Indigenous Peoples The richness of the culture, tradition and arts of the indigenous peoples of the Philippines portrays the ingenuity of the Filipino culture. Many of the indigenous peoples in the country today were able to pass on to the budding generations the colorful, elaborate and unique traditions, institutions and cultural practices. Many are undergoing rapid and dramatic social and cultural changes. These cultures and traditions provide a substantial link to the history of the Pearl of the Orient. It is therefore very important that we—the Filipino People— should help in preserving the richness of their culture. Their rich heritage is also ours. The intricately woven fabrics, the songs, chants and dances which narrate the story of our ancestors and the distinct way of life they tried to preserve contribute what Dayaw is all about. It’s high time to make a shift in paradigm to re-focus our view on the indigenous cultural communities. Participating in the Dayaw Festival are 440 ethnic groups scattered in the different parts of the archipelago. Dayaw will showcase their rituals, performing arts, cuisines, games, crafts and others. This year, Dayaw aims to celebrate the cultures of the Filipino people by “understanding the commonalities of the various indigenous peoples.” It also aims to “strengthen/broaden the awareness, appreciation and pride of all Filipinos for our own traditional culture in the context of cross-cultural interactions in a global society. Last September 29, 2011, President Benigno S. Aquino III released Memorandum Circular No. 22 directing all national government agencies and local government units in the country to extend full support and encourage their constituents to participate in the celebration. More than a celebration of culture and heritage, Dayaw 2011 is a commitment to recognize the contributions of our fellow indigenous brothers and sisters in the forging and strengthening of our national identity and their active roles in the conservation of the environment and its resources. It also aspires to cultivate a mindset that is more respectful towards diversity and integrity of the indigenous peoples and their practices, to dispel the negative stereotyping and to develop a kind of appreciation that doesn’t promote exotification or to view indigenous peoples as “others,” or as a mere decorations in cultural programs. The NCCA believed this is a good avenue to highlight the commonalities of the cultures and traditions of the indigenous peoples stating that the “survival of the indigenous peoples is the key to the survival of the Filipino Nations.” With the theme “Paghabi ng Ating Pagkakatulad Tungo sa Kapayapaan” (Interweaving Our Commonalities Towards Peace), the festival features many components such as Tanghalang Makulay (a ritual and performing arts festival), Salu-salong Sarap (a food festival), Mga Habi ng Panaginip (an arts and crafts exhibit, focusing on basketry, textile and mat weaving), Sama- sama sa Tuwa (games/sports), and Usapang Dangal at Likhang Paghayag (forum and creative workshop on peace and unity). The Energy Park in Barangay Apokon will be the main venue of the festival. Outreach programs will also be held in Davao City and some towns in the provinces of Davao del Norte and Compostela Valley. Taking the lead of the preparation of Dayaw is the Tagum City Tourism Council headed by its President, Mrs. Alma L. Uy. The celebration is in consonance with Presidential Proclamation 1906, declaring October as National Indigenous Peoples’ Month. The NCCA has been holding major festivals for several years now in Luzon, Visayas and Mindanao.

Indigenous Peoples

Piolo Pascual champions IP rights In its bid to advance the cause of the indigenous peoples in the Philippines, the National Commission for the Culture and the Arts had announced that TV and Movie Actor Piolo Pascual is the offical ambassador of this year’s Dayaw Festival. The festival focuses the spotlight on the country’s indigenous peoples, celebrating their arts and ways of life, discussing important issues and making more people aware of the richness and importance of indigenous cultures.

Dayaw will showcase their rituals, performing arts, cuisines, games, crafts and others. This year, Dayaw aims to celebrate the cultures of the Filipino people by “understanding the commonalities of the various indigenous peoples.” It also aims to “strengthen/broaden the awareness, appreciation and pride of all Filipinos for our own traditional culture in the context of cross-cultural interactions in a global society.

For the first time in Dayaw history, web-based journalism has been infused to give blow-by-blow accounts for all things about the festival.

Through the use of a blogging platform, information ranging from the program to the enriching forum will be posted online through www.tagumdayaw.blogspot.com, maintained and operated by the City Information Office of Tagum.

It will be integrated to popular social media sites such as facebook and twitter which are good venues for the public, especially the youth, to appreciate the events unfolding during the three-day festival.

The public can access the facebook fan page of the festival through typing “Dayaw This will also be a platform wherein the public can post their thoughts and comments about the diversity of the arts and culture of the indigenous peoples of the Philippines.

