approach their discussion by viewing the County in segments – the eastern end, the western end, the southern portion of the County and the Town of Leesburg, looking at each segment of the County as it is portrayed differently in these draft alternatives. The Board may also want to consider elimination of some presented alternatives in their entirety if not viable for further consideration. Next Steps The Board also indicated that, at the February 1st Business Meeting, the Board would provide direction to staff as to which plans to pursue and the Board has indicated that plans would be sent to Public Hearing on March 7th. Census data is expected to be released in early to mid February and it will take some time to load the data to the county’s systems and to apply the data to alternatives still under consideration. The Board should be aware it is possible that plans sent to public hearing on March 7th may not yet be based on Census data. It is anticipated that the final plan and ordinance would come back to the Board in April for adoption with subsequent submittal to the Department of Justice for pre-clearance review. ATTACHMENTS:

We are requesting that these changes be completed during the redistricting process as other changes will be occurring potentially at all levels (federal, state and local). Making the changes in conjunction with redistricting will hopefully lessen any voter confusion.

Also, in an effort to make voting more convenient and less difficult for some of our elderly population, we propose making Leisure World, Ashby Ponds and Falcons Landing polling places. The voters would be somewhat limited to only the residents of these facilities. These would be the splits for 604 Sugarland North (Falcons Landing) and 815 Belmont Ridge (Leisure World) listed above. We also would like to revisit the previous division of the 107 Little River precinct and possibly move some of the voters back. More voters were moved to the new 114 Dulles South precinct when the split took place before the precinct freeze. The Little River precinct now has 1,436 registered voters and the Dulles South Precinct has 3,476 voters. Some voters have called because the new polling place selected is further away. Some consideration might be given to finding a facility a little closer to the actual precinct boundaries for the convenience of the voters. As towns consider moving elections from May to November, we would like to rework the precincts within the Town of Leesburg to include only town voters. This will make running town elections in November less of a challenge for our election officers. Making the changes even if the town does not change the election date would not have any negative impact. There are only four (4) precincts that currently have both town and county voters. They are as follows:

Highlights 

The area east of Rt. 28 becomes two, rather than three districts, with the exception of precinct 110. 

District #8 covers much of the current Blue Ridge district, while expanding east into the transition 

and suburban policy areas. 

The planned Metrorail corridor outside of Dulles Airport is all part of district #3. 

Districts #1, #2, and #6 cover the areas of current districts, along with additional areas. 

Districts #6, #7, and #8 cover the rural, transition, and suburban policy areas. 

Individual Communities 

Large communities that are completely within one district include: Ashburn Farm, Ashburn Village, 

Belmont, Broadlands, Cascades/Lowes Island, Cascades/Potomac Lakes, Countryside, Kirkpatrick 

Farms, Lansdowne, Loudoun Valley Estates, River Creek, South Riding, Stone Ridge, and Sugarland 

Run. 

Sterling Park is in district #1, with the exception of a small southwest portion in district #2.  Precincts 

cannot be modified to accommodate due to the population size of district #1. 

Brambleton is in district #4, with the exception of approximately 700 existing or to‐be‐built 

townhomes at the northeast corner of Belmont Ridge Road and Ryan Road in district #3. Precincts 

cannot be modified to accommodate. 

Potomac Station is in districts #5 and #7.  The dividing line between the two districts is the Town of 

Leesburg boundary.   

The entirety of Lansdowne, River Creek, and Ashburn Village are in district #5. 

South Riding, Loudoun Valley Estates, and the majority of Brambleton are in district #4. 

Towns 

If the Board adopted guideline of using existing precinct boundaries is followed, the Town of 

Leesburg cannot be in one district. The Town of Leesburg is in two districts in this plan. 

Other than the Town of Leesburg, most of the incorporated towns are within one district. 

Purcellville does have two households in district #7. 

Proposed election district boundaries follow the town boundaries of Leesburg and Purcellville, 

raising the possibility that an annexation could lead town residents to be in an additional election 

district.

Highlights 

This plan provides a different option for the configuration of districts east of Rt. 28.  Plan #1 

combines the current Sterling District with Cascades/Lowes Island, whereas Plan #2 combines the 

Sterling District with much of the Sugarland Run subdivision. 

Plan #2 shows the second of four presented configurations for the boundary between districts #7 

and #8.  Plan #1 has the Town of Hamilton in district #7 and the Town of Hillsboro in district #8, 

whereas Plan #2 is the reverse. 

Districts #1, #2, and #6 cover the areas of current districts, along with additional areas. 

Districts #6, #7, and #8 cover the rural, transition, and suburban policy areas. 

Individual Communities 

Large communities that are completely within one district include: Ashburn Farm, Ashburn Village, 

Belmont, Broadlands, Cascades/Lowes Island, Cascades/Potomac Lakes, Countryside, Kirkpatrick 

Farms, Lansdowne, Loudoun Valley Estates, River Creek, South Riding, and Stone Ridge. 

Sterling Park is in district #1, with the exception of a small southwest portion in district #2.  Precinct 

211 and adjacent precincts could be modified to allow all of Sterling Park to be in one district. 

Most of Sugarland Run is in districts #1, with approximately 330 homes along the north side of 

Sugarland Run Drive in district #2.  Precincts cannot be modified to accommodate.  

Brambleton is in district #4, with the exception of approximately 700 existing or to‐be‐built 

townhomes at the northeast corner of Belmont Ridge Road and Ryan Road in district #3. Precincts 

cannot be modified to accommodate. 

 

Towns
