DEFENSE CHRONICLE

Secretary of National Defense Delfin N. Lorenzana led the annual hospital visit and gift-giving activity for the wounded-in-action soldiers at the V. Luna

Medical Center in Quezon City on 9 December 2019. Together with Defense Assistant Secretary for Human Resource Antonio L. Bautista and officials from the Armed Forces of the Philippines, Secretary Lorenzana awarded gift packs and monetary incentives to the soldiers. The yearly Christmas season activity is part of the efforts of the Department of National Defense to thank and honor our soldiers who sustained injuries in the course of their duties as members of the military.

The year 2019 has come to pass. The “ber” months are almost always the

busiest in the Department of National Defense (DND). On top of the daily grind in pursuit of the mandates of the Department and the bureaus attached to it, other activities and celebrations keep us on our toes. Except for the National Defense College of the Philippines (NDCP) and the Office of Civil Defense (OCD) which both celebrate their respective anniversaries in August, the rest of the DND Bureaus celebrate their anniversaries during the “ber” months. For this year the Government Arsenal (GA) celebrated its 52nd Founding Anniversary also known as Araw ng Arsenal through a series of activities in October. The Philippine Veterans Affairs Office commemorated its 47th Anniversary also in October. The Armed Forces of the Philippines held its AFP Day on December 15. And since it is a milestone year for DND, the Department capped the celebration of its 80th Anniversary with no other than the President of the Republic as its guest of honor in November. As One Defense Team, all the DND Bureaus participated in this celebration. Meanwhile, NDCP held its

commencement exercise for its Master in National Security Administration (MNSA) program for Academic Year 2018-2019 in September and OCD’s 21st Gawad KALASAG National Awarding Ceremony was held on December 6. And then there’s Christmas. National Defense Secretary Delfin N. Lorenzana once again led the annual hospital visit and gift-giving activity for the wounded-in-action soldiers this December to thank and honor our soldiers who sustained injuries in the course of their duties. In the “ber” months the OCD and the AFP also need to work extra harder with the NDRRMC down to the local DRMM units as our country gets frequented by strong typhoons around this time. The earthquakes that hit us also seriously threatened and displaced our kababayans. Truly, we have to be there for them on these dire times. As the defense establishment, the entire nation counts on us – the One Defense Team. This 2020, we face the daily grind once more. With our mandate at heart, our commitment match our roles and we shall work the whole year round.

dnd PushEs for GrEatEr sErviCE to thE nation on its 80th yEar

The Department of National Defense (DND) marked its 80th anniversary with a program

led by President Rodrigo Roa Duterte and Secretary of National Defense Delfin N. Lorenzana on 20 November 2019, in Camp Aguinaldo, Quezon City.With the theme, “Nagkakaisang Kagawaran para sa Ligtas at Mapayapang Bayan,” the anniversary celebration highlighted the solidarity of the men and women who make up the Defense organization in pursuit of peace and development for the whole nation. “It is indeed an honor to be part of the organization that shaped the country’s history. Humbled and proud at the same time, the One Defense Team has always strived to sustain, and even surpass all the gains attained by those who came before us,” Secretary Lorenzana said in his remarks. The Department, together with its bureaus, namely the Armed Forces of the Philippines (AFP), the Government Arsenal (GA), the National Defense College of the Philippines (NDCP), the Office of Civil Defense (OCD), and the Philippine Veterans Affairs Office (PVAO), as well the Philippine Aerospace Development Corporation (PADC), the

newest attached agency, gathered to celebrate the collective achievements of the One Defense Team. During the ceremony, Secretary Lorenzana conferred the Outstanding Achievement Medal (OAM) on two personnel whose innovation and service greatly contributed to the Department’s mission. COL Joel M Paloma of the Philippine Army was awarded the OAM for his remarkable leadership that proved instrumental to the successful induction of the Philippine Army to the Palladium Balanced Scorecard Hall of Fame for Executing Strategy. With COL Paloma’s efforts, the Philippine Army obtained validation that the organization has in place an internationally-competitive strategy and is truly on its way to attaining its vision of becoming a world-class Army. COL Paloma’s achievements further contributed to the journey of the Philippine Army towards genuine transformation and instilling good governance in the organization. LTC Ma Consuelo N Castillo of the Philippine Air Force, meanwhile, earned distinction for her achievement as the Project Manager of the development of the VVIP Flight

Operations Handbook. The Handbook is the first ever published book that serves as the detailed guide for pilots and crew of the 250th Presidential Airlift Wing in the conduct of the critical and delicate flight operations for the President of the Republic of the Philippines, the First Family, visiting Heads of State, local and foreign dignitaries and other Very Important Persons (VIPs). Attended by senior government officials, members of the Cabinet, members of the diplomatic corps, and other various stakeholders, the celebration program also included a static

display of the various units of the Department. The Philippine Air Force, the Philippine Army, and the Philippine Navy, as well as the GA, NDCP, PADC, and PVAO showcased their accomplishments and latest capabilities in their respective exhibits. The program is the culmination of the series of activities held by the Department to commemorate its 80th year since its establishment by virtue of the Commonwealth Act No. 1, signed by President Manuel Quezon and enacted on 1 November 1939.