The Declaration on the Rights of Indigenous Peoples was adopted by the United Nations General Assembly during its 62nd session at UN Headquarters in New York City on 13 September 2007. While as a General Assembly Declaration it is not a legally binding instrument under international law, according to a UN press release, it does “represent the dynamic development of international legal norms and it reflects the commitment of the UN’s member states to move in certain directions”; the UN describes it as setting “an important standard for the treatment of indigenous peoples that will undoubtedly be a significant tool towards eliminating human rights violations against the planet’s 370 million indigenous people and assisting them in combating discrimination and marginalisation. The Declaration sets out the individual and collective rights of indigenous peoples, as well as their rights to culture, identity, language, employment, health, education and other issues. It also “emphasizes the rights of indigenous peoples to maintain and strengthen their own institutions, cultures and traditions, and to pursue their development in keeping with their own needs and aspirations”. It “prohibits discrimination against indigenous peoples”, and it “promotes their full and effective participation in all matters that concern them and their right to remain distinct and to pursue their own visions of economic and social development.

Sa inyong lahat mga kaisang lahing Pinoy!

Napakamakahulugan ng pagtitipon nating mga katutubong magkakapatid mula sa iba’t ibang bayan ng ating sangkapuluan. Ang Dayaw 2011 ay isang dakilang pagdiriwang na nagbibigay-diin sa ang ating pagkakatulad. Gayong sa paunang tanaw ay mistulang ang ating kanya-kanyang kulturang lokal ay magkakaiba, sa malalimang pagpapahalaga at pagunawa, ating matatanto na tayo ay may pagkakatulad at nagtatagpo-tagpo sa pagbuo ng ating kasaysayang pambansa.

Nagkakaisa tayo sa paniwalang ang ating buhay ay umiinog sa daloy nga panahon na gabay ng kapangyarihan ng kalikasan at mga puwersang hindi man natin nakikita ay nararamdaman. Binibigyan natin ng halaga ang paggalang sa ating mga ninuno na sumakabilang buhay ngunit nagbibigay pa rin ng payo sa pamamagitan ng panaginip o mga mahiwagang pagpaparamdam. Nagkakatulad tayo sa pagmamahal sa mag-anak at mga kamag-anak. Ganundin sa pagkakaroon ng mga paraan ng pagsamba’t panalangin, pagpagaling sa mga maysakit at mga anyo ng pagsasaya sa pamamagitan ng piging na alay ang espesyal na pagkain, awit at sayaw, pagtatanghal at mga laro. Sa pang-araw araw na gamit tayo ay lumilikha ng masining na gawang kamay tulad ng mga banig, mga sisidlan, mga telang mula sa damo at sa kung anu-ano pang mga tanim na tubo sa ating lupa. Sa pakikipag-ugnay naman, tayong lahat ay may mga pamamaraan na marangal sa ligawan man o sa mga pagkakataong pakiki-isa sa kapwa.

Ipatuloy at ipahayag natin ang mabuti at maganda sa ating tinubuang sangkapuluan at kultura! Patingkarin natin ang ating pagkakaisa. Ialay natin ito sa sangkatauhan ng panahon ngayon at sa kinabukasan upang ang ating daigdig ay maging tunay na mapayapang tahanan para sa ating lahat.

Daghang salamat sa inyong pakig-usa – kauban sa Mindanawon NGO, sa Pamunuan ng Lungsod ng Tagum, sa Tagum City Tourism Council ug sa tanan nga nagtabang sa tagumpay ng Dayaw 2011.

Purihin natin ang ating katutubong kultura!

It is with great pride and honor that I welcome all the delegates of the 3rd National Dayaw Festival: Indigenous Peoples Month which our great city will host. The festival is truly a testament of how we value the cultural and artistic roots of our indigenous peoples. In this gathering, I enjoin all the people in our city as well in other cities and municipalities in Davao Region to come to Tagum and witness the richness of our cultural heritage. Their heritage is the heritage of the Filipino People.

More than the showcase of their tradition and culture, this is also a good venue for us to listen to the issues and concerns faced by our brothers and sisters. Through the different forum which will be staged during the event, it will be high time that we listen and take a collective action to bring a solution to their plights.

I congratulate the National Commission for Culture and the Arts, the Mindanawon Foundation and the City of Tagum Tourism Council for this very noble endeavor. And I wish every participant a safe stay here in the wonderful City of Tagum.

