Commerce Department returns $19 million to Minnesota consumers in 2012New, efficient system will put consumers’ unclaimed property claims on the “FastTrack”

Sometimes money goes missing due to achange of address or a death in the family.

That’s when the Minnesota Department ofCommerce steps in to help Minnesotans find

and claim what is rightfully theirs. This yearalone the Commerce Department reunited7,200 Minnesotans with $19 million in miss-ing bank accounts, life insurance policies, safe

deposit boxes, unclaimed paychecks, and other real propertyand financial assets – a 13 percent improvement over 2011.

“Since 2005, the Department has helped more than 84,000Minnesotans find $163 million that may otherwise have gonemissing indefinitely,” said Commissioner Mike Rothman,whose Department oversees the state’s Unclaimed PropertyProgram. “We estimate that one out of every twentyMinnesotans has at least $100 currently being held by theState of Minnesota. Our message to Minnesota consumers issimple: this could be your money, come and claim it.”

Looking for unclaimed property just got easier. TheCommerce Department has dramatically improved its websiteso that Minnesota consumers can more easily understand theprogram and quickly search for the names of themselves andtheir loved ones to determine if they have any unclaimedproperty being held by the State of Minnesota.

Additionally, the Department announced this week the roll-out of a “FastTrack” system that will expedite the process forconsumers with smaller claims. Minnesota’s online look-upfunctions on MissingMoney.com have been enhanced toinclude behind-the-scene validation tools for certain claimswhich will substantially reduce the time it takes to returnunclaimed property to Minnesota consumers.

“Minnesota is one of ten states in the nation that is takingadvantage of this time-saving, efficient technology,” saidCommissioner Rothman. “ We expect that up to 72 percent ofall outstanding claims may be resolved more quickly by using

Where does unclaimedproperty come from?

When a financial asset orreal property appears to beabandoned, state law requireslife insurance companies,banks, and corporations to trycontacting the owner of theproperty. If the owner fails torespond, the property isdeemed abandoned and theholder must include the prop-erty in its annual unclaimedproperty report to theDepartment of Commerce.

How much do financialinstitutions turn over to theDepartment?

In 2012, financial institu-tions turned over $61 millionin financial assets to theCommerce Department.That’s a $4.5 million increaseover the previous year,thanks in large part toCommissioner Rothman’sefforts to ramp up theDepartment’s audit team.Four new staff members,approved by the legislature in2011, have been brought onto help ensure financial insti-tutions are complying withthe state’s unclaimed proper-ty laws.

Be it poaching or recovering stolenproperty, DNR K-9s are on the case

A stolen pellet gun from a local retail outlet has beenrecovered by a K-9 team from the Minnesota Department ofNatural Resources (DNR).

State Conservation Officer Scott Staples of Carlton andhis K-9 partner “Schody” responded to a September 7request by the Cloquet Police Department to help locate aman who had fled into the woods after allegedly stealing ablack pellet gun from the local Wal-Mart. Cloquet policeapprehended the suspect, but officers were unable to locatethe gun.

The DNR K-9 team returned to the search area the follow-ing day and observed a woman associated with the subjectstanding in the woods talking on a cell phone.  

“When I asked her what she was doing she didn’t say any-thing and just looked at me,” Staples said. “I then asked ifshe was just hanging out back in the wooded area. She statedshe was and immediately left the area.”

Staples noted the license plate number of the vehicle thewoman was driving and ran a records check. A driver’slicense photo identified her as the woman he saw in thewoods.

Staples and Schody then moved back into the woodedarea and started to do a search where the woman had beenstanding. After a short search they moved to two separateareas that had not been searched the previous night.  At thefirst location they found nothing. They hit pay dirt at the sec-ond location when they K-9 began digging into a thickgrassy area beneath some small pine trees.

“I walked over to where he was and he came out of thethick grass with a black pellet gun in his mouth,” Staplessaid. “Given the amount of time that had elapsed since theincident occurred, it’s just amazing that he found it in thatdense vegetation.”

He gave the dog commands to “stay” and “hold.”  Staples snapped a picture of the dog with his cell phone

and had the K-9 drop the gun into his hands. Cloquet policewere notified and took possession of the pellet gun. Theman, recently released from prison, remains in jail awaitingcharges.

DNR’s three K-9 teams provide specialized resources toassist conservation officers, allied agencies and the citizensof the state with specialized capabilities in support of theDNR’s mission, through utilization during daily patrols andresource inspections, or in targeted enforcement efforts, suchas detecting concealed wildlife or fish, searches for missingpersons and tracking violators.
