I. After a quorum was established, the regular meeting was called to order by President Linda Hinders.

II. The Board entered into closed session under Texas Government Code Section 551.071, 551.072 and 551.074 at 6:18 p.m. and reconvened at 7:00 p.m. for action related to the items discussed.

III. April McDaniel presented students for recognition:

Canyon High School has four students who have been recognized in the National Merit Scholarship program. Bailey DeBerry, Madeleine Hansen, Landon Work, and Macy Wright.

The Canyon High School girls cross country team repeated another successful year at the state meet in Round Rock and finished 7th to complete the year. The Canyon High School boys cross country team had a great season this year placing first at many of their meets including regionals, and to complete the season they placed finished 10th at the state meet. Individually, Treet Allison finished 37th as the lead runner for CHS with a time of 16:45. IV. Motion by Mr. Murphy, seconded by Mrs. Wiegand to approve the October 6, 2014 and October 20, 2014 minutes as presented. Motion carried unanimously.

V. President Linda Hinders appointed the Board Audit Committee – Katharyn Wiegand is chairman, Sam Spradlin and Linda Hinders.

VI. Mr. Wartes shared enrollment for today as 9397.

VII. Mr. Wartes shared the holiday schedule for Thanksgiving. School will be closed November 26, 27, and 28. School will release early on Tuesday, December 23. December 24-January 2 will be the CISD Christmas break.

VIII. Board Meeting Dates include:December 15January 12January 26February 9March 9

IX. Motion by Mrs. Wiegand, seconded by Mr. Cobb to accept the application from Chermac with the $75,000 application fee and authorize Underwood Law Firm to proceed with the process of filing the application with the State Comptroller’s Office, consult for a school finance impact study, and enter into

contract negotiations with the company on behalf of the district. Motion carried with a 6 votes yes and 1 abstention by Randy Darnell due to conflict of interest.

X. Motion by Mr. Spradlin, seconded by Mr. Darnell to approve the Order as presented, authorizing the issuance and sale of Canyon Independent School District Unlimited Tax Refunding Bonds, Series 2014, according to the established refunding parameters and authorizing the administration to execute on behalf of the district the bond refunding and other provisions relating thereto. Motion carried unanimously.

XI. Randy McDowell presented a Public Hearing regarding the 2014 FIRST Management Report. The rating was Superior Achievement. No comments from the public.

XII. Christie Volmer gave a report on the status of highly qualified teachers in Canyon ISD. Once again, the status was reported as 100%.

XIII. Robyn Cranmer reviewed the District and Campus performance objectives.

XIV. Motion by Mrs. Girard, seconded by Mr. Murphy to approve monthly financials for September 2014 as presented. Motion carried unanimously.

XV. Motion by Mrs. Wiegand, seconded by Mr. Darnell to approve budget amendment as presented. Motion carried unanimously.

XVI. Motion by Mr. Murphy, seconded by Mr. Cobb to approve resolution regarding investment policy, investment strategies and investment training providers. Motion carried unanimously.

XVII. Randy McDowell reported that the Texas Department of Agriculture audit report indicated a perfect audit.

XVIII. Motion by Mr. Darnell, seconded by Mrs. Wiegand to approve J.D. Ragland and Amy Wagner as adjunct staff members. Motion carried unanimously.

XIX. The board discussed the proposed 2015-2016 school calendar.

XX. Motion by Mr. Spradlin, seconded by Mrs. Girard to accept the following donations with gratitude in accordance with board policy: $31,253.91 from Education Foundation of Canyon ISD for grants to

teachers, recipients to be announced in the near future $31,575 from Randall Raider Club program ad sales for RHS Sports

XXI. Motion by Mrs. Wiegand, seconded by Mr. Murphy to accept the administrative recommendation to employ Kelli Frock and Ashley Roberson for the 2014-15 school year, with compensation as determined by local salary schedule and subject to assignment by the superintendent. Motion carried unanimously.

XXII. Motion by Mr. Darnell, seconded by Mr. Cobb to authorize the superintendent to execute the settlement agreement or the offer of settlement for Special Education Due Process Hearing number 028-SE-0914 according to the terms presented to the board. Motion carried unanimously.

XXIII. The Board held a Board Facility and Growth workshop.

XXIV. There being no further business, the meeting was adjourned at 10:40 p.m.
