The Institution of Civil Engineers (ICE), with a
worldwide membership of over 80,000 members, has
brought its biennial Middle East & Africa Convention
to Oman, in partnership with the Oman Society of
Engineers and Sultan Qaboos University
Oman has put in place world-class infrastructure, from roads and hospitals to schools and airports, and continues its march towards all-round development. This has had to be balanced with protection of its culture, environment and rich architectural heritage. Oman is a strong
example of development working hand-in-hand with conservation.
The ICE Middle East & Africa Convention is intended to provide a forum for knowledge-sharing, discussion and networking around a common
theme, bringing together engineers from across the region and is open to all.
Attendees are invited to listen to, and meet with, local and international industry leaders, and to visit some of the main heritage sites and new
developments in and around Muscat. The 3-day programme will examine the convention theme:

Dear Delegate, On behalf of the Institution of Civil Engineers (ICE) it is my great pleasure to welcome you to the 2015 ICE Middle East and Africa (MEA) Convention. The MEA Convention is held every two years and this is the 4th convention, previous venues being Egypt, South Africa and Dubai. The theme of this year's Oman conference is “Shaping the Future, Respecting the Past" and is particularly relevant for Oman due to the progress with infrastructure development and rich cultural history. We have a number of high profile speakers and honoured guests and especially welcome the current President of our Institution, David Balmforth. David will the open the event and during the 3 days, share his thoughts about how Oman can indeed respect the past whilst carrying out the extensive construction development foreseen for the future. The program focuses on issues of sustainability and heritage in this historic country and how our civil engineering profession is dealing with the all-important necessary balance between growth and preservation of its civil engineering ancestry. For many years, civil engineers in Oman and neighbouring countries have had to contend with extreme climatic conditions and uncertain natural resources in order to improve the quality of residents’ lives. We hope that you will all be able to share ideas and thoughts on this important topic so that as civil engineers working in the demanding environment of today, we can pass on lessons learnt from the past to civil engineers in the future. We hope you find your visit here and our program stimulating and will take away not only the importance of creating and maintaining our infrastructure in a sustainable manner but also how civil engineers are best placed to protect our world and its natural resources so that these may continue to be enjoyed and respected by future generations. Oman Society of Engineers (OSE) is a non-governmental and non-for-profit organization established in 2001 by a Ministerial Decision No. 186/200. The Society seeks to advance all matters related to engineers, as a profession, in Oman. The Society is serving the engineering community and contributing to the development of Oman. The Society is open for all engineering disciplines and to the both Omani and
expatriate engineers working in Oman.
Sultan Qaboos University (SQU) is the realization of the promise announced by His Majesty, Sultan Qaboos Bin Said, during the 10th anniversary of Oman’s National Day in 1980. Construction started in 1982 and the first Sultan Qaboos University students were enrolled in 1986. In accordance with the Royal Directives of His Majesty, the University commenced with five colleges, namely, Medicine, Engineering, Agricultural & Marine Sciences, Education and Science. The College of Arts and Social Sciences was established in 1987 followed by the College of Commerce and Economics which was developed in 1993 now renamed to the College of Economics and Political Science. The College of Law joined the University in 2006 and finally the College of Nursing was established in 2008.
Since its launch in 2005, The Research Council was established to realize the Sultanate's vision of developing and supporting progress in the fields of science, education, innovation, culture, and other areas of national importance, that enhances knowledge and provides economic gain. A major task for TRC in its first stage was to build up national scientific research strategy, which supports creativity and innovation and develop research talents. TRC has focused on a number of important hubs to achieve its aims, firstly was on establishing the institutional structure as it is considered of its first kind in the Sultanate. Secondly and thirdly was to focus on supporting and developing the research and innovative areas, meanwhile, spreading awareness was to be considered as well.
Institution of Civil Engineers (ICE) is an independent learned society of Civil Engineers based in the United Kingdom with members located worldwide. ICE’s opinions are respected because of the professional experience that supports them. ICE encourages knowledge to be shared throughout the industry and beyond. Site Visits
Sultan Qaboos Grand Mosque is a “must see” attraction of Muscat - it is one of the most beautiful and ornately decorated modern mosques in the world. Grand Mosque is the largest mosque in Oman and can accommodate up to 20,000 worshippers in total. It took six years to build and was opened in 2001. The mosque features an exquisite blend of Islamic, Middle Eastern, and Omani architectural styles, and features some of the world’s largest handmade Persian rugs and crystal chandeliers.
Please note – Visitors must dress conservatively, especially ladies who should cover their hair, shoulders and arms when they visit the mosque.
Al Ilam Palace is a royal residence that has a history of over 200 years and which has a facade of gold and blue. Visitors are not allowed inside the palace but is a popular area to walk around and to take photos. Al Alam Palace is surrounded by the Mirani and Jalali Forts built in the 16th century by the Portuguese.
A massive redevelopment is planned for Muscat’s historic Muttrah district, with the aim to redevelop one of Muscat’s most iconic areas to make it more contemporary, whilst retaining its current atmosphere and character. The intention is to not only revamp Muttrah, with beautification and infrastructure improvements, but also to promote local business enterprises. Muscat Municipality is carrying out this
integrated urban development project with the support of government-owned water company, Haya Water, at an estimated cost of RO 500 million (US$ 1,200 million).

