    Post-Star Concerned About Dohenys Character

    In April 2012, the Post-Stars editorial board expressed concern about Dohenys past behavior, saying,We sort of wish we knew less about Doheny.

    Citing Dohenys 2004 charges for boating under the influence and recent reports that show him being alittle too friendly with a campaign staffer, the paper said character should be an issue in the race.

    [Doheny] is running for an office that many still hold in high esteem, so there does appear to be an issueof character that at least should be discussed, the board opined. Yet, Warren County RepublicanChairman Michael Grasso said it was hypocritical for Democrats to make character an issue in this race.We were floored by that. Shouldnt character always be an issue?

    We believe character does matter in our elected leaders. The sooner Mr. Doheny addresses that issue, thesooner he can address other issues that matter. [Post-Star, Editorial, 4/20/12]

    Opposed Ryan Budget From The Right

    In March 2012, Doheny voiced his opposition to the FY 2013 version of Rep. Paul Ryans Republicanbudget plan.

    It doesnt produce a balanced budget for decades and that simply wont work under our currentclimate, he said. I would support any budget proposal that adopted a serious approach to four majorareas: deficits, taxes, entitlements and defense. [Doheny press release, 3/29/12]

    Sent Out Press Release Accusing Owens of Costing Americans $4 Billion a Day

    In November 2011, Doheny sent out a press release that accused Rep. Owens of costing Americans $4billion a day.

    The math Doheny used to reach this number was to figure out how much the debt was when Owens firsttook office, the debt today, then divided it by the number of days Owens spent in office. However, the

    number did not take into account the spending that Owens voted against and spending that he had nocontrol over. [Watertown Daily Times, 11/20/11]

    Supported Debt Reduction Legislation If Balanced Budget Amendment Voted Down

    In November 2011, Doheny supported passing legislation aimed at reducing the national debt if thebalanced budget amendment failed to pass.

    Doheny said, Were going to cross over to $15 trillion of the national debt soon. Soon thereafter our debtwill equal 100 percent of our Gross Domestic Product and these are scary numbers.     In November 2011, Doheny supported the balanced-budget amendment that was set to be put up to a votein the House.

    In January 2012, Doheny condemned Owens endorsement of the Stop Online Piracy Act, which wouldallow the Department of Justice or private companies to attempt to shut down sites that are accused ofcommitting or allowing copyright infringement.

    Right now, in terms of how its currently drafted, there is no due process, Doheny said. Bills a lawyer.

    He knows better than that, to put himself on a bill.

    Doheny believes theres a more efficient method to root out piracy than by shutting down websites.

    Its like putting a nuclear missile where we need a scalpel, Doheny said. We need to cut off thefunding as opposed to blowing up people who need to do commerce.     Doheny: Owens Supported Fatally Flawed Bill

    In January 2012, Doheny continued his criticism of Owens endorsement of SOPA.

    Bill Owens supported this bill at its very worst, when it applied to both foreign and domestic sitesand allowed private companies broad powers to cut off funding to sites without a court order,Doheny said.     In October 2011, Doheny reported raising $0 in Q3, but he received a $30,572 payment from politicalconsulting firm Greener & Hook, well over the $2,500 campaign contribution limit.

    Spoke Against Currency Reform for Fair Trade Act

    In October 2011, spoke out against Congressman Owens support of the Currency Reform for Fair Trade

    Act and said that the bill could incite a trade war with China.

    Doheny claimed that the bill was a stimulus plan for Asia and South America and said, The bill isanother anti-business measure that will result in higher prices for North Country consumers," Dohenysaid. "It will also limit markets for our North Country farmers and businesses, or force their prices so highin those markets that they would not be competitive Instead of punitive measures, we need to workwith China directly and through the World Trade Organization to make sure their currency is freelyvalued without intervention on the open market."     Doheny said, My opponent ignores an important distinction. Private individuals are free (andencouraged) to make investments with their own money for the chance at big rewards. But taxpayersshould not expect similarly risky bets to be placed on their behalf by members of Congress.

    In March 2012, Doheny was photographed kissing campaign consultant Monica Notzon at a bar inWashington, D.C., despite being engaged to another woman.

    A Doheny spokesman dismissed the photographs as nothing more than horsing around between two oldfriends, and blamed the incident on Democratic operatives attempting to infringe on the candidatesprivate moments.

    Doheny had previously employed Notzons firm, Bellwether Consulting Group, during his 2010

    In April 2012, Politico reported that witnesses said Doheny had been interviewing a job candidate

    Village Voice: Tried to Give Doheny Benefit of the Doubt, But Video was Convincing

    In March 2012, a Village Voice writer said that, despite his best efforts to give Doheny thebenefit of the doubt, video evidence of his interaction with campaign consultant MonicaNotzon was too overwhelming to ignore.

