Scope of works for proposed movement of VLO's in the West building.

Purpose

The purpose of this document is to set out the steps required to remove the No. 1 Loco, tender and carriages, Dick Smith helicopter and replica Hargraves box kites from the Wran building in 2020. This paper sets out the steps required to remove each group of objects and any special requirements that will need further investigation including risk assessment, consultancy contractors and possible destinations for the objects.

Photography

It is recommended that the removal of each of the VLO's be documented both by time-lapse and still photography for future reference. Many of the VLO's were installed in the 1980's and there is very little or no remaining evidence of how they were originally installed. Thorough photo documentation of their dismantle and transport will help inform future possible installations and transport.

Exit routes

There are three possible exit routes for very large objects (VLO'S) from the West building. All VLO'S were installed into the building in 1988 through a large set of glass door on the Harris Street facade of the touring hall. These doors ae still in use but a tree has been planted on the footpath that is now blocking the access to these doors. Approaches to Sydney City Council over the last 20 years to have this tree removed have met with opposition from the council.

The three possible routes are:

· Exit through main glass entry doors onto forecourt then crane objects from courtyard to waiting trucks on Harris Street. This route will involve complete closure of Harris Street while loading of the 5 objects takes place

· Exit through double glass doors onto Harris street where the objects are then craned onto waiting trucks. This route will involve construction of a temporary rail from the building onto Harris Street and complete closure of Harris Street while loading of the 5 objects takes place

· Exit through touring hall, then UTS collaborative space to PO courtyard where objects are then craned onto waiting trucks. All loading takes place within MAAS premises and will only involve traffic control for entry and exit of trucks.

Option 3 is the preferred method as it causes the least disruption to public access but is predicated on Step into Paradise being closed and UTS being on vacation allowing us access through the collaborative space.

No matter which route is used, engineering advice needs to be sought to determine if the current floor slabs are in a condition that can support the objects that will be moved over them. In some cases, the floor may need propping from below to temporarily support the weight of the objects.

Preliminary discussions with our preferred rail transport contractor have confirmed that the PO Courtyard exit is the preferred option. All objects will fit within his current travel permits for height, width and weight with the only travel restriction being that they must be moved outside of normal hours.

Objects

90/816 Helicopter, full-size, Bell 2068 Jetranger Ill VH-DIK

The helicopter is a Category A object and was installed in 1990, it was removed from display in 2013 and loaned to Kings School Parramatta for 2 years before being reinstalled in 2016. Initial installation and the 2013 removal were undertaken through the Harris street doors and the reinstallation in 2016 was through the PO courtyard.

Removal of the helicopter from display requires the following steps

· Undertake risk assessment and SWMS· Lower to ground using rigging contractor and electric hoist· Undertake Conservation condition check· Fit transport wheels to skids· Remove lead ballast from cabin· Remove two main rotor blades· Remove vertical tail fin· Wheel to truck loading point· Load onto tilt tray and secure· Transport

Experience has shown removal and loading for transport can be accomplished in 1 working day for 2 MAAS staff, 2 rigging contractors and a transport vehicle. No special permits are required for transport.

Lawrence Hargrave replica kites 90/128, 90/129, 90/130, 90/131 and 90/132.

The 4 kites and seat are replica kites constructed by a MAAS employee in 1987 and are C category objects.

Removal of the kites from display requires the following steps

· Undertake risk assessment and SWMS· Lower to ground using rigging contractor· Undertake Conservation condition check· Dismantle each kite into individual components· Pack for transport· Transport

Once the kites are on the ground, they become medium size objects and can be transported using normal museum equipment and vehicles.

No. 1 Loco and carriages: 7949, 81613, 82237, 81664 81614

Of the train consist, No. 1 Loco is a category A object with the tender and three carriages all being category B.

Estimated weight of the Loco is 40 tonnes and engineering advice will need to be sought to confirm the floors in the planned exit route are in suitable condition and can support the weight to support the object and associated moving equipment.

The 5 objects were originally installed through the Harris Street doors in the following method

· Craned from truck on Harris street to temporary fixed track and pushed through door into West building (now Touring Hall)

· Transferred to temporary mobile track on hovercraft and skated through touring hall to align with fixed display track in atrium.

· Transferred from temporary track to fixed display track.

The preferred exit route is through the PO courtyard as detailed above.