Professor Khalifa Al-Jabri
Prof. Khalifa Al-Jabri obtained his PhD in structural fire engineering from Sheffield University, UK in 2000. He is currently Professor and Head of the Department of Civil and Architectural Engineering at Sultan Qaboos University, Oman. He is also member of the State Council, Oman (2011-2015). He was the Assistant Dean for Postgraduate Studies and Research at the College of Engineering from 2006-2010.
His main research interests are Behaviour of structures in fire, use of waste materials in Civil Engineering applications and Seismic Hazard Assessment. He published more than 110 papers in international Journals and Conferences. He is peer
reviewer in more than 30 journals and he is member in the editorial board of several journals such as Structural Fire Engineering Journal.
He worked as chairman and member in many committee on the National, University, College, and Department levels. He was awarded distinguished research award in 2015. He participated in many conferences, workshop and training courses. He gave invited and keynote lecture in many scientific events. He was chair and member in many organizing and scientific committees.
Dr Rashid Ali Al Balushi
Dr. Rashid Ali Ibrahim Al Balushi, is the Chairman of the Oman Society of Engineers. He has vast experience in both the public and private sector holding various executive positions. Currently, he is the Managing Director of Iskan Oman Investment Company SAOC, a private equity investment company. He is also Founder and Chairman of Engineering Innovation Design and Consulting LLC and was previously Chief Investment Officer of the Oman Investment Corporation (OIC).
Dr. Rashid has published many articles in the use of Project Management tools and processes in strategy implementation.
He has conducted many public and in-house seminars in the areas of project management, strategic planning and Enterprise Project Management.

Professor David John Balmforth
Prof. David Balmforth is the 150th President of the Institution of Civil Engineers and an Executive Technical Director with international consultants MWH. His work covers all aspects of urban flood control, pollution management and climate change adaptation in the wastewater sector, and he is currently engaged with major flood alleviation projects in London, Glasgow and Portsmouth in the UK.
He was a principal contributor to the UK Government's Foresight Project on Climate Change, Flooding, and Coastal Defence, and he has worked in the US with various municipalities advising them on climate change adaptation
strategies. Much of the recent thinking on urban flood risk management has been developed by David through his contributions to Government programmes on Integrated Urban Drainage and Surface Water Management Planning.
David was a member of the Pitt Review Advisory panel and the UK Government's Strategy Group on 'Engineering, Infrastructure and Climate Change Adaptation. He has worked for the Singapore Government as an international advisor on flood risk management. He is an independent advisor to the UK Water Regulator (OFWAT) and DEFRA, and to Thames Water and the GLA on flooding in London. David is a visiting professor in the Department of Civil and Environmental Engineering at Imperial College, London.
Engr Ahmed Saleh Al-Shaibani
Ahmed Al-Shaibani is the Project Manager for Ras Al Hamra Development Project at Petroleum Development Oman. He has extensive experience in Project controls / project management with vast exposure to Oil & Gas and Real estate industry. A mechanical engineering professional graduated from Leeds University UK. Ahmed played a key role in completion of prestigious projects undertaken by PDO in Oman and Shell in Brunei. He has recently been selected as one of the 30 enrolled in National CEO program organised by Diwan of Royal Court.

