EEFIG - Energy Efficiency Financial Institutions Group,established in 2013 by the European Commission Directorate-General for Energy and United Nations Environment ProgrammeFinance Initiative. EEFIG provides an open dialogue and workplatform for public and private financial institutions, industryrepresentatives and sector experts to identify the barriers to thelong-term financing for energy efficiency, and propose policy andmarket solutions to them.EEFIG covers both the buildings and industry sectors.

energy consumption and industry isresponsible for 26% of final energyconsumption in EU.

• 75% of buildings were built with no or minimalenergy-related building codes and 75-90% oftoday's buildings will still be in use in 2050.

• EU's industry is a world leader in energyefficiency, but there are still substantialpotential savings.

• The EEFIG 2015 report "Energy Efficiency – the first fuelfor the EU Economy; How to drive new finance for energyefficiency investments" highlighted among others thefollowing problems:

• Lack of evidence on the performance of energyefficiency investments makes the benefits and thefinancial risk harder to assess.

• Lack of commonly agreed procedures and standardsfor energy efficiency investment underwritingincrease transaction costs.

• The EU Commission has taken EEFIGreport in full consideration for theimplementation and development of itsreview of energy efficiency relatedpolicies.

• In continuation of the EEFIG 2015 findings, the EEFIG de-riskingproject is now during 2016-17 addressing the fundamentals of energyefficiency investments in the buildings and corporate sectors through:

• Creation of an open source database for energy efficiencyinvestments performance monitoring and benchmarking(DEEP)

• Development of common, accepted and standardizedunderwriting and investment framework for energy efficiencyinvesting

• The goal of these initiatives is to increase energy efficiency financingat competitive terms through improving risk assessment andreducing transaction costs.

DEEP is an open-source initiative to up-scale energy efficiencyinvestments in Europe through the improved sharing andtransparent analysis of existing projects in Buildings and Industry.

HEADLINE DATA FROM DEEP AT LAUNCH:• DEEP contains 3,000+ buildings projects and 2,200+

industrial projects from 23 European Member Statesand 560 from elsewhere (mainly USA) at launch.

• DEEP tracks Euro 910 million of investment projectscontributed by 20 large companies, public banks,private investment funds, financial institutions andESCOs. • DEEP directly addresses the

need to have a user-friendly,transparent and open sourceevidence base for EU financialinvestors to reference whenconsidering entry into theenergy efficiency markets.

CONCLUSIONS DRAWN BY EEFIG:• DEEP is the largest, Pan-European, open source

evidence base for energy efficiency projectinvestments in Europe.

• The launch of DEEP demonstrates that EEFIG is actingupon the recommendations made in its landmark 2015report.

HEADLINE DATA FROMDEEP:

• DEEP’s Euro 910 mm ofinvestment projects showthat the avoided cost perkWh delivered by EE ishighly competitive: Euro0.012 /kWh in industry andEuro 0.024 /kWh inbuildings.

• The median payback fromover 3,000 DEEPcontributed projects fromIndustry is 2 years.

• In buildings, 2,000+ singlemeasures in DEEP (eg. Lighting orHVAC) payback in a median of 3years, whereas 600+ deeper orintegrated renovations (incl.building fabric measures)typically require over 7 years tobe paid back.

• Just 20% of Buildingsand 6% of Industrialprojects (772 total) fromover 5,900 in DEEPcontain any informationabout the non-energy, ormultiple benefitsdelivered through energyefficiency investments(such as change in assetvalue, productivity andcomfort increases, etc).

• The most frequentlyrecorded non-energy/multiple benefits recordedin DEEP are carbonemission reductions,reduced maintenancecosts, health & safety andemployee satisfaction.

• EE projects continue to lacksufficient monitoring, andtherefore ex-ante and ex-postdata, leading to higher riskperception. This is why EEFIGis also developing commonunderwriting procedures forEE investments.

CONCLUSIONS DRAWN BYEEFIG:• Important investment drivers

like increased market value,rentability, comfort, health,emissions reductions andother factors continue to beunder reported by businessand buildings owners.

• Multiple benefits continue tobe less visible and hard totrack consistently. Thissuggests that real projectreturns are, in fact, muchhigher than reported in DEEP.

Following the success of the launch of the EEFIGFirst Final Report, Climate Strategy, COWI and itslocal partners in some EU Member States began tocollaborate to use the tools created by EEFIG torun a national engagement process with financeexperts in five countries.Recognizing the current energy efficiency financecontext where investment levels need to be up-scaled to around €100 billion per year, EEFIGNational provides a platform to gather, interpret,present, analyse and exchange key data that canengage key national stakeholders through astructured process to align and focus theirefforts to increase EE investments.

In its initial phase, EEFIG National used astandardized method and process to engage withkey expert stakeholders in Spain, France,Germany, Poland and Bulgaria over 12 monthsfrom July 2015 to June 2017. Each country’sprocess and results can be found in the countrysections (left menu) together with an interactivereview of the results data in each case. We providean “EEFIG National Toolkit” which describes thenecessary components needed to conduct andreplicate the EEFIG MS-level engagement processin different countries. Below there is also aninteractive analysis comparing the results of EEFIGdrivers in each of the countries by segment.