Alternative display/storage venue(s) need to be found as there is currently no space available at MDC for these objects until J store is completed in mid 2022.

All 5 objects fall within the current width and height restrictions for transport by road and do not require any special permits other than transport needs to be undertaken after normal hours (night movements).

Preliminary work will involve the following

· Engineering consultant to confirm floor loadings for exit routes· Consultation with specialised rail transporting consultant· Consultation with crane company if it is required to lift the objects onto the truck for transport· Possible road closure of Harris Street if preferred exit route is not available· Consultation to investigate best method for movement of the objects through the

space from display position to loading position.· Construction of temporary tracks for movement of the objects through the space

once the above method is ascertained.

Removal of No. 1 loco (7949) from display requires the following steps

· Undertake risk assessment and SWMS· Undertake Conservation condition check· Removal of side rods, piston rods and valve rods· Removal of funnel, steam dome and safety dome· Greasing and lubrication of all wheel bearings· Transfer to temporary track or skates· Move from display location to loading location· Load onto specialised transporter

Report: Proposed Powerhouse Museum closure schedule —

PSC RecommendationNote and Endorse the staged closure of the Powerhouse Museum at Ultimo

SummaryAs part of the original investment decision by the NSW Government in 2018, the endorsed Business Case assumes that the Powerhouse Museum in Ultimo would close to the public on 31 January 2021. The Museum is proposing to undertake a staged closure of the Ultimo site from 30 June 2020. The staged closure will ensure that the Museum will continue to deliver programs at Ultimo and will cover the period of closure of the Australian Museum which will re-open in August 2020 following capital works. The staged closure of the Museum at this time aligns with the planning for the wider Powerhouse Precinct at Parramatta including the construction of an additional storage facility at Castle Hill and the planning of the Ultimo Creative Industries Precinct.

The Museum has undertaken budget modelling that has confirmed that no further Government investment will be required. The Museum has also undertaken essential maintenance and improvements to the environment control and air handling systems over the last 12 months and further improvements within current operational budgets are scheduled, ensuring systems will be operational until the handover of the site for redevelopment in March 2022.

Stage 1— Closure of the Heritage Buildings — 30 June 2020The Museum will close the heritage powerhouse building from 30 June 2020 and continue operating the Wran building, café and shop through to the projected closure of the Powerhouse Museum to the public at the end of June 2021. By 30 June 2020 an announcement of the Ultimo Creative Industries Precinct will be released prior to the Museum vacating the heritage powerhouse building to begin the site renewal scheduled to open by the end of 2022.

The operation of the Wran building over 2020 — 2021 does not interfere with work required on the Ultimo site. This will enable the smooth transition of the site operationally as well as supporting a considered approach to the relocation of the Museum's collection'to Castle Hill from July 2020.

To enable the Museum to vacate the heritage building by end June 2021, work is underway to identify alternative storage and display facilities for the very large objects currently at Ultimo. In addition to exploring loan opportunities, the Museum and Create Infrastructure will pursue alternative storage facilities for the Very Large Objects, pending the completion of new collection storage facilities at Castle Hill and completion of the Powerhouse Precinct in Parramatta.

Stage 2 — Closure of the Wran building 30 June 2021Following the public closure of the 'Wran building at end June 2021, further work will be undertaken over the next 9 months, including the dismantle and movement of the Boulton and'Watt rotative engine, and other remaining collection objects. The Wran building will also be used as a staging space for collection and non-collection materials from the Harwood building. This scheduled date provides 3 months for the completion of moves from the Ultimo site following the December 2021 handover of the new collection storage facility at Castle Hill.

From July 2020, the Museum will deliver regional programs, including loans of key collection items such as Locomotive No. 1, and the Maudsley Sons & Field Beam Engine, and other Very Large Objects (VLO), as well as targeted exhibitions and programs.

Finance and Maintenance The Powerhouse Museum has undertaken financial modelling that has confirmed that no further funding from Government will be required. The Museum has

The Museum will close the heritage powerhouse building from 30 June 2020 and continue operating the Wran building, cafe and shop through to the projected closure of the Powerhouse Museum to the public at the end ofJune 2021. The Museum has undertaken essential maintenance and improvements to the environment control and air handling systems over recent months and further improvements are scheduled, ensuring systems will be fully operational until the handover of the entire site in March 2022. Maintaining such operation is critical in order to maintain environmental conditions in the Harwood building for the collection and staff work areas. The systems for the entire Ultimo site are housed in the basement of the Powerhouse Museum, in particular the heritage powerhouse building. These include the sea water exchange, chiller systems, air handling units, boilers and plant rooms.

