Introduction 1. The purpose of this DIN is to outline the range and nature of support to Service Personnel assigned to the European Joint Support Unit Area of Responsibility (EJSU AOR) and where advice can be sought prior to accepting an assignment. EJSU provide J1-9 support to personnel appointed to NATO and European Union Military Staff (EUMS) approved by European Atlantic Security Policy (EASP). In addition, EJSU provide J1 support to Liaison Officers, Exchange Officers and Defence Attaché Staff where an EJSU National Support Element already exists1. 2. Both the EJSU and the Global Administration Unit (GAU) are part of the Global Support Organisation (GSO) within JFC. Work is in-hand to transfer the J1 support responsibilities for GAU-supported personnel in Europe to the EJSU. If individuals or

manning authorities are unsure about the support arrangements for individual posts in Europe, or wish to make a request for support to a new post then SO1 GSO (details at Annex A) is to be contacted in the first instance. 3 The MOD has a responsibility to provide support to Service Personnel and their entitled dependants where it is both practical and affordable to do so. The EJSU endeavours to match UK standards in healthcare, education, welfare and family support for personnel assigned to NATO and EUMS HQs in Europe and Turkey but, inevitably, there are some forms of support which cannot be provided in certain locations. Detailed in the regulations highlighted in Paragraph 5, Service Personnel have a responsibility to declare any circumstances, medical and educational needs that require support and to ensure that these can be met in their assignment area prior to accepting their assignment. 4. Personnel who fail to fully declare any special circumstances, such as medical conditions or educational needs, may be returned to the UK immediately upon arrival in-country. Those with special circumstances that emerge during an assignment will be assessed through a Multi-Agency Meeting (MAM)2 chaired by CO EJSU and including the Service Person, which may result in the Service person's return to the UK along with any dependants. Scope 5. This DIN applies to the following personnel within the EJSU AOR (including Isolated Detachments (ISODETS)):

a. All Service Personnel assigned to NATO and EUMS posts. b. All Liaison Officers (LO’s), Exchange Officer’s (EA’s) DA staff assigned to

countries where an EJSU National Support Element (NSE) exists3. c. Service Personnel assigned to the European Joint Support Unit (EJSU) including National Support Elements (NSEs). d. Students attending Foreign Staff Courses where an EJSU NSE exists. e. UK Based Civil Servants, once in country (including MOD Schools staff), assigned to MOD positions in NATO and EUMS assignments. f. Dependants that accompany Service Personnel assigned to the EJSU AOR. g. Other Service Personnel assigned to posts for which the EJSU has formally accepted support responsibility.

Manning Authorities 7. The Service manning authorities are responsible for ensuring that:

a. Service Personnel read this DIN and are aware of the levels of support (and limitations to such) in their proposed assignment area before they accept the assignment. They are to ensure the Service Person is aware of JSP 770 Chapter 2A and that the Service Personnel, with assistance of current Chain of Command (CoC), complete the Annex to JSP 770 Chapter 2A prior to accepting an assignment. b. Both Service Personnel and entitled dependants are to be made aware that there will be a requirement for additional medical screening prior to being fully accepted for assignment in accordance with 2017DIN01-188 (Health Service Support for Personnel Assigned to European Joint Support Unit (EJSU) Locations). c. Service Personnel assigned to the EJSU AOR liaise with the in-country NSE to ensure that suitable support can be provided to the Service Person and their dependants before an Assignment Order (AO) is issued4. NSE contact details can be found at Annex A. d. Service Personnel are aware of the options for the education of their children in their proposed area of assignment. e. Service Personnel and their dependants are medically and dentally fit prior to assignment. Also that they are medically supportable in country5.

