    This final BP Replication Assessment Report covers the entire replication periodof the constructed wetland in Alaminos City of the BP model in Udonthani City,Thailand under the auspices of the Democratic Local Governance in South EastAsia (DELGOSEA).

    The report summarizes the various activities undertaken from the start of theproject replication up its current implementation status as well as highlights

    certain milestones indicative of its success and sustainability.

    Essentially, this report was culled from all the project documents: logframe,transfer concept, and monthly monitoring reports and passed upon by theproject coaches and by the local Project Management Team.

    Eight guide questions provided by the Delgosea National Coordinating Office:

    1.

    How do you evaluate the overall progress, starting from thebeginning of the action/project until end of May 2012? Provide apicture comparing pre-situation with the situation in May 2012.

    Before the project: Prior to the replication of the project, the local governmentof Alaminos City and the people of the city in general were unaware of the

    water being into their canals. Neither were they aware that without building

    capital-intensive wastewater treatment facilities, wastewater from householdsand commercial establishments can be treated naturally by coursing themthrough a series of ponds where the combined action of plants, bacteria and thesun would cleanse the wastewater of its toxins, metallic content and otherhazardous components.

    Hence, the LGU decided to replicate the constructed wetland project fromamong the menu of projects it was presented by DELGOSEA.

    After the project: In the final dialogue with the community stakeholders, therewas unanimity among the participants on the following:

    The important contribution of the CW in protecting the citys environmentparticularly in not polluting its river as well as its ground water;

    The importance of endemic plants found everywhere as natural cost

    effective purifier of polluted water; The CWs contribution in preventing diseases arising from indiscriminatedumping of wastewater in the citys canals and waterways;

    The CWs contribution in not polluting their agricultural lands, and inprotecting the sea surrounding the Hundred Islands National Park a cityand a national treasure; and

    The participation of all stakeholders, particularly the private sector, willensure the success of any project of the city government.

    2. What have been the main achievements or project replication?Refer to the objectives and results.

    There are two project objectives: 1) Improvement of environmental governanceby way of reducing water pollution to the creeks and rivers that ultimately drainin the waters surrounding the Hundred Islands National Park, and 2) Upliftment

    of the living conditions of the community particularly marginal farmers as aresult of the improvement of water quality for agricultural use.

    attraction) been surveyed to determine the

    geographic areas where thesewastewaters come from.

    The current CW replicationproject being undertaken is onlya pilot project for what would bea total of 4 CW projects in thecity to comprehensively coverthe sources of wastewater.

    The pilot project in BarangayPoblacion in Palali was chosenfor two reasons: a) it willcapture the wastewater fromtwo (2) big markets as well as

    other commercialestablishments in the downtownarea.

    To complement theeffectiveness of this project, thecity government has tightenedthe enforcement of its local

    ordinances on sanitation, i.e.,use of wastewater treatmentfacility at household andcommercial establishments andsolid waste management.

    ExpectedResult 1

    Reduction in the level of waterpollution coming from

    households and businessestablishments by at least 90%

    Actual reduction in the level ofwater pollution cannot yet be

    ascertained as the CW is notyet operational. However, thecity government is optimisticthat pollution will be reduced by90% once the CW is operationalby the end of the year.

    of the following activities are

    significant to consider:a. Environmental scanning 100% completion of all the six

    activities outlined in the logicalframework of the project:barangay consultations, profilingof population and households,inventory of businessestablishments, GIS mappingand topographic survey of theproject site, baseline waterquality monitoring and soilanalysis

    b. Project Site Identification Right Choice of Pilot Project Site For the LGU and thecommunity stakeholdersthe

    remaining components of theCW project, the pilot projectshould succeed. This meansthat the pilot CW has to have animpact on reducing pollutedwaste water. BarangayPoblacion is the best choice asthe pilot area for the CW since it

    will capture the wastewaterfrom two big city markets andthe other commercialestablishments located in thedowntown area.