Following the public closure of the Wran building at end June 2021, further work will be undertaken over the next 9 months, including the dismantle and movement of the Boulton and Watt rotative engine, and other remaining collection objects. The Wran building will also be used as a staging space for collection and non-collection materials from the Harwood building as part of preparation for a March 2022 vacation. Create Infrastructure will work with Property NSW to undertake planning approvals for the Ultimo site and provide Property NSW 15 months to complete property sale transactions before June 2023.

This scheduled date provides 3 months for the completion of moves from the Ultimo site following the December 2021 handover of the new collection storage facility at Castle Hill In addition to collection storage facilities, the new store will include an allocation for 50 staff, as well as collection care and management facilities including conservation and digitisation facilities. Followins the close of the Ultimo site in March 2022, alternative temporary accommodation in Parramatta will,need to be identified for staff not based at Castle Hill. There is a gap of 18-21 months between Ultimo closedown and the tenancy of the Powerhouse Precinct.

From July 2020, the Museum will also maintain an active presence throughout New South Wales by offering regional programs, including, loans of key collection items such as Locomotive No. 1, and the Maudsley Sons & Field Beam Engine, and other Very Large Objects (VLO), as well as targeted touring exhibitions and other programming offers.

Collection Logistics — Powerhouse MuseumThe heritage building houses a significant proportion of the approximately 6,000 objects on display in the Powerhouse Museum. Of particular note, the exhibitions include 32 VLO, including: Catalina and Bleriot aircraft, Governor's Carriage, Sydney Central Station Indicator Board, Locomotive 1243, Fl Rocket, Maudsley Sons & Field Beam Engine and Wagon Boiler, Locomotive No. 1 and the Boulton and Watt rotative steam engine. It is notable that a number of items are directly plumbed into the sites central boiler/HVAC system.

From July 2020, all objects in Powerhouse, like those in the Harwood building, will progress through a 7-stage process including initial assessment, documentation, conservation where required, digitisation, packing, movement and housing at the destination. This approach is consistent with best practice museum collection management standards and is designed to respond to the diversity and breadth of the MAAS Collection.

VLO logistics will require specialist resources, equipment and expertise for their treatment, digitisation, packing, movement and storage, as well as installation at loan venues. In addition to the overall approach to managing the collections through the relocation, these objects will require further planning and risk analysis, and many will require demolition of parts of the internal fabric of the Museum in order to safely deinstall, pack and move the objects. Preparation for the move of VLOs is scheduled to continue over the coming 12 months, in preparation for July 2020.

Temora Rural Museum has an extensive collection of domestic technology, fashion, engineering, transport, agricultural technology and indigenous material. Displayed and stored in a range of flexible indoor spaces and historic buildings, some objects are operated on the annual open day in March. Archives are stored in a small underground storage area.

Temora Ambulance Museum is a distinct collection of Ambulance NSW heritage material in the care of the Temora Rural Museum. The exhibition consists of one shed on the Bundawarrah Centre site and features several ambulances, some uniforms and smaller objects with limited interpretation in a very cramped display. Further collections are in storage on and off site. The Ambulance Museum collections are owned by Ambulance NSW, with an MOU in place with Temora Museum for preservation and management of these collections. Ambulance NSW does not fund preservation or display.p

Discussion of potential loan of VH-AMB Air Ambulance

The proposed location for display of the VH-AMB is in the existing Temora Ambulance Museum exhibition building. Some existing vehicles would be removed to a storage shed to be built nearby to make room for the aircraft. The building has no environmental control. The doors are open during opening hours (every day). The area has experienced significant dust storms recently and dust was evident on objects around the museum. There is some insulation on the roof, but the space would experience high temperature variability. There is a security camera inside. The shed is locked at night but not alarmed.

The museum is staffed by volunteers with the exception of the Manager. The Curator expressed commitment to storing the loan under cover.

The curator proposed the loan would be transported by removing the wings and using the existing landing gear for support. He suggested it would be moved into the shed by removing two panels from next to the front door.

