Worked with an organization to develop the employee handbook describing various personnel policies of the organization. This required the formulation and presentation of these personnel policies as well.

Worked with a service organization to implement the concept of the work teams in the organization. This required presenting the team concepts to various employees and managers and also working with them to resolve the problems.

Worked with manufacturing and service firms in USA to implement the concepts of operations strategy, marketing-manufacturing interface, and total quality management to enhance firm performance and customer service.

Performed the statistical analysis of the return items for the automatic clearance of checks to determine the bottlenecks and causes of the delay for the completion of the transactions especially on their return pass.

Investigated the optimum level of the computer security for the State Information Systems. My contribution was the development of a model to identify the computer security levels in quantitative terms and to determine the optimum security level (as trade-off between cost and risks of data loss).

Investigated the effects of wind velocities on rockets trajectories for NASA (through Data Processing Associates). I researched the characteristics of multiple Raleigh and other advanced probabilistic distributions, their shape, and variances. The research report was accepted by NASA and was used in their own designs.

Investigated the practices of releasing work orders to the production and assembly shop of an electronics manufacturing firm. My research revealed that the work- flow in an electronics production shop follows the characteristics of the flowshop scheduling theory and resulted in a method for job scheduling and releasing work orders in the production shop.

Investigated the problems associated with excess down time and maintenance cost for various

machines in the production shop. My research and statistical survey revealed the necessity of

reorganizing the maintenance department. I developed a queuing model and implemented it to

determine the crew site and teams for the maintenance and repair of various machines. The net

result was reduction in manpower, increased machine availability and decreased cost.

TEACHING ACTIVITIES At the University of Alabama in Huntsville, developed and taught undergraduate and graduate

courses in Enterprise Systems and SAP, Information Assurance and Security and Supply Chain

Management and E-Business. Designed, developed, and taught the new capstone course for the

MS in MIS program. In addition, regularly appear as a guest lecturer in the graduate course in

Technology Management. At Ball State University and other universities, designed, developed,

and taught several courses in Operations Management, Information Systems, and Management

Science/Operations Research and Statistics. Also developed and taught capstone courses in

Operations Management and Information Systems. In my career, I frequently received awards for

outstanding teaching, assessment and student advising. Brief course descriptions of the courses

MSC 385: Production/Operations Management Survey of the concepts and institutions involved with the production function of a firm and

of the basic quantitative tools used to solve operations problems. Topics include quality management, learning curves, assembly lines, linear programming, waiting lines,

inventory, and others selected from operations scheduling, project management, facilities location, supply chain management.

IS 400/500: Business Intelligence

This course emphasizes the process of exploring data, data relationships and trends

necessary to improve overall decision making in organizations. The goal is to positively

This course explores the issues in developing and managing an efficient and effective

supply chain especially in the e-business environment. We will emphasize the

we will discuss the strategic role of integrated supply chains, key drivers of supply chain

performance, and the use and impact of information technology and related

advancements to achieve business goals. We will discuss the inter-organizational

systems, electronic commerce technologies for application integration, and tools and

techniques for supply chain analysis and integration. IS 501: Introduction to Information Assurance

A course examining the configuration and implementation of enterprise resource planning

(ERP) systems with a view to integrate all aspects of an organization into one information

system. Specific attention is given to how ERP systems facilitate the flow of information

supporting core business processes and the organization’s supply chain. The course will

emphasize the configuration of ERP systems to support the organizational structures and

business processes of the particular company to efficiently and effectively manage a firm’s

business. IS 522: Supply Chain Management Systems

A course examining the purpose and implementation of enterprise resource planning (ERP)

systems with a view to integrate all aspects of a supply chain. Specific attention is given to

how ERP systems facilitate the flow of information supporting core business processes in a

supply chain. This course presents the main concepts of supply chain management systems

and software including ERP, CRM, and SCM systems as well as the underlying

technologies and managerial implications. It provides hands on familiarity with SAP

supply chain suite through ERPSim. MSC 605: Operations Management

This course is an introduction to the management of business operations that produce

products and provide services and to the basic quantitative tools used to solve operations problems. Quality management, inventory management, production planning, linear

programming, waiting lines, and other topics in operations are covered. IS 680: Enterprise Resource Planning Systems

This course examines the concepts, design, configuration and implementation of enterprise

resource planning (ERP) systems with a view to integrate all aspects of an organization

into one information system. Specific attention is given to how ERP systems facilitate the

flow of information supporting core business processes and the organization’s supply

chain. The course will emphasize the configuration and strategic use of ERP systems to

support the organizational structures and business processes of the particular company to

efficiently and effectively manage a firm’s business.

