The Samoa Chamber of Commerce & Industry Inc. has had constructive discussions with Shenzhen Council for the Promotion of Asia Pacific Commerce & Trade (SCPAPCT) particularly in business and commercial areas such as: 1. Samoa is looking for new investment and employment opportunities for our citizens. 2. The Samoan Government has entered into a Private Public Partnership for the construction and management of the Tui Samoa Submarine Cable. This will greatly build the country’s internet capacity and provide IT pricing advantages for Samoa. This development presents many opportunities for Samoa which we need to capitalize on sooner rather than later. 3. We are currently in the planning and initial implementation phases of developing Apia’s Water Front. This project is a partnership between the Government of Samoa, the Samoa Private Sector and Businesses and Development partners. 4. In recent years, the Shenzhen Government has successfully developed your city into a world class city and Shenzhen has a lot Samoa can learn from, especially in IT Technology, city planning and management and up skilling and capacity building in these areas. The Samoa Chamber have consulted our Government through the Ministry of Commerce, Industry and Labour, highlighting our desire to work with Shenzhen City through SCPAPCT and our Government for the mutual benefits of all stakeholders involved. For those reasons; 1.) We hope that Shenzhen City will revive its MOU with the Government of Samoa (through Sister City already signed). 2.) Dear Mr. Mayor and Shenzhen People’s Government,

We write to you seeking your assistance and support with re-establishing relations between our city of