Dayaw Festival will bring together the delicacies of the indigenous peoples in one setting

Mga Habi ng Panaginip designed to highlight the similarities of the Indigenous

Peoples in terms of worldview and lifeworld --- as manifested in their traditional arts, craft and other aspects

of their material cultures. The exhibit shall likewise affirm and recognize the richness of the Indigenous knowledge

systems and practices of the IPs. Moreover, the exhibition emphasizes that for the Indigenous, Art and Life are

interconnected. A collection of art pieces, artifacts and other culturally significant items shall be exhibited under

the following six sub-themes: 1) HABI- Weaving, Textiles and Garbs; 2) GAMA’- Mats, Baskets, Bamboo craft, 3)

HUNI - Musical Instruments, 4)DALIT - Traditional Culinary, 5) BANTUG -

Carvings, Pottery and Metal Craff, and 6) WALAI - Vernacular Architecture

Sama-sama sa Tuwa This component of the program aims to show the many

forms of sports and recreation of the indigenous peoples and to provide a closer look of the framework and

dynamics of their tradional games and sports

Usapang Dangal at Likhang Paghayag a mechanism to strengthen the voices

of the Indigenous Peoples’ Leaders and Elders as theydialogue with local and national decision-and-policy

makers.

Tagum eyed to becomeRP’s cultural catchment

Since its founding thirteen years ago, many brands had been connected to the City of Tagum. For one, it is the premiere Palm City of the Philippines, the Music Capital of Mindanao, the City of Parks and the Home of Festivals. Its annual Musikahan sa Tagum Festival gathers the best musical enthusiasts from the different parts of the country to celebrate the world’s universal language: music. Last February 2011, the city successfully hosted the Cuerdas sa Pagkakaysa: the Third International Rondalla Festival which convened the best and the brightest plucked strings players from many countries across the globe. Eight months after, the City Government of Tagum and the City of Tagum Tourism Council grabbed the opportunity to host the Dayaw: Indigenous Peoples Festival 2011. This move implanted the city as one of the rising cultural hubs in the Philippines.

Though on the verge of modernization, the city makes sure that its cultural fiber are in place--a thread that connects the past and the future generation. In its soil flourishes a unique culture by its indigenous people.

The City Government of Tagum under the leadership of Mayor Rey T. Uy and the City Tourism Council of Tagum headed by its president, Mrs. Alma L. Uy had implanted the city as one of the favorite hosting sites for cultural activities. Indeed, this city is a city to watch for.

No wonder why this is so because the city respects cultural diversity and sees to it as a conduit for progress.

kabalo ba ka?In 1997, the Philippine Congress passed Republic Act 8371 entitled “Indigenous Peoples Rights Act.” This act primarily recognized ancestral domain in the classification of lands. Ancestral domains are private lands that are collectively-owned. This law also recognized the fundamental rights of the indigenous people, namely: the right to self-determination, the right to ancestral domain, the right to pursue educational, social, economic and cultural development and the right for information prior to any development in the ancestral domain.

shall enable the IP culture bearers to share their experience, lessons, aspirations, and potential approaches in dealing with the interrelated issues and concerns that affect the sutainable development of their ancestral territories, including the adverse effects of climate change, extractive industries and the erosion of indigenous knowledge systems & governance, based on their cultural and traditional understandings. Likewise, the Forum is a mechanism to strengthen the voicesof the Indigenous Peoples Leaders and Elders as they dialogue with local and national decision-and-policy makers. This Forum is conceived not as a one time event but as a foundation and focal point upon which a longer term process of engagement and discussion can be launched and sustained. This can only be viable if backed-up by a Legislative Action focused on Intellectual Property Rights and Safeguarding the IP Cultural Properties. This project is pursued to provide a platform for the Indigeneous Peoples to: Share, consolidate and draw lessons from the experiences of Indigenous Peoples on their collective actions for cultural survival including their positive responses to climate-change (mitigation and adaptation); Analyze, discuss and recognize the successful cases of the partnerships of Local Government and Indigenous People’s Councils towards the sustainable protection and development as well as in the affirmative actions in safeguarding Indigenous Knowledge and in promoting IP culture-focused creative industry; Advocate for Legislative Action to reward the indigenous People’s initiatives in safeguarding the environment from the perspective of the cultures, world views, and traditional knowledge including rights-based approaches. The Summit will raise public awareness on Indigenous peoples’ community initiatives in dealing with Intellectual Property Rights, Revitalization of Indigenous Knowledge and Climate-change mitigation, adaptation and resilience.