f. Service Personnel in their final tour in isolated posts or overseas posts are given sufficient time in the UK to complete their resettlement activities prior to discharge6. g. All NATO Service Personnel, without exception, must have a valid UK security clearance, either SC or DV. Before arriving at an EJSU supported post, the individual must obtain a NATO Personnel Security Certificate, (Secret, Cosmic Top Secret, or Cosmic Top Secret Atomal as required by their AO/post). NATO Secret is the minimum NATO clearance required and can be extracted from either a SC or DV clearance and will expire on the same date. NATO Cosmic Top Secret and NATO Cosmic Top Secret Atomal can only be requested if the individual holds a DV clearance and would only be issued for the first 5 years of that DV clearance. After the initial 5 year period a new DV application would be necessary to obtain NATO Cosmic Top Secret or NATO Cosmic Top Secret Atomal. h. The NATO Personnel Security Clearance Certificate is to be requested by the individual’s current unit before arrival. JPA screenshots and letters confirming clearances are not accepted by NATO authorities. The process to renew security clearance is lengthy, (for DV typically 6 months and for SC typically 3 months), therefore it is essential that personnel check when their security clearances expire and take any action required to renew their security clearance in good time and at their current unit. i. Service Personnel that arrive without a valid UK security clearance and without a NATO personnel security clearance certificate will not be able to obtain location passes or access any restricted areas. j. Any non-NATO (or EUMS) pers supported by EJSU are to be informed of the appropriate level of UK and NATO personnel security clearance commensurate with the post they are assigned to and how to obtain the personnel clearance certificate prior to arrival. Regardless of whether the post receives J1-9 support, advice can be sought from [email protected] (copy to [email protected]).

Service Personnel 8. Individual Service Personnel are responsible for the following7:

a. Declaring and registering any special needs (medical, educational, welfare or accommodation) for themselves and/or their dependants, with the relevant authorities in accordance with Joint and Single Service Policy (Paragraph 5 a-x). Failure to do so may result in either the whole family or the dependants being returned to the UK. b. Ensuring that they and their dependants are medically and dentally fit for their overseas assignment. Also that they are medically supportable in country8.

c. The schooling in their chosen assignment area is acceptable. d. Maintaining a valid UK and NATO personnel security clearance. In the first instance contact your current unit for any advice regarding your security clearances, to initiate a clearance renewal application and to obtain a NATO personnel security clearance certificate prior to your arrival. [email protected] (copy to [email protected]) can be contacted for any advice. e. Ensuring they are fully equipped with personal clothing and items as detailed in Annex B to this DIN. f. Ensuring that the clearance certificate at Annex C is completed and forwarded to the EJSU Head NSE for the location being assigned to – at least 3 weeks before Report for Duty Date (RDD).

General Information 9. Authority to travel. All accompanied personnel travelling on assignment to overseas posts are required to complete and submit an F Mov 564E Application for Family Travel (see related documents) regardless of whether they are booking travel through Service sources or travelling independently. The contact details are contained in Annex A.

a. Privately Arranged Passage (PAP). The aim of a PAP is to provide assistance towards the travel costs incurred by Service Personnel and accompanying immediate family when they are required to make a duty journey on assignment but, for personal reasons, they choose to travel by other than the recognised flight route. Capped costs are only applicable on assignment to and from an overseas location when no Service / chartered air passage is available. It does not apply to assignment within North West Europe and the UK. PAP Capped costs are calculated centrally by DBS and applications are to be processed through the leaving admin unit, noting that the application must be with DBS no less than 6 weeks prior to the departure date. Costs are capped against real time flight availability. b. Shipping of Car at Public Expense for Service Personnel Recieveing SSLOA. Service Personnel recieveing Small Stations Local Overseas Allowance are entitled to the conveyance at public expense of one car to and from Overseas at the start and end of their assignment9. The car will be moved to and from the Small Station by the MOD GRMS contractor. Details of how this is done and the application forms may be obtained via GRMS section, MSS Division, MOD Abbey Wood.

Health Support 10. Health Care. In accordance with 2017DIN01-188, within the EJSU AOR 3 distinct models of healthcare delivery exist. These are summarised below, with further details provided within the relevant DIN:

a. Health care delivered through the Healthcare 2013 contract. Healthcare 2013 is an MOD contract with SSAFA / Guy’s and St. Thomas’ ‘NHS Foundation’ Trust (GSTT) Limited Liability Partnership (LLP), which delivers and facilitates health care for EJSU personnel and is currently overseen by British Forces Germany Health Service (BFGHS).

b. Healthcare enabled through the FCO Healthline (Healix) contract. Individuals access a local (Host Nation) health care practitioner and liaise with Healix for oversight of Secondary Health Care. This provision is supported by the Central European Practice (CEP) which records health care interventions onto both Service Personnel’s Service medical records (their DMICP record) and NHS GP records for entitled dependants (subject to consenting to registration with the CEP) and manages Occupational Health for Service Personnel. c. Healthcare delivered by the Defence Medical Services (DMS). Primary Healthcare is provided by a DMS Medical Centre with oversight of provision by other Secondary Health Care providers.