a f P wins as oneAlongside winning peace and security, the Armed Forces of

the Philippines won medals for the country during the 30th Southeast Asian (SEA) Games hosted in the Philippines

from 30 November to 11 December 2019. The reservists and personnel of the AFP bagged 26 golds, 15 silvers, and 13 bronzes in various categories, which greatly contributed to the Philippines’ standing as the overall champion of the games for securing a total of 387 medals. The soldier-athletes won with the Philippine National Team in fifteen major sports competitions, namely arnis, athletics, baseball, cycling, kurash (judo), muaythai, obstacle course training, rowing, sailing, sepak takraw, shooting, softball , taekwondo, water polo, and weightlifting. Among the numerous victors of the 2019 SEA Games from the AFP were Philippine Army gold medalists TSg Villardo V Cunamay PA (Coach), SSg Mike C Baranes PA, and Sgt Nino Mark E Toledo PA for separate categories of Arnis. Moreover, the Philippine Navy secured golds in two categories of Shooting, among other sports events, through LTCDR Marly Llorito-Martir PN and PO2 Elvie A Baldivino PN. Amongst the victories of the Philippine Air Force was the gold clinched by the Baseball team of Sgt Wilfredo D Hidalgo PAF (Coach), A2C Ferdinand C Liguayan Jr PAF, A2C Romeo E Jasmin Jr PAF, A2C Jon-Jon V Robles PAF, and A2C Jennald

C Pareja PAF. Another pride of the AFP was Sgt Hidilyn F Diaz PAF, who added a SEA Games gold to the country’s weightlifting achievements. Meanwhile, the Department of National Defense held a Thanksgiving and Awarding Ceremony for the soldier athletes and their coaches, Emergency Preparedness and Response Teams, AFP Security Forces and Reservist volunteers on 19 December 2019 in Camp Aguinaldo. Outstanding Achievement Medals were also awarded to the soldier athletes, soldier coaches and officials and personnel of the DND delegation to the SEA Games for their meritorious accomplishments for the AFP and the country in different sports competitions. The awards and plaques of recognition were conferred by Secretary of National Defense Delfin N. Lorenzana and AFP Chief of Staff General Noel Clement. Indeed, the One Defense Team delegation embodies the 30th SEA Games slogan “We win as one!” through their teamwork and perseverance, that delivered prestigious honor not only to themselves, but also to the AFP and the Philippines. The dedication and excellence displayed by the soldier athletes and their teams are worthy of recognition. Salute to all the participants and winners of the 2019 SEA Games!

The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Regional Task Force to End Local Communist

Armed Conflict (RTF-ELCAC) conducted a three-day strategic planning workshop spearheaded by the Department of National Defense (DND), in Zamboanga City on 13-15 November 2019.

Defense Secretary Delfin Lorenzana, who was designated by President Rodrigo Duterte as the BARMM’s Cabinet Officer for Regional Development and Security (CORDS), enjoined the workshop participants to work together to achieve a stable, peaceful, secured, and progressive Bangsamoro Autonomous Region in Muslim Mindanao during his keynote speech at the culminating program of the

workshop.

Secretary Lorenzana was joined by Defense Undersecretary for Defense Operations Cesar Yano, Western Mindanao Command chief Lt. Gen. Cirilito Sobejana, BARMM Public Order and Safety Minister Hussein Muñoz, Naval Forces Western Mindanao Commander Rear Adm. Erick Kagaoan, other military and police officers, and BARMM officials.

President Duterte issued EO 70 in December 2018, to institutionalize the “whole-of-nation” approach in attaining inclusive and sustainable peace, creating a national task force to end local communist armed conflict, and directing the adoption of a national peace framework.

dnd rECEivEs award from thE CEsB

The Career Executive Service Board (CESB) conferred an award to the Department of National Defense

for its continued support, valuable contribution, and unparalleled commitment to CESB’s efforts in ensuring the smooth implementation of the Career Executive Service Performance Evaluation System (CESPES) for performance year 2018.

The Department is one of the six out of 130 agencies nationwide to receive an award from the CESB during the CES@46: Gabi ng Parangal, Pagpupugay, Pasasalamat, Paggunita, at Pagtatapos where outstanding individual and institutional partners CESB were among the honorees.

GEndEr-BasEd violEnCE

With the theme “VAW-free community starts with me,” the 18-day Campaign to End Violence Against Women

(VAW) Kick-off Activity commenced with the creation of the Department of National Defense’s own chapter of the Men Opposed to Violence Against Women Everywhere (MOVE) in a ceremony held in Camp Aguinaldo, Quezon City on 25 November 2019.

