A Proclamation to Establish the Southern Nations, Nationalities and Peoples Regional State Food Security and Pastoral Development Coordination Office

Where as, on integratetLand organized approach is essential to improve the region food security,

Whereas, it ha~ become nedssary to establish a coordinating body for integrated projects progammes that foster the development of pastoral areas,

Now, therefore, in accordance with article 49 sub article 3 (a) of the Constitution of the Southern, Nations Nationalities and Peoples Regional State, it i's hereby proclaimed as follows :

1. Short title

This proclamation may be cited ~ "The Southern, Nations, Nat\Dnalities and PeopleS Regional State Food Security and Pastoral Deevelopment Coordination Office Establishment Proolamation No. 33/2001.

2. Definitions

Unless the context otherwise requires, In this proclamation: 1. 'Regional State ' means the Southern Nations,

Nationalities and Peoples Regionlll State. 2. 'Regional Executive Committee' means the

Southern Nations, Nationalities and Peoples Regional State; Executive Committee.

7. Shall make relation with others to achieve the objectives.

I . According to article 8 of this Proclamation, the Office head shall implement the powers and duties vested for the Office.

2. Shall direct, administer and supervise the acti vi ties of the Office.

3. Shall prepare the budget of the Office and submit to the Regional State. upon aooroval implement same.

4. Can represent the Office in all its dealings with other parties.

5. Can delegate part of his duties and responsibilities to the concerned department heads and other em­ployeesof the Office to the extent necessary to facilitate for effective execution of duties ~nd res­ponsibilities of the Office.

6. Shall perform similar tasks to be given by the Executive committee.

10. Budget

The budget of the Office shall be from the following sources:·

1. Budget allocated by the Regional State 2. Money or resources obtained from donors 3. Money or resources obtained from other sources

II . Books of account

1. The Office shall keep complete and accuratt: books o'f account.

2. The Regional State's Auditor Gt:neral or auJitop, designated by him shall audit the books of account of the Office annually .

12 . Powers to essue guidelines

The Offices has been given a mandate to issue guidelines that are necessary for the implementation of thiS Proclamation

13 . Inapplicable laws

Any law, regulation, guideline or working practice inconsistent with this proclamation, shall be in plicable on matters provided herein .

14. Effective date

This proclamation shall come into force as of the 23'dday of April 2001.
