The Downtown Center Business Improvement District is a coalition of property owners, consisting of more than 2,200 parcels, committed to enhancing the quality of life in Downtown Los Angeles. The organization helps the 65-block Central Business District achieve its full potential as a great place to live, work, and play.

We are very pleased to share with you the Downtown Center Business Improvement District’s (DCBID) 2011 annual report, which summarizes the accomplishments of our fourteenth year of operation.
The DCBID had a year full of challenge, opportunity, and much success. We continued to play a vital leadership role in the resurgence of Downtown Los Angeles by providing the safety, cleaning, economic development, and marketing programs that public agencies are no longer able to provide.
Thanks to your support, the DCBID continues to ensure that Downtown LA is safe, clean, and vibrant. The Purple Safe & Clean Teams responded to more than 100,000 calls for service and our Downtown Ambassadors assisted more than 50,000 employees, residents, visitors, and businesses.
Through our Economic Development programs, we were instrumental in recruiting several new businesses to the area. In fact, over the past four years, we have helped recruit and/or open nearly 200 new establishments – resulting in thousands of jobs as well as generating millions in sales tax revenue. In addition, we produced the fourth Downtown Los Angeles Demographic Study which showed that Downtown residents and employees are young, highly educated, and affluent professionals. This study is a vital tool in recruiting new business to the area.
All of our efforts are done with the constant goal of increasing the value of your property. We promoted thousands of businesses, events, and programs on our website, establishing DowntownLA.com as the go-to resource for all who live, work, and play in Downtown. In 2011, the site had nearly 1.5 million page views – an increase of 61 percent over 2010 – and we increased our email newsletter distribution by more than 5,000 subscribers to 18,000. Our various programs and media outreach continue to help change the perception of Downtown LA and bring a renewed awareness to the area.
The DCBID remains the number one Los Angeles-based BID by budget and has set ambitious goals for 2012, including facilitating a strong office and retail recruitment program, increasing the number of visitors to Downtown and ensuring that the center of Downtown remains safe and clean for all of us.

Safe and clean streets are the foundation of a vibrant Downtown. The DCBID’s Safe & Clean team is proudly committed to assisting those who live, work, and play in the Downtown Center. This highly visible, well-trained staff of purple-shirted safety officers and cleanliness personnel continues to provide daily, 24-hour supplemental services to maintain safety and cleanliness within the district. In 2011, these teams responded to more than 100,000 calls for service. In addition, the DCBID’s specially trained BID ACTION Team has continued to assist the homeless community, working closely with service providers.
SAFETYIn 2011, the DCBID continued to champion a strong working relationship with the City of Los Angeles and local government entities. This partnership continues to be strong. As city resources deminish, the role of the DCBID safety services become more important.
To better serve the district, we provided advanced training and technical support for our Safety Team. Additionally, we continued to adjust patrols to address special needs in the district, as identified by the CAD (Computer-Aided Dispatch) system, Safety Patrol staff observations, and LAPD statistics. In 2011, we also added the use of T3 Electric Standup Vehicles to our cadre of tools that we utilize within the district.

• Of those 114,468 incidents, approximately 46 resulted in an arrest for misdemeanor or felony crimes.
CLEANLINESSOn a daily basis, the members of the DCBID’s Clean Team worked to remove graffiti, discard trash, and sweep sidewalks.

• 403 abandoned shopping carts removed
• 949 instances of graffiti removed
• 6,509 sidewalk wash downs conducted
• Over 470 miles of sidewalks cleaned with mechanical devices
• Watered 150 trees on a weekly basis
BID ACTION (OUTREACH PROGRAM)For the past nine years, the DCBID’s specially trained Outreach Team has assisted the homeless community with a variety of services – providing clothing, bus tokens, blankets, transportation, medical services, and assistance with entry into rehabilitation programs.
In 2011, BID ACTION focused on increasing teamwork and partnerships with service providers in order to find new and innovative ways to better assist in outreach and placement. This occurred by attending networking meetings around the Downtown area with other service providers, including: Los Angeles Homeless Services Authority, Chrysalis, and Common Ground.
BID Action StatisticsIn 2011, the BID ACTION team made contact with approximately 253 people who they had never assisted before and followed up with 1,345 individuals to provide service. The team successfully provided services to 304 individuals, 12 of whom were placed in housing or drug and alcohol programs.