MGT 690: Global Supply Chain Management This seminar course will explore the issues in developing and managing an efficient and

effective supply chain especially in the global e-business environment. We will emphasize

The purpose of this capstone course is to emphasize the integration of various principles,

Information Systems and Technology (IS/T) function in an organization with a view to

serve an organization’s mission and strategy throughout the value and supply chain. Specific skills that will be enhanced include system conceptualization, problem identification and definition, data modeling, and systems requirements development. These skills will be placed in the context of the business processes where they will be applied.

MGT 693: Supply Chain Strategy This integrative course discusses the strategic role of supply chain management in

organizations and develops a working knowledge of the process of formulating and implementing supply chain strategies to gain competitive advantage in a global

environment. Topics covered include the linkage of supply chain strategies with corporate strategy, customer relationship and supplier relationship strategies, outsourcing

strategies and related infrastructure needs to implement supply chain strategies. A team

based practicum project helps students apply concepts and methods to real world problems.

DIRECTOR, APPLIED SCIENCES DIVISION, Energy Information Administration,

Washington, D.C. (March 1980-September 1981)

As Director of the Applied Sciences Division, I managed the functions and activities of a

support division engaged in providing scientific software and econometric/operations

research services to various elements of the Energy Information Administration. I directed

the identification of Automatic Data Processing (ADP) user needs for improved scientific-

oriented software capabilities and the development of policies, procedures, and scientific-

oriented software to satisfy user needs. I directed and managed the analytical support

functions provided by the Office of ADP Services to various organizational units of the

Department of Energy. These functions include the application and implementation of

operations research, statistical, and econometric techniques in the evaluation and design of

computer systems for processing energy data. I ensured an optimal use of existing and

proposed techniques and computer capabilities to process energy data at least cost. My

management efforts resulted in a cost savings of over $200,000 in FY 1980 and FY 1981

in providing the software services for the statistical/econometric/ operation research

models used in the processing of energy data. In addition to the above, I served as the

Chairman of the Committee to develop a plan for the distributed data processing Pilot Test

to investigate the use of mini/micro-computers to process energy data; I designed a

framework for the ADP Resources Management System to provide users with graphical

reports on development of ADP resources.

Simultaneously with the above position, I served as the Acting Director of the ADP

Planning and Evaluation Division responsible for the ADP planning, procurement, and contract management of all ADP hardware, software, and services. The procurements and

contracts totalled $14 million (approximately) per year and required the preparation and

review of statements of work, procurement requests, coordination with several elements of the DOE General Services Administration (GSA). I designed and implemented the

systems and procedures necessary to prepare and effect the procurement of ADP hardware, software, and services. This reduced the manpower spent in those actions by at least 30

percent. Also, in this position, I directed the ADP requirements studies for the multi- functional equipment, terminals and communications equipment, and the ADP Conversion

Study.

Concurrent with my position as the Director of the Applied Sciences Division, I served as the Acting Director of the Computer Services Division, responsible for maintaining and controlling computer hardware. In this position, I directed efforts in establishing new ADP

Services, implementing Departmental and Governmental ADP policies for the operation of ADP facilities, and provided experienced management of the review and analysis of ADP plans, budgets and equipment acquisitions and evaluations.

During the time of my assignment as the Acting Director, Computer Services Division, I decreased the time required for problem resolution by 50 percent, ensured that project deadlines were met (this division, prior to my assignment, was notorious for always slipping its deadlines). and increased the computer availability to users.

