Prof. Sahasrabudhe, Chairman-AICTE welcomed all the members in the 111th Executive Committee meeting. He apprised all the members about recent events organized by AICTE for the first time. Chhatra Vishwakarma Awards where innovations and achievements of students of AICTE approved technical institutions were recognized by awarding 66 teams in different categories for their ideas about converting existing campuses into smart campuses. AICTE has also instituted awards for Clean & Green campus & best start-ups from colleges. Chairman, AICTE further apprised about the successful organization of a two-day national conference on "Developed Village, Developed Nation" during 29-30 October, 2017 at AICTE Auditorium which has been witnessed by some Members of Parliament and Ministers from Government of India. Prof' Sahasrabudhe informed the members that AICTE has discontinued acknowledgment withmementos to the dignitaries and has introduced a new way of honoring the guests by planting asapling in the name of guest and issuing a certificate with a QR code scanning which the guest cansee the actual plant and growth of plant. Institutions are being informed for setting up cleangreen campuses' It was also announced that AICTE will soon revive its newsletter which will bereleased bi-annually. It is also proposed to have a digital newsletter with only a few printedcopies for records. The efforts made by AICTE under the dynamic leadership of prof, Anil D.Sahasrabudhe was appreciated by EC.

An e-mail was received from the office of foint Secretary and Financial Adviser 0S& FA), MHRDin the afternoon on 15th November 201.7, informing the comments on the Agenda received bythem. Since the comments were received after the meeting, the same could not be brought to th;notice during the meeting. However, the comments received from the office of JS & FA, MHRDhave been observed that decision of the Executive Committee is already in line with theobservations made in the aforesaid e-mail. The EC will be apprised through email beforeconfirmation of EC minutes in forthcoming meeting.

Item No. 111.01.01 : To confirm the minutes of the 1L0th meeting of the ExecutiveCommittee held on October 17,20L7.

The Executive committee confirmed the minutes of the 110thmeeting of the Executive Committee held on October !7,201-7.

The members were informed about a correction under ltem No.110.03.09 in the 110th minutes of the Executive committee. Therevised extension of approval granted by the Executivecommittee to IIFM, Bhopal is for the Ay zotz-tg to 2016-17 andfor MDI, Gurgaon, Haryana in respect of Fellow program is forthe AY ?OL4-IS to 2O!6-17. Further, as decided in the 110thmeeting of EC, an EVC shall be conducted to these institutesbefore processing the aforesaid approval. The EC approved thecorrections in minutes of 110ttr EC meeting.

To receive a note on action taken on the decisions taken andrecommendations made in the 111th meeting of the ExecutiveCommittee held on October 17 ,201.7.

To consider and approve additional sector ,,Service,, withSpecialization "Electrical Equipment Maintenance" under communityCollege Scheme from the academic year 201,5-16.

The Executive committee considered and approved theproposal for granting approval to vocational EducationProgramme in service sector with specialization "ElectricalEquipment Maintenance" w.e.f. Ay 201S-16.

: To consider and approve the recommendations of Selectioncommittee meeting held on 01.11.20rr for appointment of one staffcar driver on regular basis in AICTE, Hqs, New Delhi.

The sealed envelope containing the recommendations of theSelection Committee in its meeting held on O1.-L1^-ZOIZ, forappointment to the post of Staff Car Driver, was opened.shri Davinder singh who fulfilled all the requirements of thepost and recommended by the committee was approved by theExecutive committee. The EC suggested that before issuing offerletter of appointment, Police Verification may be done.

: To consider and approve booking of Air Tickets through privateTravel Agencies.

The Executive committee decided that bookings through anyprivate agency, private agent or even online throughMakemytrip.com, Yatra.com, etc. is not allowed. The Executivecommittee further considered the proposal and approved thatbooking of air tickets directly from the website of privateairlines without involving services of any private agency oronline operator is allowed in case of exigencies only. TheExecutive committee also allowed booking of tickets by privateairlines for the connecting flights when such flights by Air Indiaare not available or seats are full and self-declaration given bythe travelling Expert or official, may be treated sufficient forbooking of tickets of connecting flights.

: To consider the proposal for the grant of approval to technicalcourses at the Diploma and Advanced Diploma Level conducted byDirectorate General of Electronics and Mechanical Engineering[EME), Integrated HQ, of Ministry of Defence (ArmyJ, New Delhithrough their various institutions.

