Commissioner MacKinnon has served as the ExecutiveDirector of the Associated General Contractors (AGC)of Alaska. In this position, he serves as a great influenceon important role construction plays in Alaska’seconomy. AGC frequently partnered with AKDOT&PFand was involved in a broad spectrum of transportationissues across the state.
Many of you know that before working with AGC, heserved as deputy commissioner of highways and publicfacilities for five years. At that time, he was heavilyinvolved in the state highway program, administration,budget, policy, planning and legislative relations.As he takes on this new position as the Commissioner,we look forward to his leadership and direction aswe continue the important work of our DOT.

The Alaska Department of Transportation & PublicFacilities (AKDOT&PF) has prepared the DisadvantagedBusiness Enterprise (DBE) goal methodology for theFederal Aviation Administration (FAA) pursuant to 49Code of Federal Regulations (CFR) Section 26.45, forfederally assisted airports contracts. For Federal FiscalYear (FFY) 2018 – 2020, ADOT&PF proposes astatewide DBE goal of 8.87%, to be met through 7.68%

race-neutral means and 1.19% race-conscious means.
As a primary recipient of federal-aid airport funds,ADOT&PF has established a DBE program as requiredby 49 CFR Part 26. As part of the DBE program,AKDOT&PF is required to submit overall DBE goalsonce every three years to FAA. Per 49 CFR Part 26.45,the overall DBE goal must be based on demonstrableevidence of the availability of ready, willing, and ableDBEs relative to all businesses ready, willing, and able toparticipate on FAA-assisted contracts. The purpose ofthis document is to explain how the Department has setthe DBE triennial goal for FFY 2018 – 2020.

There was a wide variety of both subjectmatter and speakers who involved themselves with thisconference. The objective of the Civil Rights OJT Program is to raisethe awareness and increase women and minoritiesworking in the trades. The CRO partnered with KingTech High School (KTHS) in Anchorage Alaska todeliver CDL awareness Training and launched a RuralAlaska CDL Awareness Training in Yakutat,Alaska. This allowed students to:
Learn about professional driving jobs andopportunities in Anchorage and Yakutat, AK.Explore the truck driving and constructionindustries. Receive 25 hours of training that will helpprepare them for the commercial Driver's License(CDL) Class B permit test.
The success rate of these two pilot programs garnishedan overall 90% success rate in training students to attaintheir CDL Class B permit. Congratulations to all the students on accomplishing theCDL course and thanks to all companies who pulledtogether to make this training course happen.

The CRO would like to remind all contractors that arebidding on FHWA, FAA and FTA-led projects in 2019 torenew their Bidders Registration. Bidders Registrationsmust be renewed on or after January 1 each year.To Register:
1. Visit www.dotcivilrights.alaska.gov2. Find the "Bidding information" tab and scroll
down and click "Bidders Registration"3. Click on Bidders Registration form 25D-64. Complete the form and submit to the Civil Rights
Office. (Instructions for submittal are on theform).