The ceremony was attended by MOVE Philippines Chairperson and Department of Social Welfare and Development (DSWD) MOVE National President Mr. Ricky A. Bunao, Gender and Development (GAD) coordinators, National Action Plan on Women, Peace and Security focal persons, and DND personnel and officials. During the ceremony, members

of DND-wide MOVE chapter took the oath to end violence against women and children, which was led by DND-wide MOVE President Mr. Jose Victor J. Badiola from the Philippine Veterans Affairs Office.

The DND-wide MOVE chapter, composed of 13 male employees from the DND and its attached bureaus, is “expected to champion the cause of fighting violence against women and children.” The establishment of the group concretizes the Department’s commitment in mainstreaming GAD, and recognizes the need to “counter the status-quo aggressively” due to persistent gender-based violence and discrimination.

“Let us support them by getting involved as they challenge those within their circles, particularly, other men, to divert their strength towards practicing good parenting skills, being respectful and loving partners to their spouses, and protecting their families from all forms of violence,” Undersecretary of National Defense Cardozo M. Luna Secretary said, delivering the speech of National Defense Secretary Delfin N. Lorenzana, encouraging the involvement of the employees in the advocacies of MOVE.

Meanwhile, the DND-wide Model Supervisors and Employees Awarding Ceremony that followed was a testament to the Department’s success in transitioning to a gender-balanced organization, recognizing the excellence of seven women out of the 14 awardees.

In celebration of the 119th Civil Service Commission (CSC) Anniversary, the

Department of National Defense conferred Civil Service Exemplary Awards on performing supervisors and employees of the Department and its bureaus whose dedication and commitment have helped fulfill the organization’s mandate to the people during the ceremony held at the AFP Lapu-Lapu Grandstand, Camp Aguinaldo in Quezon City on 27 September 2019. “This once a year occasion brings to the limelight the Filipino civil servant – ang ating mga lingkod bayani na piniling ialay ang lakas, talino, talento at kasanayan sa pampublikong sektor ng lipunan, na maglingkod nang higit sa walong oras kada araw, o higit sa limang araw kada linggo kung kinakailangan, sa kabila ng hindi kalakihang sahod at benepisyo. As they preserve the stability and continuity of civil service, it is thus extremely fitting to celebrate their achievements, which are the essentials of good governance,” Defense Undersecretary Cardozo M. Luna said, delivering the keynote message on behalf of Defense Secretary Delfin N. Lorenzana. Ms. Jacqueline C. Bollozos of the DND Proper, Dr. Antonietta Caga–Ramos of the Armed Forces of the Philippines (AFP), Mr. George A. Aranas of the Philippine Veterans Affairs Office (PVAO), Ms. Mary

Jane T. Orosa of the Veterans Memorial Medical Center (VMMC), Ms. Katherine B. Grado of the National Defense College of the Philippines, and Ms. Marie Lynette E. Vergara of the Government Arsenal (GA) were the recipients of the 2019 CSC Exemplary Supervisors awards. Meanwhile, Ms. Monette O. Tingin of the DND Proper, Mr. Ofrates C. Siringan of AFP, Ms. Alve O. Mosura of PVAO, Mr. Teddy O. Silos of VMMC, Ms. Mary Grace I. Sorrido of OCD, Mr. Caesar O Gale Jr. of NDCP, and Mr. Lamberto M. Reyes Jr. of GA were awarded the 2019 CSC Exemplary Employees. Undersecretary Luna reminded the employees to be inspired to work

harder and do better not just for the award, incentive or prestige, but also as a drive to bring more fulfillment to the attainment of the Department’s mandate. “After all, the greatest consolation in being a public servant is in knowing that your service is for the greater good, making a difference in the lives of our clientele and leaving a lasting impact in our society,” Undersecretary Luna said. With the theme, “Civil Service at 119: Upholding Integrity and a High Trust Society,” the awarding ceremony was attended by the officials and employees of the Department and its bureaus.

The Department of National Defense (DND) conferred awards on its

civilian supervisors and employees who contributed and introduced reforms and innovations, and efficient management of resources within their respective bureaus and agencies during the awarding ceremony held in Camp Aguinaldo, Quezon City on 25 November 2019.

“To our awardees, your extraordinary commitment to your duties as public servants, that has driven you to produce tangible outputs, is indeed admirable,” Defense Undersecretary Cardozo M. Luna said, delivering the keynote speech of Secretary of National Defense Delfin N. Lorenzana.

The recipients of Model Supervisor Awards were Mr. Rolando M. Fuentes of the DND-Proper, Ms. Nerie O Compe of the Armed Forces of the Philippines (AFP), Ms. Aebvee S. Hipolito of the Philippine Veterans Affairs Office (PVAO), Ms. Vilma F. Alinea of the Veterans Memorial Medical Center (VMMC), Mr.

“Carry on as role models and inspire change and innovations. To the rest, take cue from the examples of these awardees. Never adapt the attitude of doing something merely for compliance. Rather, always deliver beyond what is expected of you,” Undersecretary Luna said.

The conferment of the awards is part of the activities in connection with the celebration of the 80th DND Founding Anniversary in November 2019.