The Executive committee deliberated on the proposal andaccorded approval in-principle for awarding Diploma andAdvanced Diploma to Armed Forces personnel who aresupposed to pursue these courses in the concerned institutionsunder the Directorate General (EME). Further, the institutionsunder Directorate General (EME) will thereafter submit detailedproposal to AICTE individually for approval in the standard formatonline as required for AIcrE approval. EC recommended thatbefore giving approval, EVC shall be conducted.

: To consider and approve launching of a new scheme as "support tostudents for participating in competitions abroad,,.

The Executive committee deliberated on the proposal andapproved launching of new scheme 'support to meritoriousstudents for participating in competitions abroad'. TheExecutive committee also approved the annuat budget proposalof Rs. 2.5 crores without any limit on number of teams as long asthe teams have won National level event. The EC further decided

support of the proposed air fare componentunder the scheme, will be granted in respect of only Air Indiatickets booked through authorized agents or directly throughAir India, as per Govt. of India guidelines in this regard.

To consider and approve an expenditure of Rs.19.97 crore estimatedfor implementing AICTE Smart campus & centre of Excellence atAICTE Hqs. and its 10 Regional/Camp Offices.

The Executive Committee deliberated at length on the proposaland accorded approval in-principle for an estimatedexpenditure of Rs.19.97 Crore for implementing AICTE SmartCampus & Centre of Excellence at AICTE Hqs. and its tenRegional/camp offices. The committee constituted for thispurpose shall submit its recommendations to Chairman, AICTEfor approval. Thereafter, as per approval of the Chairman AICTEpurchases under this proposal may be executed through GeMportal of Govt. of India only.

To consider and approve hiring of technical manpower underStanford Project for Development of 'student Learning Assessment'.

The Executive committee was informed about the MoU betweenAIcrE and stanford university. The Executive committeedeliberated on the requirement of manpower and decided thatthe manpower may be hired from the existing manpoweragency, already having a contract agreement with AICTE i.e M/s.BECIL and further approved engaging and deploying manpowerexclusively for this proiect. Payment shall be made as per theexisting practice in AICTE for similar posts. The EC also decidedthat a three member standing committee may be constitutedcomprising of former Vice Chancellors for effectingimplementation of the scheme as per the provisions of MoUbetween AICTE and Stanford University.

To consider and approve the recommendations of the committeeregarding fixation of maintenance charges of AICTE Hqrs.Auditorium, Conference Rooms and Guest House Rooms.

The Executive Committee considered and approved therecommendations of the committee regarding fixation ofmaintenance charges of AICTE Hqrs. Auditorium, conferenceRooms and Guest House Rooms with minor modifications in thecategories as under:

The observations of the members were also noted for improvingthe facilities in the AICTE Guest house and upgrading theinfrastructure requirements like LEDs/LCDs, mini refrigerator,additional mirrors, catering services etc. It was opined by themembers that trainers/staff from approved lnstitute of HotelManagement may be invited periodically for training of themanpower deployed for maintaining AIcrE Guest house. AIcrHshould also depute its officers for undertaking periodic andsurprise checks from time to time and ensure cleanliness,hygiene, quality, services etc.

applications submitted by NEEM applicants for registration asNEEM facilitator. The EC also approved closing of thoseapplications which were not recommended by the Committeeand have been granted three chances for submission ofdocuments in compliance to deficiencies and such applicantsmay be informed.

To consider and approve invitation of proposals from Govt./Govt,aided Technical Institutes as beneficiaries of e-resource from e-

Shodh Sindhu, INFLIBNET.

The Executive Committee deliberated and approved invitationof proposals from Govt./Govt. aided Technical Institutes as

beneficiaries of e-resource from e'Shodh Sindhu, INFLIBNET in-principle and further suggested that:

o Minimum 100 mbps internet connectivity shall have to beensured for receiving the benefit of e-resources sought fromAICTE;

Preference shall be given to those institutions wherever PG

programs/courses are being conducted;

Utilization of funds granted under the scheme should beacknowledged by the concerned institutions wherevercontents have been used;

e Publications by faculty in fournals should be acknowledgedwith a footer note clearly mentioning that the funding issupported by AICTE;

o Utilization report should be sought from AICTE supportedinstitutions during approval process data collection.

To consider and approve granting parity with respective pay andallowances to QIP scheme for Engineering College Teachers underAI CTE-l NAE-TRF scheme.

The Executive Committee deliberated on the features of AICTE-INAE-TRF and QIP schemes. The EC approved the proposal forgranting parity to the Engineering College teachers selected forAICTE-INAE-TRF scheme with respect to pay and allowancesimilar to that being paid under QIP scheme.