Downtown Los Angeles saw a handful of groundbreakings and openings in 2011. We continue to attract residents, retailers, and commercial tenants who recognize the benefits of an urban core rich with amenities, nightlife, culture, transportation, and diverse neighborhoods. Additionally, major projects currently under construction will shape Downtown’s future in the coming years.
9TH ANNUAL FALL DOWNTOWN LOS ANGELES PROGRAM & TOUR On Tuesday, November 15, nearly 300 professionals from the real estate, banking, development, retail, and hospitality sectors visited Downtown LA for the annual program and tour.
The event was designed to raise confidence in the market and included a panel discussion about major market sectors – including retail, restaurants, and nightlife; the Wilshire Grand Project; residential and investment sales; Farmers Field; Related Company’s projects; and the office market.
Following the panel, the tour visited seven different projects that highlighted the market sector – including 550 South Hope, Spring Arts Tower, Perch, 940 E. 2nd Street, Orsini II, Brigade, and Freshii.
The day concluded with a gourmet buffet lunch at the Omni and take-away handouts. In a survey conducted after the tour, nearly 100 percent of respondents agreed that they left with a positive impression of Downtown. We continue to pursue leads generated from the tour.
DOWNTOWN LA DEMOGRAPHIC STUDY 2011 PRESENTATIONOn August 23, reporters gathered at FIGat7th for a detailed presentation on the fourth Demographic Study produced by the DCBID. Carol Schatz presented the key findings and notable variances since the 2008 study. The 2011 results indicated that Downtown fared well during the downturn. Downtown residents and employees are young, highly educated, affluent professionals who enjoy dining out and attending social events.
The results of the study will continue to serve the DCBID in recruiting important retailers to Downtown LA. Previous studies had been instrumental in recruiting Ralphs Fresh Fare and CityTarget.

MARKET INFORMATIONThe DCBID is the hub of market research for Downtown Los Angeles. We have compiled a diverse library of data and statistics related to various markets – including residential, retail, and office. Additionally, we produced various custom reports and projects throughout the year. Our research department responded to thousands of requests for market information from developers, real estate brokers, appraisers, bankers, students, and media. These efforts were instrumental in recruiting businesses and residents to Downtown LA.

RESIDENTIAL REAL ESTATE MARKETIn 2011, four new properties opened in Downtown – 940 E. 2nd Street, Gallery Lofts, Metropolitan Lofts, and Piero II. A handful of residential projects that were once stalled are now beginning to commence construction or are being permitted.
WEEKLY EMAIL NEWSLETTERSThroughout 2011, the Economic Development team continued to distribute key notices, promotions, and information to our constituents through weekly email blasts. This afforded businesses and organizations in Downtown LA the opportunity to highlight their key events and special promotions.
7TH STREET RETAIL INITIATIVEThroughout the year, the DCBID canvassed various neighborhoods in greater Los Angeles with thriving retail scenes. Retail tenants that fit the urban community were identified in neighborhoods and/or streets like Abbot Kinney, Old Town Pasadena, Santa Monica, Sherman Oaks, Malibu, Los Feliz, and Silver Lake. We actively followed up with and provided tours to a variety of interested apparel boutiques, clothing and furniture stores, and many other retail businesses. While successful retail recruitment takes years to bear fruit, the ultimate goal is to populate 7th Street, from Figueroa Street to Los Angeles Street, with one-of-a-kind retailers to compliment the street’s numerous restaurants and bars. The DCBID recruited or facilitated the following 7th Street deals: Bouche-e, Brigade, Freshii, Michael Antonio Footwear Pop-Up Store, City Target, and The Counter.
RETAIL, RESTAURANTS, NIGHTLIFE, AND AMENITIESThe DCBID continued to consult with hospitality users and neighborhood service retailers to help educate them about Downtown and identify potential locations. The momentum in Downtown’s restaurant and nightlife scene continues to grow. Almost every notable Los Angeles hospitality operator is interested in Downtown and the Central Business District in particular.

