We then inflated the values to FY05 using the COBRA Inflation Assumptions for BRAC 2005 and found the average.

5. METHODOLOGY: For each installation we determined the total amount of family housing in square feet using RPLANS. We then used the Facilities Pricing Guide (FPG) to determine the sustainment cost factor (SCF) for family housing. Using the sustainment equation found in the FPG, the SCF and the installation area cost factor, we found the family housing sustainment budget for each installation.

RI(VIIIW RBSULTS: We traced the weight of administrative material for each employee to the HcClellan Air Force Base Study. The etudy looked at moving a large activity to the other side of the base. The study found that each pereon ehipped about 710 pounds of professional material during the move. Items of professional material included desks, filee, chaire, pereonal computer equipment, official items and technical material.

2. DESCRIPTION: This is the coefficient that the base operations budget (payroll and non-payroll) is multiplied by to calculate the costs of administrative support for movements of personnel and equipment.

3. CERTIFIED VALUE: 0.10

4. DATA SOURCE: COBRA '95

5. METHODOLOGY: We tried to develop a new value for this factor, but were unable to find any budget data on program management costs. Therefore, since this value was not disputed in previous BRAC rounds, the JPAT decided to retain the factor used in 1995.

2. DESCRIPTION: The percent of assigned military families that live in government housing and do not draw BAH.

b. Defense Manpower Data Center (DMDC) - Active Army Bah Population by MHA.

c. Deputy Assistant Secretary of the Army for Privatization and Partnership - Army Housing Privatization List

5. METHODOLOGY: For all installations on the housing privatization list through 2005, this factor is 0, because under privatization, all soldiers receive BAH and then use it to pay the contractor. For those installations not under privatization we found the total number of active Army Soldiers who receive BAH within the installation's MHA and summed it with the total number of quarters occupied at each installation. We then took this value and divided it into the number of quarters occupied, giving us the percentage of accompanied soldiers who do not receive BAH.