To consider and approve enhancement of honorarium to visitingexperts under AICTE-INAE-Distinguished Visiting Professorship

IDVP) scheme.

The Executive Committee considered and approved theproposal for enhancement of honorarium from Rs.3000/- toRs.10,000/- to visiting experts under AICTE-INAE'DistinguishedVisiting Professorship (DVP) scheme. The EC examined thestatus of payment of experts in IITs and similar institutes beforetaking a final decision.

: To consider and approve the proposal to include approvals to runSkill/NSQF programme in APH - 2018-19 to be published for Grantof Approval for Setting up new Technical Institution offeringTechnical Programme /Grant of Approval for Extension of approvalto the existing Institutions/ Continuation and allow Skill Partners ofNSDC / NSDC to work as SKP.

The Executive Committee considered the proposal andapproved including Skill/NSQF programme in the forthcomingApproval Process Handbook (APH) ?OLB-1*9. The membersappreciated the proposal for merging approval under Skill /NSQF programmes with the institution approvals for technicaleducation programmes/courses issued by AICTE as perprocedure laid under APH.

: To consider and approve processing of proposals under various AQIS

schemes viz - a -viz financial implications thereof.

The Executive Committee deliberated on the proposal andapproved incurring of expenditure from AICTE funds in case theentire amount is not met from the funds received from MHRDfor proposals received under AQIS. It was further approved thatthe total grant to be sanctioned per institute should not exceedRs.25 Lakhs other than the grants released for the"Margdarshan", "Skill and Personality Development Programmecenter & also the schemes for students support for SC/STStudents" and "Hostel for SC/ST Students" Schemes. The EC

suggested that institutions located in rural areas should beencouraged to apply under AQIS.

: To consider and approve changes made in the Approval ProcessHandbook for the Academic Year 2018-L9.

A presentation regarding proposed changes in the ApprovalProcess Handbook (APH) 2OL8-L9 was made by Prof. UshaNatesan, Advisor (Approval Bureau) to the members. Themembers deliberated and lauded the efforts of AICTE onnumerous changes proposed which were beneficial tostakeholders at large. The Executive Committee approved thechanges made in the Approval Process Handbook (APH) zOtB-19.

To consider incorporation of amendment to the AICTE Regulations20L6 in view of the changes incorporated in the Approval ProcessHandbook 2018-19.

The Executive' Committee deliberated and approvedincorporation of amendment to the AICTE Regulations 2016 inview of the proposed changes in the Approval ProcessHandbook 2Ot8-I9. The Executive Committee decided that anotification in this regard may be issued before starting theapproval process for 2018-19.

To consider and approve the proposal to conduct ExecutiveLeadership Program for Vice- Chancellors & Senior Educationists.

The Executive Committee deliberated on the proposal andapproved conducting Executive Leadership program for ViceChancellors and Senior Educationists etc. at AICTE , New Delhiwith effect from 24th to 26th December 2017 and also approvedthe proposed budget of Rs.6.75 lakhs for organizing the threeday event.

To consider and approve the proposal to sign MoU with BhartiyaVidya Bhawan as SKP.

The Executive Committee considered and approved theproposal of signing of MoU between AICTE and Bhartiya VidyaBhawan, New Delhi as a Skill Knowledge Provider under NSQF'toimpart skill training on specialization "Holistic Sciences inSanskrit" under sector'Culture'for different levels of NSQF.

To consider and approve hiring of IT Consultants for follow up actionof SIH-2017 and implementation of Smart India Hackathon-2018.

The Executive Committee considered the proposal andapproved hiring of two IT consultants for follow up action ofSIH-2017 and implementation of Smart India Hackathon-?OLB.It was further decided that due procedure for hiring from thealready contracted manpower agency may be followed. Theengagement of two consultants should be till the completion ofSmart India Hackathon ZOLB.

To ratify expenses incurred for AICTE's and Indian Start-upsparticipation in Global Innovators Festa [GIF] 2017 and SouthKorean Start-up Ecosystem Exposure visit to South Korea.

The Executive Committee ratified the matter.

: To ratify the payment of grant of Seed Money of Rs.50.00 Lakh[Rupees Fifty Lakh only) by AICTE to Swami Vivekananda yogaAnusandhana Samsthana (Svyasa), Bangalore from SWAYAM Fundfor creation of online courses on "Yoga Instructor Courses" forSwayam.

The Executive Committee ratified the matter.