INVESTMENT IN DOWNTOWN LA 1999-2011
INVESTOR/DEVELOPER OUTREACHWe assisted and toured numerous real estate investors, developers, and lenders of the following product types:
• Shopping Centers and Retail
• Multi-Family Condos
• Multi-Family Apartments
• Hotel Flagships
• Hotel Developers
• Real Estate Investment Trusts (REITs)
Additionally, with the DCBID’s guidance, a hotel development group purchased a Downtown property and plans to convert it into a new location for the popular ACE Hotel.
OFFICE TENANT RECRUITMENTWhile Downtown’s Class A office market remains challenged, there was some exciting activity in its creative office market. The DCBID was responsible for sourcing one of the most significant creative office space deals in Downtown’s history. We recruited The Institute, a Venice-based entertainment production company co-founded by partners Michael Bay and Scott Gardenhour. The Institute leased an entire floor in a historic commercial office building in the heart of Downtown LA.
OUTREACH & TOURSWe continued to participate and represented Downtown at the following conferences/events:
• International Council of Shopping Centers (ICSC) Western Division Fall Conference
• Urban Land Institute Fall Conference
• International Downtown Association Fall and Spring Conferences
• Jewish Federation Real Estate & Construction Division
In addition, over 1,000 people attended our twice-monthly Downtown Housing Tours and over 100 people attended our monthly Downtown Business Walking Tours. The Housing Tours were consistently booked throughout the year, proving that there is an increased interest in Downtown living.
COMMUNITY EVENTSThe following events helped build community in Downtown. They served as a bridge between the residents and the business community.
5th Annual Downtown Dog Day Afternoon at the Cathedral
On a warm July 26 afternoon, 1,359 people and 794 dogs filled the 2.5-acre plaza at the Cathedral of Our Lady of the Angels for a community -building event celebrating Downtown dogs.
This event attracted dogs of all breeds and their humans for a festive evening of mingling, music, pet-related vendor displays, and great food.
4th Annual Halloween Party for Downtown L.A. Kids
On the evening of Monday, October 31, more than 500 kids and 400 adults attended our Fourth Annual Halloween Party at Grand Hope Park at the Fashion Institute of Design & Merchandising (FIDM). Major attractions included a bouncy house, marionette theatre, arts and crafts tables, video game truck, jugglers, and trick-or-treat doors.
Ralphs Fresh Fare generously donated hot dogs, candy, and other treats. Delicious cupcakes were donated by Cabbage Patch restaurant.

2011 was another successful year for the Marketing Department with the implementation of strategic programs that created awareness and drove traffic to Downtown businesses and events. Through our comprehensive website, DowntownLA.com, and various advertising and public relations initiatives, the DCBID promoted thousands of events and programs that took place in the area. Through our efforts, we have become the most vital resource for all who live, work, and play in Downtown LA.
DOWNTOWN GUIDES
The DCBID Downtown Guides Program continued to provide the much needed customer services to both visitors and businesses; including distribution of Downtown materials, providing directions, answering general questions, interacting with new businesses, creating welcome bags, and so much more. In 2011, we received more than 100 individual testimonials praising our team of friendly Guides, and we continue to perfect the Guides’ performance through quarterly training sessions and additional special checkups.

Downtown LA Welcome Map
The DCBID printed 300,000 copies of an updated map highlighting Downtown LA attractions of interest to visitors. This map also featured a DASH Bus route map, plus information about the smartphone app for iPhone, Android, and Windows Phone platforms.
MEDIA CAMPAIGNSSummer Nights
The DCBID ran its summer staycation campaign from mid-May through September to attract visitors to Downtown LA from throughout LA County and Southern California.
• Creative packages from eight Downtown Center hotels, partnered with participating restaurants and cultural facilities, offered exciting ways to discover Downtown LA.

To attract visitors during the holiday season, the DCBID promoted all of the exciting events and programs that took place in Downtown,
while driving traffic to DowntownLA.com and increasing database sign-ups. The campaign ran from mid-November through December.

12TH ANNUAL PUBLIC SAFETY APPRECIATION BBQFor the 12th consecutive year, the DCBID hosted its annual community BBQ to acknowledge the law enforcement and public safety community for their service in making Downtown LA a safe and vital community.
Council members Jan Perry, Dennis Zine, Tom LaBonge, and Bill Rosendahl, as well as LAPD Chief Beck, LAFD Chief Cummings, and Sheriff Baca were among the nearly 2,000 officers and civilians who attended the event. Net proceeds in the amount of $8,100 went to the Los Angeles Firemen’s Relief Association, which provides programs and assistance for firefighters and their families.