In performing the above duties, I was a key senior management officer of the Office of ADP Services and often represented the Office Director at meetings and decision conferences. In addition, I served as a technical and management adviser to the Office Director on substantive issues to ensure that political, technical, and managerial aspects are included in the resolution of issues.

GENERAL MANAGER, INFORMATION TECHNOLOGY, U.S. Postal Service, Washington, D.C. (August 1977 - March 1980) As General Manager of the Information Technology Division, I directed a professional staff of

Computer Specialists, Systems Analysts, and Operations Research Analysts engaged in the

planning and enhancements of ADP Systems, postal service wide regulations, and Control of ADP

hardware/ software in the U.S. Postal Service. I developed procurement policies and procedures

which were consistent with Federal Procurement Regulations and managed the commercial time-

sharing contracts. I directed the development and implementation of the Distributed Data

Processing framework and policies for the U.S. Postal Service and implemented management

techniques for cost-effective utilization of ADP resources. Among the projects completed were:

Study and evaluation of new developments in the field of computing and associated equipment functions including installation and utilization of highly complex communication network design.

Development and pilot testing of an Automatic Time and Attendance Processing System (ATAPS) for the processing of payroll data in local post offices in the country. This system utilized micro-computers and is considered to be a major contribution to the U.S. Postal Service operations.

Development and implementation of the reconfiguration of the Postal Source Data System to eliminate the need for manual Tele-concentrator sites by replacing them with suitable unmanned equipment and gaining advantages of changes in site locations and other available Telecommunication Networks.

Development of the information systems strategic planning and project management methodologies to effectively guide the Management Information Systems Department in fulfilling its missions and charter.

Development of Requests for Proposals for various analytical/systems projects. Included

in this activity is also the evaluation, and benchmark studies for the technical/financial analysis of the proposals received and preparing specific Statements of Work.

GENERAL MANAGER, STATISTICAL SYSTEMS REQUIREMENTS DIVISIONS, U.S.

Postal Service, Washington, D.C. (May 1973 - August 1977) As General Manager of the Statistical Systems Requirements Division, I directed a professional

staff of statisticians, operations researchers, and systems analysts for the (a) development of quantitative and econometric forecasting models for managerial decisions, (b) application of

statistical and econometric analysis to several operational and strategic systems of the Postal Service, (c) sampling techniques for large-scale statistical information systems, and (d) design and

development of major analytical information systems to support the rate-making process. In

addition, personally developed (a) various econometric and forecasting models which predict mail

volumes at post offices in the country, (b) integer programming algorithms for the editing of

sampled data, (c) requests for proposals and statements of work for the design of statistical and

econometric systems including programming support which were consistent with Federal

Procurement Regulations and Postal Service requirements, and (d) prepared and projected the

annual (short-term and long-term) budget requirements to support various elements of the U.S.

Postal Service. I identified and developed systems requirements for a multi-disciplinary user group

and their inclusion into the long-term information systems plan for the U.S. Postal Service. I

frequently briefed the senior management on the key issues, systems, and plans including

recommendations for the optimum action strategies at any given time. My key accomplishments

in this position were: Structural reorganization of the Office of Statistical Programs and Standards to align the

functions and responsibilities co-equally and to provide for the operations research, econometrics, and the analytical support to solve managerial problems. This reorganization improved the availability of information for such functions as postal rate making without increase in cost or people.

Direction, design, and implementation of a revenue allocation system for distributing the total U.S. Postal Service revenue to its various regions and districts. Developed a financial information system from various revenue and volume measurement systems which required an in-depth study of the systems and US mail flow patterns.

Investigation of the rate-making process to develop a mathematical/econometric model to provide guidelines for establishing of equitable and fair rates for various mail classes. Starting with demand analysis and cost determination, the model bridge the econometric and operations research techniques for making corporate policy.

Evaluation of the Electronic Mail System and the use of various mathematical models used in

the development of the electronic mail network.

Direction and redesign of the major statistical information systems. Specifically, my contributions included the development of edit criteria based on the theory of integer programming, the determination of alternative and efficient sample allocation procedures, and the valuation of various estimation procedures.