Future plans for expanded Ambulance Museum

Temora Ambulance Museum is planning to expand into a proposed new custom-built facility next door. The VH-AMB would feature at the centre of this new exhibition that would present stories and collections of the heritage of NSW Ambulance. The Museum is currently seeking funding to have plans drawn up, the timeline for completion of this new building is unknown. A loan agreement or partnership with MAAS would strengthen funding applications for this expansion. The Manager is passionate about creating a unique Museum offering for the town of Temora.

Potential partnership opportunities

Temora Ambulance Museum are keen to partner and collaborate with MAAS in any way. They would

benefit from assistance with interpretation for the VH-AMB ambulance loan. A broader partnership could potentially assist with interpretation in the new and expanded museum. The Temora Museums have a strong need for training in cataloguing and preservation. They also expressed interest in training programs / exchange for staff and volunteers.

Next steps

MAAS to do conservation assessment of VH-AMB and determine minimum facility requirements for loan of the object.Communicate requirements to Bill so they can investigate any necessary upgrades. MAAS can potentially partner to apply for grants to do this.Institutions to keep in touch about timelines as they develop. Indicated possible MAAS timeline of object being available for loan in 2021-2022 but details are unknown. If the loan proceeds it would likely be a 2-3 year loan period with the possibility of extension.

Temora Aviation Museum is a flying museum, with the 14 historic ex-military aircraft in its collection all operated on regular flying days. It is a non-profit Museum, set up by the private donations of David Lowy AM. Introductory static displays about the history of the site and military aviation include an extensive oral history project of interviews with aviation veterans.

The Museum has one large air-conditioned hanger for display of the aircraft, with dramatic lighting, large graphic displays, movable showcases and video interpretation. The aircraft are regularly moved in and out for maintenance checks and flying days.

A second hangar for maintenance work has a public viewing area with further interpretation and a model of the RAAF No 10 Elementary Flying Training School that existed on the site during WWII.

In a recent agreement, all the aircraft in the collection have been donated back to RAAF, who pays for their maintenance. The Museum is not actively collecting, with the exception of possible future aircraft decommissioned by RAAF.

The Museum has an active events program with regular spring and autumn flying days attracting 1000 visitors. The bi-annual Warbirds Down Under attracts 20000 people over a weekend. Operation of the aircraft is organised by the Temora Historic Flight Club, all the pilots are RAAF reserve accredited.

Discussions with Peter about the MAAS collection indicated that HARS (Albion Park) own and operate a Catalina and may be a useful starting contact for discussions about the MAAS Catalina.

Hi ,

I visited the site on Tuesday with Ralph and met a number of their key personnel. We had a look at the roundhouse where the bulk of their collection is stored and then went and inspected the smaller lock up shed where they propose to store the tram and the hearse. The whole site has a high security fence similar to the one at the front of the Harwood car park that separates us from the pedestrian walkway except theirs has spikes on top. They also have a number of CCTV cameras at strategic locations and beam alarms across the front of the roundhouse. Most buildings are on an alarm system but the intended storage shed isn't. They are currently undergoing an upgrade of the alarm system of converting from analog to digital and it is intended to add the shed during the upgrade (not certain of the time frame for this). If the tram was to be loaned to them, they would move the tram from the shed to the roundhouse area on the open weekends where it would get better display exposure. Ralph is developing a checklist of what would need to be done in terms of checking and oiling prior to movement. I don't have any issues with this movement as they are fully accredited by the rail regulator for train operations.

I just wanted to update you on discussions with Steam Tram and Railway Preservation Society / Valley Heights Steam Tramway Museum, who last year requested the loan of the tramway hearse and Motor 1A for History Week events in 2018 and the 140th anniversary of the introduction of steam trams to Sydney, this September.

We were able to facilitate a short loan of the tramway hearse for the history week events last September, for which they were very appreciative.

Their 140th anniversary celebrations have been scaled back to an open day on Sunday 29th September and they no longer wish to pursue the loan of the tram hearse or Motor 1A, but have extended the attached invitation for any of our staff to attend the event. Please let me know if you or any of your teams would like to go, and I can let Peter Stock know who to expect.

They are also very keen to be considered in our regional program to house large objects following closure / during the relocation phase, and will submit an EOI so this request can be formally acknowledged. Looping Angelique in FYI.