    This phase of the project hasbeen the major source of delay

    of the project owing to thedifficulty in looking forlandowners willing to lease theirland for the purpose. The Landdeal for the pilot project site hasonly been inked in March 2012.

    place to ensure thecontinued and efficientoperation of the project.

    3. What have been the main benefits for the people so far (e.g.,socio-economic/and or environmental impact of replication0? Andhow did this impact the living condition of the people? Please refer

    to the overall objective.

    Economic Benefits:The economic benefits, as a result of the CW project, are expected to comefrom two areas: increased agricultural productivity and increased tourismactivities.

    Increased Agricultural Productivity - The assumption here is that muchimproved quality of water for agricultural use will improve harvest of agriculturalproduce. Whether the 10% increase in production yield will be achieved is stillto be validated when the CW becomes fully operational.

    Increased Tourism Activities - The Hundred Islands National Park is a uniquenational heritage to the city of Alaminos. As such, preserving it in terms ofkeeping its waters pristine and pollution-free is expected to increase tourist

    arrivals in the city, along with its ancillary benefits. In the May 2012 tourismbriefing given us by the office of the City Mayor, tourist arrivals have markedlyincrease by more than 20% versus previous year figures. This is not howeverdirectly attributable to the impact of the CW project.

    Increased Economic Activities in the CW. The CW is envisioned to be a parkwhere people converge to relax, exercise or as educational destination forstudents. There will be ambulant vendors, souvenir shops, and small

    restaurants to cater to the needs of these people.

    Social Benefit:

    A very notable effect of the CW project is that it has renewed the activeparticipation of the local stakeholders in the community. Non-government

    Environmental Benefits:

    True to its being an environmental project, the CW project has already resultedin concrete measures:

    1. 100% installation of water treatments facilities in households andcommercial establishments; and

    2. Strict implementation of the local ordinance on solid waste managementwhich implementation greatly complements the CW project;

    4. What impacts (e.g. in terms of capacity) could you observe onbehalf of the pilot city taking part in this project on transnationalbest practice exchange?

    At this stage of the project, much of the impact of the project has primarilybeen from the direction of the BP model to the replicating city of Alaminos. Theactual exchange visit made by the local officials of the replicating city to the cityof Udonthani City in Thailand has inspired and increased the resolve of the LGUto push through with the replication to its successful completion as well assustainable operation.

    With the assistance however of the League of Cities of the Philippines and theLeague of Municipalities of the Philippines, we are expecting a number of cities

    and municipalities in the Philippines to take on this project to address theirrespective waste water pollution concerns.

    5. Did the city cooperate with third bodies (e.g. LGAs, business, oracademe) which supported the replication process?

    The city of Alaminos has always approached the replication process in a multi-

    stakeholder manner. At the national level, where relevant policy concerns areresolved, the project has consulted with the appropriate national governmentagencies.

    To help Alaminos market the project to other LGUs in the Philippines, it hasenlisted the support of three local government associations (ULAP, LCP, LMP).

    6. How has the knowledge been shared with other cities or even

    replicated to other cities?

    The project is still to be completed so knowledge sharing to would-be replicantLGUs cannot yet be undertaken. The city government, however, committed tofinish the construction phase of the CW on or before the end of 2012. Once theCW becomes operational, the city government can:

    share its experience with other members of One Pangasinan Alliance

    (OPAL) as promised by the city officials at the start of the project; and endorse to the League of Cities (LCP) for possible replication in other

    member cities.

    7. How will the city continue replicating the best practice? Whatare the planned activities until end of 2012?

    committed to actively participate in the construction of the CW and the

    operation of the CW park.

    The city will continue replicating the best practice by providing resources for theconstruction of the other 3 CWs. The city will also share its experience withother members of One Pangasinan Alliance (OPAL) as promised by the cityofficials at the start of the project.

    Lastly, the city government can endorse to the League of Cities (LCP) the

    DELGOSEA Constructed Wetland Project for possible replication in othermember cities.