    We spent the better part of the afternoon yesterday trying to extend the benefit of the doubtto Mr. Doheny with the hopes of being able to prove that maybe, just maybe, he wasntmaking out with the consultant, Monica Notzon, James King wrote. Then we saw thevideo, and have come to one conclusion: its impossible to give this guy the benefit of thedoubt on this one -- if Doheny and Notzon werent sucking face, we dont know whattheywere doing.     In March 2012, New York GOP chairman Mike Long warned Doheny to avoid any furtherappearances of impropriety, following the emergence of photographs that appeared toshow him kissing a woman that was not his fiance.

    In November 2011, Doheny wanted the Supreme Court to rule the health insurance individual mandate asunconstitutional after the Supreme Court announced it would take up challenges to the Affordable CareAct.

    Doheny said, Im pleased that the Supreme Court has decided to hear the appeal of Obama Care. Im

    hopeful the court will find, as Ive long argued, that forcing Americans to purchase health care insuranceis unconstitutional. My opponent supported this government overreach and has defended it many times.Since the congressman refuses to protect Central and Northern New Yorkers from this onerous and costlyregulation, perhaps the Supreme Court will.     Doheny: Slammed Owens Over CLASS Act

    In October 2011, Doheny criticized Owens over his support of health care reform due to recentinformation from the Department of Health and Human Services that the CLASS Act portion of the planwould not be able to stay solvent.

    The CBO said that the plan would provide $70 billion in deficit reduction over the first 10 years becauseit would not pay out anything for the first 5 years. In a statement, Doheny said, Did Bill Owens help sellthis lie to the American public? Or did he fail to do the research that would have told him these savingsweren't real?     In October 2011, Doheny called the CLASS Act an accounting gimmick and said that theAffordable Health Care Act was built on a foundation of lies and faulty promises.

    Doheny said that the average American would need to pay $3,000 to keep the program going. Hethen said that the only way to make the CLASS program work would be to turn it into anentitlement program, which he felt would overextend the governments reach and waste taxpayerdollars.     Doheny Open to Seismic Change to Medicare, Social Security.

    In a September 2011 interview, Doheny said that balancing the federal budget would require seismicchange and deep structural issues that have to be examined. When pressed on whether those changeswould include Medicare, Social Security and Medicaid, Doheny responded, We have to look ateverything. [Capital Tonight, 9/22/11]

    Criticized Owens Support for Buffett Rule

    In April 2012, Doheny criticized Rep. Bill Owens support for the Buffett Rule, calling it typical BillOwens. He said the bill wouldn't even pay for two weeks of Washington's reckless spending, and thatit wouldnt do anything to lower unemployment.

    "We spend too much, not tax too little," Doheny said. And that's what's hurting growth here. [AdirondackDaily Enterprise, 4/18/12]

    Refused to Say Whether He Supported Flat Tax

    In an April 2012 interview, Doheny repeatedly refused to answer a question about whether he wouldsupport a flat tax rate.

    Following a statement in which he told the interviewer that he supported a flat, fair, and simple taxcode, Doheny was asked if that meant he supported everyone paying a single tax rate across the board.He avoided the question.

    After being pressed multiple times for a specific answer to the question (and repeatedly demurring),Doheny said, Well, we can have that discussion. I mean well see a lot of different competing proposals.And I think part of whats going to happen through this presidential race, and hopefully as we get into anew regime, a new administration, in 2013 is to have that discussion.     Opposed the Buffett Rule

    In April 2012, Doheny opposed the Buffett Rule, which would set a 30 percent tax minimum forpeople making over $1 million.

    In October 2011, Doheny spoke out against the $5.50 Canadian visitors tax included in the U.S.-Colombian Trade Promotion Agreement Implementation Act.

    Doheny said that he supported expanding free trade alliances and he understood the need for new revenue,but said that turning away tourist money was not the right solution. He said, It will hurt our businesses at

    the very time we need to promote growth, which will lead to employment and jobs in the North Country.

    Doheny pointed out that increased border security had already turned away many Canadian tourists, andthe new fee could hurt ferry businesses. Dohenys opponent Owens also spoke out against the tax.[adirondackdailyenterprise.com,10/27/2011]

    Doheny: Owens is Not a True Catholic

    In February 2012, Doheny accused Owens of being loyal to Obamas health care legislation instead of his

    Catholic roots.

    Owens is a Catholic, but hes put his loyalty to ObamaCare first by defending the ruling. I think this isanother significant step toward the nanny-state government that President Obama and Bill Owens want.[northcountrynow.com, 2/08/12]

    Wanted to Repeal Canadian Customs Fee

    In December 2011, Doheny supported repealing a $5.50 customs fee on Canadians who entered the US byair or sea, which was a part of the Colombian Free Trade Act and called it a tax on travelers.

    Dohenys opponent Owens also opposed the fee and said that Congress should be supporting the tourismindustry. Doheny said, (It's) antithetical to the aims of the free trade bill it was tucked into and wouldhave devastated our ferry-based tourism businesses. Congress was being duplicitous.
