Accordingly, guidelines for engagement of facilitators etc in DDC are as under: 2. Facilitators (with experience) : 2.1 Facilitators may be engaged for a fixed period for providing high quality services to the Commission . 2.2 The appointment of Facilitator is on fulltime basis and they shall not be permitted to take up any other assignment during the period of Consultancy with the Commission. Qualifications : 2.3 Professionals having a Masters'degree in relevant subject and work experience of three years or more. Persons with M.Phil or additional qualifications, research experience, published papers and post qualification experience in the relevant field would be preferred. 2.4 The engagement of Facilitators is of a temporary (non-official) nature and can be cancelled at any time by the Commission without assigning any reason. Number of Facilitators : 2.5 Based on the emerging requirements and focus areas Period of engagement : 2.6 The initial term of engagement shall be for one year and subsequent extension(s), if any, shall be considered on case to case basis depending upon the requirement, work performance and quality output.

    3. Facilitator:

    3.1 Facilitators may be engaged for a fixed period for providing high quality servicesto the Commission .

    3.2 The appointment of Facilitator is on fulltime basis and they shall not bepermitted to take up any other assignment during the period of Consultancy withthe Commission.

    Qualifications:3.3 Professionals having a Masters'degree in relevant subject . Persons with M.Philor additional qualifications, research experience, published papers and postqualification experience in the relevant field would be preferred.

    3.4 The engagement of Facilitators is of a temporary (non-official) nature and can becancelled at any time by the Commission without assigning any reason.

    Number of Facilitators:3.5 Based on the emerging requirements and focus areas

    Period of engagement:

    3.6 The initial term of engagement shall be for one year and subsequentextension(s), if any, shall be considered on case to case basis depending upon therequirement, work performance and quality output.

    3.7 Age-limit:The maximum age limit for Consultants shall be 30 years

    4.Facilitators (on Honorary basis)

    4.1 Facilitators may be engaged for a fixed period for providing high quality servicesto the Commission and for specific job which is well defined in terms of contents andtime frame for its completion

    Qualifications:4.2 Professionals having a Masters'degree in relevant subject and work experienceof three years or more. . Persons with M.Phil or additional qualifications, researchexperience, published papers and post qualification experience in the relevant fieldwould be preferred.

  • 4.3 The engagement of Facilitators is of a temporary (non-official) nature and can becancelled at any time by the Commission without assigning any reason.

    Number of Facilitators :4.4 Based on the emerging requirements and focus areas

    4.6 Age-limit:The maximum age limit for Consultants shall be 45 years.

    5. Intern:

    5.1 Interns may be engaged for a fixed period for specific job which is well defined interms of contents and time frame for its completion.

    5.2 The appointment of Intern is on fulltime basis and they shall not be permitted totake up any other assignment during the period of Consultancy with theCommission.

    Qualifications:5.3 Fresh graduates/post-graduates in relevant subject. .

    5.4 The engagement of Intern is of a temporary (non-official) nature and can becancelled at any time by the Commission without assigning any reason.

    Number of Facilitators:5.5 Based on the emerging requirements and focus areas

    Period of engagement:

    5.6 The initial term of engagement shall be mutual basis.

    5.7 Age-limit:The maximum age limit for Consultants shall be 25 years

    6. Procedure for Selection:

    The selection will be done through Search and Selection Committee.

    7 . Entitlements

  • 7.1 Fee/Remuneration and Local Conveyance:- The maximum amount of monthlyconsolidated fee and Local Conveyance payable to different categories of Facilitatorsshall be as under:-

    Felicitator (with experience) , Facilitator & Facilitator (honorary) shall not be entitledto any allowance such as Dearness Allowance, Residential Telephone, TransportFacility, Residential Accommodation, Personal Staff, CGHS, Medical allowance etcThey shall be eligible for 8 days' leave in a calendar year on pro-rata basis.Therefore, The Felicitator (with experience) , Facilitator shall not draw anyremuneration in case of his/her absence beyond 8 days in a Year (calculated on apro-rata basis). Also un-availed leave in a calendar year cannot be carried forward tonext calendar year. The Commission would be free to terminate the services in caseof absence by more than 15 days beyond the entitled leave in a calendar year.

    7.2 TA/DA: No TA/DA shall be admissible for joining the assignment or on itscompletion. The Felicitator (with experience) , Facilitator, Facilitator(honorary) willnot be allowed foreign travel at Government expenses. However, TA/DA for theirtravel inside the country in connection with the official work is permissible.

    7.3 Fee/RemunerationConsolidated monthly remuneration would be give as under:Facilitator (with experience): Rs 45,000 Plus Rs.2000 /- p.m. as local conveyance.Facilitator: Rs 35,000 depending Plus Rs.1500/- p.m. as local conveyance.Facilitator (on Honorary basis): Rs 3000/-P.M. as local conveyance and re-imbursement of telephone charges ,Rs 1500/- plus taxes .Intern (Task based): Rs 20,000 Plus Rs.1500/- p.m. as local conveyance.Intern (summer etc): On case to case basis based on the request letter received byDDC, qualifications, area of interest vis--vis focus areas. No fee will be charged forsuch internship.

    8. Performance Appraisal:

    An annual Performance Appraisal of the Facilitators would be undertaken throughan Annual Performance Report (APR) in the format defined by DDC.

    More focus areas could be added in future.