11. Service Personnel should be briefed by NSEs before they arrive in location about access to health care facilities in their area and the limitations of such provision. All assignees to EJSU supported posts are to ensure that they are aware of their (and their family’s) health care plan for the assignment prior to arriving in location. 12. Personnel seeking to be assigned are to have the appropriate medical grading for employment at EJSU supported assignment locations. It must be noted that many posts are deployable posts with liability to deploy into potentially austere conditions at short notice. Individuals assigned in to such posts are to be of the appropriate medical grading and not have any medical limitations to such deployability. 13. Both Service Personnel and entitled dependants are to be medically screened prior to travelling overseas. Service Manning authorities are to refer Service Personnel and their dependants with pre-existing medical conditions to SO2 Med EJSU10 to ensure that the medical facilities available in their assignment location will meet their requirements. Such referral should take place prior to assignment (and receipt of AO) of the Service Person. Contact details are contained within Annex A. 14. Dental. Dental services are provided from the following sources:

a. MOD Dental clinic staffed and managed by DDS(G) – SHAPE. b. Independently accessing dental treatment from Host Nation dental providers with all dental care managed by Principal Dental Officer(Overseas) (PDO(O)) in accordance with 2017DIN01-081. In accordance with NHS criteria, MOD will only fund treatment that is clinically necessary to secure and maintain oral health.

15. Education. Education is provided from a range of sources and detailed policy letters are held by Manning Agencies and EJSU. Personnel have the options to use locally approved schools or boarding in the UK. The Continuity of Education Allowance (CEA) is

available for eligible Service Personnel to help them with the cost of boarding education. For more details see JSP 752 and EJSU Provision of Schooling and Nursery Policy document which contains further details and sets out the procedures to be followed. The following summarises the overseas provision:

a. Service Children’s Education (SCE) Schools. Where these schools are provided parents are strongly encouraged to use of them. Any attempt to use alternative schooling will be processed on a case by case basis requiring exceptional authority from EJSU and Department for Children and Young People (DCYP). Parents may become financially responsible for their child’s education if the opportunity to use the local SCE school is not taken up. b. International Schools. A range of international schools have been inspected by the DCYP and deemed suitable. These are detailed in the EJSU Provision of Schooling and Nursery Policy document. These schools can be used where there is no SCE provided school available. c. US Department of Defence Schools. Parents may choose to use these schools, where places are available, but it is not recommended for children beyond the age of 14. d. Where there is no SCE school available, parents may elect to use a school of their choice but in doing so may be liable for the fees. Advice should be sought from Children’s Educational Advisory Service (CEAS) and EJSU J1 SO3 HR. e. Parents may elect to use local nursery facilities and reclaim costs up to the UK equivalent entitlement. The scheme is administered by SCE as detailed in the reference at Para 5. f. Parents are responsible for transporting their children to and from school unless a school transport system is in place; note that suitable public transport may not be available in some locations. Parents should be warned that even where school transport exists it is unlikely to take account of extracurricular activities. g. Parents should consider options carefully if their children entering a critical stage of education (within 2 years of public examination) during their assignment and plan accordingly. If the child is to be schooled in the overseas location, the Service Person must ensure that the assignment is either long enough to cover that period of education or the assignment is reduced to allow the child to start the critical stage of education in the UK. Service Personnel are not to assume they will be eligible for a tour extension if there original assignment negated the need to move during a critical stage of education. Parents may become financially responsible for their child’s education if the Service Person is re-assigned and leaves his family in the overseas location in order to complete exams. h. It should be noted that not all schools use English as their first language. Parents should contact the NSE to ensure they are fully aware of the education their child/children will be receiving before committing to an assignment.