Dr Marwan Nasri Basmaji
Dr. Marwan Basmaji is a Lebanese architect, co-founder - along with his Polish partner Mrs Kamila Bielinska-Basmaji, of Basmaji & Bielinska Architects (BBA).
After his studies in Lebanon, Dr. Basmaji was awarded the Japanese Government Scholarship to continue his doctoral studies at Tadao Ando Academic Studio at the University of Tokyo in Japan. Since 2008, he divides his time between his Clients' commissions, participation in international competitions, and academic activities.
The studio's various and ongoing commissions for the Ministry of Culture in Bahrain cover permanent museum exhibits (Bahrain National Museum, Bu Maher Fort Visitors Centre), urban regeneration for cultural sites (Aali Pottery village), Land art installations (Petrol Pipes Phosphoric Paint, Wind Turbines, Burial Mounds Lights), and archeological sites' visitors centers (Tree of Life, Pearling Pathway, Barbar Temples).
The architect's proposal for Barbar Temples Visitors Centre won two international awards: the International Union of Architects' award for Young Architects 2012, and the Young Arab Architects Award 2012, and was exhibited the same year at Venice Biennale in Venice, Italy and the World Arab Institute in Paris, France.
Engr Muhammad Bin Aref Abu Zaki
Engr. Muhammad Bin Aref Abu - Zaki, Omani citizen, was born in 1944. He graduated from the American University of Beirut (AUB) -Lebanon in 1968, B.Sc. Civil Engineering, and completed his post graduate study (Transportation) at Melbourne University-Australia in 1973.
His experience (46 years) obtained from working with international consultants and contractors in 7 countries: Saudi Arabia, Australia, Lebanon, Yemen, Nigeria, Jordan and Oman, in addition to his work with the public sector in Oman. He got teaching experience at Melbourne University, during his post graduate study, and at Caledonian College – Oman, during his
work with the public sector. He is also a certified Expert and Arbitrator, a Board Member of the Oman Society of Engineers and MICArb.

Mr Tom White
Mr. Tom White is the Deputy Operations Manager for Parsons International, Oman. He is a Chartered Chemical Process Engineer with a degree from University College London and chaired the IChemE London and South East branch for 3 years.
Over the past 20 years his professional experience has encompassed a range of industrial sectors; Oil and Gas- onshore & offshore, Pipelines, Refining, Syngas, Petrochemicals, Nuclear, Carbon Capture Storage, Water, Pharmaceuticals, Waste Treatment & Emergency civil construction in remote locations.
He has lived in the Middle East for 7 years, working with various global engineering consultants to launch businesses in new locations. His roles have had wide geographical responsibility, as Middle East Proposals Manager and Business Development Director for Africa, Middle East and former Soviet Union.
Dr Ahmed Al-Naamany
Dr. Ahmed Al-Naamany is a Professor in Information Communication Technology. He started his academic career at Sultan Qaboos University and latter at the Arab Open University where he was Vice Rector for Educational and Information Technology. Presently he is Managing Director of Global Computer Services and also the Dean of the Modern College of Business and Science.
He attained a Ph.D. from the University of Manchester, Institute of Science and Technology, UK, 1995; a M.Sc. (EE-Computer Controls) from Drexel University (United States) 1990; a B.Sc.
(Multi-Disciplinary Engineering) from Widener University, 1986; and a B.Sc. (Electrical and Computer Engineering) (Widener University, 1986, with Honors).
Dr. Naamany has contributed to more than 60 conference and journal papers as well as patents. He is a member of IEEE Computer and Control Societies. He lectured on Computer Architecture, Computer Control, Computer Networks and Artificial Intelligence Applications. Dr. Al-Naamany is also a recipient of a Fulbright Scholarship.

Mr Mark Jamieson
Mr. Mark Jamieson was appointed UAE Country Representative for the Institution of Civil Engineers (ICE) in 2010, a role he maintains alongside his primary employment as a Project Director for Turner Construction International. He is a Fellow of both ICE and the Chartered Management Institute.
A Civil Engineer with more than 25 years’ experience in project management and construction both in the UK and overseas, Mark has delivered major works from nuclear to rail and infrastructure to building mega projects; he is currently working on TDIC developments on Saadiyat Island, Abu Dhabi. In his ICE role, Mark also looks after the interests of the 1000 ICE members in UAE.
Professor Paul Jowitt
Prof. Paul Jowitt is Professor of Civil Engineering Systems at Heriot Watt University. He is a Past President (2009-10) of the Institution of Civil Engineers, a Fellow of the Royal Society of Edinburgh and a Fellow of the Royal Academy of Engineering. In 2011 he was awarded the CBE in the Queen's Birthday Honours List for Services to Technology. He is President of the Commonwealth Engineers Council.
Between 1999 and 2014 he was the Executive Director of the Scottish Institute of Sustainable Technology (www.sistech.co.uk) - a research-led consultancy providing innovative solutions for sustainable development in the natural
and built environments. SISTech was a joint venture between Heriot Watt University and the international engineering consultancy MWH. He was a Board Member of Scottish Water from 2002-2008, and a non-Executive Director of United Utilities Water from 2009-2011

