Updated Guidance
Sports Guidance• On January 22, 2021, IDPH, DCEO, and
ISBE issued new guidance on sports for all youth and adult recreational sports, including, but not limited to, school-based sports (high school and elementary school), travel clubs, private leagues and clubs, recreational leagues and centers, and park district sports programs.
School Recommendation
School Activity Adaptive Pause recommendation was issued in early November and began on
the Thanksgiving Holiday and went through the first two full weeks of January.
DCHD elected to refrain from recommending additional pause due to the following considerations: COVID-19 Vaccine Availability BinaxNOW Antigen Test Availability County Level Metrics

BinaxNOW Testing
BinaxNOW Testing• The Abbott BinaxNOW test is a rapid antigen test that was granted
Emergency Use Authorization by the FDA. • Tests distributed to by the Federal Government to the State of
Illinois to Local Health Departments throughout the state on a per capita basis.
• Tests allocated to meet the needs in each jurisdiction under a number of “broad and flexible” options.
• As LHD’s distribute or use the tests, the state will continue to replenish local supply.
BinaxNOW Testing • Partners must complete application, sign MOU, register to report,
assure that testing staff complete online modules and schedule an onsite training and observation provide by the DCHD Lab Director.
• Antigen testing kits are used for symptomatic individuals only and protocols vary some by organization/district• First Responder Partners (1)

Mitigations for DeKalb County
Current Mitigations
•DeKalb County moved back to Phase 4 on January 25th after being in stricter mitigations since October 2020.

social distancing, and COVID-19 in the workplace
• Environmental Health staff are primarily responding to complaints regarding masking and indoor dining, following our five-step process regarding enforcement. We have focused on providing educational information to the restaurant industry. Based on existing law that will be supported in a legal proceeding, staff have to witness employee masking violations or capacity violations over 50% at the establishment to proceed with an order to disperse.

COVID-19 Vaccination
COVID-19 Vaccine• Eligibility: Individuals who live or work in DeKalb County can receive the
vaccine from DCHD.
• Allotment: DCHD receives a pre-determined allotment by IDPH each week.• Creates difficulties planning for clinics due to the allotment inconsistencies
and last minute notice of supplies. Does not allow DCHD to schedule vaccine clinics too far in advance.
• Currently administering the Moderna COVID-19 vaccine• Requires a 2nd dose, 28 days after 1st dose (2 appointments per individual)

NIU Partnership• DCHD has a long-standing partnership and plan to utilize the NIU
Convocation Center as an identified Point of Distribution (POD).
• In addition, the DCHD Volunteer Management Plan incorporates the partnership with the NIU nursing program for the supplementation of staffing of vaccine clinics. This plan has been exercised annually during our flu clinics at NIU.
• Newly developed partnership includes collaboration with NIU Athletics to provide athletic trainers to assists in screening of patients before they receive the vaccine.
Vaccine Notification System• Allows individuals or businesses to sign-up to receive notification and
registration when they are eligible to receive the COVID-19 vaccine.
• Helps anticipate vaccination numbers per phase and to contact individuals on a rolling basis when working through each phase.
Vaccine Notification System• Even though individuals/businesses choose the category from the
list, it requires DCHD to review to determine the specific phase individuals or businesses qualify for and to eliminate duplicate entries in the system.
• To date, over 300 businesses have signed up for the vaccine notification system and have provided the number of eligible staff.
• The business list helps us determine Closed POD opportunities and to work with businesses provide notification of vaccine opportunities for eligible staff.

IDPH Vaccine Data• IDPH reports individuals who received
the COVID-19 vaccine who reside in DeKalb County. This includes individuals who may have received their vaccine outside of DeKalb County.
• DCHD’s numbers will look different since DCHD reports the number of vaccines administrated locally which includes individuals who work and/or live in DeKalb County.

Current Challenges• Vaccine availability/local allocation is substantially lower than current
demand for vaccine• Call and email volume related to COVID-19 Vaccine
• Additional staff reassigned to manage phone calls and return messages
• People call multiple times and leave messages with more than one staff person
• Communication coming down from the state level is slow and sometimes lacking altogether
• Managing misinformation on vaccine and the local vaccine strategy
Current State and Local Effort to Expand Vaccine Access•Local (DCHD) Efforts:
•Agreement with Greater Elgin Center for Family Health for allocation of vaccine to vaccinate patients in identified Phases
•Weekly allocation of vaccine to NM Kishwaukee and Valley West Hospitals to provide vaccine to patients 65 and older (approximately 65% of DeKalb County 65+)
•State (IDPH) Efforts:•Expansion of vaccine availability to pharmacy partners to assist with
vaccination efforts (Walgreens/HyVee)•Utilization of National Guard to staff sites throughout the state
Additional Funding for Vaccination Efforts Originally, IDPH indicated that vaccination funding would be dispersed as
an amendment to our existing Local Health Protection Grant.
On Monday, IDPH released information on a new grant specifically targeted to COVID-19 Vaccination efforts. Grant amount is significantly under expected allocation.
Funding period of December 1, 2020 through November 30, 2021
Over the next few weeks, Emergency Preparedness Team will meet to discuss how funds are best utilized to support response efforts.