16. Special Educational Needs. Those parents who require Special Educational Needs (SEN) facilities for their children must register them with Children’s Education Advisory Service (CEAS) in accordance with JSP 342. An MOD Assessment of Supportability Overseas (MASO) for SCE Schools and a MAM for all other schools and forms of education will be carried out and advice given as to what assistance can be offered to the child and whether the child can be supported. SEN facilities are not routinely provided in all locations and therefore prior approval is required from CO EJSU and EJSU J1 HR SO3 for funding where support is to be contracted in by the school. It is the responsibility of the parents to ensure that the school they have chosen to send their child to is able to provide SEN assistance and that they have funding approval. 17. Housing. The Defence Infrastructure Organisation (DIO) is responsible for the acquisition, management and disposal of the MOD accommodation portfolio of Service Families Accommodation (SFA) and Single Living Accommodation (SLA) in most overseas areas (some ISODETS are accommodation under the Overseas Rent Allowance (ORA) Scheme). DIO allocates accommodation in accordance with JSP 464 which is based on entitlement. 18. The size and standard of housing within the accommodation portfolio is acquired in accordance with JSP 464 subject to country specific building standards, legislation and market forces. DIO aspire to source accommodation in close proximity to other accommodation and key facilities, but accommodation may not always be located close to other personnel, work, schools or local facilities and public transport. 19. In order to apply for DIO provided accommodation in EJSU supported areas a MOD Form 1132 should be submitted, immediately after issue of an AO, to the DIO Housing Allocation Clerk in SHAPE, who will guide personnel through the housing allocation process. The provision of accommodation stores/furniture is the responsibility of DIO and will be undertaken in accordance with local DIO policy. DIO are responsible for the grading of properties using the CAAS system. Personnel are not to undertake physical moves of furniture nor give notice to vacate either public or private accommodation in UK, or their current unit, until such time as a formal allocation letter for SFA/SSLA has been issued at the overseas location. Surplus accommodation or storage is generally not available in any of the EJSU supported locations. Where a Non-availability form is issued when DIO cannot provide accommodation to meet the AO date, the Service Person only may be expected to occupy hotel accommodation at the overseas location, with all dependants expected to remain in the accommodation that is being occupied in the current location. In addition, extended overlap of outgoing and incoming personnel to posts cannot be supported in EJSU locations overseas. 20. Pets. Personnel planning to bring family pets with them to EJSU supported locations are to be aware that they will need to comply with local law as well as UK regulations in taking their pets abroad and then back to the UK. They are also be aware that not all SFA provided in Europe and Turkey is suitable for large pets. Advice is to be sought from the NSE administering their proposed assignment location. 21. Welfare. EJSU aim to ensure that NATO and EUMS Service Personnel, and supported UK Based Civilians (UKBC) and their entitled dependants (where practicable), have access to equitable welfare provision to those who serve in the UK. As such, CO EJSU endeavours to replicate the services of those provided by the Local Authorities in

the UK wherever practicable and manageable within the EJSU AOR. However, both Service Personnel and UKBC’s have a responsibility to ensure that family needs can be met, before they deploy overseas as the impact of an unsupportable accompanied assignment cannot be overestimated; whether the outcome is the need to return the SP, UKBC and their entitled family back to the UK or the cancellation of an assignment at potentially short notice. Those with complex on-going Welfare issues should not be assigned to units in the EJSU AOR. Community and other facilities are provided where possible. 22. Dependency Status. Dependants are members of the immediate family as defined in JSP 752 Art 01.0230 and including children as defined in Art 01.0208 of the same. Personnel need to be aware that being granted Dependency status by UK authorities does not necessarily mean that the Host Nation will take the same view. Advice should be sought from the NSE as to the status of those personnel accompanying the Service Person with regard to tax-free entitlements and residency status. Any requests for extended dependency status are to be made to CO EJSU. 23. Nannies. Parents should be aware that local restrictions may exist on obtaining work permits for nannies and au pairs. Early advice should be sought from NSEs regarding the local requirements. 24. Dependant Employment. Employment opportunities for dependant spouses/civil partners are limited in EJSU supported locations. Language barriers mean that only a small number of posts within the UK Support Organisations are available. Obtaining employment in the local economy may mean losing status under the Status of Forces Agreement (SOFA) and being required to pay taxes. Personnel should check with Head of NSE for, location specific information. 25. Mid Assignment Operational Deployments. Many NATO posts require personnel to deploy during their assignment and therefore it is important that Service Personnel have the correct levels of equipment prior to taking up their assignment. Annex B details the Individual Equipment required for personnel deployed to NATO and other European Host Nation appointments. 26. Training. All personnel assigned to the EJSU AOR are to arrive in date for Single Service (sS) fitness test and annual competencies. Personnel are reminded to bring certificates of completion from all mandatory on-line training courses in order to avoid repeating the course on assignment. Personnel assigned to a NATO post holding a readiness state R1-R5 will be expected to be held at readiness from their first day in post. Therefore personnel should arrange to complete the following training before assigned date. a. Royal Naval and Army personnel are to have completed MATTs 1-9. b. Royal Air Force personnel are to have completed IRT Lv 3. Personnel who are unable to complete the above before assignment date are to contact the Joint European Training Team (JETT) in order to enrol on the NATO Military Skills