Ms Cheryl Cairns
Ms. Cheryl Cairns is a partner in Trowers and Hamlins' International Construction Team, based in the firm's Dubai office since 2007 and working on a regional basis across all of the firm's Middle East offices, which include Oman, Bahrain and Abu Dhabi. Cheryl's practice provides contract advisory services for all aspects of construction, engineering and oil and gas projects (especially those procured on an EPC basis) to employers, main contractors, specialist subcontractors and engineering and architectural consultants. Cheryl has extensive experience of advising upon procurement issues, amendments to redress the balance of risk in standard form (in particular FIDIC) and bespoke building contracts,
consultancy agreements and forms of ancillary security relating to significant international infrastructure and development projects.
Cheryl also frequently advise clients (both claimants and respondents) in relation to construction dispute resolution, which includes amicable settlement assistance, drafting settlement agreements, mediation, dispute adjudication boards and arbitration proceedings conducted under various arbitration rules (ICC, LCIA, UNCITRAL, ADCACC) as well as being regularly appointed to sit as an arbitrator. Cheryl also holds a Master’s Degree in Construction Law and is a Member of the Chartered Institute of Arbitrators and Gulf Society of Construction Law.
Mr Ian Fotheringham
A senior HR professional with over 27 years of experience in the areas of Resourcing, People Engagement, Employment law, Reward and Benefits, Performance Management, Learning and Development and Local Content known in Oman as In Country Value.
Ian has worked with blue chip, multinational corporations including ConocoPhillips, Marathon Oil, Halliburton and Technip. His specializations include HR international policies and procedures and localization strategies. During his career Ian has been based in several locations across the world and has been working with international workforces of over 1000+ employees.
For the last 4.5 years he has been working as an HR Consultant for Worley Parsons based in Muscat, Oman. Ian is a Fellow of the Chartered Institute of Personnel and Development (FCIPD) of the UK.

Awarded Masters of Business Administration in Management from Riverwood University, Upland, California, USA and Bachelor of Science in Managerial Accounting & Law from Clarkson University, Potsdam, New York, USA. Presently CEO of Oman Society of Contractors.
From 1984 to 1994 pursued a diversified career in management in Central Africa, Egypt and UK. In 1994 returned to Oman and joined the OMZEST Group as Advisor to the Chairman.
Two years later entered the Oil & Gas industry and worked to develop the Oman Consumer Gas Project. In April 2002
became CEO of the Oman Society for Petroleum Services (OPAL).
Dr Joseph Jervase
Dr. Joseph A. Jervase is an Associate Professor of Electrical Engineering, College of Engineering, Sultan Qaboos University (SQU).
Since 2007, he has been a member of the University Curriculum and Academic Policies Committee whose remit includes setting policies for establishment and review academic programmes.
He is a Fellow of the Centre of Excellence in Teaching and Learning (CETL) that is tasked with enhancing teaching and learning quality at SQU. In addition to these responsibilities,
he is a programme reviewer for the Ministry of Higher Education as well as Oman Academic Accreditation Authority (OAAA). In that capacity, he has reviewed several proposed and established electrical engineering programmes in Oman.

Dr Kumbwaeli W Salewi
Dr. Salewi obtained a BSc (Eng) from the University of Dar es Salaam, an MSc (Civil Eng Structures) from the City University London, an MBA from the University of Nottingham and PhD from Washington International University. He is a Fellow and Past President of the Institution of Engineers Tanzania, Fellow and Chartered Engineer ICE, Fellow American Society of Civil Engineers, Associate Tanzania Institute of Arbitrators, member Engineers Registration Board Tanzania and a Registered Consulting Engineer in Tanzania.
He has held a wide range of responsibilities in planning, designing and management of civil engineering projects to
commissioning and donor funded development programmes including working under the UN in the Eastern African Region. His current engagements are in project management, contracts management and dispute resolutions and continue to sit on a number of Boards of Public Institutions. He is also an External Examiner for Masters’ students in Construction and Project Management at the University of Dar es Salaam and ARDHI University Dar es Salaam.
Engr Nadhira Al Hinai
Engr. Nadhira Al Hinai is currently the Head of HSE in one of the Omani Government leading Entities. She is a Civil and Environment engineer in background but had branched out with many other professions and fields as part of her working experience and challenges that she took on in the past 10 years and a half; including holding Professional Qualifications under the following bodies NEBOSH, IOSH and IEMA.
Nadhira drove the Decree No. (42) Of 2009 - The Environment, Health and Safety Management System Regulatory Framework (EHSMS) through her acquisition as a Senior EHS Consultant and EHS Manager positions in UAE between 2010 and 2011
and delivering the system to (Abu Dhabi Police, Family Foundation) and (Al-Ain Municipality) respectively.
