NEWS FROM TOWN HALL

Town Meetings and Planning Commission Meetings are open to the public. Citizens are encouraged to attend to be informed and give input. Meeting agendas are posted outside Town Hall every Friday, and items are added as requested (which can be as late as Wednesday morning) and re-posted with each change. An early agenda is posted on the Town website, but may not always include the latest changes. Stop by the Town Hall on Wednesday evenings and learn first-hand about the many happenings in our town. Town Meetings are held the first Wednesday of every month at 7:30 pm Planning Commission Meetings are held on the 3rd Wednesday of each month at 7:30 pm

Public Hearings, Public Workshops, Special Appeals Hearings, etc. are scheduled as needed, and are often held prior to the regular meetings shown above

George Ball Report & Anniversary Police Chief George Ball presented his monthly report to the Town Council at the November Town Meeting. He thanked the council for “a great first year” and said he is looking forward to a long and healthy career with the Town of Trappe. Chief Ball expressed appreciation for citizen support of the new police department and for the encouragement of the town residents. Residents and commissioners expressed appreciation for Chief Ball’s work in improving the quality of their neighborhoods.

Trash Tax Discount, Multiple Dwellings with Dumpsters The Town Council approved a restructuring of the compensa-tion for the trash dumpsters paid for by Homeowners Associations and Landlords of multi-family dwellings. In the past, com-pensation was made via a tax credit; under the new arrangement, the owners will pay the full amount for property taxes, but receive a waiver of the $60/residence trash fee if a dumpster is provide for the residence.

Resolution 1-2007 ~ P.E. Moore / Groves / Fox Hall (Trappe Rural Life Museum) Annexation Following a Public Hearing, this Resolution was passed by the Town Council, annexing approximately 41 acres into town. P.E. Moore & Sons and the Trappe Rural Life Museum annexed adjoining parcels on Backtown Road/Md. Route 565. The Moore property is a ~4-acre parcel on Backtown Rd., adjacent to the Rural Life Museum property, which sits on two acres, next to a larger, 35-acre parcel on Md. Route 565, which is owned by the Groves family. The properties were zoned Light Industrial under Talbot County zon-ing, and will remain under the same zoning under the annexation. Sewer and water service is not available at this time, but the property owners would be eligible to apply if/when it does become available. The Planning Commission had reviewed the an-nexation request and rendered a favorable recommendation to the Town Council.

Industrial “M” Zoning District The Planning Commission is reviewing the Light Industrial “M” Zoning District, which will apply to the newly-annexed properties. Specific allowable uses, setbacks, maximum site coverage, etc. are being determined by the Planning Commission, using Talbot County’s zoning ordinance as a guide.

Ordinances #6-2007, Property Maintenance Code & #7-2007, Revisions to Formatting of Town Code After Public Hearings, both ordinances were approved at the November Town Meeting. Ordinance #6-2007 adopts the 2006 International Property & Maintenance Code as the basis for the Trappe Property & Maintence Code. Ordinance #7-2007 re-codifies the Town Code to make it current with State law, and cleans up the document format.

Supplemental Ordinance #11-2007 (Supplemental to Ordinance #11-2006): Extension of Lakeside Bonds Following a Public Hearing, Ordinance #11-2007 was approved by the Town Council at the November Town Meeting. The original ordi-nance authorizes a special tax district in the Lakeside development. Since the development has not broken ground and no one lives there yet, this supplemental ordinance extends the time for issuing bonds by one addition year. No other changes are in-volved and the extension does not affect any current citizens. The amendment only affects Section 1 of the original ordinance, and extends the bond issuing date to December 31, 2008.

$100,000 Grant Procured for New Lakeview Community Park The Maryland Board of Public Works, in conjunction with Project Open Space, has awarded the Town of Trappe a grant in the amount of $99,942 for construction of a new Lakeview Community Park on Lakeview Drive. The Town will contribute an additional $5,000 toward the project.

“Trappe-tober” Update The Town Council approved the designation of the month of October as “Trappe-tober” along with a special event for each week in the month. First week: Community Yard Sales (instead of on the same day as Trappe-toberfest as in the past); Second Week: Nace’s Day; Third Week: Trappe-toberfest; Fourth Week: Halloween, including a Costume Parade on Main Street immediately before Trick or Treating begins.

New Town Planner Jennifer Shull, a former employee of the Town of Denton, has been hired as the new Town Planner. She started in her new position on November 13, 2007.

Carousel Commons Draft Public Works Agreement Update The Town Council reviewed draft version of the Public Works Agreement for P.E. Moore & Sons’ Carousel Commons Development at Main Street and Maple Avenue. The Planning Commis-sion reviewed the final plat for the project, which will be presented to the Town Council at a future Town Meeting. This is a mixed-use subdivision consisting of 24 townhouses and one multi-unit commercial building. Davis, Bowen & Friedel, has re-viewed the site plan, water & sewer plan, and landscaping design. Letters of Credit are in place for the development. The Town Council reviewed the draft Public Works Agreement and gave preliminary approval, contingent upon final approvals from the Planning Commission, Town engineer, and Town attorney.

Trappe United Methodist Church Saturday, December 8, 7-9 p.m. ~ “Shopping with Santa” will be held in Wesley Fellowship Hall. The United Methodist Youth Fellowship and leaders of Trappe and Faith Chapel invite children to an evening of “Shopping With Santa” (and his elves!). Parents can take a break for an evening while their children (ages 3 to 15) make a shopping list with our youth volunteers and then shop for gifts for parents and relatives. There will be refreshments, singing, and games to keep everyone entertained, and each child will go home with wrapped gifts to put under the tree for someone they love. (Gifts will be $2 each.) Visit with Santa too! This is a community service to the families of Trappe and a small fundraiser for the Youth Group’s ongoing activities.

St. Paul’s Episcopal Church Again this year, St. Paul’s is leading a Dioicesan-wide effort to provide Christmas gifts for the students at Pineville Elementary School in Pass Christina, Mississippi. Gifts will be given to all 230 students at the school. Each child will receive a stocking filled with goodies, a new book, and a tee-shirt with the school name and mascot. Thanks to Blades Design for helping to fund the tee-shirts. Additional donations are needed to provide shade trees and landscaping for the school, which was heavily damaged during Hurricane Katrina. This is the last year that St. Paul’s will provide for Pineville Elementary. Mary Getsinger and Bishop Shand will personally deliver the gifts to the school in mid�December. School News

The annual White Marsh Elementary School Holiday Program will be held at the Easton High Schoo l Auditorium on Tuesday, December 11, 2007 at 7:00 p.m. This year’s theme is “’Twas the Night Before

Christmas” and will include a musical of the same title as well as a variety of holiday selections performed by all of the students at White Marsh. The school has many wonderful and talented individuals so mark your calendar for a show with a lot of action to put you in the holiday spirit!

The White Marsh Elementary School Grandparents Club will not meet in December. We will resume our

meetings the 2nd Tuesday in January.

News from Rural Life Museum of Trappe, MD., Inc. At the November meeting of the Directors, Donald C. Brown, Sr. was named as the new Director. James C. Dawson was named as a Technical Advisor to the Directors. During December, letters will be sent to the current eighty five members that had joined the Rural Life Museum of Trappe, Md., Inc. in 2006-2007, urging them to extend their membership into 2008. On October 16, 2007, the Directors received possession of Defender House at 29241 Backtown Road. Since then, under the direction of Charles Asmussen, the rotted and broken siding has been removed, and new siding is on order to replace it. Clean-up of the yard is underway too. The Directors will be hoping for good weather to enable them to soon have Defender House as their new home. Charles Adams