Course (NMSC). This is a 1 week course held at SHAPE. Contact details are at Annex A. NSE can advise on the unit’s readiness profile. 27. Equipment. All UK NATO personnel at readiness will be equipped to the Dismounted Close Combat (DCC) level ‘Equipped to Operate’ as per the Army Readiness Order. A detailed personal scaling’s list can be found at Annex B to this DIN. Individuals are to draw any necessary equipment to bring them up to this level from their losing unit using this DIN as authority. Once in post in a NATO appointment it is extremely difficult (in some cases not possible) for Service Personnel to demand equipment for delivery in-country. Individuals encountering problems drawing individual equipment are to contact EJSU J4 before leaving their current location. Contact details are at Annex A. 28. Post Assignment Operational Deployments/Short Courses. Personnel who are deployed to operational tours or on short courses at the end of their assignment should endeavour to relocate their family and personal effects to the next duty station. Complications can arise when the Service person is assigned out and the family remains behind as they lose UK allowances and NATO entitlements. This can sometimes affect access to UK provided facilities (medical and dental) as well as tax free privileges. Advice should be sought at the earliest opportunity from NSEs. Authority rests with CO EJSU. 29. Tax Free Entitlements. Tax free entitlements are subject to the SOFA which exists between NATO/Ss and the Host Nation. Where Service Personnel are assigned to a NATO position, including EJSU support staff, then they may be eligible for a range of tax free entitlements. 30. Allowances. Some remote locations in the EJSU AOR have no Service provided accommodation and therefore there may be additional allowances paid such as ORA, Overseas Furniture Provision Scheme payments and Small Stations Local Overseas Allowance. Service Personnel should contact the relevant Head of NSE to determine whether this affects them. Details of all allowances can be obtained from the Head of NSE Location. Points to consider 31. Individuals who are seeking assignments to appointments supported by EJSU should consider the following points before accepting them:

a. Do you expect to attend short courses either before or after your assignment? It is likely that you will have to apply for retention of SFA during this period and you may lose both MOD overseas allowances and tax free entitlements as well as access to on base facilities. Your car may also have to either be registered locally or in the UK for the duration of your course. b. Do you or your family have disabilities/special needs? If you do then it is strongly advised that you contact DIO to ensure that they can meet your needs. You will also require medical clearance to serve overseas and you are required to make your Unit HR aware in order to give the assignment authority lead time to consult with the EJSU to ensure that suitable support can be provided prior to an assignment order being promulgated. Funding may also need to be applied for with regard to special equipment or SEN provision at local schools.

c. Will your children be in a critical stage of education either before you are due to arrive or when you are due to depart? A critical stage of education is defined as being within 2 years of a public examination, usually GCSE and A-Level or their equivalents11. If they are in a critical stage of education then for reasons of continuity you may need to apply to retain SFA, some allowances and experience separation from the family so that they can complete the phase of education. Where an assignment length does not cover the period of critical stage of education the Service Person may be liable to the schooling fees if they wish to retain their chid in the overseas school. The family will not have access to full allowance or tax free entitlements, but may retain the normal UK provided support such as medical and dental (where those facilities are not on base). d. Can your spouse/civil partner drive? If not you will need to give consideration to the practical requirements of travel to/from school for your children where there is no service transport provided. If you are deployed your family may become immobile unless they are located near to transport infrastructure. In some locations the inability to drive will have a considerable impact and advice should be sought from NSEs. e. Do you expect to exit the Service at the end of your assignment? If you do then you need to be aware of the limitations regarding access to resettlement facilities compared to resettling from the UK. There is a Senior Resettlement Office in Woolwich who is the focal point for all personnel requiring advice and guidance in the EJSU AOR. EJSU has a Resettlement Clerk who processes claims and entitlement through Woolwich. The capacity and experience at this level is limited. JSP 534 - The Tri-Service Resettlement and Employment Support Manual in particular, Part 1 Directive -3.3- Timing of resettlement activities and Part 2 Guidance - 5 Travel and Subsistence Allowances 5.4 Overseas all apply. f. It should be further noted that the only facility to de-kit overseas is at SHAPE. Travel at public expense to SHAPE to de-kit is not authorised. EJSU J4 will accept kit from NATO pers at SHAPE or those visiting for authorised purposes (NMSC etc). Unless it can be coincided with another visit however, Service Personnel are to de-kit in the UK. Again, travel at public expense is not authorised to the UK to de-kit. Unless evidence to the contrary can be produced then it is deemed that any decision to TX overseas is a personal choice and does not abrogate the responsibility of the Service Person to properly de-kit. g. Do you have children who are not in full time education and/or are over 24 years old? If you do and they wish to accompany you then they may not be regarded as dependants for allowances or local tax purposes or as part of the qualifying criteria for accommodation entitlement. They may be required to have their own health insurance, be required to register at the local town hall and have limited or no access to UK facilities. h. It is strongly recommended that you seek guidance on your accompanied status if you have a spouse/civil partner working away from your assignment station