ADMINISTRATION, Sangamon State University, Springfield, Illinois (September 1971 - August 1973) I designed and taught graduate and undergraduate courses in operations research, economics, and management information systems. My specific accomplishments included:

Designed a business administration program to meet the requirements of the local

community. My specific contribution was to direct, through presenting cohesive framework,

the thinking of various faculty members towards a systems viewpoint of education.

Designed an operations research program from an applied and public sector orientation to include the development of module concept of education.

Developed a faculty evaluation system and the participation in the faculty evaluation. My specific contribution was the creation and implementation of a job evaluation process based on a point system.

Served as a member of the university assembly, a policy-making body in the university, and directed the evaluation, and implementation of various proposals to provide better platforms. Eventually, participated in the debates on various bills, including the faculty tenure bill, and a change from a quarter to semester system of education.

Contributed in the development of Computer Science and Economics Programs. As a member of task forces for these programs, made contributions to the awareness of community requirements and public policy orientation of programs. In addition, designed and taught courses in Managerial Economics and Mathematics for Economics and Management.

ASSISTANT PROFESSOR of ENGINEERING, The University of Alabama in Huntsville, Huntsville, Alabama (October 1969 -August 1971) I designed and taught graduate and

undergraduate courses in Operations Research, Industrial Engineering, Statistics, and Management Information Systems. I also participated in the review of the undergraduate engineering program

to ascertain that it met ABET requirements. I advised graduate students in their research program design and implementation. In addition to regular teaching and faculty responsibilities: Worked on the socio-economic program for the model cities. Specific contribution was the

development of a linear regression model to determine the degree of alienation of a group of people in a community on the basis of their race, or the ethnic characteristics, family size, income, or education level. The program was funded through the Federal Government Model Cities Program.

Conducted (as a member of a team) an in-depth study of the refuse collection problem funded by the city of Huntsville. My specific contributions were the development of a methodology for dividing the city into a number of areas to provide equitable workload, and the direction of the students’ efforts to develop various routing schemes. Final proposal was accepted and implemented by the city management.

Conducted a research investigation (funded by the University Research Committee) to determine the relationships between scheduling and sorting problems. The investigation revealed that scheduling problems can be viewed as complex sorting problems and this analogy between scheduling and sorting can be exploited to develop several heuristic rules to seek approximate solutions to the scheduling problems. Several heuristic rules were developed

and investigated on the UNIVAC 1108 computer and found to be superior to other available methods.

Contributed in the design and implementation of master’s program in operations research within the industrial engineering program. My specific contribution was the preparation of a draft proposal and the development of specific courses in the program.

Directed the research activities of various students working towards their master’s thesis. The problems encountered were quickly resolved and the research resulted in theses and publications.

INSTRUCTOR and RESEARCH ASSISTANT, Departments of Economics and Industrial

Engineering, Texas Tech University, Lubbock, Texas, (September 1967 - August 1969; part-time). Participated in research in industrial economics, engineering, and operations research. Also,

taught courses in Statistical Quality Control, Engineering Economy, and Principles of Economics. Assisted a faculty member in Economics in the preparation of a textbook in mathematical

economics and the creations of its instructor’s manual.

ASSISTANT EXECUTIVE ENGINEER, National Projects Construction Corporation, New Delhi, India (June 1964-July 1965). As Assistant Executive Engineer, I directed engineers and technicians to provide support functions

for the construction of a thermal power station. In addition, served as the Technical/Special Executive Assistant to the Durgapur Unit Chief for all administrative work including the evaluation

of contracts. My key assignments in this position were: Direction of the Steel Structure Department. This included job-shop like operations to

produce steel structures from scratch for the construction of thermal power station and their installation according to specifications.

Cost studies for various construction programs to prepare cost estimates of various operations

and alternate designs for reinforces concrete, construction frames, and other such activities. Direction of the procurement and supply functions to ensure that procurements were cost

effective and met the engineering specifications. Management of the office for the general administrative services such as: recruitment of staff,

leave control, and payments.

Negotiations with the client on the deviations of work requirements beyond the scope of the original contract to obtain agreement on the cost overruns and modifications to the original contracts.