either temporarily or permanently. This could affect entitlement to a range of allowances including Continuity of Education Allowance (CEA) and housing. You have an obligation to state clearly any changes to your circumstances which may affect pay and allowances. You are also strongly advised to obtain written evidence of any advice that you are given on such matters.

Points of Contact 32. Points of contact are at Annex A. Summary 33. EJSU endeavours, where possible, to provide the levels of support to the standard expected in the UK to those personnel who are assigned to NATO and EUMS positions within the EJSU AOR. They also provide J1 support (only) to LO’s, EO’s and DA staff in countries where an NSE already exists. However, in some cases it is not available, practical or affordable to provide the same level of support and it is incumbent upon individual Service Personnel to check whether their needs can be met in their proposed assignment area. 34. Manning Authorities are responsible for ensuring that only those personnel who are suitable for overseas appointments are put forward for assignment. JSP 770 Chapter 2A should be brought to the attention of the SP and their current CoC and the Annex to JSP 770 Chapter 2 A should be completed. Manning Authorities are also responsible for making Service Personnel aware of the limitations of support in their proposed assignment area and keeping on file any special needs associated with the individual Service person and/or their family. 35. Service Personnel considering assignments into the EJSU AOR are required to declare any special needs and personal circumstances to both the manning authorities and the HR administrators so that an assessment can be made regarding their supportability. Children with SEN should be assessed and registered with CEAS. Where there is a requirement for additional funding to support the assignment then prior approval must be sought from CO EJSU via EJSU J1 HR SO3. 36. Detailed policies covering support are held by EJSU and the manning agencies and it is recommended that early advice is sought if there is any doubt regarding the ability to provide support or any other aspects covering status of the Service person or their dependants. 37. In sum, as soon as you find out you are posted overseas (or considering a specific location) contact the Head of NSE to discuss your specific requirements.

DATED Sep 18 INDIVIDUAL EQUIPMENT FOR PERSONNEL DEPLOYED TO NATO AND OTHER EUROPEAN HOST NATION APPOINTMENTS General 1. UK NATO personnel held at readiness within Europe and Turkey are required to meet Host Nation and NATO Readiness standards. Personnel assigned to any of the locations listed at Ser 5 below are therefore to be equipped in line with the ‘equipped to operate’12 liability level as stated in the ‘Army Readiness Order 2018 Edition’ (Appendix 3 to Annex B refers) and be prepared to undertake military training, and deploy on operations across the world as part of NATO or HN force. Situation 2. Personal clothing holdings across the 3 services vary considerably and often depend on an individual’s previous deployment history. As a consequence many personnel13 report for duty ill equipped to conduct Land Based training and deployment. Once in post it is extremely difficult and sometime not possible14 to bring individuals up to the necessary scale. Individual Action 3. To combat the current situation, individuals falling under the confines of this DIN are to draw from their losing unit the necessary kit and equipment to ensure their personal holdings are at least15 to the scale listed at Appendix 1 Ser 1 below. 4. Those personnel already in Europe and Turkey appointments that require bringing up to scale are authorised to use ORCA or demand through the clothing storeman in SHAPE. Items will be delivered via BFPO or can be collected whilst conducting visits to SHAPE to attend NMSC training. All issues will be recorded on individual service clothing books by HQ EJSU. Authorised NATO locations 5. This direction16 pertains to all Tri-Service NATO assigned personnel in the following European and Turkish locations:
